Abstract

This writing investigates the involvement of local actors or powerful people in Indonesia regarding the exploitation of illegal gold mines in the Suso watershed, Luwu district. The involvement of actors in responding to government policies in closing the illegal mines. The results of this research on the involvement of actors show that these actors are seen as local strongmen due to illegal mining activities in the Suso watershed. What is the actor’s role that appears and can control the mining activity. The ways in which actors intervene in government policies in closing illegal mining activities. These actors succeeded in building strengths by exploiting the weaknesses of the Country in this case, namely building networks with parties involved in formal and non-formal institutions. The actor's success in building variant power, and succeeding in controlling illegal miners who carry out activities in the gold mine in the Suso watershed, Luwu Regency. Actors manage to control policies. Manipulations carried out by actors to seek profit from illegal mining activities.

Abstract

Cities that are considered promising by rural communities to seek a better welfare life force them to look for space to fulfill their needs. Public places then become an alternative for them in making a living such as in shopping places, flyovers, and at road intersections. Makassar as one of the metropolitan cities is also inseparable from economic problems and social problems such as the existence of street children. This research was conducted using an in-depth interview method conducted to informants who the author considers capable of providing data and information related to the causes of the increase in the number of street children in Makassar city. The theory used is the theory of space production. The increase in the number of street children in Makassar City is caused by three factors, namely urban development factors. the second factor is urbanization carried out by rural communities to obtain a more decent life, and the third factor is the exploitation behavior carried out by individuals and families of these street children.

Abstract

Penelitian ini bertujuan untuk menganalisis secara kritis efektivitas kebijakan penarikan Pajak Bumi dan Bangunan (PBB) di Desa Kalimporo dari perspektif peningkatan kesejahteraan masyarakat. Dengan menggunakan pendekatan kualitatif dan desain studi kasus, data dikumpulkan melalui wawancara mendalam dengan aparat desa, pejabat Dinas Pendapatan Daerah, dan warga, observasi lapangan, serta studi dokumentasi terhadap peraturan dan laporan terkait. Hasil penelitian mengungkapkan bahwa meskipun struktur administrasi dan dokumen Working Plan telah disusun secara sistematis, realisasi penerimaan PBB hanya mencapai rata-rata 63,26% dari target yang telah ditetapkan. Temuan ini menyoroti adanya kendala operasional seperti rendahnya kesadaran masyarakat dalam memenuhi kewajiban pajak, ketidaktepatan pengisian dan keterlambatan penyampaian SPPT, serta kurang optimalnya koordinasi dan pengawasan antar aparat, yang berdampak pada terbatasnya penggunaan dana untuk peningkatan infrastruktur dan fasilitas publik. Penelitian ini memberikan kontribusi teoretis dan praktis dengan mengisi celah dalam literatur mengenai hubungan antara kebijakan perpajakan dan kesejahteraan masyarakat di tingkat desa, serta menekankan pentingnya sinergi antara perencanaan strategis dan pelaksanaan operasional. Disarankan agar penelitian selanjutnya mengintegrasikan data kuantitatif dan pemanfaatan teknologi informasi untuk meningkatkan akurasi pengumpulan data, mempercepat proses administrasi, dan mengoptimalkan mekanisme pengawasan serta sosialisasi kepada masyarakat, sehingga optimalisasi penerimaan pajak dapat memberikan dampak yang lebih signifikan terhadap peningkatan kesejahteraan masyarakat.

Abstract

The fading of identity issues indicates that the direction of local politics in Selayar has shifted and changed. However, this change does not mean that it does not bring new problems to the local political landscape in Selayar, South Sulawesi, Indonesia. We aim to uncover the emergence of oligarchy in place of identity politics as a new phenomenon in the Selayar context. This research uses the concept of oligarchy to understand it, which is described qualitatively. In general, we argue that the failure of identity politics to consolidate power has given birth to oligarchies that are intertwined with familism in the local sphere. The emergence of oligarchy at the local level is strongly influenced by the disorientation of identity politics and the fragile socio-economic conditions of the community so that the practice of buying and selling votes cannot be avoided, which is used by oligarchs to take advantage unilaterally.

Abstract

The patron client bond between punggawa (boat owners) and sawi (crew members) in Bababulo’s coastal community, Majene Regency, demonstrates how contemporary electoral politics have reconfigured longstanding patterns of exchange and moral obligation. This research underscores a significant shift in the basis of punggawa power, which no longer depends solely on economic assets, but increasingly on the capacity to convert social and symbolic resources such as trust, indebtedness, prestige, and protective roles into political capital that can effectively mobilize votes. Employing a qualitative approach, data was collected through in-depth interviews and participant observation with eleven purposively selected participants, including punggawa, sawi, village authorities, and local political figures. Narrative analysis was applied to uncover processes of meaning-making, power negotiation, and mobilization embedded in everyday interactions. The findings show that the authority of a punggawa is continually reinforced through longstanding moral debts and social trust, which later become political commitments during election periods. Punggawa act as intermediaries who link the fishing community to broader political structures, while sawi are not completely passive; they take advantage of electoral moments to negotiate social and economic gains. The study concludes that traditional patronage persists, but in a transformed form becoming more calculated and transactional while still rooted in moral norms and mutual dependence that have adjusted to the dynamics of modern democratic practice.

