Abstract

Development can be defined as a change towards a better state through various efforts that are carried out in a planned manner. Planning and development are inseparable and interrelated. In other words, development requires planning, and this must be realized in development, starting from the regional to the central level. This study aims to examine the government's role in shaping the direction of development, particularly in the Margonda area of Depok City. This area is identified as a promising support area for enhancing the city's economic growth, given its diverse potential and opportunities. The research methodology employed in this study is a case study approach, utilizing a qualitative analysis. The study employs the concept of development planning stages proposed by Lora Ekana Nainggolan, et al. (2023). The results indicate that the government has not fully engaged the community, particularly MSME actors in the Margonda area, in the formulation of programs and policies. However, the local regulations established by the government have comprehensively addressed program implementation, financing of programs or activities to be carried out, and the determination of the vision and mission of development. The vision and mission of development articulated by the Depok City Government are predicated on a future state that is expected to be achieved, rather than on a current or actual state of affairs.

Abstract

This research aims to find out the implementation of a mental revolution that encourages  the acceleration of innovation and digitalization of public services through the implementation of e-government to build a clean, effective, democratic and trusted government.  The research design uses descriptive qualitative research by analyzing policy documents. This article examines the evolution of public service innovation policies in Indonesia related to the mental revolution initiative. The documents reviewed are laws, government regulations, ministerial regulations, and policy documents related to public service innovation and transformation, as well as e-government from January 2014 to May 2024. The results showed that since the launch of the National Movement for Mental Revolution, through the Indonesia Serves program, there has been an acceleration of the process of developing public service digitization innovations. This initiative encourages the acceleration of changes in the quality of public services by accelerating changes in the mindset, attitudes, and behavior of state civil apparatus to produce service innovations that improve the quality of public services. The acceleration of innovation development through e-government and public service digitalization can be realized with budget support, human resource readiness, sustainable policy commitment, and strong leadership in supporting the sustainability of holistic public service innovation.

Abstract

Bureaucratic Reform is one of the important aspects in providing quality services. The purpose of bureaucratic reform is to have an impact on reducing the practice of corruption, collusion and nepotism, positive attitudes and moral values in people so that it has a positive impact on society and the surrounding environment. One factor that plays an important role in creating effective bureaucratic reform is visionary leadership. This research uses a qualitative approach using descriptive methods to gain an in-depth understanding of the visionary leadership of the Head of the Human Resources Staffing and Development Agency. The sources of information in this research are BKPSDM employees of Bandung City and the community. Information collection was done through interviews, observation and documentation. The results of this study indicate that the visionary leadership carried out by the head of BKPSDM Bandung City is running well. The head of BKPSDM Bandung City has the characteristics of a visionary leader in managing his organization. These steps include the establishment of the vision and mission of Bandung City which is the basis for the preparation of goals, objectives, strategies, programs, activities and sub-activities of BKPSDM. The vision and mission of Bandung City are outlined in a strategic plan that is prepared and submitted to all BKPSDM officials

Abstract

Megaproyek transportasi perkotaan seperti MRT Jakarta Fase 1 bukanlah sekadar proyek rekayasa; proyek ini melibatkan lapisan pekerjaan administratif, teknis, dan kelembagaan yang perlu diorganisasikan dengan cermat. Studi ini mengkaji bagaimana tim proyek menyusun organisasinya, apa yang membentuk pilihan-pilihan tersebut, dan model organisasi apa yang sebenarnya digunakan selama proses konstruksi. Untuk melakukan hal ini, penelitian ini memanfaatkan literatur akademis, dokumen proyek, dan laporan resmi MRT Jakarta. Sumber-sumber ini membantu menggambarkan bagaimana berbagai pengaturan proyek seperti kontrak tradisional, sistem turnkey, dan manajemen internal muncul dalam pengembangan Fase 1. Analisis ini juga menggunakan empat pertimbangan umum dalam desain organisasi: arah strategis proyek, skala keseluruhannya, teknologi yang diadopsi, dan orang-orang yang terlibat dalam menjalankannya. Selain itu, studi ini membandingkan struktur proyek dengan jenis manajemen proyek yang umum seperti struktur fungsional, matriks, dan lini-dan-staf. Temuan menunjukkan bahwa pembangunan MRT Jakarta Fase 1 mengandalkan pengaturan hibrida, dengan struktur matriks memainkan peran terbesar. Pilihan ini tampaknya berkaitan erat dengan kompleksitas teknis proyek, jumlah pemangku kepentingan yang terlibat, dan kebutuhan akan koordinasi lintas fungsi yang stabil. Pada akhirnya, studi ini menyoroti bahwa desain organisasi bukan sekadar elemen latar belakang – melainkan faktor kunci yang membentuk keberhasilan proyek infrastruktur publik berskala besar dan menawarkan beberapa wawasan untuk perencanaan proyek publik di masa mendatang di Indonesia.

