Abstract

Pada tahun 2022 Kota Sukabumi mengalami kenaikan kasus TB yang cukup signifikan dari 1.256 menjadi 1.602 kasus. Selain itu, masih terdapat stigma negatif dari masyarakat terhadap TB dan penderita nya. Untuk menanggulangi kasus TB, Pemerintah Kota Sukabumi telah berupaya dengan melaksanakan kebijakan program penanggulangan TB yaitu program Temukan, Obati Sampai Sembuh Penderita Tuberkulosis (TOSS-TB). Penelitian ini bertujuan untuk mengetahui implementasi Program TOSS-TB dari pecegahan sampai peyembuhan di Puskesmas Selabatu Kota Sukabumi dengan proses penelitian yang dilakukan mengacu pada teori implementasi kebijakan dengan indikator analisis yaitu ketepatan kebijakan, ketepatan pelaksanaan, ketepatan target, ketepatan lingkungan dan ketepatan proses. Adapun metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik purposive sampling dan jumlah responden sebanyak enam informan. Hasil dari penelitian ini yaitu dalam implementasi program TOSS-TB di wilayah Puskesmas Selabatu Kota Sukabumi baik dari ketepatan kebijakan, pelaksanaan yang dilakukan dan ketepatan target yang telah direncanakan, serta ketepatan lingkungan terhadap pelaksanaan kemudian proses yang dilaksanakan masih belum cukup sesuai dengan kebijakan program TOSS-TB dalam pengimplementasiannya. Rekomendasi terhadap pelaksanaan implementasi program TOSS-TB diantaranya adalah diperlukan peningkatan kerja sama dengan stakeholder atau lintas sektor seperti rumah sakit khusus penanganan TB dan pihak organisasi masyarakat guna memutus rantai penyebaran TB, selain itu peningkatan pemberian informasi kepada masyarakat mengenai TB dan penderita TB bersamaan dengan pengoptimalan publikasi media massa untuk mengsosialisasikan tentang penanggulangan TB.

Abstract

This study is motivated by the lack of understanding and awareness among the people of Sukabumi City regarding the importance of being rational voters. Based on the 2019 local election, it was found that 9% of voters in Sukabumi City were still pragmatic. The type of research used in this study is qualitative research with a descriptive approach. The aim of this study is to identify the strategies employed by the Sukabumi City Election Commission (KPU) to increase the number of rational voters in the 2024 elections in Sukabumi City. The data and information required for this study were obtained from informants using two types of data, namely primary and secondary data. The data collection technique used in this study is snowball sampling. This study employs Geoff Mulgan's theory, which consists of three dimensions: Purpose, Action, and Environment. The results show that the purpose of the socialization strategy by the Sukabumi City Election Commission is to raise the awareness of the people of Sukabumi City about the importance of being rational, intelligent, and high-quality voters. The actions taken by the Sukabumi City Election Commission include providing counseling on the importance of voting, understanding candidates and their platforms, and proper voting procedures. This includes voter education for first-time voters and distributing flyers to the people of Sukabumi City through various programs like Sapa Warga, public discussions, social media campaigns, and the distribution of voter education materials. The environment of the socialization strategy implemented by the Sukabumi City Election Commission is reviewed from several aspects of community behavior based on economic, social, and cultural aspects. Essentially, the environment and community behavior will influence the voter categories themselves.

Abstract

Bank is an institution that becomes a place or place to carry out various transactions related to finance. By collecting funds from the public in the form of savings and channeling these funds back to the community in the form of loans. Along with the development of technology and information, there is an evolution that leads to digital banking services. This service aims to improve the effectiveness of the Bank's operational activities and service quality to the public in general and customers in particular. For this reason, PT Bank Mandiri Sukabumi Area as a State-Owned Enterprise (BUMN) follows the policies set by the head office regarding digital transaction services by presenting an online application called Livin 'By Mandiri. The online application is expected to be able to provide online services effectively in transactions, so that problems that often occur such as service limits at service hours, long and long queues and other problems that arise can be resolved by using online services using Livin 'By Mandiri. Various kinds of features are presented to make it easier for people to make transactions without having to waste time and energy going directly to the bank. The whole community can use Livin' By independently anywhere and anytime without any time limit. However, not all people immediately want to use the Livin 'By Mandiri online service policy, there are some customers who do not know or do not understand how to use the online service application. The type of research used is descriptive research using a qualitative approach. Continuous education is needed so that all people can enjoy the convenience of online transactions using Livin By Mandiri

Abstract

Penelitian ini membahas tentang evaluasi kebijakan tentang penyediaan dan pemanfaatan ruang terbuka hijau (RTH) di Kota Sukabumi. Tujuan dari penelitian ini adalah untuk mengetahui evaluasi kebijakan tentang penyediaan dan pemanfaatan Ruang Terbuka Hijau (RTH) di Kota Sukabumi (Studi Kasus di Dinas Tata Ruang dan Permukiman Kota Sukabumi) Penelitian ini menggunakan metode kualitatif. Dalam penelitian ini, yang menjadi unit penelitian adalah Dinas Tata Ruang dan Permukiman Kota Sukabumi. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik wawancara, observasi, dan dokumentasi. Adapun teknik analisis data yang digunakan dalam penelitian ini adalah teknik analisa kualitatif melalui tiga tahap yakni reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini bahwa implementasi kebijakan Ruang Terbuka Hijau (RTH) di Kota Sukabumi mengalami kemajuan yang signifikan, dengan peningkatan luas RTH dan pembangunan taman dan lapangan hijau yang diapresiasi oleh masyarakat. Meskipun demikian, terdapat kendala seperti penurunan penanaman pohon selama pandemi dan kurangnya pemahaman masyarakat mengenai pengelolaan sampah. Evaluasi kebijakan yang berkesinambungan dan responsivitas terhadap masalah tersebut perlu dilakukan untuk meningkatkan efektivitas kebijakan RTH. Dengan penanganan yang tepat, diharapkan kebijakan RTH di Kota Sukabumi dapat terus meningkatkan efektivitasnya dalam menjaga kualitas lingkungan hidup dan kesejahteraan masyarakat, dengan memperhatikan perlindungan vegetasi, partisipasi masyarakat, pengendalian polusi udara, dan penyesuaian peraturan sesuai kebutuhan dan kondisi kota