Abstract

Using buzzers in product marketing is common and part of a marketing communication strategy. However, the use of buzzers has shifted to the political realm, causing negative impacts such as manipulating public opinion by spreading false information and propaganda. A number of countries have utilized buzzers for propaganda and public opinion manipulation purposes, such as Russia, the Philippines, Malaysia and Indonesia. This study aims to formulate an early detection model to prevent the damaging impacts of using political buzzers attacks on social media by referring to the AISAS (Attention, Interest, Search, Action, and Share) model. This study uses a qualitative approach with data characteristics in the form of words, images, or sentences and includes many quotes and examples. The study results show that political buzzers on social media can be controlled strategically. The core of this strategy is to disrupt the buzzers' work process and strengthen the community's digital literacy because the digital literacy program that has been conducted has proven to be ineffective. Through the early detection model in this study, this can be done by disrupting the work process of buzzers and strengthening digital society through digital literacy by referring to the AISAS model. In addition, it is necessary to strengthen regulations by tightening account registration rules and clarifying law enforcement for the use of buzzers attacks.

Abstract

The vote count recapitulation is a crucial stage in the election process because it determines the conversion of voters' votes into official election results. Transparency at this stage is a crucial prerequisite for maintaining the integrity and legitimacy of election results. This study aims to analyze the transparency of the vote count recapitulation for the 2024 Indonesian House of Representatives (DPR RI) Legislative Election in West Java Province. The study used a qualitative method with a descriptive approach. Data were obtained through literature and documentation studies, including laws and regulations, official documents from election organizers and supervisors, and relevant scientific literature. Data analysis was conducted descriptively through the stages of data reduction, data presentation, and conclusion drawing. The results show that the transparency of the vote count recapitulation in West Java Province has been implemented in accordance with normative provisions, but is not yet fully substantive. The transparency of the process is still limited to the internal scope of election administration, while public access and publication of recapitulation documentation are not yet evenly distributed. The use of information technology in vote count recapitulation also does not fully guarantee the transparency of the process. This study concludes that strengthening the transparency of the vote count recapitulation is necessary to improve the quality of election governance and public trust in the results of the Legislative Election

Abstract

This study aims to analyze how relationships between non-party political volunteers and voters shape political participation in the 2024 South Sulawesi local election. The research employs a qualitative approach with an intrinsic case study design, utilizing in-depth interviews, participant observation, and documentation as data collection methods. The subjects of the study include Dozer political volunteers and voters in Makassar City, Gowa Regency, and Maros Regency. Data were analyzed using layered thematic analysis. The findings reveal that voter participation is formed through multilayered social relationships consisting of interpersonal, emotional, and instrumental relations. Interpersonal relations build trust and social legitimacy, emotional relations strengthen political attachment and loyalty, while instrumental relations translate these attachments into concrete electoral actions. This study highlights that local political participation should be understood as a socially embedded practice and underscores the strategic role of non-party political volunteers in local political mobilization. Abstract

This study examines women’s leadership in a masculine organizational context to analyze how gender interacts with institutional structures, social norms, and power relations. It aims to explain how leadership legitimacy is constructed through performative practices and collaborative strategies. The research employs a qualitative case study approach, utilizing in-depth interviews, document analysis, and interpretive analysis grounded in gender politics theory, performativity, and organizational resilience frameworks. The findings reveal that leadership legitimacy is not derived solely from formal authority but is produced through repeated performative acts, redistribution of authority, collaborative decision-making, and symbolic negotiation within patriarchal structures. Women leaders strategically combine assertiveness and relational competence to navigate role incongruity and double bind dynamics. Collaborative leadership practices shift power relations from hierarchical domination to relational interdependence, while collective voice mechanisms institutionalize deliberation as an organizational norm. The study also demonstrates that symbolic resources, social networks, and adaptive identity work strengthen organizational resilience and legitimacy in non-state institutions. This study contributes to gender politics scholarship by integrating performativity theory, social psychological leadership research, and organizational resilience into a contextualized analysis of women’s leadership. It highlights the importance of relational, adaptive, and transformative practices in reshaping power structures and suggests future comparative and multi-level research across diverse institutional settings.

Abstract

This study analyzes the implementation of the Noken System in the 2024 Lanny Jaya Regency Head and Deputy Regency Head Elections and its impact on the political participation of indigenous Papuans. The Noken System, as a collective voting practice based on local wisdom, has gained constitutional legitimacy through Constitutional Court Decision Number 47-81/PHPU.A-VII/2009. However, its implementation creates a paradox between the principle of electoral democracy, which emphasizes individual voting rights, and the tradition of communal deliberation among indigenous peoples. This study uses a qualitative approach with a case study method, collecting data through in-depth interviews, participatory observation, and document analysis. The results show that the Noken System in Lanny Jaya Regency has undergone a transformation from a traditional deliberation mechanism to a political mobilization tool that is vulnerable to politicization and elite intervention. The role of the Big Man as the determinant of collective choice has shifted from traditional legitimacy to a transactional patronage-client relationship. This study found three patterns of political participation, such as authentic communal participation based on customary consensus, participation guided by elites, and transactional participation involving material exchanges. This study contributes to the theory of legal pluralism and deliberative democracy by revealing the complexity of negotiations between state law and customary law in the context of Indonesian electoral democracy.
