Abstract

The study aims to identify, describe and analyze the Service Satisfaction Rate of BPJS Health Participants on JKN Mobile Applications in Tomohon City. Data is collected through observation techniques, interviews and interviews as well as documentation. The results of this study, showed the level of satisfaction of the client received by the participants of BPJS Health in Kelurahan Talete Kota Tomohon through online media mobile application JKN related to human resources and applications used. Some officials are not aware of the existence of the Mobile JKN application, and do not receive socialization from any party including BPJS Health. And not all participants can use the mobile JKN app and not all the participants feel at ease with the presence of the mobile application JKN, because at the time of its use there are many obstacles, impediments and problems, such as server errors, features in the application do not work properly, as well as the application often happens updates of the application too often.

Abstract

Penelitian ini menegaskan peran penting filsafat dalam pengembangan organisasi di era Revolusi Industri 4.0, yang ditandai oleh kemajuan teknologi seperti kecerdasan buatan, big data, dan otomatisasi. Pendekatan etika, epistemologi, dan pragmatisme menjadi landasan berpikir kritis untuk menghadapi tantangan teknologi dan sosial yang kompleks. Etika membantu organisasi bertindak secara bertanggung jawab dalam isu privasi data dan keberlanjutan. Epistemologi memastikan validitas pengambilan keputusan berbasis data, mencegah interpretasi yang bias. Sementara itu, pragmatisme mendorong inovasi adaptif yang relevan dengan kebutuhan dinamis. Penelitian ini juga menekankan pentingnya keseimbangan antara kemajuan teknologi, nilai-nilai kemanusiaan, dan keberlanjutan. Integrasi filsafat memberikan panduan bagi organisasi untuk mengelola teknologi dengan bijaksana, menciptakan strategi yang mendukung pertumbuhan yang berkelanjutan. Rekomendasi utama adalah menerapkan pendekatan filsafat secara mendalam untuk memastikan teknologi menjadi alat yang mendukung, bukan menggantikan, nilai-nilai manusia

Abstract

This study aims to analyze and describe the public participation level and the factors supporting and inhibiting public participation in maintaining peace and order in Imandi Village. This research uses a descriptive qualitative research method. This research was located in Imandi Village, East Dumoga Subdistrict, Bolaang Mongondow Regency, North Sulawesi Province, Indonesia. The results showed that: 1) The Imandi Village community’s participation is still not well implemented. Therefore, it will be better to maintain public peace and order in the village if it starts from individuals as small community units. It allows the realization of solidarity, which will significantly affect group members or community members in public peace and order implementation. 2) Efforts to motivate people to participate through Mapalus (mutual assistance activities) need leaders who can be role models. Village community leaders can be the key motivator in mutual assistance activities, but the government’s participation is required. (3) The village government and its apparatus must continue to managing and fostering community members, especially in multicultural communities, to prevent the disruption of public peace and order.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan e-government dalam upaya membangun kepercayaan publik di lingkungan Pemerintah Kota Manado. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Analisis data dengan 3 komponen utama yakni reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa meskipun Pemerintah Kota Manado telah mengembangkan sejumlah layanan digital seperti perizinan online, administrasi kependudukan digital, dan portal pengaduan masyarakat, pelaksanaannya masih belum merata di seluruh instansi. Selain itu, rendahnya literasi digital di kalangan masyarakat dan lemahnya sistem keamanan data menjadi tantangan signifikan yang menghambat kepercayaan publik terhadap sistem e-government. Faktor-faktor seperti integrasi layanan yang belum optimal, ketimpangan akses informasi, dan ketidakjelasan perlindungan data pribadi turut memperkuat persepsi negatif masyarakat. Oleh karena itu, dibutuhkan upaya peningkatan literasi digital, transparansi pengelolaan data, serta penguatan infrastruktur dan kapasitas sumber daya manusia untuk memastikan e-government dapat berfungsi secara efektif dan dipercaya oleh publik.

Abstract

The purpose of this study was to determine the effectiveness of E-Planning in the preparation of the North Sulawesi Provincial RKPD in 2023 at the Regional Planning and Development Agency (BAPPEDA) of North Sulawesi Province, The method used is a qualitative research method, The research location is at the Regional Development Planning Agency (BAPPEDA) Office of North Sulawesi Province. The effectiveness of achieving the goals has been effective where the implementation of e-planning has been very helpful in providing convenience to Bappeda and regional apparatus in preparing the RKPD. For effectiveness, timeliness is not yet effective. Judging from the preparation of the RKPD which took 6 months it could not be completed on time in accordance with the provisions of the applicable regulations. For the effectiveness of human resources is already effective. Judging from the e-planning team that has been able to carry out e-planning well, both in the process of inputting, preparing plans and providing guidance to regional apparatus. For the effectiveness of facilities and infrastructure is already effective. Judging from the availability of supporting facilities and infrastructure such as computers, laptops, printers, wifi, ATK and special e-planning rooms.

