Abstract

Sangihe Islands Regency has a coastal fishing port located in the village of Dagho sub-district of Tamako. As the only the coastal fishery port in the regency it is expected to provide support in the development of regional economy. This research intended to study the status of management sustainability in Dagho coastal fishing port and analyze policy directions in sustainability management of the coastal fishing port Dagho. Research results showed that the status of sustainability management of the coastal fishing port Dagho belongs to the category of less sustainable fisheries. Towards a policy of management of coastal fishing port Dagho port management is attainment of sustainability according to economic and institutional functions. Kabupaten Kepulauan Sangihe memiliki Pelabuhan Perikanan Pantai (PPP) yang terletak di Kampung Dagho, Kecamatan Tamako. Sebagai satu-satunya PPP yang ada di kabupaten tersebut diharapkan akan memberikan dukungan dalam pengembangan perekonomian daerah. Penelitian ini bertujuan untuk mengkaji status keberlanjutan dalam pengelolaan PPP dan menganalisis arah kebijakan multipihak dalam keberlanjutan penatakelolaan PPP Dagho. Hasil penelitian menunjukkan status keberlanjutan pengelolaan pelabuhan perikanan tersebut masuk dalam kategori kawasan pelabuhan perikanan “kurang berkelanjutan”. Sedangkan arah kebijakan pengelolaan PPP Dagho adalah terwujudnya pengelolaan pelabuhan yang berkelanjutan menurut skenario fungsi ekonomi dan kelembagaan.

Abstract

Title (Bahasa Indonesia): Analisis pola musim penangkapan ikan malalugis (Decapterus sp.) di Perairan Sulawesi Utara dan sekitarnya berdasarkan hasil tangkapan yang didaratkan di PPI Tumumpa Information on fishing season is important for fishing operations. This study used primary and secondary data. The former was obtained through interviews with fishing master of purse seiners and participation in fishing operations. The latter was taken from 5 years of catch data (2009 to 2013) available in the Landing Center of Tumumpa. Results showed that scad mackerels can be caught all year surveyed in April, May, June, and July, with the best season in May. Informasi tentang musim penangkapan penting dalam operasi penangkapan ikan. Penelitian ini menggunakan data primer dan sekunder. Data primer diperoleh dengan teknik wawancara terhadap pengelola kapal pajeko dan mengikuti kegiatan penangkapan ikan di daerah penangkapan, sedangkan pengambilan data sekunder dilakukan di PPI Tumumpa dengan teknik pencatatan data produksi selama periode 5 tahun (2009-2013). Hasil analisis data menunjukkan bahwa ikan malalugis dapat ditangkap sepanjang tahun. Musim penangkapan ikan malalugis terjadi pada bulan April, Mei, Juni, Juli dan musim penangkapan tertinggi terdapat pada bulan Mei.

Abstract

Title (Bahasa Indonesia): Pengoptimalan penggunaan dermaga di Pelabuhan Perikanan Samudera Bitung, Sulawesi Utara, Indonesia. This study was aimed to determine the basic and functional facilities conditions in the ocean fishing port of Bitung and analyze the level of utilization of basic and functional facilities. This research used a descriptive method, in which data were collected through observation, interviews, documentation, and literature reviews. Results indicated that the basic facilities, such as port, reclaimed land, docks 1 and 2, and the complex, were in good condition. The functional facilities were also good, so that the the fishing port of Bitung has met the requirements of technical and operational criteria for fisheries activities. Tujuan penelitian ini adalah untuk mengetahui kondisi fasilitas dasar dan fungsional yang ada di Pelabuhan Perikanan Samudera (PPS) Bitung dan menganalisis tingkat pemanfaatan fasilitas dasar dan fungsional yang ada di PPS Bitung. Penelitian ini menggunakan metode deskriptif di mana data dikumpulkan melalui observasi, wawancara, dokumentasi, dan studi pustaka. Dari hasil penelitian ini menunjukkan, bahwa fasilitas pokok yang terdiri dari lahan pelabuhan, lahan reklamasi, dermaga 1 dan 2, serta jalan komplek dalam kondisi baik dan fasilitas fungsional di PPS Bitung juga dalam kondisi baik, sehingga PPS Bitung sudah sesuai dengan kriteria teknis dan operasional dalam kegiatan perikanan.

