Abstract

This study examines how local government policy contributes to the effectiveness of zakat revenue collection, focusing on the case of BAZNAS in Serang Regency, Indonesia. Zakat, an Islamic fiscal obligation, serves not only as an act of worship but also as a mechanism for socio-economic redistribution. Despite its potential, zakat collection in many regions remains suboptimal due to fragmented policies and weak institutional synergy. This research addresses a critical gap in global Islamic finance literature by investigating zakat governance at the subnational level, especially in a decentralized administrative context. Using a qualitative method that includes document analysis and semi-structured interviews with key stakeholders, the study explores how formal regulations, government facilitation, and inter-agency coordination shape institutional performance. The findings reveal that local policies—such as mandatory zakat deductions for civil servants, operational support, and integration of zakat into regional development planning—significantly enhance zakat income and institutional legitimacy. However, challenges such as limited bureaucratic capacity, inconsistent implementation, and fragmented institutional roles hinder optimal performance. The study concludes that effective zakat governance requires not only normative alignment with Islamic values but also robust policy design, administrative professionalism, and participatory mechanisms. By bridging institutional theory and Islamic public finance, this study offers a contextualized model of state–faith institutional synergy that may be applied to other Muslim-majority countries or regions with similar governance dynamics.

Abstract

A women's community in Margamulya village, Cileles district, Lebak Regency, is a Women-Based Microfinance Group (KKMBP) forum member. This group receives capital assistance from zakat funds for business capital, but they are often unable to return the loan because the loan funds run out for daily food costs because the business is not profitable. The main problems are: 1) lack of understanding of the status of the loan funds for members who get loans from zakat funds, and 2) the level of ability of residents to manage businesses so that the business is not profitable. Therefore, community service is needed to increase the retention and understanding of partners about the status of loan funds sourced from Zakat so that participants can increase their capacity on how to manage the trading business that has been run and how to increase business profits so that they can improve the family economy which is further avoided by loan sharks who continue to try to provide loans with a very burdensome interest burden. The result of this service is in the form of increasing residents' business capacity, as evidenced by the ability of residents to open and manage businesses in the form of two meatball stalls, two seblak stalls, and two fritter stalls. The six stalls can operate and provide benefits to residents so that they can improve the family economy.

Abstract

Tanjung Lesung, as a tourism Special Economic Zone (SEZ), faces significant challenges in restoring its tourism image after the disaster. Therefore, understanding public perceptions of mitigation efforts and traveller safety is critical in determining the effectiveness of destination recovery strategies. This study aims to analyse the influence of disaster mitigation, tourism security, satisfaction with sustainable tourism policies, and post-disaster psychological conditions on public perceptions of Tanjung Lesung after the tsunami. This study uses a quantitative approach with a survey method. Data was collected from 97 valid respondents and analysed using Partial Least Squares Structural Equation Modelling (PLS-SEM) with Smart PLS4 software. The results show that disaster mitigation and tourism security have a significant influence on community perceptions of tourist destinations. In addition, satisfaction with sustainable tourism policies acts as a mediator in the relationship between disaster mitigation and community perceptions. Other findings revealed that post-disaster psychological conditions have a significant impact on community satisfaction with tourism policies and their perceptions of tourist destination security. Based on the results of this study, an integrated approach that includes comprehensive disaster mitigation policies, improved tourism security, and attention to the psychological state of the community is needed to rebuild community trust in post-disaster tourist destinations. This study provides important insights for policy makers and destination managers in designing more effective recovery strategies to ensure the sustainability of the tourism sector in disaster-affected areas.

Abstract

Poverty is generally defined as the lack of financial resources necessary to meet basic needs, such as food, shelter, and health care. However, poverty is not only limited to financial deprivation, but also includes limited access to essential services such as education, health, and nutrition, which exacerbates the impact of income poverty. Extreme poverty is a condition in which individuals or groups live below the international poverty line, with an income of less than $1.90 per day based on purchasing power parity. Therefore, this research examines the equalization and collaboration of actors and the formulation of poverty alleviation policies in Serang City. The method used is a qualitative method using primary and secondary data and using the Hierarchical Analysis Process (AHP) power analysis technique to obtain a policy strategy. The results showed that the actors that must be involved in poverty alleviation in Serang City are the Central Government, Banten Provincial Government, Serang City Government, Private Sector, Educational Institutions, and Non-Governmental Institutions/Community Organizations. Then the strategy of providing access to education and economic opportunities is a priority strategy to be formulated and implemented to reduce sustainable poverty.

