Abstract

To realize a transparent, accountable, just, disciplined, effective, efficient, and principle-obeying the Regional Government Budget (Anggaran Pendapatan and Belanja Daerah (APBD) policy, there needs to be the involvement of al the actors, both formal (executive and legislative) and informal actors (civil societies, community groups, and interest groups) in the formulation process. Therefore, the regional government must utilize information from the people in formulating the Regional Government Budget as part of the decision-making process. This concept is an innovative policy-making process where the people are directly involved in the policy decision-making process. In this process, the open forum held every year creates an equal opportunity for the people to contribute suggestions for development priorities and the people could also monitor the implementation of government policies, especially the implementation of policies at the regional government level.In the Banten Province Regional Government context, the budgeting process is procedurally run as expected. However, substantively, the policy-formulation practices in the Regional Government Budget formulation do not yet reflect the ideal process. For example, the execution of the Deliberation of Development Planning (Musyawarah Perencanaan Pembangunan (Musrenbang)) as one of the procedures in the Regional Government Budget formulation process is substantively a formality only, and there are many public issues that should be public issues that are not recommended in the government policy agenda. Therefore, this study would like to analyze the interaction between actors and value systems in the Regional Government Budget formulation process in the Banten Province Regional Government. The method employed in this study is the quantitative study method by mapping the actors and observing the interaction phenomena actor and observing the value systems fought for in the Regional Government Budget formulation process.

Abstract

Dalam artikel ini dibahas penyelenggaraan kecamatan dalam kedudukan ganda yakni sebagai perangkat daerah dan perangkat wilayah penyelenggaraan urusan pemerintahan umum. Selain itu juga dibahas aspek pemenuhan elemen necessary conditions, kemudian yang terakhir merekomendasikan model pelimpahan wewenang Bupati kepada camat. Penelitian dilakukan dalam pendekatan kualitatif berlokus di Kabupaten Pandeglang. Hasil penelitian menunjukan pemenuhan elemen necessary conditions lembaga kecamatan di Kabupaten Pandeglang belum seimbang dengan kewenangan yang dilimpahkan oleh Bupati. Kemudian kewenangan camat yang berlaku belum akomodatif dengan beberapa hal diantaranya (1) perubahan undang - undang, (2) karakteristik wilayah kerja camat, (3) penguatan pelayanan publik, serta (4) keberadaan program nasional dimana kecamatan dituntut menjadi bagian dalam orkestrasi. Adapun model yang direkomendasikan adalah Pelimpahan Wewenang Bupati Kepada Camat yang dapat mewujudkan efektifitas penyelengaraan Kecamatan.

Abstract

Workers in Indonesia are vulnerable to psychological problems or emotional disorders in the form of job stress. The results of the Mercer Marsh Benefit (MMB) survey (2021), which involved more than 1,000 workers in Indonesia, found that 2 out of 5 workers experienced stress due to work. One of the workers who are at risk of experiencing job stress is the government employees (ASN) at the secretariat of the Banten regional people's representative council (abbreviated: DPRD Banten). The purpose of this study was to evaluate the prevalence of ASN job stress at the secretariat DPRD Banten, in accordance with applicable regulatory standards. This study uses a quantitative approach with descriptive analysis techniques, based on a cross-sectional study design. The results showed that the average job stress level of ASN at the secretariat DPRD Banten was 2.57. There are four categories of job stress levels experienced by ASN at the secretariat DPRD Banten, namely very low (SR), low (R), moderate (S), and high (T). The highest prevalence is a low job stress level of 45.59%. The second order is the prevalence of moderate job stress levels of 25.33%. Furthermore, the prevalence of high job stress levels is 4.5%. The smallest prevalence comes from the very low job stress category of 2.3%. The main factor that becomes a stressor is the burden of responsibilities too to themselves and others.

Abstract

In actualizing the Regional Government Budget (APBD) as an instrument for the desired social changes and in accordance to the purpose for decentralization, there needs to be the involvement of the civil society, community groups, and other stakeholders in public management to influence the policy formulation process and policy implementation which could improve public services and public accountability. The purpose of the current study was to describe the process of formulating the budgeting policy and identifying and plotting the participation of a number of actors, both formal actors and informal actors, in the process of formulating the budgeting policy in the Banten Province Regional Government. The research method employed was a qualitative research method using the NVivo 12 Pro software application. A number of the current study’s findings which were related to the budgeting process were clearly linked to the actors’ political relation which would give rise to demands and requests in the form of actvity proposals. This process would also give rise to various compromises and bargaining between the actors involved, including the value system which influences it. Moreover, the process of formulating the budgeting policy in Banten Province Regional Government in 2018, both in planning and budgeting, were done only as a procedure but not yet substantively. Therefore, budgeting policy formulation process needs to prioritize more widespread public participation, especially in discussions and collecting input or information for the government, both directly or indirectly so that a transparent and accountable process is created.