Abstract

Title (Bahasa Indonesia): Pola usaha dan musim penangkapan mini purse-seine(pajeko) di Kecamatan Tobelo Selatan, Kabupaten Halmahera Utara, Provinsi Maluku Utara The study uses a descriptive method and was carried out for 5 months. Data collection covered primary and secondary data. Primary data  was carried outthrough direct observation on production planning, production process, and control on the mini purse-seine fishing unit and through direct interviews with mini purse-seine owner and fishermen. Secondary datawas obtained from Marine and fisheries Service of North Halmahera. Literature study was conducted as well. The data were analyzed to find outthe business pattern practiced by mini purse-seine fishermen by usinginteractive model of analysis and time series analysis-based average percentage methodwas usedto get the fishing season.This study concluded that business pattern of fishermen in South Tobelo district was done by imposingthe operational cost on the investment owner in both peak and lowfishing seasons. Moreover, the profit sharing is divided by50% for townersand 50% for fishermen after operational cost, and 20% for the FAD if other FAD was used. The fishing season of the mini purse-seine in South Tobelo district occurrsin March, August and September, while the lowseason occursin January, February, June, November, and December.Penelitian ini menggunakan metode deskriptif dan dilakukan selama 5 bulan. Pengumpulan data dilakukan baik pada data primer maupunsekunder.  Data primer dilakukan dengan pengamatan langsung terhadap perencanaan produksi, proses produksi dan pengawasan produksi unit penangkapan pajekodan wawancara terhadap nelayan dan pemilik kapal pajeko.  Data sekunder dikumpulkan dari Dinas Kelautan dan Perikanan Kabupaten Halmahera Utara disamping itu dilakukan juga study pustaka.  Untuk mengetahui pola usaha yang dijalankan oleh nelayan pajekodigunakan interactive model of analysis.  Untuk analisis pola musim penangkapan ikan menggunakan metode persentase pata-rata (The Average Percentage Methods) yang didasarkan pada Analisis runtun raktu (Times Series Analysis).  Dari hasil Penelitian ini dapat disimpulkan bahwa pola usaha yang digunakan oleh nelayan di Kecamatan Tobelo Selatan dilakukan dengan membebankan biaya operasional pada pemilik baik musim puncak maupun musim paceklik tiba. Disampaing itu system bagi hasil dibagi 50% untuk pemilik dan 50% untuk nelayan setelah dikeluarkan biaya operasional dan 20% untuk rumpon apabila menggunakan rumpon milik orang lain.  Musim penangkapan dengan pajekodi Kecamatan Tobelo Selatan terjadi pada bulan Maret, Agustus, dan September, sedangkan pada bulan Januari, Februari, Juni, November, sedangkan musim paceklik terjadi pada bulan Januari, Februari, November, dan Desember.

