Abstract

This study aims to systematically review the development of studies on Japanese disaster cinema and identify its implications for the development of disaster education in Indonesia. The study uses a qualitative approach through a systematic literature review (SLR) following the PRISMA-based selection process. Literature was collected from international academic databases and analyzed using thematic analysis to identify patterns of meaning and trends in studies. The result of the study show that research on Japanese disaster cinema developed dynamically in the period 2012-2025 and can be classified into four main themes. The first theme relates to disaster narratives and social meaning construction, which positions film as a medium for reflecting on trauma, risk, and social charge. The second theme highlights trauma and collective memory, where cinema functions as a cultural archive that records and negotiates post-disaster experiences. The third theme discusses the relationship between humans, nature, and technology, showing how cinema represents disasters as the result of complex interactions between ecological systems, modernity, and human responsibility. The fourth theme examines the implications of cinema as a pedagogical medium capable of bridging the cognitive and affective dimensions of disaster education. The research findings confirm that cinema not only functions as a cultural representation, but also as a space for social reflection and learning that has the potential to increase risk literacy, social empathy, and critical awareness. Therefore, the use if visual media and cinematic narratives can be a complementary approach in the development of more contextual, participatory, and culture-based disaster education in Indonesia.

Abstract

Background: Indonesia's eastern maritime region, despite its immense geostrategic importance, faces persistent defense infrastructure gaps, limited naval presence, and fragmented policy implementation. This study aims to address these challenges by proposing the Hexa-Helix collaboration model as a strategic policy framework for maritime defense reinforcement. Methods: Employing qualitative strategic analysis and literature review, the research elaborates the evolution of innovation collaboration theory from the Triple Helix to a novel Hexa-Helix model tailored to the archipelagic defense context. Findings: Findings indicate that existing maritime defense efforts in Eastern Indonesia are hindered by underdeveloped naval infrastructure, limited local shipbuilding industries, and weak stakeholder integration. The Hexa-Helix model incorporates six key actors: government, navy, academia, industry, society, and media to establish a more inclusive and adaptive defense ecosystem, particularly in high-risk zones such as the Sulu Sea. Conclusion: This study concludes that the Hexa-Helix collaboration model provides an effective governance framework for addressing hybrid maritime threats by integrating defense, innovation, and public engagement across key stakeholders. The model strengthens maritime security and institutional resilience in archipelagic regions facing complex transboundary challenges. Novelty/Originality of this article: The novelty of this study lies in institutionalizing the Navy and media as independent helices, expanding conventional innovation frameworks to address hybrid threats in maritime border areas. The model offers strategic pathways for enhancing Indonesia's maritime sovereignty and fostering sustainable local defense industry growth.

Abstract

This study examines the role of cinema and audiovisual media as strategic instruments for strengthening disaster literacy and risk communication in Indonesia through a qualitative Systematic Literature Review (SLR) guided by the PRISMA framework. A total of 25 articles published between 2021 and 2025 were systematically selected from national indexed databases (SINTA and Garuda) and international academic platforms using keywords related to disaster films, educational media, and disaster literacy. The selected literature was analyzed using thematic synthesis and classified into four analytical dimensions: disaster representation, educational and literacy functions, social and psychological impacts, and mitigation and preparedness practices. The findings show that research in this field is largely oriented toward educational and mitigation perspectives, particularly through documentaries, animations, and digital learning media that convey disaster-related information in accessible and persuasive ways. Cinema is also understood as a cultural medium that integrates technical knowledge with emotional and social narratives, supporting the formation of collective awareness, empathy, and community engagement in disaster-prone areas. Audiovisual media further function as dialogical spaces linking formal education, community-based learning, and institutional risk communication strategies with implications for community preparedness and participatory disaster governance. This study contributes to the theoretical understanding of film as a medium of social representation and disaster communication, identifies gaps in long-term behavioral evaluation, and offers practical recommendations for integrating audio-visual media into disaster education and community outreach. Overall, cinema shows strong potential as a sustainable tool for strengthening disaster preparedness and enhancing social resilience in Indonesia.

Abstract

Indonesia faces high disaster risk due to its geological and geographical conditions, which disproportionately affect vulnerable groups, including young children. This situation highlights the urgency of integrating disaster education into Early Childhood Education to build awareness, preparedness, and resilience from an early age. This research aims to examine the concept and implementation of disaster education in Early Childhood Education and to analyze the roles of education personnel, parents, partners and the community in its implementation. Employing a qualitative case study approach, the research was conducted in six ECE institutions in Pangkalpinang City and Bangka Regency, Bangka Belitung Islands Province. Data were collected through in-depth interviews, participatory observation, and document analysis involving 24 informants, including teachers, parents, partner representatives, and community leaders and using the interactive model of Miles, Huberman, and Saldaña. The findings identify two empirically grounded implementation models: comprehensive (holistic) and partial integration, shaped by institutional readiness, educator capacity, and local disaster risk contexts. The research also reveals a collaborative ecosystem in which teachers function as core implementers, school leaders as coordinators, parents as learning reinforcers, and partners and community as technical supporters. These findings demonstrate that disaster education in Early Childhood Education is practiced in adaptive and context-specific forms. This research contributes an ecosystem-based, multi-stakeholder framework to strengthen sustainable disaster preparedness and long-term resilience from early childhood.

