Abstract

Fenomena PKL di Gedung Nasional bertentangan dengan kebijakan Pemerintah Kabupaten Belitung yang tertuang dalam Peraturan Daerah Kabupaten Belitung Nomor 5 Tahun 2014 Tentang Ketertiban Umum. Tata kelola dalam pemerintahan meliputi penggunaan wewenang dalam bidang politik, ekonomi, dan juga administrasi dalam mengelola suatu pemerintahan pada berbagai tingkatan. Penelitian ini memiliki rumusan masalah (1) bentuk kebijakan yang selama ini dilakukan oleh Pemerintah Daerah Kabupaten Belitung dalam penanganan PKL di kawasan Gedung Nasional (2) upaya yang dapat dilakukan untuk mewujudkan tata kelola yang tepat terhadap pedagang kaki lima (PKL) di kawasan Gedung Nasional Tanjung pandan Kabupaten Belitung (3) cara yang dilakukan untuk menangani segala kendala yang timbul saat penanganan pedagang kaki lima di kawasan Gedung Nasional Tanjung pandan. Metode penelitian yang digunakan adalah metode kualitatif dengan jenis desain penelitian eksplanatori. Sumber data yang digunakan data primer dan data sekunder. Fokus penelitian berisi pernyataan tentang indikator dan faktor-faktor yang akan diteliti secara lebih detail. Hasil dari penelitian ini adalah (1) bentuk kebijakan yang dilakukan Pemerintah Kabupaten Belitung terkait penanganan PKL di Gedung Nasional adalah dengan mengeluarkan produk hukum berupa Perda Nomor 5 Tahun 2014 Tentang Ketertiban Umum yang merupakan pengimplementasian dari unsur kepastian hukum dalam teori tata kelola.(2) upaya untuk mewujudkan tata kelola terhadap PKL di Kawasan Gedung Nasional dapat dilandaskan pada unsur-unsur yang ada dalam teori tata kelola yang terdiri dari unsur akuntabilitas, transparansi, respponsif, partisipasi, kepastian hukum, konsensus, keadilan dan efektif serta efisien.(3) kendala yang dialami oleh masyarakat berkaitan dengan kendala keamanan, kendala penghasilan, dan kesadaran masyarakat yang kurang mengenai pentingnya penerapan terhadap peraturan penataan PKL di Gedung Nasional.

Abstract

Purpose – The purpose of the research is to determine the influence and relationship of risk management, the effectiveness of its application to improve performance in the Riau High Court by placing the effectiveness of the implementation of risk management as an intervening variable.Methodology/approach – This research is explanatory descriptive with a quantitative approach. The subject of this study is the risk owner of the Riau High Court. Sampling was done using the probability sampling method with proportionate stratified random sampling. The respondents totaled 56 respondents of the Riau High Court. Data collection was carried out with a closed-ended questionnaire with a likert scale. The analysis method used is Partial Least Square-Structural Equation Modeling (PLS SEM) with the help of SmartPLS software version4.Findings – This study found that the application of risk management has very strong effect size on the effectiveness of absorption and organization as well as performance. The effectiveness of the application as an intervener has a weak impact on performance, which. The results of the hypothesis test showed that effectiveness had positive relationship, but did not have a significant effect on performance improvement. The application of risk management has a positive and significant effect on the effectiveness of the implementation and. The application of risk management has positive and significant effect on improving the performance. An R2 analysis showed that risk management factors were able to explain 86% of the effectiveness factor. Meanwhile, risk management and effectiveness can explain the 90% performance improvement factor. This shows that there are still 14% of the effectiveness factors and 10% of the performance factors

Abstract

Permasalahan utama yang dihadapi oleh pelaku usaha mikro di wilayah perbatasan Indonesia–Filipina adalah rendahnya produktivitas dan terbatasnya volume penjualan produk olahan, terutama pada sektor perikanan. Menjawab tantangan ini, Universitas Terbuka (UT) bekerja sama dengan Sekolah Tinggi Ilmu Komputer (STIK) Rajawali Talaud dan Pemerintah Kabupaten Kepulauan Talaud melaksanakan program Pengabdian kepada Masyarakat (PkM) yang berfokus pada peningkatan kapasitas produksi dan strategi pemasaran produk lokal. Permasalahan teknis seperti metode kerja yang belum efisien menyebabkan volume produksi masyarakat stagnan pada kisaran 3–5 kg per batch. Melalui program ini, dilakukan perbaikan metode produksi, pelatihan, serta optimalisasi proses kerja, yang mampu mendorong peningkatan kapasitas produksi menjadi 10–15 kg per batch sesuai permintaan pasar. Selain itu, dilakukan intervensi pada aspek pengemasan produk agar lebih menarik dan memenuhi standar distribusi yang lebih luas. Dampak signifikan dari kegiatan ini adalah meningkatnya daya saing produk lokal di pasar luar daerah, bahkan hingga menembus pasar ekspor ke Filipina dan Korea Selatan. Program ini menunjukkan bahwa kolaborasi lintas sektor yang terstruktur mampu mendorong pemberdayaan ekonomi masyarakat secara berkelanjutan di wilayah 3T (terdepan, terluar, tertinggal).

Abstract

Especially in this age of globalization, the government bureaucracy must respond to the community's needs and demands for improved public services. The government agency in charge of vehicle tax services is one of the entities tasked with receiving PAD and sustaining public services. The presence of collaborative governance is a concept utilized by an organization to achieve long-term objectives and effect transformational change. This study's objective was to investigate the application of the concept of collaborative governance in the Regional Samsat of Natuna Regency. This study employs a qualitative methodology for collecting primary data, including interviews and observations. The results showed that the implementation of collaborative governance in the Samsat Office of Natuna Regency was Starting Condition, Collaborative Process, Facilitative Leadership and Institutional Design.