Abstract

Title (Bahasa Indonesia): Analisis faktor produksi yang mempengaruhi produktivitas kapal tunahand lineyang berpangkalan di Pelabuhan Perikanan Samudera BitungTuna hand lines have been used widely by fishermen in the waters of Sulawesi Sea and Moluccas Sea, to catch big pelagic species with small fishing boats (2-10 GT). Although the gear’s design has evolved over centuries, there is still potential for improving its catching efficiency and selectivity. However, theproduction factors that affect the productivityare still not known. Theresearch aimed to study several production factors that affectthe productivity of tuna hand liner based in Bitung Oceanic Fisheries Port; andto determine the most influential production factors on productivity of tuna hand liner. This research was conducted from June to November 2017 in Bitung Oceanic Fishing Portthrough applyinga descriptive method based on case study; and the data were analyzed by using multiple linear regression production function. It was found that production factors that may affect the productivity of the tuna hand liner consist of boat size (GT), engine power (PK), amount of fuel (l), number of crew (person) and number of trips (days). The result of partial analysis shows that the most influential production factor to tuna hand liner productivity is the amount of fuel usage.Pancing ulur tuna telah digunakan secara luas oleh nelayan di perairan Laut Sulawesi dan laut Maluku, untuk menangkap ikan pelagis besar dengan kapal-kapal ukuran kecil (2 – 10 GT. Walaupun konstruksinya telah berkembang sejak lama, tetapi masih memiliki potensi untuk meningkatkan efisiensi penangkapan dan selektivitasnya. Namun belum diketahui factor-faktor produksi apa saja yang mempengaruhi produktivitasnya. Oleh karena itu, penelitian ini ditujukan untuk mempelajari beberapa factor produksi yang mempengaruhi produktivitas kapal-kapal tuna hand line (THL) yang berpangkalan di Pelabuhan Perikanan Samudera Bitung; dan menentukan factor produksi yang paling berpengaruh terhadap produktivitas kapal THL.Penelitian ini dilakukan pada bulan Juni sampai November 2017 di Pelabuhan Perikanan Samudera Bitung; dikerjakan dengan metode deskriptif yang didasarkan pada study kasus; dan data dianalisis dengan menggunakan fungsi produksi regresi linier berganda.Faktor-faktor produksi yang dapat mempengaruhi produktivitas kapal THL terdiri dari ukuran kapal (GT), kekuatan mesin (PK), jumlah bahan bakar (l), jumlah anak buah kapal (orang) dan jumlah trip (hari). Hasil analisis parsial menunjukan bahwa faktor produksi yang paling berpengaruh terhadap produktivitas kapal THL adalah jumlah penggunaan bahan bakar minyak.

Abstract

Title (Bahasa Indonesia): Efektivitas tindakan hukum penenggelaman kapal dalam pemberantasan illegal fishingdi wilayah Pangkalan Pengawasan Sumber Daya Kelautan dan Perikanan Bitung, Sulawesi Utara This study aimed to assess the effectiveness of vessel sinking legal action to eradicate illegal fishing practices by the Ministry of Marine and Fisheries Affairs of Indonesia (MMFAI) in the area of Marine and Fisheries Resources MonitoringBase of Bitung (MFRMBB), North Sulawesi. The assessment was carried out by analysing five aspects, 1) regulations; 2) institutional functions, duties, and authority; 3) institutional programs and planning; 4) ideal conditions; and 5) stakeholder perceptions. The research used a method of ‘content analysis’ and questionnaire survey. The result showed that the implementation to sink foreign and ex-foreign vessels by MMFAI is a legal certainty according to fisheries regulations in Indonesia; it was conducted according to functions, duties, and authorities of the implemented institutions; was conducted well; and has achieved an ideal condition which was indicated by diminishing of illegal fishing practices; it was done according to fisheries regulations and stakeholder perceptions. Finally, it can be concluded that the legal action of vessel-sinking in MFRMBB was effective in eradicating illegal fishing practices.Penelitian ini bertujuan untuk menilai efektifitas tindakan penenggelaman kapal untuk memberantas illegal fishingoleh Kementerian Kelautan dan Perikanan (KKP) RI di Pangkalan Pengawasan Sumber Daya Kelautan dan Perikanan Bitung, Sulawesi Utara. Penilaian dilakukan dengan cara menganalisis 5 aspek, yaitu: 1) peraturan dan ketentuan; 2) fungsi, tugas, dan wewenang lembaga pelaksana; 3) program dan rencana lembaga pelaksana; 4) kondisi ideal; dan 5) persepsi stakeholder. Metode penelitian yang digunakan ialah analisis isi (content analysis) dan survei menggunakan angket. Hasil penelitian menunjukan, bahwa implementasi penenggelaman kapal asing dan eks asing yang dilakukan oleh KKP merupakan suatu kepastian hukum sesuai ketentuan dan peraturan dan perundang-undangan di bidang perikanan yang berlaku; telah dilaksanakan sesuai fungsi, tugas, dan kewenangan KKP RI; telah terlaksana dengan baik; dan telah mencapai kondisi ideal di mana ditandai dengan berkurangnya pelaku tindak pidana perikanan; serta tindakan tersebut sudah sesuai dengan ketentuan dan peraturan yang berlaku di bidang perikanan, menurut persepsi stakeholder. Dengan demikian, dapat disimpulkan, bahwa tindakan hukum penenggelaman kapal yang dilakukan di Pangkalan Pengawas Sumber Daya Kelautan dan Perikanan Bitung adalah efektif dalam memberantas kegiatan illegal fishing.