Abstract

This study discusses how the Serang City Square as a public open space is abused by prostitution as a place for approval of prostitution transactions. These conditions make the City Government of Serang do various ways to allow the condition of the City Square of Serang which has been abused by parties related to prostitution. When the government has not been able to deal with the problem of prostitution itself, then to facilitate the handling of prostitution, the government collaborates with other parties, namely Islamic Organizations that are considered capable of assisting the City Government of Serang in eradicating prostitution in Serang City Square. However, at the time of the collaboration between the Serang City Government and the Islamic Organizations, it had not been running optimally because there were some collaborations between one of them which was not going well with good communication between the best institutions and the Islamic Organizations in eradicating prostitution. This is because the government considers that Islamic Organizations do not have the authority to eradicate prostitution. Indeed, the role of Islamic Organizations is only as a companion and to remind the government.

Abstract

Cilegon City is an area that is prone to various types of disasters, including natural disasters. Natural disasters are natural phenomena that can result in environmental damage and destruction which in the end can cause casualties, property losses and damage to developments that have been built so far. Cilegon City is an area that is prone to disasters, one of which is the Ciwandan District. This area has the potential for complex natural disasters. Not only the threat of flooding at the end of every year, but this industrial city is also prone to hurricane and industrial disasters. Based on the records of the Cilegon Regional Disaster Management Agency (BPBD) for the last two years, the threat of flooding and tornadoes is in the first place. This study uses a descriptive qualitative approach. That is with the aim of knowing how to implement the mitigation management function carried out by the regional disaster management agency (BPBD) in dealing with flood hazards. The results showed that the disaster management planning process through the mitigation management approach in Ciwandan District had been implemented even though there were stages that were not maximized.

Abstract

Kegiatan pengabdian masyarakat ini bertujuan untuk menggali potensi dan peluang yang dapat dimanfaatkan oleh masyarakat sekitar Kawasan Banten Lama melalui socialpreneurship. Pemanfaatan sumber daya alam (pembuatan cinderamata berbahan kerang) dan peningkatan kapasitas sumber daya manusia baik masyarakat sekitar, maupun kelompok sadar wisata (pokdarwis). Tour Guide Local memiliki point penting dalam memberikan informasi terkait historical Banten Lama yang dapat menjadi sebuah cara dalam menginformasikan nilai sejarah melalui program edu-tourism. Keterlibatan setiap pihak dalam program kemitraan harus bekerja sama agar kawasan Banten Lama memiliki daya tarik baik tingkat lokal, nasional maupun mancanegara.

Abstract

This article discusses about effectiveness of service on DPMPTSP of the Lebak district as well as barriers and solutions in implementing services. In practice, public considers the procedure of IMB’s licensing are hard to understand and complicated so that public and business actors have not processed building permits. The method used in this research is descriptive qualitative method, this research uses data collection methods in the form of observation, interviews and documentation. The result showed that the performance of DPMPTSP’s employees are quite good. This can be seen from the increase in the number of people applying for IMB’s licensing because public trust in the government, especially on DPMPTSP of the Lebak district who has served them well. However, there are some people and business actors who also have minimal information regarding IMB’s licensing so that this becomes tasks for local governments to increase development and local revenue through permissions available on DPMPTSP of the Lebak district.

Abstract

The City Without Slums Program (KOTAKU) is one of the many strategic efforts of the Directorate General of Human Settlements, Ministry of Public Works and Public Housing to assist disaster management in Indonesia and support the “100-0-100 Movement”, namely 100% universal access to drinking water, 0 % collection, and 100% access to proper sanitation. The general objective of this program is to increase access to basic infrastructure and services that are used to support livable, productive, and sustainable use. To achieve achievements in implementing the KOTAKU program, it is necessary to have cooperation or collaboration between the government, the community, and the private sector. Because the role of policy actors greatly determines success in policy formulation, policy implementation considers the consequences of the policies that have been made. Therefore, the purpose of this research is how the collaboration of the actors involved and the role of each actor is. The methodology used in this research is a qualitative method with a descriptive approach carried out through in-depth interviews, observation, and documentation. The results of this study indicate that this program has been implemented optimally, but the results have not been appropriately implemented. The actors who collaborate in the KOTAKU program are DisPERKIM, DPUPR, BAPPEDA, BKM, and the community.

