Abstract

Indonesia is a country that has a disaster-prone geographic condition. This is because Indonesia is located at a confluence of tectonic plates, and the tropics have two seasons, namely rainy and dry. Disasters tend to occur in vulnerable communities, and will make communities more vulnerable. The vulnerability of a community begins with the unsafe physical, social and economic conditions attached to it. This insecure condition occurs due to internal and external dynamic pressure, for example in the local institutional community that is less developed and lacks the right skills. Disaster Management Policy is an integral part of national development, namely a series of disaster management activities before, during and after a disaster is carried out by the Malang Regency Government in its efforts to deal with frequent disasters which are not easy, in the implementation process many obstacles occur, disaster mitigation should routinely carried out to reduce the impact of disasters, and make people aware of disaster mitigation, one of which is by carrying out routine socialization on disaster mitigation starting from pre-disaster, during disaster and post-disaster, but BPBD Malang Regency rarely conducts outreach related to disaster mitigation, so that when disaster occurs Disaster impacts are far more severe and result in losses and cause casualties. Malang Regency Government needs to strengthen collaboration with other stakeholders for disaster mitigation efforts.

Abstract

The market relocation policy aims that better and cleaner city arrangement because in fact the presence of an inappropriate market raises several fundamental problems such as a narrow, less strategic market location, its proximity to gas stations, and traffic congestion. Unfortunatelly, many problems happen because of policies regarding market relocation implementation. This study uses a quantitative approach with the technique of determining informants using purposive sampling. Data collection techniques using interviews, observation and documentation. Data analysis was using data reduction techniques, data presentation and drawing conclusions. The results showed that the market relocation policy implementation was carried out through the socialization, structuring and controlling stages. However, in the relocation implementation, there are some traders who return to the old market. The neglect of the lack of compliance by some traders raises the assumption that the Regional Government is inconsistent in implementing the policies that have been issued. Judging from the principles of good governance, the local government where the research was conducted has only applied three principles, namely participation, transparency and accountability. The research results also show that the lack of facilities and infrastructure, low compliance of traders and the impression of inconsistency of the government in implementing policies that have been issued are the obstacles of these policies implementation.

Abstract

Excellent service of  health become a necessity for the community, even as a promising business opportunity today. Hospitals in Indonesia and hospitals abroad are competing to provide the best service for their patients. The comparison of the health care system and the quality of medical services in Indonesia is very different from that of Singapore and Malaysia. So that many patients from Indonesia go to Singapore and Malaysia for treatment. The causative factor is the perception of hospital services, medical personnel, doctors, and the quality of hospital services.Service innovation becomes excellent service that changes from time to time, lifestyle and life expectancy, so that the Quality Adjusted Life Year approach becomes the focus of prime quality health outcomes.

Abstract

Public service is an important aspect of people's lives as regulated in Law Number 25 of 2009. This law requires public service providers to make service standards covering various aspects such as procedures, time, costs, service products, infrastructure, and officer competence. Kelurahan as the vanguard of public services has direct contact with the community, so the realization of excellent service at the village level is very important. This study examines excellent service at the Pandanwangi Village Office with a focus on these aspects, as well as their supporting and inhibiting factors. This research uses a qualitative approach. Data collection is done through interviews, observation, and documentation. Data analysis uses Miles and Huberman's interactive model consisting of data reduction, data presentation, and conclusions. The results showed that the Pandanwangi Village Office has tried to provide excellent service. Service procedures are considered good even though there is no clear Standard Operating Procedure (SOP). The turnaround time is quite fast 5-10 minutes if the requirements are complete. The service fee is completely free according to regulations. Various service products include population and non-population services. Facilities such as waiting rooms, toilets, and parking are considered adequate. Despite the lack of human resources, the competence of service officers is considered good. The supporting factors are employee cohesiveness, adequate facilities, community support, and good officer-community synergy. While the inhibiting factors are the shortage of officers, community demands to speed up the resolution even though the requirements are not complete, public understanding of therequirements is still lacking, and the imbalance in the number of officers with the enthusiasm of the community to access services. Overall, excellent service at the Pandanwangi Village Office has been pursued even though there are still challenges that must be overcome to improve the quality of service further.

