Abstract

This study addresses the challenge of improving learning quality in senior high schools located in resource limited regions, with a specific focus on Palangka Raya City. In this context, the Performance-Based School Operational Assistance program (BOS Kinerja) serves as a strategic incentive-based funding mechanism to enhance educational outcomes. The study aims to examine the implementation of BOS Kinerja and its impact on teacher competence, student engagement, and academic achievement. A descriptive qualitative approach was employed, combining a literature review and documentation analysis. Data sources included BOS Kinerja reports from 2022-2024, school learning evaluation records, and relevant academic literature. Thematic content analysis was used to interpret the data. The findings reveal that BOS Kinerja funds were primarily allocated for teacher training in Higher-Order Thinking Skills (HOTS), strengthening formative assessment, procuring digital learning tools, and developing project-based and differentiated learning models. These initiatives contributed to improved teacher competence, increased student participation, better academic performance, and reduced absenteeism. However, several challenges persist, such as limited managerial human resources, weak monitoring from local education authorities, and the absence of inter-school evaluation forums. The study recommends strengthening school leadership and managerial capacity, implementing systematic and collaborative evaluation mechanisms, and fostering cross-school collaboration to maximize the long term benefits of BOS Kinerja.

Abstract

Indonesia’s education financing after 2020 has been shaped by three major challenges: the constitutional mandate to allocate at least 20% of the national and regional budgets to education, the transformation of the School Operational Assistance (BOS) into the Education Unit Operational Assistance (BOSP), and the urgency to recover from post-pandemic learning loss while re-engaging out-of-school youth. This study aims to analyze the role of BOSP in supporting non-formal education, particularly Community Learning Centers (PKBM), as a pathway to strengthen civic literacy and expand access for second-chance learners. Employing a policy study approach with secondary data from 2020-2025, the research applied a descriptive-comparative analysis within the policy cycle framework and the input-output-outcome-impact model. The findings indicate that reforms in BOSP such as the integration of BOS and BOP, the age eligibility limit of 7-25 years for equivalency education, and the introduction of digital reporting through ARKAS have enhanced efficiency and accountability. However, persistent challenges remain in addressing the needs of learners over 25 years old, ensuring equitable funding distribution across regions, and consolidating comprehensive PKBM datasets. The study concludes that performance- and context-based unit costs, complementary funding schemes, standardized national PKBM data, and sustained technical assistance are essential to strengthen non-formal education financing in Indonesia.

Abstract

This study aims to analyze the effect of emotional intelligence and compensation on employee performance, with job satisfaction as a mediating variable, in the financial and banking sector in Bandung City, Indonesia. A quantitative approach using a survey method was employed, involving 170 respondents selected through purposive sampling. Data analysis was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4. The findings reveal that emotional intelligence and compensation have a positive and significant effect on both job satisfaction and employee performance. Job satisfaction significantly mediates the relationship between emotional intelligence and compensation on employee performance. The mediation effect indicates that enhancing emotional intelligence and providing fair compensation can optimally improve performance when accompanied by high job satisfaction. These results emphasize the importance of developing emotional intelligence through training and implementing fair compensation systems to increase employee motivation, loyalty, and productivity.

Abstract

This study aims to analyze the effect of transformational leadership and compensation on employee performance, with work motivation as a mediating variable, in private universities in Makassar City, Indonesia. A quantitative approach was employed using a survey method involving 257 permanent employees from six private universities in Makassar. Data were analyzed using Structural Equation Modeling (SEM) with the Partial Least Squares (PLS) method via SmartPLS 4. The findings indicate that transformational leadership and compensation have a positive and significant effect on both work motivation and employee performance. Work motivation also has a positive effect on employee performance and partially mediates the influence of transformational leadership and compensation on employee performance. Simultaneous testing shows that the combination of transformational leadership, compensation, and work motivation explains a substantial proportion of the variance in employee performance. The results contribute theoretically by strengthening the human resource management literature, and practically by providing strategic recommendations to enhance employee performance through inspirational leadership development, fair compensation policies, and effective work motivation management.

Abstract

This PRISMA-guided systematic review synthesizes evidence on holistic welfare-based compensation and its association with turnover intention. Searches across Scopus, ScienceDirect, Taylor & Francis Online, Google Scholar, and SINTA targeted 2018–2025 peer-reviewed publications in Indonesian/English directly linking compensation components work flexibility, work–family support/FSSB, compensation & justice, mental-health support/EAP, recognition, and leadership/resources to intention to quit. Thirty-two studies met inclusion criteria (four meta-analyses, three systematic reviews, one randomized field experiment, and twenty-four quantitative studies). Thematic synthesis and SWiM vote counting indicated 28/32 studies reported reduced turnover intention when holistic components were implemented; 3/32 reported increases associated with psychological violence, absenteeism, and burnout/stress; 1/32 showed a nonsignificant direct effect but an indirect pathway via job satisfaction. Key mediators included job satisfaction, engagement, and motivation, while work–family conflict and burnout decreased. Findings align with the Job Demands–Resources framework: augmenting job resources enhances psychological functioning and dampens demands, thereby lowering intention to quit. We recommend a Holistic Total Rewards bundle combining structured flexibility, accessible work–family/FSSB practices, fair and transparent pay, EAP/mental-health supports, recognition, and supportive leadership; future research should use longitudinal/experimental designs, standardize indicators, and assess cost–benefit

