Abstract

Simanindo Port is a very important ferry port in connecting Sumatra Island with Samosir Island via waterways. In this case, the author compares the installation and activation of AIS and communication devices, but the current conditions are not in accordance with the Regulation of the Minister of Transportation Number PM 18 of 2022 concerning the Automatic Identification System for Ships Carrying Out Activities in the Territory of Indonesia and the Regulation of the Director General of Land Transportation Number: KP.3424 / AP.402 / DRJD / 2020 concerning River and Lake Ships. Through qualitative methods, the author conducted direct observations of the actual conditions in the field, namely seeing directly the operation of traditional motorboats, boarding and disembarking passengers and AIS installed on traditional motorboats and their activation while the ship was sailing. Based on the analysis results that have been obtained, the KSOPP Lake Toba together with the Water Police and the government have made efforts so that ship operators comply with the installation and activation of AIS and communication devices to support smooth sailing of ships, namely by carrying out ramp checks and coaching for ship operators who are not yet compliant. But in reality, of the 17 traditional motor ships operating, there are still 2 traditional motor ships that have not been installed with AIS, 6 traditional motor ships that have not been installed with communication devices and on each ship that has been installed with AIS and communication devices, it is still not effective in terms of activation when sailing and tends to deactivate AIS and the communication device. So ship owners need to be aware of installing AIS and communication devices on ships and ship operators must also always activate AIS when sailing for shipping safety.

Abstract

Pelabuhan Merak adalah pelabuhan penyeberangan yang melayani lintasan Merak – Bakauheni yang menghubungkan Pulau Jawa dan Pulau Sumatera. Lintasan dengan jarak 15 mil ini dioperasikan oleh kapal Ro – Ro sebanyak 66 unit. Berdasarkan hasil survei di lapangan, ditemukan beberapa pelayanan bagi pengguna jasa yang belum dijalankan berdasarkan Peraturan Direktur Jenderal Perhubungan Darat Nomor: KP.5062/AP 005/DRJD/2020 tentang Pedoman Penilaian Terhadap Penerapan Standar Pelayanan Pelabuhan Penyeberangan dengan baik, seperti tidak tersedianya CCTV dan petunjuk arah yang memadai di jalur gangway, serta masih ditemukan penumpang yang menunggu kapal di jalur gangway. Penelitian ini menggunakan metode Customer Satisfaction Index untuk mengetahui index kepuasan pengguna jasa terhadap pelayanan bagi penumpang, Gap Importance Performance untuk mengetahui nilai kesenjangan antara kinerja yang diberikan oleh pihak pengelola pelabuhan dengan kepentingan yang dibutuhkan oleh penumpang dan pemetaan kuadran Importance Performance Analysis untuk menunjukkan skala prioritas atribut pelayanan sesuai dengan kepentingan pengguna jasa. Berdasarkan hasil analisis nilai index dengan menggunakan metode Customer Satisfaction Index sebesar 79,25% dan kriteria ini berada pada kategori puas. Berdasarkan hasil analisis dengan Gap Importance Performance nilai tertinggi Gap adalah (-0,78) pada atribut pelayanan rambu petunjuk arah dan nilai Gap terendah adalah (-0,21) pada atribut pelayanan kesigapan petugas darat dan ketersediaan loket. Berdasarkan hasil analisis pemetaan kuadran Importance Performance Analysis terdapat terdapat 8 atribut yang berada di kuadran I sebagai prioritas utama perbaikan sehingga perlu ditingkatkan kualitasnya agar tingkat kepuasan pengguna jasa meningkat.

Abstract

Merak Ferry Port with the Merak – Bakauheni route located in Banten Province, operates 30 ships in March with operational hours of 24 hours/day, resulting in many trips per pier. However, the realization of trips often falls short due to several factors such as breakdowns, vehicle breakdowns, facility damage, bad weather, and ship speed being below the minimum. he existing condition of ship trips per pier resulted in a target of 153 trips, with 103 trips realized, a difference of 50 trips, and a trip percentage of 68%. The result of ship service time in the waters produced an evaluation of effective time against berth working time, with 56 points meeting the standard and 28 points not meeting the standard. The effective time against berth working time met the standard.The conformity of sailing time for executive ships was 60 minutes, and for regular ships, it was 96 minutes. The realization of sailing time was 27 trips, while the scheduled trips were 115, showing that the conformity of sailing time to the realization and scheduled trips did not meet the standard. The results of this study call for faster loading and unloading processes, more effective penalties, provision of tow trucks, heavy equipment, technicians specializing in different types of vehicles, ship performance indicators, side ramp improvements, and changes in ship operation patterns.

Abstract

Kahyapu Ferry Port is a pioneering ferry port located on Enggano Island, one of Indonesia's outermost regions. Kahyapu Ferry Port plays a crucial role in supporting the lives of the people and economic activities on Enggano Island. The high demand for ferry transportation by the Enggano Island community demands an improvement in the quality of port services. However, in the field, there are still passenger service facilities that do not comply with government regulations, such as damage to the terminal building area. Based on these conditions, the author conducted a survey of the problems found and conducted an analysis to obtain analytical results and proposed solutions.
