Abstract

Title (Bahasa Indonesia): Analisis faktor produksi yang mempengaruhi produktivitas kapal tunahand lineyang berpangkalan di Pelabuhan Perikanan Samudera BitungTuna hand lines have been used widely by fishermen in the waters of Sulawesi Sea and Moluccas Sea, to catch big pelagic species with small fishing boats (2-10 GT). Although the gear’s design has evolved over centuries, there is still potential for improving its catching efficiency and selectivity. However, theproduction factors that affect the productivityare still not known. Theresearch aimed to study several production factors that affectthe productivity of tuna hand liner based in Bitung Oceanic Fisheries Port; andto determine the most influential production factors on productivity of tuna hand liner. This research was conducted from June to November 2017 in Bitung Oceanic Fishing Portthrough applyinga descriptive method based on case study; and the data were analyzed by using multiple linear regression production function. It was found that production factors that may affect the productivity of the tuna hand liner consist of boat size (GT), engine power (PK), amount of fuel (l), number of crew (person) and number of trips (days). The result of partial analysis shows that the most influential production factor to tuna hand liner productivity is the amount of fuel usage.Pancing ulur tuna telah digunakan secara luas oleh nelayan di perairan Laut Sulawesi dan laut Maluku, untuk menangkap ikan pelagis besar dengan kapal-kapal ukuran kecil (2 – 10 GT. Walaupun konstruksinya telah berkembang sejak lama, tetapi masih memiliki potensi untuk meningkatkan efisiensi penangkapan dan selektivitasnya. Namun belum diketahui factor-faktor produksi apa saja yang mempengaruhi produktivitasnya. Oleh karena itu, penelitian ini ditujukan untuk mempelajari beberapa factor produksi yang mempengaruhi produktivitas kapal-kapal tuna hand line (THL) yang berpangkalan di Pelabuhan Perikanan Samudera Bitung; dan menentukan factor produksi yang paling berpengaruh terhadap produktivitas kapal THL.Penelitian ini dilakukan pada bulan Juni sampai November 2017 di Pelabuhan Perikanan Samudera Bitung; dikerjakan dengan metode deskriptif yang didasarkan pada study kasus; dan data dianalisis dengan menggunakan fungsi produksi regresi linier berganda.Faktor-faktor produksi yang dapat mempengaruhi produktivitas kapal THL terdiri dari ukuran kapal (GT), kekuatan mesin (PK), jumlah bahan bakar (l), jumlah anak buah kapal (orang) dan jumlah trip (hari). Hasil analisis parsial menunjukan bahwa faktor produksi yang paling berpengaruh terhadap produktivitas kapal THL adalah jumlah penggunaan bahan bakar minyak.

Abstract

Hasil Kerja Praktik Taruna Politeknik KP Bitung pada kapal penangkap ikan purse seine, kapal pole and line, dan kapal pukat hela (trawl) dengan ukuran panjang > 20 m atau < 50 m menunjukkan belum sepenuhnya menerapkan aturan Peraturan Internasional Mencegah Tubrukan di Laut 1972 (PIMTL 1972). Hal ini melatarbelakangi tim peneliti melakukan identifikasi salah satu kapal penangkap ikan pole and line kaitannya dengan penerapan aturan PIMTL 1972, agar menjadi perhatian semua pihak yang terlibat baik Syahbandar Pelabuhan Perikanan, pemilik kapal, nakhoda dan Anak Buah Kapal untuk menerapkan peraturan tersebut. Metode penelitian berupa wawancara, pengamatan dan pengukuran langsung untuk memastikan ketentuan teknis yang disyaratkan berdasarkan aspek-aspek penerapan aturan PIMTL 1972. Analisis yang digunakan berupa analisis deskriptif dari data kuantitatif yang dikumpulkan di KMN. Indah Permata yang berpangkalan di Pelabuhan Perikanan Nusantara (PPN) Ternate. Data hasil penelitian ini dapat menjadi pedoman syahbandar perikanan bagi pemilik kapal, nakhoda dan Anak Buah Kapal bahwa aturan 2, aturan 23 dan aturan 26 PIMTL 1972 menjadi ketentuan sesuai aturan pada kapal penangkap ikan. Aturan PIMTL 1972 wajib diterapkan secara baik dan benar untuk semua kapal penangkap ikan jenis pole and line sesuai ukuran panjang kapal penangkap ikan.

