Abstract

Kunjungan Edukatif sebagai program pembelajaran outdoor dari Sekolah Islam Nabilah, Batam, dilaksanakan pada tanggal 3 - 4 Desember 2022. Pada kunjungan kali ini siswa berjumlah 150 anak dan 45 orang guru mengadakan kegiatan penanaman pohon mangrove pada kawasan ekowisata lingkungan pantai dan hutan mangrove Pandang Tak Jemu yang beralamat di Kampung tua bakau serip pantai, Jl. Hang Lekiu, RT.02/RW.10, Sambau, Kecamatan Nongsa, Kota Batam, Kepulauan Riau. Kegiatan ini merupakan pembelajaran berbasis pengalaman (experiential learning). Hal ini akan lebih efektif dan efisien katika siswa bukan hanya mendapatkan teori saja tetapi langsung praktek, sehingga pengalaman langsung. Adapun manfaat yang dapat diambil dari kunjungan edukatif penanaman mangrove dari Sekolah Islam Nabilah berupa ini adalah: meningkatkan kesadaran siswa terhadap pentingnya keutuhan ekosistem, memberikan pengalaman baru pada siswa mengenai tatacara penanaman pohon mangrove, serta menambah pengetahuan siswa mengenai pengelolaan buah mangrove.

Abstract

Election of President and Vice President of the Republic of Indonesia Year 2014 (2014 presidential election) was held on July 9, 2014 to elect the President and Vice President of Indonesia for the period 2014-2019. Efforts towards the award process, the politicians do the propaganda and agitation against the people (voters) in order that the candidate from the party that wins diusungnya at a general election. This is where the strategy is needed as a vehicle for political dynamic development and as a means to the goal in question.The problems of research that is how political marketing Joko Widodo-Jusuf Kalla on winning the presidential election of 2014 in the city of Batam. The purpose of this study was to determine political marketing Joko Widodo - Jusuf Kalla on winning the presidential elections in 2014 in the city of Batam. The benefits of this research is theoretically and practically.The method used in this research is using the qualitative approach with descriptive approach. Data collection techniques used in this study is observation, interview and dokumnetasi.The results of the study describes the Winning Strategy Joko Widodo-Jusuf Kalla On Presidential Elections of 2014 in the city of Batam (Case Study Sagulung Subdistrict, District Batam City and District Bengkong). Victory Joko Widodo-Jusuf Kalla in the 2014 presidential election in Batam will be seen from the process of political marketing that product offered, promotion is done, the selling price, a prioritized and market segmentation. From the research that has been done can be concluded that the victory of Joko Widodo-Jusuf Kalla at the presidential election in 2014 in the city of Batam, influenced by products that offer is to build elektabilitas candidate in the eyes of society, promotion done is to convey the benefits of its products to the public in the form of banners, billboards , tabloids and pamphlets. Selling prices here focuses on the psychological price to image nationally be a price to pay. Place priority aims to establish communication with the voters as the campaign must touch all levels of society. Market segmentation is done is to investigate complaints of people who are not uniform. To get the victory Joko Widodo-Jusuf Kalla, the more accurate the 2014 presidential election should be held for further research in terms of other strategies. Upaya menuju proses pemenangan, para politisi melakukan propaganda dan agitasi terhadap masyarakat (pemilih) agar calon dari partai yang diusungnya menang pada saat pemilihan umum. Di sinilah strategi dibutuhkan sebagai wahana perkembangan dinamika politik dan sebagai alat menuju cita-cita yang dimaksud.Rumusan masalah dari penelitian yaitu bagaimana marketing politik Joko Widodo-Jusuf Kalla pada pemenangan pemilihan Presiden Tahun 2014 di Kota Batam. Tujuan dari penelitian ini adalah  untuk mengetahui marketing politik  Joko Widodo-Jusuf Kalla pada pemenangan pemilihan presiden tahun 2014 di Kota Batam. Manfaat dari penelitian ini yaitu secara teoritis dan secara praktis.Metode yang digunakan dalam penelitian ini adalah menggunkan pendekatan kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumnetasi.Kemenangan Joko Widodo-Jusuf Kalla pada Pilpres 2014 di Kota Batam akan dilihat dari proses marketing politik yaitu produk yang ditawarkan, promosi yang dilakukan, harga jual, tempat yang diprioritaskan dan segmentasi pasar. Dari penelitian yang telah dilakukan dapat disimpulkan bahwa kemenangan Joko Widodo-Jusuf Kalla pada  pilpres 2014 di Kota Batam, di pengaruhi oleh produk yang tawarkan adalah untuk membangun elektabilitas calon dimata masyarakat, Promosi yang dilakukan adalah untuk menyampaikan keunggulan produknya kepada masyarakat  baik berupa spanduk, baliho, tabloid dan pamplet. Harga Jual disini menitik beratkan pada harga secara psikologis hingga citra secara nasional menjadi harga yang harus dibayar. Tempat yang diprioritaskan bertujuan untuk membangun komunikasi dengan pemilih karena kampanye harus menyentuh semua lapisan masyarakat.  Segmentasi pasar  dilakukan adalah untuk mengetahui keluhan-keluhan masyarakat yang tidak seragam. Untuk mendapatkan proses kemenangan Joko Widodo-Jusuf Kalla yang lebih akurat pada pilpres 2014 perlu diadakan penelitian lebih lanjut yang ditinjau dari strategi lainnya. Kata Kunci : Pemilihan Umum, Marketing, Strategi, Politik, Pemilihan Presiden

