Abstract

Abstract: Increasing population in Malang every year is accompanied by increased need for shelter and limited land with low economy causing the emergence of slums. So the Government of Malang City issued Rusunawa policy as a derivative policy on it. In this study using qualitative research methods with the steps of data collection is done through observation, interview and documentation with informants through snowball technique. To measure the validity of data validity is done an examination technique based on degree of trust and certainty of research object by using triangulation of source. From that step then analyzed by using data analysis model of Sugiyono theory (2011: 247-252) which include Data Reduction process, Data Presentation, and Drawing Conclusion. From the research, it has been found that: (1) Rusunawa policy in Malang City has succeeded in preventing the slum settlement in Malang, but has not been successful in overcoming slum settlement in Malang. In addition, the sanctions are so extreme it also helped trigger the re-emergence of slums in Malang. (2) Rusunawa policy support factor in Malang City is the participation and support from some people of Malang City, besides the existence of fund support from government of Malang City every year in terms of management of Rusunawa. (3) Inhibiting factors are limited land and the living pattern of some people who are less aware of cleanliness, in addition to the lack of funds in the budget of Malang City Rusunawa and promises fund disbursement from the central government is not liquid, and also the lack of participation of some communities who have long Inhabiting residence in slum areas with a variety of specific reasons greatly hampered the success of Rusunawa policy in addressing slum settlements in Malang. Keywords: Rusunawa Policy, Slum Residential in Malang City Abstrak: Bertambahnya penduduk di Kota Malang setiap tahun diiringi dengan meningkatnya kebutuhkan tempat tinggal dan keterbatasan lahan dengan rendahnya perekonomian menyebabkan timbulnya permukiman kumuh. Maka Pemerintah Kota Malang mengeluarkan kebijakan Rusunawa sebagai kebijakan turunan di atasnya. Dalam penelitian ini menggunakan metode penelitian kualitatif dengan langkah-langkah pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi dengan informan melalui teknik snowball. Untuk mengukur validitas keabsahan data dilakukan suatu teknik pemeriksaan didasarkan pada derajat kepercayaan dan kepastian atas obyek penelitian dengan menggunakan triangulasi sumber. Dari langkah itu kemudian dianalisis dengan menggunakan model analisa Miles dan Huberman yang meliputi proses Reduksi Data, Penyajian Data, dan Penarikan Kesimpulan. Dari penelitian yang dilaksanakan telah diperoleh suatu kesimpulan: (1) Kebijakan Rusunawa di Kota Malang telah berhasil mencegah adanya permukiman kumuh di Kota Malang, akan tetapi belum terlalu berhasil dalam mengatasi permukiman kumuh di Kota Malang. Selain itu sanksi yang begitu ekstrim justru turut memicu timbulnya kembali permukiman kumuh di Kota Malang. (2) Faktor pendukung kebijakan Rusunawa di Kota Malang ialah adanya partisipasi dan dukungan dari sebagian masyarakat Kota Malang, selain itu adanya dukungan dana dari pemerintah Kota Malang setiap tahun dalam hal pengelolaan Rusunawa. (3) Faktor penghambat ialah keterbatasan lahan dan pola hidup sebagian masyarakat yang kurang sadar akan kebersihan, selain itu kurangnya dana APBD Kota Malang dalam pembangunan Rusunawa dan janji kucuran dana dari pemerintah pusat tidak cair, dan juga kurangnya partisipasi dari sebagian masyarakat yang sejak lama telah mendiami tempat tinggal di kawasan permukiman kumuh dengan berbagai alasan tertentu sangat menghambat keberhasilan kebijakan Rusunawa dalam mengatasi permukiman kumuh di Kota Malang. Abstract

The market relocation policy aims that better and cleaner city arrangement because in fact the presence of aninappropriate market raises several fundamental problems such as a narrow, less strategic market location,its proximity to gas stations, and traffic congestion. Unfortunatelly, many problems happen because of policiesregarding market relocation implementation. This study uses a quantitative approach with the technique ofdetermining informants using purposive sampling. Data collection techniques using interviews, observation anddocumentation. Data analysis was using data reduction techniques, data presentation and drawing conclusions.The results showed that the market relocation policy implementation was carried out through the socialization,structuring and controlling stages. However, in the relocation implementation, there are some traders whoreturn to the old market. The neglect of the lack of compliance by some traders raises the assumption thatthe Regional Government is inconsistent in implementing the policies that have been issued. Judging from theprinciples of good governance, the local government where the research was conducted has only applied threeprinciples, namely participation, transparency and accountability. The research results also show that the lackof facilities and infrastructure, low compliance of traders and the impression of inconsistency of the governmentin implementing policies that have been issued are the obstacles of these policies implementation.

