Abstract

Penyuluhan keselamatan pelayaran bagi operator kapal sungai adalah sebagai bentuk upaya sosialisasi untuk memberi materi tentang keselamatan dan mencegah atau meminimalisir resiko kecelakan bagi operator kapal dan sebagai wujud nyata dari kegiatan Pengabdian Kepada Masyarakat. Kesadaran yang rendah dan didukung dengan harga peralatan keselamatan yang dirasa cukup mahal membuat para penguna pelayaran kurang memenuhi kebutuhan keselamatan di Kota Palembang Provinsi Sumatera Selatan. Kegiatan Pengabdian Kepada Masyarakat ini bertujuan untuk memberikan pengetahuan tentang keselamatan berlayar bagi para operator kapal sungai di Kota Palembang. Pemberian pengetahuan serta bantuan peralatan keselamatan bagi para peserta penyuluhan ini bermaksud agar terjadi peningkatan kemampuan, sikap dan kesadaran para pelayanan diperairan sungai. tentang pentingnya keselamatan serta mengenal teknik penyelamatan diri saat terjadi kecelakaan pada saat berlayar. Kegiatan ini dilaksanakan dengan metode pelatihan dengan ceramah dan diskusi antara narasumber dan peserta dengan materi fokus pada keselamatan pelayaran. Hasil kegiatan ini, diharapkan mampu menunjukkan adanya peningkatan kesadaran peserta akan pentingnya keselamatan pelayaran dan pemahaman teknik penyelamatan diri saat terjadi kecelakaan.

Abstract

Tarabunga Pier is a pier located in Palipi District, Samosir Regency, North Sumatra Province which serves the Tarabunga – Tamba route. In organizing crossings, tariffs greatly influence the level of transportation services, especially in fulfilling community services. However, the tariff for the Tarabunga-Tamba route currently in effect is not in accordance with Minister of Transportation Regulation Number PM. 61 of 2021. This research aims to determine the ship operational costs (BOK) for the Tarabunga-Tamba route based on Minister of Transportation Regulation Number PM. 61 of 2021. The research methodology used is direct observation in the field, interviews, documentation and literature/institutional studies. Then, to analyze it, we are guided by Ministerial Regulation Number 61 of 2021 concerning Management of River and Lake Transportation. The analysis used is load factor analysis, ship operational cost analysis and unit rate analysis. The results of this research are that the rates set are not in accordance with the results obtained by researchers based on the calculation of ship operational costs (BOK), namely IDR 1,000/passenger and IDR 3,000 /motorcycle. The tariff for the Tarabunga – Tamba route currently refers to Regent Regulation Number 49 of 2017 (Horsik – Ajibata). This is not relevant because the track distance is different. Meanwhile, based on the Ability to Pay calculation of Rp. 2,733 and Willingness to Pay Rp. 1,008.

Abstract

Dalam hal pelayanan jasa sebagai suatu proses kegiatan di area Pelabuhan, seksi Keselamatan Berlayar Penjagaan dan Patroli yang memiliki peranan yang cukup vital pada Pelabuhan. Salah satu pelayanan yang terdapat di seksi ini yaitu pelayanan dalam penerbitan Surat Persetujuan Olah Gerak Kapal. Pada saat ini diketahui bahwa masih terdapat kendala dalam hal penerbitan SPOG dengan sistem Inaportnet. Penelitian ini menggunakan metode observasi dan wawancara. Metode observasi adalah cara pengumpulan data dengan melakukan pengamatan langsung secara cermat dan sesuai dengan keadaan yang sedang terjadi. Metode observasi dengan cara mengamati dan melakukan pengambilan dokumen secara langsung mengenai kondisi di KSOP Kelas II Palembang. Berdasarkan dari analisis tersebut didapatkan kesimpulan bahwa penerapan penggunaan Inaportnet di KSOP Kelas II Palembang belum sepenuhnya optimal karena masih terdapat kendala dalam pelayanan yang dilakukan. Kendala tersebut berupa agen yang belum paham penggunaan Inaportnet, kendala internet kendala dalam penetapan pandu yang sering tidak muncul pada sistem Inaportnet tersebut. Terkait hal tersebut penyelenggara kantor melakukan upaya dengan menyediakan dan menambah akses internet, melakukan kegiatan sosialisasi, menyediakan layanan pengaduan dan melakukan koordinasi langsung dengan menciptakan forum diskusi berupa grup WhatsApp dengan instansi terkait permaslahan tersebut.