Abstract

Tujuan penelitian ini untuk mengetahui sistem informasi pada website pemerintah provinsi di Indonesia dengan sistem merit. Sistem informasi merupakan salah satu aspek yang mendukung pelaksanaan sistem merit dalam manajemen aparatur sipil negara di Indonesia. Jenis penelitian ini menggunakan kualitatif dengan metode deskriptif kualitatif dan normative kualitatif dengan dua model interpretasi gramatikal dan sistematik. Hasil analisis terdapat enam provinsi di Indonesia yang memiliki nilai persentase sistem informasi tertinggi yaitu, jawa tengah, jawa barat, lampung, kalimantan timur, nusa tenggara timur, dan sulawesi tengah. Hasil penelitian menunjukkan bahwa jawa tengah dan lampung mendominsasi dari empat provinsi lainnya dengan nilai 100. Penelitian ini memiliki keterbatasan waktu untuk menguji keabsahan, kesesuaian dengan hasil penelitian lama dan penelitian baru terkhusus pada wilayah provinsi. Penelitian ini merekomendasi agar pemerintah provinsi memberikan keterbukaan data pada masyarakat dan pengembangan website provinsi indonesia.

Abstract

Pada penelitian ini membahas tentang “Pengaruh kualitas pelayanan perizinan terhadap kepuasan masyarakat pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Batam Tahun 2022”. Penelitian ini mengkaji beberapa permasalahan seperti faktor yang mempengaruhi kepuasan masyarakat, ketepatan waktu, kejelasan biaya. Penelitian ini menggunakan metode penelitian kuantitatif. Pengumpulan data pada penelitian ini menggunakan teknik observasi, kuesioner, dan dokumentasi. Teknik pengolahan data menggunakan skala likert, sedangkan Teknik analisis data menggunakan uji validitas, reliabilitas, uji asumsi klasik, analisis regresi linear sederhana, uji koefisien korelasi, uji koefisien determinasi, uji secara parsial (uji-t) dan uji-f simultan. Hasil penelitian menunjukkan bahwa berdasarkan uji analisis regresi linear sederhana antara variabel kualitas pelayanan (X) dan kepuasan masyarakat (Y) bernilai 0,786 artinya kuat, jika disimpulkan bahwa terjadi hubungan yang kuat antara variabel (X) dengan variabel (Y). Terdapat dua indikator variabel kualitas pelayanan (X) yang memberikan pengaruh terhadap variabel kepuasan masyarakat (Y) yaitu indikator reliability dengan nilai signifikan sebesar 0,033 ˂ 0,05 sedangkan indikator kedua adalah assurance dengan nilai signifikan sebesar 0,036 ˂ 0,05. Hasil uji koefisien determinasi didapatkan R-square sebesar 72,3% yang berarti kualitas pelayanan perizinan di DPMPTSP Kota Batam mempunyai pengaruh yang signifikan terhadap kepuasan masyarakat dan sisanya 27,7% dipengaruhi oleh faktor lain yang tidak diteliti dalam penelitian ini.