Abstract

      Information technology is growing rapidly with various facilities that can be obtained through various fields of work. Information technology can also be found in the field of work on fishing vessels. One of the means of communication that is being used by Indonesian commercial vessels (excluding fishing vessels) in the last two years is the Automatic Identification System (AIS). AIS is a Maritime Navigation System and Radio Communication. This system aims to improve life safety at sea, safety and efficiency of shipping and protection of the marine environment by communicating navigation information automatically on VHF channels between ships, as well as from ships and shore.     Fishing technology is gradually changing in the use of fishing aids with various ease of operation. Information technology developed by prioritizing easy access to data and information in the use of fishing aids. One of the information technologies used today is the use of AIS devices in ship’s navigation and marking fishing gear that is being operated.  AIS is a maritime navigation and radio communication system. This system aims to improve life safety at sea, safety and efficiency navigation as well as the protection of the marine environment by automatically communicating navigational information on the VHF channel between ships, through AtoN and shore stations. Various technological innovations developed with this AIS device have resulted in AIS hybrid that can be used as a fishing gear, especially as a fishing gear marker      Fishing aids that have been used so far by fishermen in terms of marking fishing gear that are being operated are marker buoys, radio buoys supported by RDF devices. The use of AIS hybrid in fishing techniques with long lines or other fishing gear is one of the technological developments, especially the use of AIS hybrid as a tool or a marker when fishing gear is operated.         The use of AIS hybrid on fishing vessels as a marker for fishing gear has not been widely applied in Indonesia. This needs to be introduced to fishermen or fishing vessel officers as has been used on foreign fishing vessels operating in Indonesian EEZ waters.  In order to avoid errors in accessing AIS data in the vessels tracking lane due to the AIS hybrid, it is recommended that the AIS hybrid MMSI number be issued by the competent authority in accordance with the applicable provisions of the IMO standard.

Abstract

The difference in fishermen's catches each year tends to fluctuate at different fishing locations; this is due to the still low efficiency and productivity of fishing efforts. The purpose of the study was to evaluate the performance of tuna handline businesses operated in fish aggregating device areas at fishing grounds in FMAs 713 and 714. The results show that in the period of 2020-2023, the development of catch rates each year fluctuated, while the average value of catch rates for each vessel based on the highest season occurred in the East Season and the lowest in the Transition Season I. Likewise, the average catch rate based on the time of the month of capture is highest in June, July, and November. The results of the analysis of production factors that influence the catch are the time of the month of fishing, fuel use, ice use, and number of crew members, while the factors of trip length, ship GT, and engine capacity do not have a direct influence. The information from this evaluation is very much needed by fishermen and stakeholders to optimise the performance of tuna handlines in fish-aggregating device areas.

Abstract

Ambon City is one of the cities in Maluku Province which has quite large fisheries potential. One of the potentials is to capture fisheries. Capture fisheries are activities that are highly dependent on the availability and carrying capacity of fish resources and the aquatic environment. Sustainability of fisheries requires appropriate management of fish resources, namely the use of fish resources by considering the sustainability of fish resources. However, the use of fishery resources has not been utilized optimally and sustainability has not been paid attention to, especially for small pelagic fish species. The aim of this research is to estimate the stock of small pelagic fish in the PPI Eri, Ambon City. Primary and secondary data collection at PPI Eri and surrounding areas. The data analysis used is data on catch and fishing effort including catch per unit effort (CPUE) and production surplus methods (sustainable potential (MSY) and fopt). The mini purse seine fishing fleet consists of boats, machines, nets, FADs and lights. Then the Flying Fish resource can continue to be utilized optimally and sustainably, ensuring that the production amount does not exceed the JTB limit (Amount of Allowable Catch), namely the JTB value is 222: 80 The JTB is 167 : 80 X 100% = 208.75 tons/year. Therefore, if the sustainable potential and optimum efforts are known, it is hoped that the Regional Maritime Affairs and Fisheries Service (Government) can apply the precautionary principle in managing fish resources in Maluku Province.

