Abstract

Penelitian ini bertujuan mengkaji adaptasi sosial pedagang warung makan UMKM di Lapangan Buladu, Kelurahan Buladu, Kecamatan Kota Barat, Kota Gorontalo. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Adaptasi sosial merupakan proses yang dilakukan individu atau kelompok untuk menyesuaikan diri dengan lingkungan sosial agar dapat hidup dan beraktivitas secara efektif. Proses ini melibatkan penyesuaian perilaku, pola pikir, dan emosi agar selaras dengan norma, aturan, serta nilai budaya setempat. Dalam konteks pelaku UMKM, adaptasi sosial membantu meningkatkan profesionalisme dan komitmen dalam pengelolaan usaha. Hasil penelitian menunjukkan beberapa aspek kunci adaptasi sosial pada pelaku usaha warung makan UMKM di Lapangan Buladu, yaitu: (1) upaya adaptasi sosial yang dilakukan pelaku UMKM; (2) keterlibatan pemerintah dalam mendukung adaptasi sosial pelaku UMKM; dan (3) modal sosial. Penelitian ini menekankan perlunya pendekatan terpadu untuk mengatasi tantangan adaptasi yang dihadapi pelaku UMKM, terutama adaptasi yang belum optimal pada pelaku UMKM baru. Dukungan berkelanjutan dari pemerintah daerah penting untuk meningkatkan dan memperkuat proses adaptasi bagi pengusaha warung makan UMKM di wilayah tersebut. Dengan demikian, isu adaptasi sosial perlu menjadi perhatian berbagai pihak agar upaya penyelesaian dan penguatan adaptasi dapat dirumuskan secara berkelanjutan.

Abstract

Penelitian ini bertujuan menganalisis bentuk partisipasi masyarakat dalam implementasi program pemberdayaan BUMD di Kabupaten Pohuwato serta faktor-faktor yang memengaruhi efektivitasnya. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dokumentasi, dan FGD. Informan terdiri dari pengelola BUMD, aparat pemerintah, tokoh masyarakat, dan penerima manfaat program yang dipilih melalui purposive dan snowball sampling. Analisis data dilakukan menggunakan model interaktif Miles, Huberman, dan Saldaña. Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat berbeda pada setiap tahapan program. Pada tahap perencanaan, partisipasi bersifat terbatas karena komunikasi yang tidak merata dan proses perumusan program yang masih top–down. Pada tahap pelaksanaan, partisipasi meningkat seiring adanya insentif ekonomi dan manfaat langsung yang dirasakan masyarakat. Namun, pada tahap evaluasi, partisipasi kembali rendah karena tidak adanya mekanisme evaluasi partisipatif yang jelas. Penelitian juga menemukan bahwa insentif ekonomi, kedekatan sosial dengan pengelola program, dan persepsi keadilan distribusi sumber daya menjadi faktor yang sangat memengaruhi tingkat keterlibatan masyarakat. Temuan penting penelitian ini adalah adanya kesenjangan antara desain program BUMD dan kebutuhan riil masyarakat, serta lemahnya ruang dialog antara warga dan pengelola BUMD. Penelitian menyimpulkan bahwa keberhasilan program pemberdayaan sangat bergantung pada kualitas komunikasi, partisipasi sejak tahap awal, dan keberadaan evaluasi yang inklusif. Kajian ini merekomendasikan penguatan mekanisme partisipatif dan peningkatan kapasitas BUMD dalam membangun kolaborasi berbasis komunitas.

Abstract

Implementasi Sistem Pemerintahan Berbasis Elektronik (SPBE) merupakan langkah strategis untuk meningkatkan kualitas pelayanan publik di Provinsi Gorontalo. Namun, tantangan budaya organisasi, seperti integritas, profesionalisme, dan komitmen perangkat daerah, menjadi hambatan utama. Penelitian ini menggunakan pendekatan kualitatif untuk menganalisis peran budaya organisasi dalam mendukung implementasi SPBE.Hasil menunjukkan integritas perangkat daerah perlu diperkuat melalui pengawasan dan pelatihan, sementara profesionalisme menghadapi tantangan berupa kesenjangan kompetensi teknis. Komitmen perangkat daerah terhadap transformasi digital juga membutuhkan peningkatan melalui budaya kerja kolaboratif. Sinergi antara integritas, profesionalisme, dan komitmen terbukti menjadi kunci keberhasilan SPBE.Penelitian merekomendasikan pengawasan yang lebih baik, pelatihan digital, dan integrasi budaya organisasi dalam kebijakan SPBE untuk mewujudkan pelayanan publik yang transparan dan akuntabel.

