Abstract

Innovation in public services is an urgent need amidst the demands of society for fast, efficient, and transparent services. This study aims to analyze the innovation process of the Practice Permit (SIP) service for health workers carried out by the Cirebon City Investment and One-Stop Integrated Service Office (DPMPTSP). This innovation is designed to replace the manual system which tends to be slow, inefficient, and prone to non-transparency. The theory used in this study is the innovation process model proposed by Luecke (2003) which consists of five stages, namely Idea Generation, Opportunity Recognition, Idea Evaluation, Development, and Commercialization. The research method used is descriptive qualitative, with data obtained through in-depth interviews, observations, documentation, and literature studies. The informant determination technique used in the study was the purposive sampling technique with a total of 13 informants, including DPMPTSP officials and health workers in Cirebon City. The results of the study indicate that the process of creating digital-based SIP innovations has not been implemented optimally because there are still shortcomings in several dimensions of the study, namely budget limitations, complexity of inter-agency bureaucracy, limited human resources and lack of socialization to users. However, in its implementation, SIP innovation has succeeded in increasing the efficiency of permit issuance processing time as well as transparency and satisfaction for health workers. This study recommends increasing collaboration between agencies, special budget allocation, intensive human resource training and expanding socialization to optimize the process of creating SIP innovations.

Abstract

Pengabdian pada masyarakat ini dilakukan di Desa Mekarsari. Desa Mekarsari merupakan salah satu desa yang terdapat di Kecamatan Selaawi yang memiliki potensi ekowisata berupa bambu yang dijadikan bambu kreatif (bambu kriya) dan sangkar burung. Tujuan dari pengabdian ini adalah untuk dapat meningkatkan pengetahuan dalam memanfaatkan teknologi untuk optimalisasi ekowisata desa yang mana dengan metode melalui upgrading dan mini-workshop serta film dokumenter diharapkan dapat meningkatkan pengetahuan bagi masyarakat Desa Mekarsari. Desa Mekarsari menjadi desa yang pantas dijadikan tempat pengabdian yang mengacu pada tema yang dibawakan. Dari hasil asesmen itu pula tim menemukan dua fokus penelitian, yaitu fokus “teknologi” dengan output campaign yang berupa video dokumenter dan fokus “ekowisata” dengan output mini-workshop. Pengabdian Mahasiswa kepada Masyarakat membuat suatu campaign berupa pembuatan video dokumenter yang memperkenalkan Kecamatan Selaawi dan Desa Mekarsari khusus penelitian yaitu Desa Mekarsari. Kegiatan PPM ini dilakukan dengan membuat sebuah acara yang bertajuk mini-workshop yang rangkaian acaranya terdiri dari pemberian materi mengenai marketplace dengan mini-workshop untuk memberikan materi bagaimana untuk menjadi konten kreator dan bagaimana cara membuat konten yang baik. Tim telah berhasil membuat sebuah video dokumenter yang berupa campaign yang dipublikasikan di media sosial khususnya Youtube. Tim juga berhasil menyelenggarakan main event berupa mini-workshop yang telah diselenggarakan pada tanggal 2 Agustus 2022 yang telah dihadiri oleh berbagai pihak.

Abstract

Salah satu permasalahan yang dihadapi dalam mewujudkan Kota Layak Anak adalah perundungan anak. Perundungan anak merupakan isu sosial yang sudah cair di masyarakat, khususnya di Kota Bogor. Isu perundungan anak di Kota Bogor merupakan isu yang kerap terdengar selain tawuran pelajar. Kemudian tingkat pelaporan kasus yang rendah berimplikasi pada sulitnya mengentaskan perundungan anak. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa dalam mengentaskan perundungan anak, Kota Bogor melibatkan stakeholder lintas sektor dan multilevel sesuai dengan Perda Kota Bogor Nomor 3 Tahun 2017 dengan menerbitkan SK Gugus Tugas KLA. Metode yang digunakan dalam upaya ini menitikberatkan pada pemberdayaan masyarakat dan pemberian edukasi, kendati demikian ditemukan usaha menutupi kasus perundungan oleh sekolah serta kurangnya intensitas pertemuan antar stakeholder untuk membahas isu perundungan anak. Kota Bogor telah memiliki komitmen untuk mengentaskan perundungan anak, namun dalam praktiknya diperlukan aturan khusus mengenai perundungan anak di Kota Bogor agar tercipta kesepahaman antar stakeholder dalam memahami konsep perundungan serta dapat mengelaborasi pelaksanaan kolaborasi yang diusahakan agar kolaborasi menjadi efektif.

Abstract

This study examines the implementation of the Prisoner Development Assessment System (SPPN) at Ternate State Prison, guided by Ministerial Regulation No. 35/2018 and the Director General of Corrections’ Decree PAS-10.OT.02.02/2021, aimed at ensuring objective behavioral assessments and human rights protection. Using a qualitative approach and Edward III’s (1980) policy implementation theory, the research identifies key obstacles: ineffective communication, inadequate technical training, and weak supervision, which hinder optimal SPPN execution (Syahrul et al., 2020). Findings reveal that despite policy commitment, implementation remains conditional, with limited outreach and resource constraints exacerbating disparities compared to urban prisons like Tangerang (Shania Damayanti & Mulyani Rahayu, 2023). The study highlights the urgent need for structured training, digital tools, and cross-facility comparisons to enhance SPPN efficacy. Implications suggest that addressing these gaps could improve rehabilitation outcomes, reduce recidivism, and align correctional practices with national bureaucratic reform goals.

