Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi kebijakan penyaluran obat keras di apotek wilayah Kabupaten Sanggau, berdasarkan Undang-Undang Nomor 17 Tahun 2023 tentang Kesehatan dan Peraturan Pemerintah Nomor 28 Tahun 2024. Penelitian dilakukan secara kualitatif dengan menggunakan teori kebijakan publik Van Metter dan Van Horn. Sumber informasi dipilih melalui purposive sampling dan incidental sampling, dengan teknik pengumpulan data berupa observasi, wawancara mendalam, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan penyaluran obat keras di apotek Kabupaten Sanggau belum optimal. Beberapa faktor penghambat meliputi belum jelasnya standar penyerahan obat keras, terbatasnya sumber daya manusia dan anggaran BPOM Sanggau, serta beban kerja petugas yang meningkat. Komunikasi antar organisasi tidak berjalan konsisten, dan pemahaman stakeholder serta masyarakat terkait ketentuan obat keras masih rendah. Sosialisasi yang terbatas dan ketidakselarasan antara peraturan lama dengan kebutuhan situasi terkini turut menghambat implementasi kebijakan. Selain itu, belum ada kebijakan baru di luar ketentuan yang ada, yang menyebabkan peraturan lama tetap menjadi acuan hukum meski sudah kurang relevan.

Abstract

Educational assistance for students in Fakfak Regency has not yet been implemented effectively. In the implementation of this assistance, the principles of Good Governance have not been implemented properly. The purpose of this study is to analyze the implementation of the principles of good governance and to analyze the supporting and inhibiting factors in the educational assistance program for students in Fakfak Regency. The research method used in this study is a qualitative descriptive approach. Qualitative data analysis was carried out interactively and continuously until completion, so that the data has become saturated. The results of the study revealed that the Educational Assistance Program for Students in Fakfak Regency has not been implemented in accordance with the principles of good governance, including: (a) Participation, space for the public to express aspirations is still not available, (b) Law enforcement, the form of case resolution is resolved with external intervention, (c) Transparency, the Fakfak Regency Government has not been open in this educational assistance program, (d) Responsiveness, the government's response or attention in educational assistance for students is very lacking, (e) Effectiveness and efficiency, the realization of the educational assistance program for students is below 100%, (f) Accountability, the practice of corruption, collusion and nepotism for this educational assistance is growing very well. The conclusion of the study is the implementation of good governance in the student education assistance program by opening as much space as possible for community participation. Suggestions for the future are that the Fakfak Regency Government needs to provide ample space for the community to participate in providing information. If there is a violation of the law in the management of student education assistance, then the government must take legal action. The Fakfak Regency Government must also be responsive to every aspiration or complaint, by opening an online complaint/aspiration space. The Fakfak Regency Government needs to have Standard Operating Procedures. There needs to be planning that starts from the Village Level to the Regency Level.

Abstract

The Halal Certification Program (SEHATI) is a strategic policy aimed at enhancing the competitiveness of MSMEs. The Batam City Government has set a target of 8,000 certifications by 2024 as a form of support for this national policy. This study aims to evaluate the program’s implementation through a meta-governance perspective to provide critical insights for stakeholders. Using a mixed-methods approach with a parallel convergent design, data were collected through focus group discussions, in-depth interviews, document reviews, and a satisfaction survey of 100 micro-business owners. The analysis was conducted by integrating the SWOT/TOWS matrix to create strategic priorities. The findings reveal a governance paradox: the program has successfully gained strong social legitimacy based on service performance (output legitimacy), yet remains structurally fragile due to institutional fragmentation, the absence of a formal legal framework at the local level, and weak inter-agency data integration. This study concludes that the sustainability of SEHATI in Batam requires a transformation from an operational facilitation function toward the strengthening of an institutionalized meta-governance structure. Key recommendations include the codification of local regulations, the establishment of a regional Halal Certification Body (LPH), and cross-sectoral data synchronization to mitigate structural barriers and the threat of illegal products.