Abstract

The increasing phenomenon of student employment affects approximately 30% of Indonesian students, creating complex challenges in balancing academic and professional responsibilities. This quantitative descriptive study examined competency levels among working students managing dual roles in higher education. Using a structured 4-point Likert scale questionnaire, data were collected from 67 working students across UNRIKA, UT, and UNIMED, with supplementary interviews and observations for validation. Descriptive statistical analysis examined eight competency dimensions through frequency distributions and cross-tabulation methods. Results indicated predominance of young females (18-25 years) among working students. High competency levels were demonstrated across multiple areas: 87.5% completed assignments punctually, 76.5% managed stress effectively, and 87.5% exhibited strong communication abilities. Task management and adaptability showed positive outcomes, with 82.9% successfully adjusting academic schedules for work demands and 87.5% prioritizing tasks effectively. However, workload management presented challenges, as 65.7% reported feeling overwhelmed by responsibilities. The statistical findings highlight the need for institutional support mechanisms including flexible learning frameworks, accessible counseling services, and enhanced digital resources. This research contributes empirical evidence for developing targeted interventions to optimize working student competencies, providing measurable insights into dual role management patterns that can inform evidence-based educational policies and support program development in higher education institutions.

Abstract

ABSTRAK Penyalahgunaan narkoba merupakan ancaman serius bagi kehidupan masyarakat di Indonesia, termasuk di Provinsi Kepulauan Riau. Kampung Aceh, Simpang Dam, Kelurahan Muka kuning dijuluki sebagai “Kampung Narkoba” oleh masyarakat Kota Batam karena seringnya terungkapnya kasus penyalahgunaan dan peredaran narkoba di wilayah tersebut. Meskipun telah berkali-kali digerebek oleh aparat keamanan, kampung ini tetap menjadi salah satu basis peredaran narkoba terbesar. Peran Pemerintah Daerah diharapkan mampu mengolaborasi dan memobilisasi sumber daya yang dimiliki seluruh komponen di daerah, baik kalangan pemerintah, dunia usaha, maupun masyarakat. Hal itu diharapkan dapat memperkuat kemampuan daerah dalam mengantisipasi, mengadaptasi, dan memitigasi ancaman dan gangguan penyalahgunaan dan peredaran gelap narkoba. Artikel pengabdian ini mendeskripsikan pelaksanaan workshop peningkatan peran serta masyarakat dalam rangka mendukung Kabupaten/Kota Tanggap Ancaman Narkoba. Workshop ini bertujuan meningkatkan kesadaran, pengetahuan, dan keterampilan masyarakat dalam pencegahan penyalahgunaan narkoba. Metode pengabdian masyarakat ini dilakukan dengan bentuk presentasi (penyampaian materi), diskusi dan tanya jawab, aktivitas dinamika kelompok, simulasi dan rencana aksi. Hasilnya dalam rangka upaya pencegahan dan pemberantasan peredaran narkoba, hubungan antara masyarakat, pemerintah, penggiat P4GN dan BNNP Kepulauan Riau harus terus-menerus ditingkatkan, baik dalam hal memberikan sosialisasi kepada masyarakat, himbauan melalui iklan layanan masyarakat, dan lainnya. Sehingga masyarakat benar-benar menyadari bahwa narkoba merupakan ancaman yang serius terhadap kehidupan masyarakat, bangsa, dan negara, baik untuk saat ini maupun di masa depan. Kampung Aceh, Simpang Dam, Muka Kuning Village is nicknamed “Drug Village” by the people of Batam City because of the frequent cases of drug abuse and trafficking in the area. Despite repeated raids by security forces, this village remains one of the largest drug trafficking bases. The role of the local government is expected to be able to collaborate and mobilize resources owned by all components in the region, including the government, the business world, and the community. It is expected to strengthen the region's ability to anticipate, adapt, and mitigate the threats and disturbances of drug abuse and illicit trafficking. This service article describes the implementation of a workshop to increase community participation in order to support Drug Threat Response District /Cities. This workshop aims to increase community awareness, knowledge, and skills in preventing drug abuse. This community service method is carried out in the form of presentations (delivery of material), discussions and questions and answers, group dynamic activities, simulations and action plans. The result is that in the context of efforts to prevent and eradicate drug trafficking, the relationship between the community, government, P4GN activists and BNNP Riau Islands must be continuously improved, both in terms of providing socialization to the community. Abstract

