Abstract

Pemilihan Umum (Pemilu) adalah pilar utama dalam sistem demokrasi, dan untuk memastikan kelancaran dan keadilan proses ini, partisipasi aktif dari seluruh lapisan masyarakat, termasuk pelajar, sangat penting. Artikel ini membahas pentingnya penguatan peran pengawasan partisipatif dan edukasi pemilih pemula dalam Pemilu 2024. Terdapat permasalahan umum dalam pemilu, seperti kecurangan dan pelanggaran hak pemilih, yang dapat merusak kepercayaan publik terhadap demokrasi. Oleh karena itu, pelembagaan kinerja penyelenggara pemilu diperlukan untuk membangun sistem pengawasan yang efektif. Sosialisasi yang masif dari Badan Pengawas Pemilu (Bawaslu) menjadi krusial untuk meningkatkan partisipasi masyarakat, terutama pemilih pemula. Sosialisasi ini tidak hanya membangun kesadaran tentang kewajiban dalam mengawasi hak pilih, tetapi juga melibatkan masyarakat dalam pengawasan tahapan penyelenggaraan pemilu. Pendidikan politik untuk pemilih pemula juga menjadi aspek penting dalam membentuk partisipasi yang rasional dan ideal. Kesimpulannya, edukasi dan partisipasi aktif masyarakat, terutama generasi muda, memainkan peran sentral dalam menjaga integritas dan kualitas pemilu, menjadikan mereka agen perubahan positif dalam demokrasi yang berkelanjutan.

Abstract

Poverty remains a strategic development issue in Indonesia, including in Jambi Province, which, despite a declining poverty and extreme poverty rate between 2020 and 2024, still faces spatial disparities and targeting inaccuracies. This study aims to analyze the implementation of the poverty reduction program convergence strategy in Jambi Province, emphasizing the role of multi-stakeholder collaboration. A descriptive qualitative approach was employed through a desk study based on data from Bappeda, BPS, and relevant academic literature. The analysis applies the theories of collaborative governance and policy networks to examine actor interactions in policy planning, implementation, and evaluation. The findings indicate that program convergence in Jambi involves various cross-sectoral interventions such as MSME assistance, education, health, and housing that contribute to poverty reduction. However, effectiveness remains constrained by data inaccuracies, institutional overlap, and weak coordination within policy networks. The established multi-stakeholder collaboration remains largely consultative and has not yet achieved genuine policy co-production. This study highlights the need to strengthen collaborative governance through integrated data management and equitable multi-stakeholder forums to enhance the effectiveness of regional poverty reduction policies.

Abstract

Pemilu merupakan pilar utama demokrasi yang menuntut transparansi, akuntabilitas, dan efisiensi. Pada Pemilu 2024 di Kota Batam, Komisi Pemilihan Umum menerapkan Sistem Informasi Rekapitulasi (SIREKAP) sebagai bentuk digitalisasi rekapitulasi suara. Penelitian ini bertujuan menganalisis implementasi SIREKAP serta faktor yang memengaruhinya dengan menggunakan kerangka Technology-Organization-Environment (TOE) Framework. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik wawancara mendalam, observasi, dan telaah dokumen. Hasil penelitian menunjukkan bahwa dari sisi teknologi masih terdapat kendala berupa kesalahan pemindaian, gagal unggah dokumen, keterbatasan format PDF, serta sulitnya akses SIREKAP Web. Dari sisi organisasi, struktur formal dan budaya kerja KPU relatif jelas, tetapi rotasi petugas dan keterbatasan pelatihan membuat pemahaman teknis belum merata. Dari sisi lingkungan, regulasi seperti Keputusan KPU Nomor 66 Tahun 2024 memberikan dasar hukum, sementara pemanfaatan media sosial mendukung transparansi publik. Kesimpulannya, implementasi SIREKAP di Kota Batam belum berjalan optimal dan masih menghadapi hambatan teknis serta organisasi, sehingga diperlukan evaluasi berkelanjutan dan peningkatan kapasitas penyelenggara untuk memperkuat efektivitas, akurasi, dan kepercayaan.

Abstract

A study on the black oil pollution crisis [Sludge Oil] is detrimental to the island community, a proof from the island of Bintan that occurs and continues every year. This study contributes to a deep understanding that the black oil pollution crisis [Sludge Oil] in Bintan is not a trouble, but has become an issue in the theoretical context. So this is not just a regional problem, but has concerned a national issue about this black oil waste crisis. This study focuses on an argument question: "How does the Black oil pollution crisis [Sludge Oil] harm the island community? Evidence from the island of Bintan?". To answer this, a qualitative method is needed by analyzing the distribution of data on the internet and data from online news about the black oil pollution crisis harming the island community. The results of the study show that the black oil crisis [Sludge Oil] in the islands is very detrimental to the income of fishing communities, harms the ecosystem where the island community lives and harms tourism in the Bintan Islands. The implications of the black oil pollution crisis that occurred in the Bintan Islands are shown by the death of marine biota and pollution of mangrove forests, as well as the dirtiness of the sea and beaches due to the black oil waste. This research recommends intensifying central and regional surveillance of international sea lanes to detect criminals on ships intentionally dumping sludge oil. Abstract