Abstract

This research aims to determine the accountability of Village Fund Allocation Management which includes: planning, implementation, supervision, and accountability. In this study the method used is a qualitative descriptive. The techniques used are observations of objects that are being traced and through interviews. The results in this study indicated that in the accountability of the management of village funds allocation in Landungsari village, it can be said to be transparent and accountable. The community plays an active role by participating in following development planning deliberations, as well as monitoring the use of village funds allocation in Landungsari directly supervised by a team of the Regional Government Agency.

Abstract

Abstract: This paper is aimed to describe and to analyze the reward and punishment system in order to increase Kudus State Treasury Offices employee’s discipline. The discussions show that Kudus State Treasury Offices employee’s discipline is greater on time and/or act after reward and punishment system implemented. The increasing Kudus State Treasury Offices employee’s discipline on time and/or act is seen from their greater regularity of works and their accuracy and speed of doing tasks. Key words: reward and punishment; employee discipline Abstrak: Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis sistem pemberian reward dan punishment dalam meningkatkan kedisiplinan pegawai di Lingkungan Kementerian Keuangan, terutama di Kantor Pelayanan Perbendaharaan Negara/KPPN Kudus. Hasil pembahasan menunjukkan bahwa setelah adanya pelaksanaan pemberian reward dan punishment, kedisiplinan pegawai KPPN Kudus semakin meningkat, baik dalam disiplin waktu maupun disiplin perbuatan. Adapun peningkatan disiplin waktu maupun disiplin perbuatan pegawai KPPN Kudus terlihat dari meningkatnya disiplin dan keteraturan kerja pegawai KPPN Kudus, serta ketepatan dan kecepatan waktu pegawai KPPN Kudus dalam melaksanakan pekerjaan. Abstract

Abstract: The purpose of this research is to describe and analyze capacity building in order to improve the employee performance at KPPN Kudus Regency, The restrictingfactors ofcapacity building in order to improve the employee performance at KPPN Kudus Regency.This research uses descriptive research methods with qualitative approaches.The result of research iscapacity building in order to improve employee performance in KPPN Kudus is strong through leadership that done by the head of KPPN Kudus,the program increased discipline that is just right from the Ministry of Finance in improving discipline employees through the giving of reward and punishmen, and facilities that are in KPPN Kudus that was already complete and comfortable.The restricting factors of capacity building in order to improve the employee performance at KPPN Kudus Regency is the existence of some employees who don't know the development of rules and some employees were not disciplined. Hasil dari penelitian adalah upaya pengembangan kapasitas kelembagaan (capacity building) dalam meningkatkan kinerja pegawai di Kantor Pelayanan Perbendaharaan Negara/KPPN Kabupaten Kudus dirasa sudah baik melalui kepemimpinan yang dilakukan oleh Kepala KPPN Kudus, program peningkatan kedisiplinan yang sudah tepat dari Kementerian Keuangan dalam meningkatkan kedisiplinan pegawai melalui pemberian reward dan punishment, dan fasilitas yang ada di KPPN Kudus yang sudah lengkap dan nyaman. Adapun faktor penghambat pengembangan kapasitas kelembagaan (capacity building) dalam upaya meningkatkan kinerja pegawai di Kantor Pelayanan Perbendaharaan Negara/KPPN Kabupaten Kudus adalah adanya beberapa pegawai yang tidak mengetahui perkembangan aturan dan beberapa pegawai tidak disiplin. Abstract

