Pelayanan publik yang baik bagi seluruh masyarakat merupakan tuntutan yang harus dipenuhi oleh seluruh lembaga pemerintahan. Hal ini sebagai bagian dari perwujudan tata kelola pemerintahan yang baik (good government governance). Berdasarkan data yang dihimpun oleh Lembaga Penelitian dan Pengabdian Masyarakat(LP2M) Universitas Jember (UNEJ), Desa Tenggarang yang terletak di Kecamatan Tenggarang Kabupaten Bondowoso memiliki beberapa masalah yang berkaitan dengan kualitas pelayanan publik bagi masyarakat. Tidak adanya media sebagai wadah pengaduan keluhan/aspirasi masyarakat & pengurusan surat izin/keterangan yang masih dilakukan dengan cara manual membutuhkan waktu lama. Kondisi ini membuat permasalahan yang dialami warga tidak dapat tertangani dengan baik. Jarak pemukiman antar warga dan dengan balai desa cukup jauh. Hal ini menyebabkan masyarakat malas untuk menyampaikan permasalahan / aspirasinya karena dibutuhkan usaha yang cukup besar untuk mencapai balai desa, pengurusan surat izin yang masih dilakukan secara manual juga sangat menyita waktu masyarakat. Sementara disisi lain banyak kebutuhan pada masyarakat perlu penanganan/respon yang cepat

Lembaga pemerintah sudah seharusnya memenuhi tuntutan terkait pelayanannnya yang berkualitas untuk seluruh masayarakat. Hal inilah merupakan wujud dari sebagaian bentuk tata kelola pemerintahan yang diharapkan oleh masyarakat dan juga dikenal dengan wujud Good government governance). Salah satu desa di kabupaten jember lebih tepatnya yakni desa tegalsari kecamatan ambulu yang merupakan salah satu desa binaan bagi prodi pendidikan masyarakat universitas jember merupakan salah satu desa yang sudah menjadi tempat sasaran penyelenggaran program-program permodelan keilmuan serta tempat penelitian dan pengabdian masyarakat. Beberapa masalah yang berkaitan dengan kualitas pelayanan publik bagi masyarakat yaitu tingkat proses keterbukaan dan interaksi antara pemerintah desa dengan warga yang belum maksimal, belum adanya media sebagai wadah pengaduan keluhan/aspirasi masyarakat, sehingga belum bisa tersampaikan dan tertampung dengan baik. Maka hal ini membuat permasalahan yang dialami warga tidak dapat tertangani dengan baik oleh pemerintah desa sebagai pelayan masyarakat. Factor penyebabnya adalah khusunya bagi masyarakat yang lokasi tempat tinggalnya dengan kantor desa cukup jauh. Sedangkan pihak BPD pengurusan surat yang masih dilakukan secara manual juga sangat menyita waktu masyarakat. Hasil identifikasi kebutuhan banyak kebutuhan pada masyarakat perlu penanganan/respon yang cepat. Tidak jarang warga kehilangan kesabaran untuk pengurusan administrasi tersebut. Karena beberapa surat keterangan bersifat darurat, misalnya: surat keterangan tidak mampu ketika warga mengalami kendala pembayaran di rumah sakit, surat pengantar keterangan kelakuan baikdan juga berbagai kasus surat pengantar lainnya.

This study aims to identify and describe community empowerment efforts through tourism awareness groups (POKDARWIS) in the development of Pasir Putih Tourism villages (WPP) in Dalegan Village, Panceng Sub-District, Gresik Regency. This study uses a descriptive type of research with a qualitative approach. Determination of the location using a purposive area, located in the Pasir Putih Tourism Village, Dalegan Gresik. The technique of determining the informants is purposive sampling, for data collection using interview, observation and documentation techniques. Checking the validity of the data using the observation extension technique, increasing persistence, triangulation data source and triangulation technique. Data analysis uses the Miles and Huberman model which includes data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that community empowerment efforts have been carried out quite well through three stages, called enabling, empowering, and protecting. The development of this tourist village is driven by the natural and cultural potential, the physical environment, and the economic potential which have been utilized quite well through the actions taken by Pokdarwis so as to be able to develop potential in the community.

