Abstract

Cloud computing plays a crucial role in accelerating digital transformation within the telecommunications sector by enhancing operational efficiency, scalability, and service innovation. However, TelCo faces difficulties in aligning its cloud adoption with effective governance, particularly in ensuring continuous service delivery and resilience. This study proposes a cloud governance framework based on the ambidextrous integration of COBIT 2019 Traditional components and DevOps Focus Area. Employing a Design Science Research methodology, data were collected through semi-structured interviews guided by a structured questionnaire and triangulated with internal documents until data saturation was achieved. Governance and Management Objectives were prioritized using the ambidextrous COBIT 2019 lens, supported by regulatory guidelines from the SOE Minister No. PER-2/MBU/03/2023 and the ICT Minister No. 5/2021, as well as relevant prior studies. The analysis highlighted DSS04: Managed Continuity as the most critical focus area. A capability gap assessment identified vacant leadership roles, overlapping responsibilities, and the lack of Infrastructure as Code (IaC) implementation in cloud services. Recommended improvements include formal assignment of leadership positions, clarification of IT responsibilities, and the adoption of IaC practices. These enhancements are expected to raise the capability maturity of DSS04 from 3.25 to 3.87, representing a 0.62 increase in business continuity readiness. This study contributes to research by extending ambidextrous governance theory to cloud continuity management and provides practical guidance for telecommunications providers seeking to improve operational resilience and manage risks effectively in their digital transformation efforts.

Abstract

Integrating artificial intelligence into the banking sector accelerates digital transformation, but it also presents governance challenges, particularly in striking a balance between innovation and regulatory compliance, risk management, and operational control. This research proposes an ambidextrous AI governance model by combining two distinct yet complementary mechanisms from COBIT 2019: the structured, control-oriented Traditional framework and the agile, adaptive DevOps Focus Area. This dual approach enables organizations to pursue innovation and maintain governance stability simultaneously. The study investigates BankCo’s, a state-owned bank in Indonesia that is undergoing a systemic digital transformation and applies the Design Science Research (DSR) methodology with a case study approach. Collecting data through five semi-structured interviews with key IT Governance, Risk, and Compliance stakeholders and triangulated with internal policy documents, annual reports, and audit trails. The analysis identified two prioritized Governance and Management Objectives (GMOs), MEA03 (Managed Compliance with External Requirements) and APO12 (Managed Risk), based on design factors, regulatory alignment (POJK No. 11/2022 and SOE Minister Regulation No. PER-2/MBU/03/2023), and agile governance needs. A maturity gap analysis revealed areas for improvement across people, process, and technology dimensions, with the proposed model raising governance capability from 3.55 to 3.95. The proposed model applies multidimensional prioritization through Resource-Risk-Value (RRV) analysis. This study presents a practical and auditable approach to ethical AI governance that strikes a balance between innovation and accountability. The model supports digital transformation in banks and contributes to information systems governance by linking the ethical use of AI with agile yet compliant practices in regulated environments.

Abstract

The Indonesian Financial Technology (Fintech) industry plays a pivotal role in driving digital technology advancements and propelling the nation's growth. The rapid development of Fintech presents a unique challenge for established financial companies, necessitating effective government regulation through a Sandbox approach. FintechCo, operating under the watchful eye of State-Owned Enterprises and the Financial Service Authority, must strike a delicate balance between their agile services and security risks. Hence, FintechCo necessitates an examination of optimal agile services through the utilization of five stages derived from the Design Science Research approach. This need arises to adhere to the Good Corporate Governance standards established by State-Owned Enterprises (SOE) and the Financial Services Authority (FSA). The cutting-edge COBIT 2019 DevOps Focus Area framework is employed for analysis. The research identifies three highest priority Governance and Management Objectives (GMOs): Managed Security Services (DSS05), Managed Problem (DSS03), and Managed Solution Identification and Build (BAI03). These GMOs are thoroughly evaluated, and comprehensive recommendations are provided based on their seven key components. There is an estimated 17% increase in the average capability score, from 2.82 to 3.30, across all three GMOs. The contribution of this study is twofold: to serve as a valuable knowledge resource for agile IT services in digitalization within organizations and to offer practical implications for FintechCo to enhance their digitalization. Furthermore, this research sets a precedent for the Fintech industry, signifying a benchmark for excellence and innovation.

Abstract

The banking sector faces significant challenges in implementing Digital Transformation (DT), particularly among Bank Perekonomian Rakyat (BPR), which serves as SME banks in Indonesia. These institutions often struggle with infrastructure limitations, technological adoption, and regulatory compliance. While existing research extensively examines DT strategies and Enterprise Architecture (EA) frameworks in large-scale banking institutions, their application to smaller banks like BPR remains underexplored. This study addresses this gap by developing an EA- based solution tailored to BPRDCo, a representative SME bank. Using the Design Science Research (DSR) methodology, the study follows five structured stages: problem explication, requirement specification, design and development, demonstration, and evaluation. The framework leverages the TOGAF Standard 10th Edition, integrating best practices across business, information systems, and technology architectures. The resulting EA blueprint provides a structured guide for DT implementation, aligning business and IT strategies while ensuring regulatory compliance. This study contributes to the EA knowledge base and offers practical implications for SME banks to enhance operational efficiency, optimize resource utilization, and strengthen competitiveness in the evolving financial landscape. By offering a systematic approach DT, this research advances knowledge in IT governance, architecture modeling, and system integration. Moreover, it provides a replicable framework that can inform future developments in digital banking solutions, reinforcing the importance of EA as a strategic tool for sustainable technological innovation.