Abstract

The Prosperous Family Card (KKS) is one of the compensation package programs proposed by the government to help poor families so that those who live in poverty can be covered with this card which can reduce the problem of poverty and improve community welfare. The purpose of this research is to find out the implementation of the Prosperous Family Card program to improve community welfare and to find out the supporting and inhibiting factors for implementing the Prosperous Family Card program in community empowerment efforts. This research uses qualitative methods by collecting data through observation, interviews, and documentation. Determining informants was carried out using snowball sampling. Data analysis was carried out through the stages of data collection, data presentation, and conclusion. From this research, the results showed that the program's implementation involved continuous and intense socialization and regular monitoring regarding the distribution of aid, but it is very unfortunate that the program still had less valid outreach and data for less fortunate communities.

Abstract

Public policy is the focus of attention in an effort to improve the service quality of public sector organizations. Policy innovation provides an offer for the development of policy studies to continuously improve their quality in order to improve organizational performance. This study aims to identify innovations in health service policies at Margono Hospital so that they can improve the quality of service of the organization. Using qualitative methods with descriptive analysis, this study tries to describe and explain the existence of these policy innovations. As a result, there are five types of innovation, namely process innovation, product innovation, method innovation, system innovation and conceptual innovation. The five innovations provide each progress for improving service performance in hospitals. Margono

Abstract

The definition of poverty can be broadly divided into two, namely absolute poverty and relative poverty. Absolute poverty is a condition where a person's income level is not sufficient to meet their basic needs. Policy is a series of concepts and principles that serve as guidelines and the basis for plans in carrying out work, leadership and ways of acting. The term can be applied to governments, private sector organizations and groups, as well as individuals. Policies are different from regulations and laws. If the law can impose or prohibit a behavior (for example a law that requires the payment of income tax), policy only guides actions that are most likely to obtain the desired results, the implementation of public policy as a form of thought process and human action that is well planned, rational, efficient and effective as an effort to create order and order in various state or government tasks in order to create shared prosperity based on justice and equality. The aim of this research is to determine the implementation of poverty alleviation in Malang City, to find out the supporting and inhibiting factors for the implementation of poverty alleviation in Malang City. This research uses qualitative methods by collecting data through observation, interviews and documentation using snowball sampling to determine informants. Data analysis was carried out through the stages of data collection, data presentation and drawing conclusions. From this research, the results showed that the implementation of the poverty alleviation policy in the city of Malang has gone well and according to procedures, and monitoring and outreach to the community has also been carried out, however there are several obstacles in the effort to receive this aid, namely the data provided by the Ministry of Social Affairs still takes time. which is old. Abstract