Abstract

This study examines the roles of performance appraisal and compensation in enhancing tutor performance within a nonformal education setting at PKBM Prestasi Gemilang. Adopting a quantitative descriptive approach, data were collected via a Likert-scale questionnaire from 53 active tutors. Instrument quality was established through validity and reliability testing, and relationships among variables were analyzed using multiple regression. The findings indicate that both performance appraisal and compensation are positive predictors of tutor performance, with appraisal emerging as the more salient driver when it is objective, transparent, and accompanied by targeted feedback. Compensation both financial and nonfinancial strengthens motivation, loyalty, and retention, reinforcing the impact of appraisal on day-to-day teaching practice. Theoretically, the results affirm the relevance of performance management as a continuous cycle and align with Herzberg’s two-factor theory in the context of community learning centers. Practically, the study recommends formalizing indicator-based appraisal systems, linking appraisal outcomes to professional development, and structuring equitable, transparent compensation packages. Limitations include the cross-sectional design, single-site context, and reliance on self-report measures. Future studies should broaden the institutional scope, employ longitudinal designs, incorporate mediators or moderators (e.g., motivation, work environment, organizational support), and integrate learner outcomes and classroom observation into the appraisal cycle

Abstract

This systematic review examines how compensation and performance appraisal influence health-care workers’ job satisfaction and productivity within digital hospital settings. Following PRISMA 2020, we searched major databases (2019–2025), deduplicated records, and applied dual-review screening; twenty-five studies met the inclusion criteria. Data were extracted with a structured form; study quality was appraised using RoB2/ROBINS-I/AXIS/AMSTAR-2, and certainty of evidence was summarized with GRADE. The synthesis indicates a consistent positive association between compensation salary/benefits, bonuses, and pay-for-performance and job satisfaction, and in several contexts with productivity and retention; however, P4P effects vary by indicator design and governance capacity. Well-designed performance appraisal clear goals, measurable indicators, specific feedback, and procedural fairness is linked to higher satisfaction, engagement, and work outcomes. Digitalization acts as a moderator: EHR usability, EHR engagement programs, telemedicine integration, and digital-hospital initiatives can amplify or dampen HR policies’ effects via documentation burden and workflow changes. Certainty is generally moderate for satisfaction, and low-to-moderate for productivity, retention, and engagement. Managerial implications call for a bundled HR–digital approach aligning transparent, performance-linked compensation and developmental appraisal with measurable workflow improvements. Regulatory implications include enforcing interoperability/usability standards and valid incentive indicators. Main limitations are the predominance of observational designs, heterogeneous productivity measures, and uneven reporting of digital components. Future research should employ longitudinal or quasi-experimental designs with standardized outcomes and objective data.

Abstract

This study aims to analyze the Role of the Women's Empowerment, Child Protection, Population Control and Family Planning Service in Empowering Women to Improve the Quality of Life of Poor Women in Tangerang City. This study is motivated by the existence of women who have a strategic position in regional development, therefore their existence needs to be empowered so that they can contribute positively to development. Women's empowerment is carried out through a program to improve the quality of life of women for poor women who are participants in the family hope program. In analyzing women's empowerment in this study, the concept of empowerment theory from Nugroho was used, where women's empowerment is measured using indicators of access, participation, control and benefits. Qualitative research methods are used to answer the research problems that have been formulated. Data analysis uses observation, interview and documentation techniques. Interview techniques are carried out with research informants who are taken intentionally, while observation techniques are carried out on the implementation of programs to improve the quality of life of women for poor women. The results of the study provide information that poor women in Tangerang City already have the same rights to get women's empowerment programs where every woman has the same right to get training in order to have skills, self-confidence in making decisions in order to make changes in the lives of every woman. Although access given to poor women has not been given evenly because not all poor women registered as participants in the Family Hope Program have received food processing training as an implementation of the Women's Quality of Life Improvement program. In an effort to optimize access to obtain productive resources for poor women through the Women's Quality of Life Improvement program, it is recommended to improve communication with their networks related to the socialization of women's empowerment programs so that every poor woman registered as a participant in the Family Hope Program can obtain information related to the implementation of training carried out in the program. Abstract

This study uses a qualitative research approach where qualitative research as a scientific method is often used and implemented by a group of researchers. Qualitative research is conducted to build knowledge through understanding and discovery. The results of this study regarding the Evaluation of Regional Regulation Number 7 of 2005 concerning the Prohibition, Distribution and Sale of Alcoholic Beverages in Tangerang City can be said to have been running well but still not optimal. This is because there are still shortcomings in the implementation of the Tangerang City Prohibition, Distribution and Sale of Alcoholic Beverages policy in the policy input so that it affects the process of implementing the policy. The conclusions of this study are as follows: First, based on the input dimension, on the aspect of human resources in implementing the policy, Second, based on the process dimension, the mechanism for implementing this policy is quite clear, starting from raids, data collection of evidence, to action to sanctions given. can be said to be sufficient but still has some shortcomings, Third, based on the output dimension of implementation, the results of the implementation process of this policy itself are still not optimal in accordance with the objectives stated in the regional regulation itself, Fourth, based on the outcome dimension, the real impact caused by the implementation of the Prohibition, Distribution and Sale of alcoholic beverages can be seen that there are changes in people's lifestyle patterns.