Inclusive education provides learning opportunities for all children, including those with special needs, within the same environment. This study aims to analyze the collaborative management between parents and teachers in creating an inclusive school at Cahaya Meral Private Junior High School, as well as to identify the challenges and strategies to address them. A mixed methods approach was used by combining quantitative data from questionnaires distributed to 5 parents and 4 teachers, and qualitative data from observations and in-depth interviews.The results show that the implementation of inclusive education at Cahaya Meral Private Junior High School still faces several obstacles, such as limited facilities and infrastructure, lack of training for educators, and delays in identifying the needs of students with special needs. Nevertheless, the synergy between teachers and parents has contributed positively to the development of these children. The principal plays a crucial role in providing training and resources necessary to foster an inclusive learning environment.To enhance the effectiveness of inclusive education, continuous teacher training and the provision of adequate facilities, such as therapy rooms and learning aids, are required. Strong communication and cooperation among all stakeholders are also essential. These findings are expected to serve as a reference in formulating more optimal inclusive education policies, so that every child can access equitable and quality education

Abstract

Batam City is a national strategic area with the status as a Free Trade and Free Port Area (KPBPB) based on Law Number 39 Year 2009. As an implication, the management of this area is not only the responsibility of Batam City Government (Pemko Batam), but also Batam Concession Agency (BP Batam). This study aims to identify the root causes of institutional conflict between Batam City Government and Batam Concession Agency, analyze the impact of institutional politics on the effectiveness of governance and public services, present realistic and strategic policy alternatives to resolve institutional problems in Batam City, and provide recommendations based on the principles of good governanceThe method used is qualitative research with a case study approach, with secondary data sourced from books, articles, journals, documents and other literature studies.The results show that the issue of institutional dualism between the Batam City Government and the Batam Concession Agency has long been a source of institutional tension that affects the quality of governance, the effectiveness of public services, as well as public and investor confidence. Although a solution has been sought through an ex-officio mechanism, this approach has not fully resolved the root of the problem, namely overlapping authority, lack of coordination, and weak public participation. Based on an in-depth analysis of the root causes, data and trends, and consideration of the advantages and disadvantages of each option, the best recommendation is to establish a Joint Governance Body.