The Village-Owned Enterprise as village development instrument is about to develop its village potency and support village goverment based on the capibility and village authority. According to the Village Regulation Number 2, 2022 about Village-Owned Enterprise Source of Prosperity described that in order to advance the business in economic sector and public service in Pujon Kidul Village needs to build Village-Owned Enterprise, Source of Prosperity. Based on theory George Edward III, to observe four main issues in order the policy implementation be more effective are communication, resource, bureaucracy structure and disposition. This observation purposed to find out how far the implementation of Village-Owned Enterprise policy in Pujon Kidul village. The methods of observation are qualitative observation, data collecting technique by interviewing, observation and documentation. The sampling techniques are purposive sampling, data analysis by data collecting, data condensation, data presentation and conclusion. Based on the observation and discussion, it may concluded that the Implementation of Village-Owned Enterprise Policy in Pujon Kidul village, Pujon Subdistrict, Malang Regency was run expected, means commucation, resource, bureaucracy and disposition were maximal. It caused of good corporation between goverment village and policy executor. There is a support and barrier factor on the Implementation of Village-Owned Enterprise Policy, Source of Prosperity. The support factor is all managments have high effort so all program finished well. Meanwhile, the barrier factor is participation of local society. Badan Usaha Milik Desa (BUMDes) sebagai instrumen pembangunan desa adalah untuk mengembangkan potensi desanya dan mendorong pemerintah desa sesuai dengan kemampuan dan kewenangan desa. Dalam Peraturan Desa Nomor 2 Tahun 2022 Tentang Badan Usaha Milik Desa (BUMDes) Sumber Sejahtera, memberi penjelasan bahwa dalam rangka memajukan usaha dibidang ekonomi dan atau pelayanan umum di desa Pujon Kidul perlu dibentuk Badan Usaha Milik Desa Sumber Sejahtera. Berdasarkan teori George Edward III, untuk memperhatikan empat isu pokok agar implementasi kebijakan menjadi efektif, yaitu komunikasi, sumber daya, struktur birokrasi dan disposisi.   Penelitian ini bertujuan untuk mengetahui sejauh mana pelaksanaan kebijakan Badan Usaha Milik Desa (BUMDES) di desa Pujon Kidul, jenis penelitian yang digunakan adalah metode penelitian kualitatif, teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi.  Teknik sampel yang digunakan adalah purposive sampling, teknik analisis data menggunakan pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan.  Berdasarkan penelitian dan pembahasan, dapat disimpulkan bahwa Implementasi kebijakan Badan Usaha Milik Desa (BUMDes) di Desa Pujon Kidul kecamatan Pujon Kabupaten Malang sudah sesuai harapan, dalam artian mulai dari Komunikasi, sumber daya, struktur birokrasi dan disposisi sudah maksimal. Hal ini karena kerja sama yang baik antara pemerintah desa dan pelaku kebijakan tersebut.   Adapun Faktor pendukung dan penghambat dalam implementasi kebijakan BUMDes Sumber Sejahtera, faktor pendukung adalah semua kepengurusan memiliki semangat kerja yang tinggi sehingga semua program yang dicanangkan dapat diselesaikan dengan baik. Sementara itu faktor penghambatnya itu partisipasi masyarakat desa.

Abstract

This study analyzes environmental protection and management policies in Batu City in an effort to achieve the Sustainable Development Goals (SDGs). Batu City faces various environmental challenges, such as land conversion, reduced green open spaces, and increasing risks of natural disasters. Using a qualitative approach, this research explores the effectiveness of policy implementation based on Law Number 32 of 2009. The findings indicate that stakeholder coordination, community involvement, and local government capacity are key factors in policy effectiveness. The selection of informants in this study used a purposive sampling technique with a total of four informants. Although various initiatives have been implemented, policy execution still encounters challenges in communication, resources, and bureaucracy. Therefore, strategies to enhance public participation, optimize budget allocation, and strengthen inter-agency synergy are necessary to achieve sustainable environmental management in Batu City. Abstract

Problematika sampah masih dihadapi dalam pengembangan wisata di Pantai Caruban. Padahal, Pantai Caruban merupakan salah satu destinasi wisata yang sangat potensial di Desa Gedongmulyo, Kabupaten Rembang. Penelitian ini bertujuan mengkaji pemberdayaan pengelola wisata dalam pengelolaan sampah di Pantai Caruban, Desa Gedongmulyo, Kabupaten Rembang. Penelitian ini merupakan penelitian kualitatif, dengan teknik pengumpulan data melalui wawancara mendalam, observasi berpartisipasi, dan studi dokumen. Adapun teknik analisis data menggunakan analisis interkatif dari Miles & Hubberman. Hasil penelitian menunjukkan pemberdayaan pengelola wisata masih menemui berbagai permasalahan, antara lain: aksesbilitas informasi yang rendah, partisipasi dan keterlibatan masyarakat yang minim, rendahnya akuntabilitas, sampai dengan rendahnya kapasitas organisasi lokal.