Abstract

This study aims to analyze the capacity of the Bekasi Regency Regional Revenue Agency (Bapenda) in optimizing the management of Rural and Urban Land and Building Tax (PBB-P2) in order to increase Regional Original Income (PAD). In the context of regional government, the effectiveness and efficiency of regional tax management are influenced by various organizational factors. This study uses a qualitative approach to explore various dimensions of organizational capacity, such as strategic leadership, program and process management, and cooperation networks. The data used in this study came from in-depth interviews and field observations combined with secondary data from media documentation and previous research. The results of the study indicate that aspects of strategic leadership, program and process management, and cooperation networks play an important role in the effectiveness of PBB-P2 management. In the strategic leadership dimension, policy continuity and leadership stability contribute to the achievement of long-term strategic goals. In the aspect of program and process management, data-based planning and realistic targets are needed to improve the efficiency of program implementation. In addition, strengthening cooperation networks with various stakeholders can support the optimization of regional tax management.

Abstract

This study analyzes the effectiveness of the Bekasi Regency Regional Revenue Agency (Bapenda) organization in optimizing Rural and Urban Land and Building Tax (PBB-P2) to increase Regional Original Income (PAD). Organizational effectiveness is measured through five main aspects, namely production, efficiency, satisfaction, adaptation, and organizational development. The research method used is a qualitative approach with in-depth interviews with stakeholders, including structural officials at Bapenda, field officers, and PBB-P2 taxpayers. The results of the study indicate that production effectiveness depends on strategic planning, tax data accuracy, and increased taxpayer compliance. Efficiency in tax collection can be improved through digitalization of the administration system and optimization of human resources. Taxpayer satisfaction is influenced by the quality of service, transparency of information, and ease of access to tax services. The organization's ability to adapt to changes in policy, technology, and socio-economic conditions is an important factor in maintaining the stability of tax revenues. In addition, organizational development through innovation, employee training, and collaboration with various stakeholders is a strategic step in increasing the effectiveness of PBB-P2 collection. Therefore, increasing the effectiveness of the Bekasi Regency Bapenda organization needs to be continuously carried out through strengthening governance, more optimal use of technology, and improving the quality of services to the community to support sustainable increases in PAD.

Abstract

This research was conducted to provide an overview of public complaint handling implementation at the Service Desk (SPK) of Penukal Abab Police Sector, using a qualitative approach. The informants in this study included the head of the SPK at Penukal Abab Police Sector and members of the community who filed police reports. Data analysis techniques involved data collection, data reduction, data display, and drawing conclusions. From the research conducted by the researcher, it was found that the community members who can file complaints at SPK Penukal Abab come from the Penukal and Abab Districts. The efficiency factors hindering public complaint services at SPK Penukal Abab include a lack of human resources, specifically officers handling public complaints at SPK Penukal Abab. The limited number of officers combined with a high volume of reports places a heavy workload on existing personnel, leading to suboptimal performance. Efforts that can be undertaken by SPK officers at Penukal Abab Police Sector to enhance the quality of public complaint services were also explored.

Abstract

This research was motivated by indications of problems in the budgeting process for the employee competency development program at PT Kereta Commuter Indonesia (KAI Commuter), it was the discrepancy between the budget that had been determined in the Company's Work Plan and Budget (RKAP) and its realization. In 2019, there was a realization of an employee competency development program that exceeded the budget set out in PT Kereta Commuter Indonesia's 2019. This research aims to describe the budgeting process for the PT Kereta Commuter Indonesia (KAI Commuter) employee competency development program by analyzing the budgeting stage procedures: preparation stage, forming stage, ratification (validation) stage, as well as implementation and accountability stages. The research method used was descriptive research with a qualitative approach. The data collection techniques used in this research was interview, documentation and observation methods. Based on the research results, researchers can conclude that PT Kereta Commuter Indonesia prepares budgets using a mixed approach method between a bottom up approach and a top down approach. Abstract

Taxes are the largest component of the state's revenue source, so taxes have a crucial role in the Indonesian economy. The government in each year always strives so that tax revenue can always increase. This research is motivated by the realisation of entertainment tax revenue that did not reach the target in 2019, 2021 and 2022. The purpose of this study is to describe the efforts of Entertainment Tax intensification by the Regional Revenue Agency (Bapenda) of West Bandung Regency to increase entertainment tax revenue in West Bandung Regency. This research was conducted in West Bandung Regency, namely at the Regional Revenue Agency (BAPENDA) of West Bandung Regency. This research uses a qualitative descriptive method. The data collection techniques used are observation, interviews, and documentation. The data source of this research is primary data derived from the results of observations and interviews. Secondary data include tax and local tax revenue realisation, target data and realisation of entertainment tax revenue, and the number of entertainment taxpayers in West Bandung Regency. The main theory in this research is the theory of Local Tax Intensification from Kustiawan (2010). The results of this study indicate that the entertainment tax intensification activities of West Bandung Regency are still not well implemented and there are several obstacles. The obstacles that occur in this entertainment tax intensification activity are the lack of staff and limited human resources.