The opaque gambir business is one of the businesses in Winongan Lor Village that was started by a single parent. The business was established with the help of an empowerment strategy to expand sources of income and improve family welfare. Through this empowerment strategy in an effort to increase welfare, it can provide insight, foster an attitude of independence, especially for single parent women, and can grow small industries that are empowered and can implement them for economic development in improving family welfare. The purpose of this study was to determine the strategy of empowerment through the gambir opak business in an effort to increase the welfare of single parent women's families in Winongan Lor Village by using a qualitative descriptive research method that is suitable for this phenomenon. In implementing the empowerment strategy, there are three scopes, namely social assistance, institutional strengthening and partnership strengthening. Meanwhile, to determine the level of family welfare, there are indicators of a prosperous family II and an indicator of a prosperous family III

The understanding of zakat in Islam is very important for everyone, especially a woman. Women have a vital role in the family as a companion to their husbands and also as educators for their children in the future. A good literacy and understanding of zakat is one of the muzakki factors in making decisions to pay zakat, both zakat fitrah and zakat maal. In addition, the understanding of zakat is also a symbol of empowerment. This study used a purposive area technique to determine the place,, namely the Fatayat NU Organization Branch Level of Jember Regency. The researcher used purposive sampling technique to determine the informant of this study, then the technique of obtaining data from informants used the snowball sampling technique. The data collection technique used are observation, interviews and documentation. Then, the validity of the data were checked by participation extension, increased persistence, and triangulation. The data were analyzed by pre-field analysis and field analysis. The results illustrate that Fatayat women have understood the concept of zakat in general from their perspective in terms of muzakki, mustahiq and institutional aspects. However, the understanding of zakat maal still needs to be socialized again to the community. The Fatayat NU organization has a role in providing the access, the awareness and the participation regarding the zakat to women. The existence of the structure in economic, social and da'wah fields has a great potential if the education and understanding of zakat is used as an empowerment program. So that, it can create a zakat literate society.

The planning of the empowerment strategy must be designed in such a way as to form a structured community organization. The development of tourist villages in Jambu Village has the main goal of building local communities to have cultural and economic resilience. With adequate economic support, the people of Jambu Village will be able to maintain and develop their cultural heritage or natural potential. Thus, in the development of tourist villages, the goals and targets are to provide opportunities or encourage the community to be more active, creative, and pro-active in developing and managing tourist attractions in their area. The purpose of this study was to determine the strategy of community empowerment based on local potential through the village tourism program for the Seedling Gardens in Kediri Regency. The results of this study indicate that there is a community empowerment strategy carried out by residents around Jambu Village to improve the standard of living of the local community. There are several things that are done to achieve success according to the plan. There are 3 developments in forming an empowerment strategy, namely human development which includes recruitment, training, and education. Community development is related to the application of Sapta Pesona and environmental revitalization. As well as institutional development in the form of a BUMDes organization to oversee tourism villages. Suggestions for further writers are expected to be able to explore the topic of increasing empowerment strategies related to increasing the existence of a community organization that develops tourism based on local potential.

Data validity checking techniques use extended participation,increased persistence, and triangulation. Data analysis was carried out byprior analysis in the field and analysis in the field. The research resultsillustrate that Fatayat women have understood the concept of zakat ingeneral from their own perspective in terms of aspectsmuzakki,mustahiqand institutional aspects. However, it is still felt that theunderstanding of zakat maal needs to be further disseminated to thecommunity. The Fatayat NU organization plays a role in providing access,awareness and participation regarding zakat to women. With theexistence of economic, social and da'wah structures, there is greatpotential if education and understanding of zakat is used as anempowerment program. So that in the end it can create a zakat literatesociety.