Abstract

ABSTRAKSI Nelayan menjadi salah satu konsen pemerintah untuk bisa diberdayakan agar menjadi lebih sejahtera, upaya itu seiring diberlakukannya Undang-Undang Nomor 7 tahun 2016 tentang Perlindungan dan Pemberdayaan Nelayan, Pembudi Daya Ikan, dan Petambak Garam. Namun, kesejahteraan nelayan hingga saat ini belum sepenuhnya berdaya secara ekonomi. Dengan demikian penelitian ini difokuskan untuk mengetahui efektivitas dan faktor-faktor penghambat dalam pelaksanaan kebijakan pemberdayaan ekonomi  masyarakat nelayan di Kelurahan Banten Kota Serang.  Metode dalam penelitian digunakan metode campuran (mixed methods) antara metode kualitatif dan kuantitatif. Berdasarkan strategi embedded konkuren, maka metode kualitatif dipilih sebagai metode primer yang bersifat dominan, sedangkan metode kuantitatif sebagai metode sekunder yang bersifat kurang dominan. Pengumpulan data kualitatif dilakukan dengan observasi, wawancara kepada 10 informan, dan studi literatur. Sedangkan data kuantitatif dilakukan dengan cara menyebarkan angket kepada kelompok nelayan  dengan jumlah 40  responden nelayan. Analisis data dalam penelitian ini dilakukan dengan menggunakan analisis data kualitatif, sedangkan data kuantitatif berupa statistik deskriptif yang mendukung analisis penelitian. Hasil penelitian menunjukan bahwa efektivitas kebijakan pemberdayaan ekonomi masyarakat nelayan di Kelurahan Banten, belum terlaksana efektif. Hal ini berdasarkan indikator pencapaian tujuan kebijakan, dan aspek kurun waktu pencapaiannya kurang jelas penentuannya. Dalam tahapan sosialisasi program kepada nelayan masih kurang dipahami oleh nelayan, sasaran program yang merupakan target kongkrit belum sepenuhnya merata di mana masih banyak nelayan yang belum mendapatkan program pemberdayaan. Adapun faktor penghmbatnya seperti adanya kebijakan refocusing anggaran di masa pandemi Covid-19, belum adanya lembaga pemberian modal khusus nelayan, tidak ada kepastian waktu dalam proses pelaksnaan program seperti pengajuan proposal dan banyaknya nelayan yang terikat utang dengan tengkulak. Kata Kunci: Efektivitas Kebijakan, Pemberdayaan Ekonomi, Masyarakat   Nelayan  ABSTRACTFishermen are one of the government's concerns to be empowered to become more prosperous, this effort is in line with the enactment of Law Number 7 of 2016 concerning the Protection and Empowerment of Fishermen, Fish Cultivators and Salt Farmers. However, the welfare of fishermen until now has not been fully empowered economically. Thus, this research is focused on knowing the effectiveness and inhibiting factors in the implementation of economic empowerment policies for fishing communities in Banten Village, Serang City. The method in this study used mixed methods between qualitative and quantitative methods. Based on the concurrent embedded strategy, the qualitative method is chosen as the primary method which is dominant, while the quantitative method is the secondary method which is less dominant. Qualitative data was collected by means of observation, interviews with 10 informants, and literature study. While quantitative data is done by distributing questionnaires to groups of fishermen with a total of 40 fishermen respondents. Data analysis in this study was conducted using qualitative data analysis, while quantitative data in the form of descriptive statistics that support research analysis. The results of the study indicate that the effectiveness of the economic empowerment policy of fishing communities in Banten Village has not been implemented effectively. This is based on indicators of achievement of policy objectives, and the aspect of the period of achievement is not clearly defined. In the stage of socialization of the program to fishermen, fishermen are still poorly understood, the program targets which are concrete targets are not fully evenly distributed where there are still many fishermen who have not received empowerment programs. As for the inhibiting factors, such as the policy of refocusing the budget during the Covid-19 pandemic, the absence of an institution for providing capital specifically for fishermen, there is no certainty of time in the program implementation process such as submitting proposals and the number of fishermen who are in debt with middlemen. Keywords: Policy Effectiveness, Economic Empowerment, Fishing Community