Abstract

Ruang lingkup tulisan ini membahas perbandingan kolaborasi penta helix dalam pengembangan potensi unit pelaksana teknis menjadi badan layanan umum pada UPTD Cimahi Techno Park Dan UPTD Solo Techno Park selama tahun 2021. Tujuan penulisan artikel ini adalah untuk memberikan gambaran pola kolaborasi yang dilaksanakan pada Unit Pelaksana Teknis Cimahi Techno Park dan Unit Pelaksana Teknis Solo Techno Park dengan pendekatan metode perbandingan. Metode perbandingan dipilih karena untuk menarik kesimpulan dari terkait pola kolaborasi yang dilakukan oleh dua unit pelaksana teknis dengan pengelolaan berbeda. Hasil temuan menunjukan bahwa pada dimensi kondisi awal memiliki persamaan bahwa kolaborasi berawal dari pola triple helix yang berkembang menjadi penta helix. Pada dimensi desain kelembagaan terdapat perbedaan yaitu UPTD Solo Techno Park menerapkan pola badan layanan umum sementara UPTD Cimahi Techno Park berbentuk unit pelaksana teknis. Kepemimpinan fasilitatif memiliki persamaan bahwa dominasi pada pemerintah daerah. Dimensi proses kolaboratif menunjukan perbedaan variasi aktor kerja sama dengan UPTD Solo Techno Park memiliki cakupan lebih luas, namun peran unsur media masih belum optimal. Dimensi outcome menunjukan cakupan kerja sama UPTD Solo Techno Park lebih luas dan variatif. Kesimpulan menunjukan kolaborasi penta helix pada Unit Pelaksana Teknis Cimahi Techno Park dan Unit Pelaksana Teknis Solo Techno Park Tahun 2021 memiliki persamaan pada dimensi kondisi awal dan kepemimpinan fasilitatif dan perbedaan terdapat pada dimensi desain kelembagaan, proses kolaboratif dan outcome serta pola BLUD dapat mendukung keleluasaan untuk berkolaborasi dengan pihak lain.

Abstract

The government's role can be carried out in various aspects, one of which is industrial activities that are required to do Corporate Social Responsibility that carried out by companies. This Corporate Social Responsibility is to sustain economic development that can improve the quality of life and the environment that is beneficial to various parties. Its implementation is regulated in Regional Regulation Number 16 of 2017 concerning Corporate Social and Environmental Responsibility and Regional Regulation Number 17 of 2017 concerning Amendments to Regional Regulation Number 14 of 2012 concerning Investment. The existence of these regulations shows that the role of local government is needed. However, there are problems that the policies that have been set didn’t worked yet, there are no fines and incentives in the implementation of corporate social responsibility, the absence of strategic partnerships by the government, community and private sector, and there’s no appropriate public sector management and steps that must be taken by the company in implementing corporate social responsibility. This research was carried out using the theory by Fox.T., Ward. H., and Howard. B that the Regional Government has the role of mandating, facilitating, partnering and endorsing. This research using a descriptive method with a qualitative approach. The research was carried out on the society, tanneries, PT. Herlinah Cipta Pratama (Dodol Picnic), Regional Development Planning Agency, and Integrated Investment and Licensing Service. The results of the research showed that Regional Government as the mandate has not yet shown its seriousness, the Regional Government as a facilitator has not been fulfilled, the Regional Government as partnering is still not optimal, and the Regional Government as endorsing is still not optimal.