Abstract

One of the implementations of the Village Law policy which is a government strategy to realize independent and autonomous villages is to provide village funds as a source of income. This village fund is used 30% for operational costs of the Village Government and Village Consultative Body (BPD) and 70% for community empowerment and strengthening the capacity of the village government. The provision of village funds is one solution to the problems faced by the village through sources of income. Pematang Johar Village is one of the superior villages in Deli Serdang Regency because of the development of tourist villages. This study also aims to identify the use of village funds carried out by Pematang Johar Village to improve the economy of residents and identify the type of collaborative governance formed in supporting the use of village funds and development. They are using a descriptive qualitative research method with data collection techniques through interviews, observations, and documentation studies. Data analysis techniques include collecting data, reducing data, presenting data, and providing conclusions. The results show several things. 1) that the village government does not have a clear collaboration structure so there is no clarity regarding the roles and duties of each stakeholder. 2) Lack of active participation and initiative from the community, so it is necessary to make the community one of the collaboration partners. 3) there is no supervision and evaluation process for each program so there needs to be a unification of vision and commitment from stakeholders so that the use of village funds through empowerment programs and development of tourism villages can run sustainably and ultimately improve the community's economy.

Abstract

The existence of HR (Human Resources) in management is truly strategic and is even the key to management success in carrying out various activities to achieve the goals as set. The research method used in this research is mixed methods. Mixed method or combination research is a research method that combines quantitative and qualitative methods. The data analysis technique in this research uses Partial Least Square (PLS). PLS is a Structural Equation Modeling (SEM) model with a variance-based approach or component-based structural equation modeling. From testing the r-square value on employee performance, the Adjusted R-Square for path models using intervening variables is 0.951. This means that the ability of the variables spiritual motivation, psychological motivation, and physiological motivation through job satisfaction in explaining employee performance is 95.1%. Thus, the model is classified as substantial.

Abstract

Taxes are an essential pillar of countries and nations. It contributes to the country's economic growth and support for sustainable development. Therefore, this study aims to investigate the effect of algorithmic government, artificial intelligence, and tax services on tax compliance. This research uses a quantitative approach with a survey method. The sample was 393 taxpayers. The research instrument used was a questionnaire designed on a Likert scale with five response options. The questionnaire was distributed via the WhatsApp application and email in Google Form format. Data were analyzed using regression. The results found that algorithmic government, AI, and tax services, partially and simultaneously, affect tax compliance among taxpayers. These findings provide insight into how tax compliance can be improved through algorithmic government, AI, and tax services. Therefore, researchers and practitioners can discuss the findings of this research critically and in depth before adapting and adopting them in their future work without ignoring the limitations of this research.

Abstract

Efforts to improve health services in the archipelago, border and outermost areas such as Natuna Regency is to distribute health workers evenly according to needs, the problem of the distribution of specialist doctors is still an issue in the health system in Natuna Regency, especially at the Natuna Regency Hospital, namely the availability of specialist doctors at the Natuna Regency Hospital for 4 basic services as many as 5 specialist doctors from the supposed availability of 8 doctors specialists according to the standard needs of the Ministry of Health. The purpose of this study is to find out how the implementation of the policy of procuring specialist doctors at the Natuna Regency Hospital and the factors that hinder the implementation of the policy of procuring specialist doctors at the Natuna Regency Hospital. This research method is a descriptive research with a qualitative approach, with data collection procedures through secondary data collection, observation and in-depth interviews with six (6) informants, namely the Head of the Health Office, the Director of the Hospital, the Head of BKPSDM, the Head of BP3D, the Head of BKPSDM and Specialist Doctors. The analysis technique used is to analyze primary data and secondary data. The results of this study can be seen that the supporters that affect the policy of procuring specialist doctors in Natuna Regency include the interests that are affected, the benefits of the policy, the implementers of the policy program, the existence of commitment, the existence of power, interests and strategies of the policy implementers, the characteristics of the institution and the ruler, the compliance and responsiveness of the policy implementers, the planned and funded action programs, and communication in the implementation of the policy of procurement of specialist doctors. Meanwhile, the inhibiting factors in the implementation of the policy of procuring specialist doctors include communication transmission, bureaucratic structure, and the absence of policy derivatives in the Natuna Regency area.

Abstract

Tourism is a strategic sector in Indonesia’s national development, contributing significantly to economic growth, job creation, and the promotion of cultural identity. However, uncontrolled tourism activities have the potential to lead to environmental degradation, social inequality, the loss of local cultural identity, economic disparities, excessive concentration of tourism in certain destinations, and inconsistencies with the principles of sustainable development. This paper aims to analyze sustainable tourism strategies in Indonesia, emphasizing the integration of economic, social, cultural, and environmental aspects. The approach used in this paper is a literature review, policy analysis, and governance strategy analysis combined with an environmentally conscious tourism development framework. The analysis shows that sustainable tourism development must balance economic, social, and environmental dimensions in accordance with the principles of sustainable development (Brundtland Report). Strengthening multi-level governance, implementing the principle of Free, Prior, and Informed Consent (FPIC), managing carrying capacity, and empowering local economies are key strategies for creating a sustainable tourism system. Furthermore, the implementation of Community-Based Tourism (CBT) and the diversification of tourist destinations outside of core areas are considered capable of expanding economic benefits and reducing ecological pressures. This article emphasizes that the success of Indonesian tourism development depends on collaboration between stakeholders, green fiscal policies, and a commitment to cultural and environmental protection.