Abstract

Hydrometeorological disasters are the most dominant type of disasters in Indonesia and have been increasing due to climate change. Batam City, as an archipelagic region highly dependent on the tourism sector, faces significant risks to infrastructure disruption caused by such disasters. This study aims to analyze the role of local government in non-structural mitigation and its implications for the resilience of tourism infrastructure. This research employs a qualitative approach using descriptive-analytical methods based on literature review and policy analysis. The findings indicate that local governments play a strategic role in regulatory formulation, institutional capacity building, public education, and cross-sectoral coordination. However, the implementation of non-structural mitigation still faces several challenges, including limited resources, weak inter-agency coordination, and low public participation. This study recommends strengthening disaster risk governance through collaborative approaches and integrating mitigation policies into tourism development planning to enhance sustainable infrastructure resilience.

Abstract

Abstrak Selasa, 7 Desember 2021, banjir diketahui menggenangi 16 titik di Kota Makassar, termasuk ruas jalan-jalan protokol seperti JL. AP. Pettarani dan beberapa titik Jalan Perintis Kemerdekaan. Banjir, merupakan salah satu bencana yang beberapa kali terjadi di Kota Makassar. Kota Makassar dengan kondisi topografi dataran rendah yang landai dengan hamparan dataran rendah yang berada pada ketinggian 0-25 meter di atas permukaan laut serta dekat dengan pantai dan tempat bermuaranya 2 (dua) sungai besar yaitu Sungai Jeneberang dan Sungai Tallo. Hal ini menyebabkan presentasi kejadian banjir semakin tinggi akibat kenaikan permukaan laut dan curah hujan yang tinggi. Selain itu, beberapa faktor penyebab banjir di Kota Makassar diantaranya kondisi drainase yang tidak lagi memadai disebabkan oleh sistem perencanaan drainase perkotaan yang buruk dan tidak terkoneksi satu sama lain komponennya, tidak cukupnya Ruang Terbuka Hijau akibat lemahnya RUTRW Kota Makassar, meningkatnya pembangunan kawasan pemukiman yang berakibat pada kurangnya wilayah resapan air, kurangnya komunikasi pemerintah dengan masyarakat dalam penanggulangan banjir, dan ketidaksinkronan program kerja pengendalian banjir dan implementasi SKPD. Tulisan ini fokus dalam pengkajian faktor-faktor yang mempengaruhi kejadian banjir di Kota Makassar berdasarkan kajian berbagai literatur, dengan harapan mampu memberikan sumbangsih bagi peningkatan mitigasi banjir di Kota Makassar. Kajian literatur ini akan terbatas pada identifikasi dan telaah pada faktor-faktor yang berpengaruh pada kejadian banjir serta tata ruang Kota Makassar. Pettarani and some points of Independence Pioneer Road. Flood, is one of the disasters that has occurred several times in Makassar City. Makassar City with sloping lowland topographic conditions with a stretch of lowlands located at an altitude of 0-25 meters above sea level and close to the coast and where 2 (two) major rivers emptied, namely the Jeneberang River and the Tallo River. This has led to higher flood events due to sea level rise and heavy rainfall. In addition, several factors that cause floods in Makassar City include drainage conditions that are no longer adequate due to a poor urban drainage planning system and are not connected to each other's components. insufficient Green Open Space due to the weak RUTRW of Makassar City, the increasing development of residential areas which results in a lack of water catchment areas, lack of government communication with the community in flood management, and misalignment of flood control work programs and SKPD implementation. This paper focuses on assessing the factors that influence flood events in Makassar City based on the study of various literature, with the hope of being able to contribute to improving flood mitigation in Makassar City. Abstract

Abstract This study about distribution of vulnerability area climate change impacts in Central Lombok, Indonesia. The design of research is used descriptive methods and qualitative research types. Spatial planning is closely related to disaster. Indonesia is a region that is very vulnerable to disasters, therefore in the preparation of spatial planning must always refer to the potential dangers or threats that exist in an area. One of the disasters that currently threatens Indonesia is climate change. Climate change is a problem that is faced by all people in the world, including Indonesia. Indonesia is an archipelago state, this situation makes Indonesia very vulnerable to the negative impacts of climate change. Climate change not only impacts the environment, but also has a direct impact on human life. Central Lombok is located on a small island which makes its territory more vulnerable to the impacts of climate change. Keywords: Climate Change, Disaster, Spatial Planning, Impact.