Abstract

This study aims to investigate the implementation of UMKM empowerment programs at the Small and Medium Enterprises Agency of Minahasa Regency. The method used in this research is qualitative, employing data collection techniques such as interviews, documentation, and observation. The research focuses on program objectives and the effectiveness of UMKM empowerment program administration. The study was conducted at the Small and Medium Enterprises Agency of Minahasa Regency. The research findings regarding the Implementation of UMKM Empowerment Program at the Small and Medium Enterprises Agency of Minahasa Regency indicate that : 1) Program administration targets have not achieved the set targets and objectives. 2) The implementation of UMKM empowerment programs at the Small and Medium Enterprises Agency of Minahasa Regency is hindered by budget limitations. 3) The quality and quantity of human resources in the office are still inadequate. 4) Program administration targets have not reached the set targets and objectives. 5) There is a need for broader and unrestricted socialization for business actors.

Abstract

This study aims todetermine how to optimize local revenue in Minahasa Regency. The method used in this research is a qualitative method with data collection techniques through interviews, documentation and observation. The research focuses on the target groundwater tax object, the targets and realization of groundwater tax revenue and the factors that affect groundwater tax revenue. The research location is at the regional revenue agency office of Minahasa Regency. The result of research on the optimization of local revenue in Minahasa Regency show that: 1) By targeting tax objects, it is easier for local governments to collect taxes, but not all groundwater tax objects have been recorded as taxpayers. 2) The revenue targets in 2022 was not achieved as set. 3) Revenue realization is different from the revenue target or does not match. 4)There is difference between usage and payment/does not match, the awareness of the people who are groundwater taxpayers is still lacking or disobedient so it is necessary to increase socialization activities to all taxpayers so that taxpayers can clearly understand the importance of paying taxes.

Abstract

This study aims to analyze the potential, challenges, and formulate a model for the development of community- based ecotourism (CBET) in Minahasa Regency. Minahasa has natural and cultural wealth that has great potential to be used as an ecotourism destination, such as Lake Tondano, Bukit Kasih, as well as traditional cultural and craft sites. However, the utilization of this potential is still not optimal due to various structural challenges such as low human resource (HR) capacity, weak local institutions, inadequate infrastructure, and lack of community participation. Through a qualitative approach with data collection techniques in the form of in-depth interviews, field observations, and document studies, this study reveals that the success of ecotourism development in Minahasa is highly dependent on the integration of three pillars of sustainability: social, economic, and environmental. The results of the study recommend the need for regional policy interventions that support inclusive governance, strengthening local institutions, and supervision strict environment. With a participatory and adaptive approach to local conditions, the CBET model is considered to be able to make ecotourism an instrument of environmental conservation as well as a driver of the people’s economy in Minahasa Regency.

Abstract

This study aims to identify and analyze the bureaucratic challenges in realizing sustainable tourism in Tomohon City, with four main sub-focuses: inter-agency coordination, government apparatus competence, budget availability, and digitalization. The research method used is a qualitative approach. Data collection techniques include observation, interviews, and literature study. Furthermore, this study applies qualitative data analysis covering data reduction, data presentation, drawing conclusions, and conclusion verification. The findings indicate that several bureaucratic challenges in realizing sustainable tourism in Tomohon City can be seen from four main aspects. First, inter- agency coordination remains weak, as shown by the lack of synchronization between tourism development policies and spatial planning or environmental management. Second, the competence of government apparatus is still inadequate, particularly in understanding sustainable tourism and digital skills, making it difficult for the bureaucracy to adapt to the demands of smart tourism. Third, budget availability is limited and inconsistent, with most allocations directed to major events such as the Tomohon International Flower Festival, while destination maintenance, environmental conservation, and long- term promotion receive less attention. Fourth, digitalization within the bureaucracy has not been implemented optimally due to limited infrastructure, low digital capacity of officials, fragmented systems between agencies, and the digital gap among local tourism stakeholders.

Abstract

Public trust is widely recognized as a cornerstone of democratic governance and effective public administration. In recent years, however, public trust in government institutions has faced significant challenges due to political controversies, policy failures, and the proliferation of misinformation in digital spaces. Social media has emerged as a critical arena where governments communicate policies, citizens respond, and public perceptions are shaped. This study explores the role of social media in shaping public trust in local government policies, focusing on Minahasa Regency, Indonesia. Using a qualitative research design, the study employs document analysis, content analysis of official government social media accounts, and secondary literature review to assess the dynamics of trust-building in digital governance. Findings suggest that social media functions as both a facilitator and a potential threat to public trust. On the positive side, social media enhances transparency, accelerates information dissemination, fosters two-way communication, and enables citizens’ active participation in policy discourse. These dynamics contribute to performance-based trust and strengthen social capital, consistent with theoretical frameworks by Mishler and Rose (2001) and Putnam (2000). Conversely, challenges such as inconsistent government responses, limited digital literacy, and exposure to misinformation undermine trust and exacerbate public skepticism. The study contributes to scholarly debates on digital governance by demonstrating how social media operates as a participatory democratic tool at the local level in Indonesia. Practical implications highlight the need for governments to institutionalize social media as a governance instrument, ensure consistency and creativity in content delivery, strengthen digital literacy among citizens, and collaborate strategically with community influencers to broaden legitimacy. By situating Minahasa within global debates on governance and communication, this study underscores the dual role of social media as both a vehicle of trust and a source of contestation in contemporary public policy.