Abstract

Pelabuhan Penyeberangan Bira dikelola dan diselenggarakan oleh Dinas Perhubungan Provinsi Sulawesi Selatan yang dibina oleh UPTD ASDP Bira dan pada sarananya dikelola oleh PT. ASDP Indonesia Ferry (Persero) cabang Selayar. Penyeberangan Bira ini memiliki 5 kapal yang beroperasi yang masing – masing kapal melayani satu lintasan pada lintasan Bira – Pamatata. lintas komersil yang membutuhkan jarak tempuh 18 mil laut yang dilayani oleh 2 unit kapal yaitu kapal KMP. Balibo dan KMP. Bontoharu penyeberangan dengan waktu tempuh ± 2 jam, Analisis data yang digunakan yaitu menggunakan Peraturan Menteri Perhubungan Nomor 115 Tahun 2016 Tentang Tata Cara Pengangkutan Kendaraan Di atas Kapal, Peraturan Menteri Perhubungan Nomor 30 Tahun 2016 Tentang Kewajiban Pengikatan Kendaraan Pada Kapal Angkutan Penyeberangan. Jarak antara sisi kendaraan dan jarak antara muka dan belakang yang dimuat di KMP Balibo dan KMP Bontoharu kurang dari 30 cm, jarak kendaraan terhadap dinding kapal kurang dari 60 cm dan jumlah petugas lashing yang ideal pada setiap kapal membutuhkan 2 - 3 petugas khusus untuk melakukan pengikatan kendaraan sehingga keselamatan kendaraan di atas kapal

Abstract

The Segara Anakan River is a shipping channel with a channel length of 17.8 miles that serves the Seleko – Kampung Laut Route in Cilacap Regency. The condition of shipping flows in Segara Anakan is irregular due to the lack of river signs as a means of regulating traffic to create safe, secure and smooth river transportation. This research aims to determine the number of river signs needed and evaluate existing river signs. This research was carried out by reviewing field conditions and then conducting qualitative descriptive analysis in accordance with Perditjenhubdat Number: KP. 4755 / AP005 / DRJD / 2020 concerning Technical Guidelines for River and Lake Signs. Conditions in the field are that the number of signs installed is 5 compared to the supposed number of 9. The research conclusion is that the number of river signs needed in the Segara Anakan channel is 25 signs with details of 6 prohibitive signs, 3 mandatory signs, 2 warning signs. The required river signs must meet technical specifications in accordance with applicable regulations both in terms of size of sign leaves, sign poles and manufacturing materials.

Abstract

In general, ship accidents are caused by the lack of implementation of shipping safety, partly because the ship does not meet shipping quality, safety equipment not available on the ship, overloaded loads and lack of supervision from related parties, and the low competence of the crew. Regulations regarding the safety standards for river, lake and crossing transportation are regulated in the Decree of the Minister of Transportation number: KM. 25 of 2015 concerning River, Lake and Crossing Transportation Safety Standards. The average value of the implementation of speedboat on regulations governing the safety of river and lake transportation at Pier 16 Ilir of Palembang is 81 or good enough (CB), consisting of several aspects, namely implementation of safety aspects, Implementation of aspects of human resources (HR), Implementation of aspects of port facilities, Implementation of aspects of standard port operations, Implementation of environmental aspects governing prevention and prevention of pollution from ships and ports.

Abstract

The pontoon pier, which was built in 1984, originally functioned as a place to dock for speedboats. However, since 2017, the pier has been used to berth for larger ships. Unfortunately, the supporting facilities for the pontoon pier, such as fenders and bolders, have not been replaced, which could potentially cause damage to the pier. The analysis used quantitative methods by conducting surveys and direct observation in the field. Based on the results of the analysis, it is necessary to increase the type of fender to a cylindrical fender with dimensions of 300 mm x 150 mm or Type A Fender with the KAF 200 H type of 12 fenders and the addition of Bolders on the front pier to 4 for safety transport.