Pengaruh program revolving fund ialah masyarakat yang dipengaruhi bertujuan agar dapat melakukan atau berubah sesuai keinginan yang mempengaruhi. Jadi pengaruh program Revolving Fund merupakan suatu tindakan dari sebuah program yang dilakukan oleh sebuah lembaga dengan sengaja untuk mendapatkan perubahan sesuai yang diinginkan bersama dalam sebuah program masyarakat. Sedangkan keberdayaan masyarakat adalah masyarakat yang berdaya baik dalam hal sosial, ekonomi dan pendidikan. Berdasarkan latar belakang masalah, maka tujuan dari penelitian ini adalah untuk mengetahui adanya Pengaruh Program Revolving Fund Terhadap Keberdayaan Masyarakat Miskin Kota di Kelurahan Sumbersari Kecamatan Sumbesari Kabupaten Jember. Manfaat dari penelitian ini yaitu sebagai masukan bagi pengeola agar memperbaiki kegiatan program yang dilaksanakan sehingga dapat menumbuhkan minat masyarakat untuk mengembangkan usaha menambah wawasan dan pengetahuan agar berdaya baik dari segi sosial, ekonomi dan pendidikan. Jenis penelitian yang digunakan adalah eksperimen dengan pendekatan kuantitatif. Pengambian data menggunakan angket dan dokumentasi. Kemudian dianalisis menggunakan rumus korelasi tata jenjang yang dibantu dengan meggunakan alat bantu SPSS (Stastistical Package for the Social Scienses) seri 24.0. dari proses tersebut diketahui adanya pengaruh yang signifikan antara kedua variabel yang menunjukkan bahwa r hitung sebesar 0,468. jika dikonsultasikan dengan harga rtabel sebesar 0,956 pada taraf kepercayaan 95% menunjukkan bahwa rhitung > r tabel = 0,468 > 0,956. Saran dari penelitian ini yaitu bagi pengurus program agar dapat memilih dan menggunakan pelayanan, pendampingan dan dukungan yang lebih tepat dan sesuai dengan kebutuhan masyarakat Bagi pembaca skripsi ini dapat kiranya mengambil point penting dari hasil penelitian ini. Bagi peneliti selanjutnya dapat melakukan penelitian lebih lanjut terkait dengan faktor-faktor lain yang mempengaruhi keberdayaan masyarakat miskin di perkotaan. Homeschooling merupakan model pendidikan alternative yang fenomenal yang ramai diperbincangkan oleh kalangan masyarakat, orang tua, dan praktisi pendidikan, diantaranya berkaitan dengan sosialisasi anak jika belajar di rumah. Orang tua Bertanggung jawab dan terlibat secara langsung dalam proses penyelenggaraan pendidikan dan PDCA (Plan, Do, Check and Actions). Homeschooling berkembang di Indonesia terjadi akibat dari rasa ketidakpercayaan terhadap sekolah formal karena kurikulum terus berubah (ganti menteri ganti kurikulum) dan dirasakan memberatkan peserta didik, anak sebagai objek bukan subjek, memasung kreatifitas dan kecerdasan anak, baik segi emosional, moral, maupun spiritual dan kekhawatiran orang tua terhadap dari lingkungan luar yang negatif serta adanya ketidakpuasan orang tua terhadap sistem sekolah formal.Namun kelemahan dalam homeschooling yaitu sosialisasi dengan teman sebaya (horizontal socialization) relatif lebih rendah. Peserta didik homeschooling relatif tidak terekspos dengan pergaulan yang heterogen dan majemuk baik secara sosial dan memungkinkan untuk terisolasi dari lingkungan sosial, Jenis penelitian ini adalah Studi kasus dan sesuai dengan tujuan yang ingin dicapai, yakni mendiskripsikan dan mengetahui persepsi latar belakang peserta didik yang mengikuti dan problematika yang ada di Homeschooling. Kata Kunci : Homeschooling, Problematik, Pendidikan Luar Sekolah.