Abstract

Fenomena politik dinasti di Indonesia telah menjadi isu yang kerap memicu perdebatan publik, terutama dalam pelaksanaan demokrasi dan supremasi hukum. Politik dinasti mengacu pada keterlibatan anggota keluarga atau kerabat dekat pejabat publik dalam kontestasi politik, yang kerap diasosiasikan dengan praktik nepotisme dan penyalahgunaan kekuasaan. Penelitian ini bertujuan untuk mengkaji praktik politik dinasti di Indonesia dari perspektif hukum dan demokrasi, serta menganalisis implikasinya terhadap sistem ketatanegaraan. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui studi pustaka, observasi, dan wawancara. Hasil penelitian menunjukkan bahwa politik dinasti belum diatur secara tegas dalam peraturan perundang-undangan, sehingga membuka ruang terjadinya penyalahgunaan kekuasaan dan ketimpangan akses dalam politik elektoral. Hal ini berpotensi melemahkan prinsip meritokrasi, keadilan, dan akuntabilitas publik, serta menurunkan kepercayaan masyarakat terhadap institusi demokrasi dan penegakan hukum. Oleh karena itu, diperlukan penguatan regulasi dan sistem pengawasan yang lebih efektif untuk menjaga kualitas demokrasi dan menegakkan prinsip negara hukum di Indonesia.

Abstract

Dalam artikel ini dibahas penyelenggaraan kecamatan dalam kedudukan ganda yakni sebagai perangkat daerah dan perangkat wilayah penyelenggaraan urusan pemerintahan umum. Selain itu juga dibahas aspek pemenuhan elemen necessary conditions, kemudian yang terakhir merekomendasikan model pelimpahan wewenang Bupati kepada camat. Penelitian dilakukan dalam pendekatan kualitatif berlokus di Kabupaten Pandeglang. Hasil penelitian menunjukan pemenuhan elemen necessary conditions lembaga kecamatan di Kabupaten Pandeglang belum seimbang dengan kewenangan yang dilimpahkan oleh Bupati. Kemudian kewenangan camat yang berlaku belum akomodatif dengan beberapa hal diantaranya (1) perubahan undang - undang, (2) karakteristik wilayah kerja camat, (3) penguatan pelayanan publik, serta (4) keberadaan program nasional dimana kecamatan dituntut menjadi bagian dalam orkestrasi. Adapun model yang direkomendasikan adalah Pelimpahan Wewenang Bupati Kepada Camat yang dapat mewujudkan efektifitas penyelengaraan Kecamatan.

Abstract

The application of the Minimum Service Standard policy for Fulfilling Daily Drinking Water Basic Needs in Paser Regency has followed the applicable technical standards, both from the Ministry of Public Works and Public Housing, as well as from regulations issued by the Regional Government of Paser Regency itself. But actually, it is necessary to identify what are the factors that support and hinder the implementation of SPM policies. From the results of data analysis, it was found that the process of implementing the MSS policy for the drinking water sub-sector was still not under technical standards because the basic data used in calculating service needs did not refer to the local BPS Susenas data, and there was no determination of priorities and targets for implementing SPM. The supporting factors identified included: Policy standards and targets, budgetary support, organizational internal and external communications, suitability of the duties and functions of the DPUTR in Human Settlements (organizational characteristics), positive responses and support from the community, a relatively conducive political situation, full support (response) from implementers/employees, and the level of implementer tendencies were quite high and positive. Meanwhile, the inhibiting factors include the lack of number and competence of employees in the implementing organization (Cipta Karya Division of the Paser Regency DPUTR), the unstable social and economic conditions of Paser Regency, and the low level of understanding of SPM policy implementers in the drinking water sub-sector.

Abstract

The issue of food security is currently a high priority because making a country without poverty and without hunger is one of the goals of the Sustainable Development Goals (SDGs). Therefore, there needs to be a strategic policy in realizing it. This paper tries to reveal the mapping of research related to food security policy using bibliometric analysis so that it can provide an overview of best practices in addressing the issue. The method used in this research is a literature review study using bibliometric analysis using VosViewer software. The results of the study illustrate the development of food security policy research from year to year with the most issues being social society. While issues that are still rarely studied are food security policies related to land, environmental degradation, food security for households, groundwater use, and public health aspects.  Furthermore, there are several policy strategies to resolve food security issues in Indonesia, namely:  First, the government must make agricultural policies that encourage collaboration between stakeholders, namely the government, companies, farmers, and scientists; Second, there needs to be a policy that encourages the transformation of food technology to create food security, Third, there needs to be a policy to empower people to return to agricultural land, Fourth, there needs to be a policy to overcome agricultural land problems, and Fifth, there needs to be a policy to control food waste.