Abstract

Lintasan Merak – Bakauheni merupakan salah satu lintasan yang ada di Pelabuhan Penyeberangan Merak. Hasil survei di lapangan terus menunjukkan bahwa ada perbedaan jumlah penumpang yang terdaftar pada tiket dan jumlah penumpang yang akan naik ke kapal. Oleh karena itu dilakukan penelitian kualitatif dengan metode penelitian observasi, wawancara dan dokumentasi serta kepustakaan untuk mengetahui penyebab ketidaksesuaian jumlah data penumpang di atas kapal terhadap data manifest. Berdasarkan hasil analisis penelitian menunjukkan bahwa penyebabab utama ketidaksesuaian jumlah data yaitu kurang tertib dan disiplin para pengguna jasa dalam mengisi data diri pada saat pembelian tiket, penggunaan tiket palsu, penumpang gelap, serta ketidaktepatan pembaruan data manifest secara real – time. Sesuai dengan Peraturan Menteri Perhubungan No. 19 Tahun 2020 tentang Penyelenggaraan Angkutan Penyeberangan Secara Elektronik setidaknya para penumpang harus mengisi data diri seperti nama, usia, alamat d123omisili, nomor kartu identitas, surat paspor dan izin mengemudi serta nomor telepon. Penelitian ini menyimpulkan bahwa peningkatan sistem online, pelatihan bagi para petugas, kampanye kesadaran, dan melakukan verifikasi ganda dapat menjadi solusi efektif untuk mengurangi ketidaksesuaian jumlah data penumpang terhadap data manifest, sehungga meningkatkan keselamatan dan efisiensi operasional dalam industri pelayaran.

Abstract

The causes of shipping accidents, as identified by the KNKT investigation, included technical, weather, and human factors. As a result, community empowerment training was conducted in 2023 for loaders of inland waterway transport vessels Class I. This training aimed to enhance participants’ knowledge, insight, and skills regarding loading arrangements and stability testing of inland waterway vessels. The study employed a quantitative descriptive method using primary data from evaluations, including pretests and posttests administered to 30 training participants. The analysis technique utilized was the paired t-test. Results obtained through the Wilcoxon Matched Pair test indicated a significant difference between pretest and posttest scores, leading to the conclusion that participants’ knowledge improved after completing the training. The findings revealed that, out of 30 training participants, only 2 experienced a decrease in scores. Conversely, 28 participants showed positive results (positive rankings), indicating an increase in scores. The average pretest score was 73.67, which increased to an average posttest score of 92.50 following the training. These results were further supported by the significant difference shown in the paired t-test analysis. In conclusion, there was a significant improvement in participants’ knowledge after the training. It is recommended that the program be expanded to include more participants to ensure that the broader community, particularly ship operators, benefits from increased knowledge of shipping safety and proper ship loading practices.

Abstract

Simanindo Port is a very important ferry port in connecting Sumatra Island with Samosir Island via waterways. In this case, the author compares the installation and activation of AIS and communication devices, but the current conditions are not in accordance with the Regulation of the Minister of Transportation Number PM 18 of 2022 concerning the Automatic Identification System for Ships Carrying Out Activities in the Territory of Indonesia and the Regulation of the Director General of Land Transportation Number: KP.3424 / AP.402 / DRJD / 2020 concerning River and Lake Ships. Through qualitative methods, the author conducted direct observations of the actual conditions in the field, namely seeing directly the operation of traditional motorboats, boarding and disembarking passengers and AIS installed on traditional motorboats and their activation while the ship was sailing. Based on the analysis results that have been obtained, the KSOPP Lake Toba together with the Water Police and the government have made efforts so that ship operators comply with the installation and activation of AIS and communication devices to support smooth sailing of ships, namely by carrying out ramp checks and coaching for ship operators who are not yet compliant. But in reality, of the 17 traditional motor ships operating, there are still 2 traditional motor ships that have not been installed with AIS, 6 traditional motor ships that have not been installed with communication devices and on each ship that has been installed with AIS and communication devices, it is still not effective in terms of activation when sailing and tends to deactivate AIS and the communication device. So ship owners need to be aware of installing AIS and communication devices on ships and ship operators must also always activate AIS when sailing for shipping safety.