Permasalahan sampah di Kota Batam semakin kompleks seiring pertumbuhan penduduk dan industrialisasi. Jika tidak dikelola dengan baik, peningkatan timbulan sampah dapat memicu pencemaran, gangguan kesehatan, serta penurunan kualitas lingkungan. Kegiatan pengabdian masyarakat ini bertujuan meningkatkan partisipasi warga Kelurahan Tiban Lama dalam mengelola sampah organik berbasis prinsip 3R (Reduce, Reuse, Recycle), sekaligus mengidentifikasi faktor pendukung dan kendala yang dihadapi. Penelitian menggunakan pendekatan kuantitatif dengan melibatkan 100 responden yang dipilih melalui stratified random sampling. Analisis regresi linear sederhana menunjukkan bahwa program 3R berpengaruh signifikan terhadap pengurangan volume sampah organik dengan koefisien regresi sebesar 0,532 dan nilai signifikansi 0,000 (< 0,1). Nilai Adjusted R² sebesar 0,288 menandakan bahwa 28,8% variasi penurunan sampah organik dipengaruhi program 3R, sedangkan sisanya dipengaruhi faktor eksternal lain. Indikator tertinggi terdapat pada aspek pengurangan sampah organik (mean = 4,54), yang menegaskan efektivitas program sejak dari sumber. Hasil kegiatan ini menekankan pentingnya kolaborasi antara masyarakat, pemerintah daerah, dan lembaga terkait untuk memperkuat keberlanjutan program. Strategi yang dapat ditempuh meliputi penguatan kapasitas kelembagaan, peningkatan literasi lingkungan, dan pemberian insentif partisipasi warga, sehingga tercipta sistem pengelolaan sampah yang ramah lingkungan, partisipatif, dan berkelanjutan di Kota Batam.

Abstract

This study examines the Golkar Party's decision to nominate the Maulana-Diza pair over internal cadre, Budi Setiawan, for the 2024 Jambi City Mayoral Election using Mazmanian and Sabatier's policy implementation theory. The study highlights that candidate nomination serves as an internal party policy and that technical feasibility, strategic planning, and contextual responsiveness are necessary for its successful implementation. The study found that three primary factors influenced Golkar's choice: (1) The problem's substantive aspects, like Maulana-Diza's broader political coalition, increased electability, and preparedness for logistics; (2) The policy's goals' coherence and clarity, as demonstrated by Golkar's determination to maintain electoral dominance and internal cohesion; and (3) The political and socioeconomic background, including civil society involvement and post-pandemic recovery requirements. One crucial litmus test of Golkar's institutional development is the internal conflict arising from Budi Setiawan's exclusion. The party's ability to manage dissent, realign local loyalty, and preserve organisational unity demonstrates its capacity for successful policy implementation. According to the study's findings, political party nomination strategies guided by well-defined objectives, administrative readiness, and alignment with public needs are associated with effective public policy implementation. It demonstrates the effectiveness of policy implementation theory in evaluating internal party decision-making processes within democratic electoral systems.

Abstract

Although the demand for English proficiency in the workplace is increasing, limited research has examined its effects on employees' self-efficacy and job performance. English skills are essential for communication, productivity, and career advancement, yet their Influence on workplace outcomes remains understudied. This study investigates the relationship between employees' English self-efficacy and their professional performance using a mixed-methods design. A closed-ended survey was administered to 32 employees across five companies, and additional qualitative insights were collected from three managerial leaders. Quantitative data were analyzed through statistical correlation, while qualitative data were examined using thematic analysis. Findings show a strong correlation (r = .57) between English self-efficacy and job performance, indicating that employees who feel confident in their English abilities tend to perform more effectively. Managers also emphasized that English proficiency is especially important for supervisory and managerial roles. The study concludes that higher English self-efficacy positively contributes to job performance. However, its scope is limited by a small sample drawn from an electronics manufacturing company and by feedback from only three managerial interviewees, reducing the generalizability of the findings. Future research should explore a broader range of international workplace contexts to better how learning communities and vocational training can strengthen employees' language skills and performance.

Abstract

This study aims to analyze the management of Christian spiritual programs to improve students’ religious character at SMKS Multistudi High School, Batam. The research used a mixed methods approach with a sequential explanatory design. Quantitative data were obtained through questionnaires completed by 41 students, while qualitative data were collected through interviews with the principal, the vice principal for student affairs, the Christian Religious Education teacher, and the Rohkris advisor, as well as activity documentation. Quantitative analysis used descriptive statistics, while qualitative data were analyzed through data reduction, data display, and conclusion drawing. The research results showed that students’ religious character was in the good to very good category, indicated by increased discipline, responsibility, politeness, and social concern. The findings indicate that the improvement in religious character was influenced by program management, including structured planning, clear task distribution, habit-based implementation, and continuous evaluation. Programs integrated with Christian Religious Education strengthened the internalization of values in school life. Thus, the quality of spiritual program management became the main factor in the success of shaping students’ religious character, not simply the existence of religious activities