Abstract

As a form of service innovation, the Bandung City Population and Civil Registration Service applies Salaman application-based services. The word Salaman itself is an abbreviation of the word finished in hand. In practice, the Salaman application-based service implemented by the Department of Population and Civil Registration throughout 2019-2021 raises its own problems, especially for certain groups, such as homeless people, beggars, and other marginal groups in the city of Bandung. The purpose of this study was to analyze and describe the effectiveness of the service innovation of the Population and Civil Registration Service based on the Salaman application for the homeless and beggar groups. This research uses a descriptive method with a qualitative approach. Data collection techniques are carried out through interviews, observation and documentation, and data analysis techniques are carried out by data reduction, data display and drawing conclusions. The results of this study indicate that of the seven indicators used to measure the effectiveness of service innovations implemented by the Department of Population and Civil Registration of Bandung City, six of them showed poor results associated with groups of homeless people and beggars in the city of Bandung. The six indicators include clarity of purpose, clarity of strategy, process of policy analysis and formulation, careful planning, programming, and effective and efficient implementation. So overall it can be concluded that the Salaman application-based service innovation has not been effective in its application, especially if it is associated with groups of homeless people and beggars in the city of Bandung.

Abstract

Waste management in Kupang City continues to face complex challenges that are not only technical but also closely related to issues of equity in environmental governance. This study aims to examine how the principle of equity is implemented in waste management governance in Kupang City using the environmental governance framework proposed by Bennett and Satterfield. A qualitative case study approach was employed to explore the experiences and perspectives of multiple stakeholders, including local government officials, environmental communities, private sector actors, and affected residents. Data were collected through interviews, observations, and document analysis and were analyzed thematically. The findings reveal that the Kupang City Government has demonstrated an initial commitment to inclusive waste governance by involving diverse stakeholders, including vulnerable groups, in waste management initiatives and community surveys. However, participation remains largely concentrated at the implementation stage and is not yet fully integrated into policy planning and evaluation processes. The study also identifies significant inequalities in the distribution of waste management services, particularly in the availability of waste collection facilities and transportation services in suburban areas. Furthermore, communities living near the Alak landfill continue to bear disproportionate environmental and health risks without adequate protection mechanisms. This study contributes to the environmental governance literature by providing empirical evidence on how equity principles operate in urban waste management in developing cities. Strengthening institutional capacity, expanding participatory mechanisms, and improving the protection of vulnerable groups are essential to achieving more inclusive and sustainable waste governance in Kupang City, Indonesia.

Abstract

Singkawang Mayor's Regulation Number 11.1 of 2023 concerning Changes to the Singkawang City Regional Development Plan for 2023 - 2026 with one of the objectives being "Increasing the quality of competitive and characterful human resources" with the strategic target "Increasing the quality of Education" providing direction for Education policy, especially in efforts to increase the knowledge dimension of HDI.The low increase in indicators in the knowledge dimension means that breakthrough efforts and appropriate local government strategies are needed to encourage the increase in HLS and RLS. research with the title Singkawang City Government Strategy in Increasing the Human Development Index (HDI) in the Knowledge Dimension in 2023 with strategy theory from Geoff Mulgan (2009) to analyze the Singkawang City Government's strategy in increasing the Human Development Index (HDI) in the Knowledge Dimension in 2023. The method used in this research is qualitative. Data collection techniques use observation, interviews, documents and audiovisual and digital materials. The research time was 9 months. The results of the analysis of the Singkawang City Government's strategy in increasing the HDI in the Knowledge dimension in 2023 consist of 5 (five) aspects or stages, there are namely: Purpose (objective), Environments (environment), Directions (direction), Actions, and Learnings.

Abstract

Penelitian ini bertujuan menganalisis dan menguraikan proses kolaborasi yang dilakukan oleh Kesbangpol Kota Bandung dalam memberikan perlindungan kepada anak korban jaringan terorisme pasca insiden Bom Panci di Kota Bandung tahun 2022. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Adapun teknik pengumpulan data dalam penelitian ini mencakup, observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukan bahwa bentuk kolaborasi yang dibangun masih bersifat prosedural dan belum mencapai tingkat integrasi kelembagaan yang ideal. Kolaborasi antar lembaga sering kali terjadi secara informal, terbatas pada koordinasi administratif, serta belum didukung oleh kerangka kerja yang mengikat dan berkelanjutan. Di sisi lain, analisis penanganan kasus peledakan bom bunuh diri di Astana anyar, dapat disimpulkan bahwa kolaborasi antar-pemangku kepentingan dalam pencegahan terorisme dan perlindungan anak korban masih menghadapi tantangan struktural dan operasional yang signifikan. Meskipun kerangka kebijakan seperti RAN PE dan RAD PE Jabar telah ada, implementasinya di tingkat Kota Bandung belum optimal.