Abstract

Rumpon, as a fish-aggregating device, has long been used by tuna handline fishermen in Bone Bay, South Sulawesi Province, Indonesia. Information on the characteristics of tuna handline fishing in the area is very limited and is very much needed as study material for tuna fishing strategies and fisheries policies. This research aims to understand the results of handline catches and sustainable solutions for tuna fisheries in rumpon areas. The data used is the result of observations using 19 ships based at PPI Lonrae and data collection for 5 years (2018-2022). The results show that the composition of the main catch is dominated by yellowfin tuna (Thunnus albacares), bigeye tuna (Thunnus obesus), and skipjack tuna (Katsuwonus pelamis). In general, the size of fish that are not suitable for catching for the yellowfin tuna, bigeye tuna, and skipjack tuna, consecutively, is 54.0%, 45.1%, and 31.9%. This finding further clarifies that the percentage of tuna and skipjack tuna that are not suitable for catching is still very large. Continuous and large-scale fishing of juvenile tuna could cause fish resources to continue to decline in the future. Technically, what fishermen need to understand is, in addition to the strategy of lowering fishing gear deeper, the time of fishing and the type of bait used.

Abstract

The waters of Bitung, located in North Sulawesi Province, have long been known for their rich underwater biodiversity, specifically unique and exotic creatures. They are a potential demersal fishing ground for coastal fishermen in Bitung City. However, information on demersal fishing grounds is limited, so it is necessary to conduct research and map demersal fishing grounds in Bitung waters. This study aims to obtain data on the geographical position of demersal fishing areas in Bitung waters to be mapped into a map of demersal fishing areas in Bitung waters and determine the types of catches from bottom fishing rods. Data was collected directly by following demersal fishing operations on the training ship FV. Coelacanth. The data were analyzed using survey methods and direct observation, which is an effort to collect information directly from a part of the population that is considered a specified population and has the nature of authentication or checking of existing theories. The study's results obtained geographical data on demersal fishing areas in Bitung waters at (1) 10°23.447' N, 125°06.934' E (Suar Batu Kapal area),, (2) 10°23.483' N, 125°09.567' E (Karang Tanjung Merah area) (3) 10°23.283' N, 125°10.852' E (Batu Angus Area), (4) 10°30.393' N, 125°15.392' E (Menara Lampu Hijau Area), and (5) 10°32.706' N, 125°18.105' E (Dua Pulau area). The primary catches of bottom fishing consist of fish species: grouper, snapper, trevally fish, Gora fish, emperor fish and parrot fish.

Abstract

Pengetahuan tentang perilaku kelompok jenis tuna dan cakalang pada areal rumpon merupakan bagian yang tidak terpisahkan sebagai strategi penangkapan optimal untuk mendapatkan ukuran ikan layak tangkap. Pengumpulan data di mulai tahun 2020-2024 dengan mengacu pada Prosedur Protokol Sampling untuk Pancing Tuna Artisanal Indonesia yang dikembangkan oleh United States Agency for International Development – Indonesia Marine and Climate Support (USAID-IMACS) bekerjasama dengan enumerator dari Masyarakat dan Perikanan Indonesia (MDPI). Kriteria ukuran tuna layak tangkap dianalisis berdasarkan length at first maturity (Lm). Hasil penelitian mengungkapkan bahwa prosentase hasil tangkapan dan ukuran layak tangkap pada areal rumpon menggunakan pancing ulur didominasi oleh tuna madidihang (Thunnus albacares) 76,32% dengan ukuran yang layak tangkap sebesar 44,27%, tuna mata besar (Thunnus obesus) 10,05% dengan ukuran layak tangkap 55,60%, dan cakalang (Katsuwonus pelamis) 5,09%  dengan ukuran layak tangkap 48,40%.  Sedangkan hasil tangkapan pancing ulur tanpa menggunakan rumpon atau di luar area rumpon berbeda jauh prosentase proporsi ukuran layak tangkapnya, yaitu 87,7%  untuk tuna madidihang; 97,65 %  tuna mata besar; dan cakalang layak tangkap sebesar 90,00%. Untuk mengurangi prosentase tertangkapnya ikan ukuran tidak layak tangkap, selain dengan strategi tanpa menggunakan rumpon juga dapat menerapkan metode pengaturan kedalaman penurunan alat tangkap, pengaturan waktu penangkapan, dan pengaturan ukuran mata pancing. Informasi ini sangat dibutuhkan dalam pengelolaan spesies tuna dan cakalang secara berkelanjutan khusunya untuk penangkapan pada areal rumpon.