Kebutuhan listrik semakin meningkat. Pengelolaan energi listrik ini dikelola oleh Badan Usaha Milik Negara (BUMN) di bidang ketenagalistrikan yaitu Perseroan Terbatas- Perusahaan Listrik Negara (PT. PLN,Persero). Salah satu jenis layanan yang diberikan kepada masyarakat adalah Payment Point Online Bank (PPOB). Hasil analisis menunjukkan bahwa kualitas pelayanan berpengaruh positif terhadap kepuasan pelanggan. Berdasarkan hasil regresi bahwa jaminan (assurance  merupakan faktor terbesar yang mempengaruhi kepuasan pelanggan, bukti fisik (tangible , (responsiveness , (reliability , dan (empati  merupakan faktor terendah dari faktor kualitas pelayanan yang mempengaruhi pelanggan. Faktor kualitas pelayanan yaitu bukti fisik (tangible), keandalan, daya tanggap, jaminan, dan empati berpengaruh signifikan terhadap kepuasan pelanggan secara parsial dan simultan. Koefisien determinasi menunjukkan bahwa variabel nyata, kehandalan, daya tanggap, jaminan dan empati dalam menjelaskan kepuasan pelanggan adalah 93,4% dan sisanya 6,6% kepuasan pelanggan oleh dimensi lain atau faktor lain selain faktor kualitas layanan pelanggan. Pengujian hipotesis sesuai untuk sistem pelayanan Sistem Payment Point Online Bank (PPOB).Abstract : The need for electricity has increased. The management of this electrical energy is managed by a government-owned company in the electricity sector, namely Limited Company- State Electricity Company (PT. PLN,Persero). One type of service provided to the public is the Online Bank Payment Point (PPOB). The results of the analysis show that service quality has a positive effect on customer satisfaction. Based on the regression results that guarantee(assurance  is the biggest factor affecting customer satisfaction, physical evidence (tangible, (responsiveness, (reliability, and(empathy are the lowest factors of service quality factors that affect customers. Service quality factors are physical evidence (tangible), reliability, responsiveness, assurance, and empathy  have a significant effect on customer satisfaction partially and simultaneously. The coefficient of determination shows that the tangible variables, reliability, responsiveness, assurance and empathy in explaining customer satisfaction are 93.4% and the remaining 6.6% of customer satisfaction is by other dimensions or other factors other than customer service quality factors.Hypothesis testing is appropriate for the service system of the Online Bank Payment Point System (PPOB).

Abstract: This paper discusses about the existence of ‘white collar crime’ in Indonesia. The ‘white collar crime’ will always exist because of many factors, such as: culture, learning-process about corruption, and human element to do a mistake and greed. It is an extra-ordinary crime in Indonesia that needs holistic and extra-ordinary actions from the government, citizens, and apparatus to combat. Key Words: white collar crime; criminology; preventive actions Abstrak: Tulisan ini membahas tentang kejahatan kerah putih (WCC) yang sampai saat ini terus ada karena faktor budaya, pembelajaran dan unsur dari manusia itu sendiri yaitu potensi untuk melakukan kesalahan dan sifat keserakahan. Kejahatan kerah putih terlalu halus bagi masyarakat awam untuk menyadarinya. Abstract

AbstrakPenelitian ini bertujuan untuk menganalisis kebijakan inovasi pelayanan publik pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pasuruan. Kebijakan inovasi pelayanan administrasi kependudukan pada aspek pelayanan publik, inovasi pelayanan, dokumen kependudukan dan output pelayanan bagi masyarakat. Di era digitalisasi telah dilakukan penyesuaian dalam penyelenggaraan pelayanan kepada masyarakat dengan kebutuhan era serba teknologi sebagaimana tertuang dalam Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 7 Tahun 2019 tentang Pelayanan Administrasi Kependudukan Secara Online ( dalam jaringan). Penelitian ini menggunakan deskriptif kualitatif. Keabsahan data diperoleh setelah pengambilan data primer dan data sekunder secara sistematis dari informan melalui wawancara mendalam, observasi, dan dokumentasi. Metode purposive sampling dan analisis data kualitatif induktif untuk menarik kesimpulan yang kredibel Penerapan kebijakan inovasi pelayanan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pasuruan menunjukkan kualitas pelayanan prima pada percepatan proses dokumen kependudukan yaitu kepuasan masyarakat dengan mudah, cepat. , pelayanan yang efisien dan efektif, perlakuan birokrasi yang jujur untuk mewujudkan kinerja pemerintahan yang profesional, produktif, inovatif dan akuntabel. Masyarakat dengan mudah, cepat, efektif, memperoleh dokumen kependudukan untuk keperluan pendidikan, kesehatan, pekerjaan, perbankan, keimigrasian. This study aims to analyze the public service innovation policy at the Department of Population and Civil Registration of Pasuruan Regency. Population administration service innovation policies in the aspects of public services, service innovation, population documents and output of services for the community. In the era of digitalization, adjustments have been made in implementing services for the community with the needs of the all-technological era as stated in the Regulation of the Minister of Home State of the Republic Indonesia Number 7 of 2019 concerning online population administration services (in network). This research uses descriptive qualitative. The validity of the data obtained after taking primary data and secondary data systematically from the informants during in-depth interviews, observation, and documentation. Purposive sampling method and inductive qualitative data analysis to draw credible conclusions.The implementation of service innovation policies at the Department of Population and Civil Registration of Pasuruan Regency shows excellent service quality at the acceleration of the population document process, namely community satisfaction with easy, fast, efficient and effective services, honest treatment of bureaucracy to create productive, innovative and accountable professional government performance. Society easily, quickly, effectively, to obtain population documents for the purposes of education, health, employment, banking, immigration.