Abstract

Information about oceanographic conditions is important to determine the fertility level of waters. Oceanographic parameters in water can be influenced by global climate factors, one of them is the ENSO (El Niño Southern Oscillation) phenomenon. There have been many studies on the effect of ENSO phenomenon on oceanographic variability, but no studies have been carried out in the waters of North Sulawesi. This study aims to determine the effect of the ENSO phenomenon on the variability distribution of oceanographic parameters in North Sulawesi waters. The data used for this study were Sea Surface Temperature (SST) and chlorophyll-a from the AQUA-MODIS imaging results, wind reanalysis results from ECMWF, and Nino 3.4 index as an indicator of ENSO from NOAA. The data were processed and analyzed using quantitative analysis methods in the form of graphics. The results showed an indirect effect of the ENSO phenomenon on SST parameters and chlorophyll-a. This is because the effect of the ENSO phenomenon occurred in a certain period:  when strong El Niño triggered low temperatures of sea surface and high chlorophyll-a, and when La Niña was strong it triggered high temperatures of sea surface and low chlorophyll-a. Meanwhile, the wind speed pattern showed an insignificant effect because the wind speed was still dominated by the influence of the monsoon pattern.Indonesian title: Hubungan antara El Niño Southern Oscillation (ENSO) dan parameter oseanografi di perairan Sulawesi Utara

Abstract

Covid-19 pandemic has implications for all aspects of fishery activities in Indonesia, one of them is negative impact on the supply chain of the fishery business. To find out more about this impact, the study was aimed to determine the condition, in general, of tuna capture fisheries in the Talaud Islands Regency before and during the Covid-19 Pandemic, and to find out the comparison of operational costs and production of fresh tuna at the level of fishermen and intermediary traders in the area in both periods. Data collection was carried out in April 2020 to March 2021. Three districts in the area were selected as research locations, namely Salibabu, Gemeh, and South Essang. Surveys using questionnaires were conducted on respondents at predetermined locations. Comparative analysis using t-test was applied in this study. The results showed that the pandemic has caused, among other things, a decline in fish prices, effect in community's economy, and a decrease of tuna production. Tuna production is particularly important because while it affected the production, the operational costs remained constant. This occurs at all levels, both at the level of fishermen and at the level of intermediary traders. It can be concluded that the Covid-19 pandemic has had an impact on fresh tuna fishing activities in the area where fresh tuna production has decreased and tuna buying traders are not operating. In particular, the operational costs of catching tuna at the fisherman's level are the same, both before and during the pandemic. Meanwhile, tuna production has decreased dramatically during the pandemic. Abstract

Bitung City is one of the centers of fishery production in Indonesia. Analysis of capture fisheries resources, especially at the Bitung Oceanic Fishing Port (BOFP) as a fish landing center in Bitung city, needs to be done scientifically in order to find out the need for sustainable capture fisheries. The purpose of this research is to analyze the potential of the types of superior commodities that have the opportunity to be developed. Data was collected using survey methods and in-depth interviews with fishermen and local stakeholders. Analysis of the potential of fish resources was carried out using the surplus production method. From the results of the study, it is found that there are 8 (eight) types of leading commodities in BOFP which can be developed with different potentials. They are: 1) Marlin with a sustainable potential of 159 tons, utilization rate of 44%; 2) Tongkol with sustainable potential of 10.485 tons, utilization rate is 58%; 3) Kembung with a sustainable potential of 183 tons utilization rate of 61%; 4) Big-eye tuna with sustainable potential of 111 tons utilization rate of 69%; 5) Selar with sustainable potential of 450 tons utilization rate of 85%; 6) Yellow Fin Tuna with a sustainable potential of 15.251 tons utilization rate of 86%; 7) Layang with sustainable potential of 7.152 tons utilization rate of 95%, and 8) Cakalang.Indonesian title: Analisis komoditas unggulan dari sumber daya perikanan tangkap di Pelabuhan Perikanan Samudera Bitung, Sulawesi Utara