Abstract

This research aims to analyse the interpretation and application of the element of deception by judges in cases of criminal fraud based on juridical considerations in court decisions, especially in the context of the legal relationship of agreements. In judicial practice, there is often an overlap between the realms of civil and criminal law, especially when a default is qualified as fraud. This raises legal issues that require consistent and rational juridical reasoning from judges. The urgency of this research lies in the need to understand how judges assess and interpret the elements of deceit that are often in a grey area, as well as how judges' discretion is used to integrate legal norms with a sense of substantive justice. The method used is a normative legal research method, with a statute approach, which examines the provisions in the old and new Criminal Code (KUHP) that are relevant to the element of deception. This research also uses a literature study and analysis of court decisions to strengthen the theoretical and practical basis. The novelty of this research lies in its focus on aspects of judges' juridical reasoning in interpreting the elements of deceit, not merely on procedural aspects or sociological phenomena, so that it is expected to contribute to strengthening the quality of legal considerations in criminal justice practice. This study recommends that law enforcement authorities adopt a more rigorous juridical reasoning approach in distinguishing between breach of contract and criminal fraud to prevent the criminalization of civil cases.   Penelitian ini bertujuan untuk menganalisis penafsiran dan penerapan unsur tipu muslihat oleh hakim dalam perkara tindak pidana penipuan berdasarkan pertimbangan yuridis dalam putusan pengadilan, khususnya dalam konteks hubungan hukum perjanjian. Dalam praktik peradilan, sering kali ditemukan tumpang tindih antara ranah hukum perdata dan pidana, terutama ketika suatu wanprestasi dikualifikasikan sebagai penipuan. Hal ini menimbulkan persoalan hukum yang memerlukan penalaran yuridis yang konsisten dan rasional dari hakim. Urgensi penelitian ini terletak pada kebutuhan untuk memahami bagaimana hakim menilai dan menafsirkan unsur tipu muslihat yang kerap berada di wilayah abu-abu, serta bagaimana diskresi hakim digunakan untuk mengintegrasikan norma hukum dengan rasa keadilan substantif. Metode yang digunakan adalah metode penelitian hukum normatif, dengan pendekatan perundang-undangan (statute approach), yang menelaah ketentuan dalam Kitab Undang-Undang Hukum Pidana (KUHP) lama dan baru yang relevan dengan unsur penipuan. Penelitian ini juga menggunakan studi pustaka dan analisis terhadap putusan pengadilan untuk memperkuat landasan teoritik dan praktis. Kebaruan dari penelitian ini terletak pada fokusnya terhadap aspek penalaran yuridis hakim dalam menafsirkan unsur tipu muslihat, tidak sekadar pada aspek prosedural atau fenomena sosiologis, sehingga diharapkan dapat memberikan kontribusi terhadap penguatan kualitas pertimbangan hukum dalam praktik peradilan pidana. Penelitian ini merekomendasikan agar aparat penegak hukum agar lebih mengedepankan penalaran yuridis yang mendalam dalam membedakan antara wanprestasi dan tindak pidana penipuan, guna mencegah terjadinya kriminalisasi terhadap perkara perdata.

Abstract

The cross-border community service program under the theme Eco-Connect ASEAN 2025 was implemented on Tanjung Surat Island, Malaysia, with the support of the Johor Customs Office. This program was initiated in response to strategic issues related to the sustainable management of local resources, as well as an effort to strengthen people-to-people diplomacy among ASEAN countries. The primary objective of the program is to utilize Jong (traditional boats that serve as cultural identity and tourist attraction) and Kelulut honey (stingless bees with high economic and ecological value) as means for ecotourism development and local community empowerment. The methods employed included field observation, socialization and education, focused group discussions, and product branding workshops, with a participatory approach to ensure active community involvement. From a public administration perspective, the program emphasizes the strengthening of community-based ecotourism governance, the formation of cross-border networks, and support for achieving the ASEAN 2025 sustainable development agenda.The outcomes of the program include increased community awareness of the importance of ecotourism management, the establishment of discussion groups on Kelulut honey management, the creation of cross-border cooperation networks as part of the Eco-Connect ASEAN initiative, and enhanced community skills in optimizing local potential to support a sustainable economy.