Abstract

This study aims to evaluate the policy for handling out-of-school children in Gorontalo Province by examining its implementation, governance mechanisms, and contextual challenges at the local level. The research employs a qualitative phenomenological approach to capture the perspectives, experiences, and interpretations of key actors involved in education policy implementation. Data were collected through in-depth interviews, document analysis, and field observations involving provincial and district education officials, school principals, teachers, local government representatives, parents, and children who had dropped out of school. The data were analyzed interactively using stages of reduction, display, and conclusion drawing, with policy evaluation focused on administrative, legal, and political dimensions. The findings indicate that the problem of out-of-school children in Gorontalo Province is most prominent among adolescents aged 16–18 years, particularly during the transition to secondary education. Economic pressure, socio-cultural norms, geographic accessibility, and limited educational infrastructure are key determinants of school discontinuation. From an administrative perspective, weaknesses in data integration and cross-sectoral coordination reduce policy effectiveness. Legally, although the policy framework is relatively strong, weak law enforcement and the absence of clear sanctions limit its coercive power. Politically, formal government support has not been fully translated into responsive and participatory policies for vulnerable groups. In conclusion, the effectiveness of policies addressing out-of-school children in Gorontalo Province depends not only on program availability but also on strengthening governance capacity, legal enforcement, and collaborative, context-sensitive implementation.

Abstract

This study aims to analyze the socio-economic impacts of tourism on Saronde Island after its management was taken over by PT. Blue Bay Divers, focusing on the community of Ponelo Village, North Gorontalo Regency. The research is based on the decreasing participation of local residents in tourism activities following privatization. The study employs a qualitative descriptive method using field studies through observation, interviews, and documentation. The findings reveal that the presence of PT. Blue Bay Divers has significantly affected the social and economic dynamics of the local community. Economically, local workforce involvement decreased by up to 90%, and only two small businesses remain from the original fifteen. Socially, there has been a decline in social cohesion and a widening gap between groups involved in tourism and those excluded. The community has lost access and participation opportunities, resulting in social alienation and new economic dependency on tourism. The study concludes that the development of tourism on Saronde Island remains exclusive and has not provided equitable benefits to local residents. Inclusive policies and human resource empowerment are needed to ensure that tourism becomes a vehicle for social solidarity and economic independence in Ponelo Village.

Abstract

Awareness of the importance of participating in elections can begin with first-time voters aged 17 to 21. The purpose of this study is to determine the motivations behind the voting decisions of first-time voters in the Gorontalo City Mayoral Election in Buladu Village, Kota Barat District. This study employs a qualitative descriptive approach. The data collected were not numerical but were obtained from various sources, such as interview results, field notes, personal documents, and other official documents. The data collection techniques used included observation, interviews, and documentation. Meanwhile, the selection of informants was conducted according to the research needs. The data analysis process was carried out through the stages of data collection, data reduction, data presentation, and drawing conclusions. The research results indicate that first-time voters in Buladu Village are influenced by several factors in deciding which candidate to choose, including parental influence, employment, dawn raids or vote-buying practices, and their level of awareness regarding the local elections. This suggests that the rationality of first-time voters remains at the level of bounded rationality, consistent with James S. Coleman’s theory of rational choice, which posits that individuals make decisions based on a cost-benefit analysis. A synthesis of the main findings of this study indicates that the political decisions of first-time voters are influenced not only by personal rational considerations but also by social, economic, and environmental factors that shape their patterns of political participation. These conditions suggest that first-time voters are still in the process of developing independent and critical political awareness when making their choices in local elections. In conclusion, first-time voters in Buladu Village are still in a transitional phase, moving from passive and normative participation toward more active participation; however, their choices in the 2024 Gorontalo City Mayoral Election are not yet fully rational and independent, as they remain influenced by parental factors, the environment, the practice of vote-buying, and a lack of political education.

Abstract

This article examines the administrative-operational gap in the implementation of the factual verification policy of independent regional head candidates in Gorontalo City, Indonesia. Different from the election governance literature that tends to emphasize procedural compliance, institutional integrity, and regulatory accountability, this article explains how implementation contradictions arise in highly procedurally organized systems. For this reason, this study developed an Administrative–Operational Reflective Governance Model (AORGM) as a conceptual framework to understand institutional adaptation to the operational complexity of election verification. Using an analytical-conceptual design, this article combines a synthesis of governance literature, policy analysis, institutional documents, and empirical evidence of selective coding results of implementation findings. The analytical framework integrates implementation theory, administrative burden, street-level bureaucracy, and reflective governance to explain the recursive relationship between policy formalization, field adaptation, socio-cultural context, and institutional learning. The findings suggest that implementation contradictions do not primarily stem from formal procedural failures, but rather from operational pressures that go beyond the adaptive capacity of institutions. Although verification targets are achieved, the implementation process results in hidden administrative burdens, officer burnout, technological instability, social tension, and adaptive informal practices. The study identifies four dimensions of reflexivity: moral, epistemic, analytical, and institutional. AORGM contributes by positioning the implementation gap as a reflective governance phenomenon, not just an administrative technical problem