Abstract

On November 3rd, 2014 President Jokowi launched his inaugural program, namely the Healthy Indonesia Card (KIS), The Smart Indonesia Card (KIP) and the Prosperous Family Card (KKS). KIP (the smart Indonesia card) is a card for poor families who want to go to school and chosen by the Government, with KIP Program, it expected the dropout rate will decrease. In the Smart Indonesia Card Program (KIP), it is stored in the card and then the government regularly provides free cash funds to children in need, including school children with Social Welfare Problems and school children from underprivileged families who have not been guaranteed. The research purposes is to describe the implementation process through the implementation of the KIP assistance program policy to increase the government responsibility and to find out the factors arising from the KIP policy program for school children who need KIP in Kalisongo Village, Dau District, Malang Regency. The success of a policy implementation will be determined from existence interrelated factors and variables with Van Metter and Van Horn model theory. The KIP program can provide the opportunities to improve educational standards for children in need through the distribution of KIP funds and can reduce public's different and diverse mindset in recognizing the KIP program.

Abstract

Tulungagung Regency is one of the development areas for dairy farming, where the area is a relatively suitable area for dairy cattle business because the temperature is cold, like the dairy center located in Sendang and Pagerwojo Districts because temperature and humidity are two factors of weather or climate. affect the production of dairy cattle, because it can cause changes in the heat balance in the body of livestock, water balance, energy balance and the balance of livestock behavior. Tulungagung Regency is one of the regions that has not implemented the Local Economic Development (LED) concept because the concept is still foreign to the Tulungagung Regency Government. The goal to be achieved by the author is to know, describe and analyze the Regional Government Strategy in Developing Local Economic Potential to Increase Regional Competitiveness in Dairy Farming Agribusiness at the Livestock Service Office of Tulungagung Regency.Keywords: Strategy, Local Economic Potential, LivestockKabupaten Tulungagung merupakan salah satu daerah pengembangan peternakan sapi perah, dimana daerah tersebut merupakan daerah yang relatif cocok untuk usaha peternakan sapi perah karena suhunya yang dingin, seperti halnya sentra peternakan sapi perah yang berada di Kecamatan Sendang dan Pagerwojo karena suhu dan kelembaban merupakan dua faktor cuaca atau iklim. mempengaruhi produksi sapi perah, karena dapat menyebabkan perubahan keseimbangan panas dalam tubuh ternak, keseimbangan air, keseimbangan energi dan keseimbangan perilaku ternak. Kabupaten Tulungagung merupakan salah satu daerah yang belum menerapkan konsep Local Economic Development (LED) karena konsep tersebut masih asing bagi Pemerintah Kabupaten Tulungagung. Tujuan yang ingin dicapai oleh penulis adalah untuk mengetahui, mendeskripsikan dan menganalisis Strategi Pemerintah Daerah Dalam Mengembangkan Potensi Ekonomi Lokal Untuk Meningkatkan Daya Saing Daerah Dalam Agribisnis Peternakan Sapi Perah Di Dinas Peternakan Kabupaten Tulungagung.Kata Kunci: Strategi, Potensi Ekonomi Lokal, Peternakan