Abstract

The Children’s Birth Certificate Service through Online Immediately, Easily and Quickly or called Ananda Sehat Service is a form of online service operated by means of an application with the purpose of making the community easier, faster and happier for obtaining birth certificate. The research was aimed at finding out the implementation of the Ananda Sehat Service program at the Population and Civil Registration Department of Sukabumi City. The research method used was descriptive qualitative. The techniques of collecting data conducted included observation, interview and documentation. The research applied the three dimensions of program implementation from Charles O Jones. The results indicate that the implementation of the Ananda Sehat Service program at the Population and Civil Registration Department of Sukabumi City is considered to be still less optimal because the application of Ananda Sehat Service often experiences bugs during accessing its services; the information about the existence of Ananda Sehat Service has not evenly been distributed to the society; and, there is no clarity regarding Standard Operating Procedures and schedule for system maintenance of the Ananda Sehat Service.

Abstract

Tujuan dari penelitian ini yaitu untuk menganalisis pelayanan administrasi kependudukan melalui program SIMPELIN ditinjau dari perspektif E-government di Kabupaten Sukabumi. SIMPELIN (Sistem Pelayanan online) adalah salah satu upaya yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukabumi untuk menerapkan sistem pemerintahan berbasis elektronik, dimana semua pelayanan yang diberikan berbasis digital. Namun, pemanfaatan program SIMPELIN dalam pelayanan administrasi kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukabumi masih belum optimal. Metode yang digunakan dalam penelitian ini adalah metode penelitian kuantitatif dengan pendekatan deskriptif. Teknik pengumpulan data pada penelitian ini menggunakan observasi, wawancara, kuesioner, dan studi kepustakaan. Dalam penelitian ini menggunakan metode teknik purposive sampling dalam pengambilan sampel dengan jumlah 96 sampel. Uji hipotesis menggunakan uji satu sampel t-test, sedangkan uji validitas menggunakan kolerasi product moment dan uji reliabilitas menggunakan metode Cronbach Alpha. Hasil penelitian menunjukkan bahwa pelayanan administrasi kependudukan melalui program SIMPELIN ditinjau dari perspektif E-government di Kabupaten Sukabumi termasuk pada skala dan klasifikasi efektif.

Abstract

Negara Indonesia mengatur penertiban status dan penggunaan hak-hak atas tanah, sebagai cara untuk meningkatkan kepastian hukum dengan memberikan sertifikat kepemilikan hak-hak atas tanah. Penyelenggaraan pendaftaran tanah sistematis lengkap dapat dilaksanakan sebagai kegiatan rutinitas Kantor Pertanahan atau merupakan kegiatan tahunan dari suatu proyek atau program. Penelitian ini berfokus pada pengimplementasian pada tahun 2021 yang berdasarkan hasil dari observasi, terdapat beberapa hambatan yang membuat program PTSL tidak mencapai target yaitu : (1) Antusias masyarakat kurang terhadap PTSL ini; (2) Rata-rata bidang tanah di Kabupaten Sukabumi tidak memiliki berkas warkah yang lengkap; (3) Batas administrasi Desa belum lengkap. Tujuan dari penelitian ini adalah untuk menganalisis implementasi kebijakan pembuatan sertifikat tanah pendaftaran sistematis lengkap di Badan Pertanahan Nasional Kabupaten Sukabumi. Metode dalam penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan empat dimensi implementasi kebijakan dari Edward III. Dari penelitian diperoleh kesimpulan bahwa implementasi kebijakan pembuatan sertifikat tanah pendaftaran sistematis lengkap di Badan Pertanahan Nasional Kabupaten Sukabumi sudah berjalan dengan baik jika dilihat dari sisi komunikasi dan sumber daya. Namun dari sisi disposisi dan struktur birokrasi belum berjalan dengan baik. Hal tersebutlah yang menghambat keberhasilan dari implementasi kebijakan pembuatan sertifikat tanah pendaftaran sistematis lengkap di Badan Pertanahan Nasional Kabupaten Sukabumi.

Abstract

This study examines the effectiveness of the SIJIMAT BOSS Program in increasing the number of Business Identification Number (NIB) ownership among MSMEs in Sukabumi City. The problem phenomenon identified is the low awareness of MSME actors of the importance of having NIB, even though NIB provides various benefits of legality and legal protection for businesses. This study aims to evaluate the extent to which the SIJIMAT BOSS program has succeeded in achieving the target of increasing NIB ownership and identifying inhibiting and supporting factors for the implementation of this program. The research method used is a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation using snowball sampling technique to determine informants. The results show that although this program has succeeded in increasing the number of NIB ownership, there are still some obstacles, such as the lack of effective socialization and cooperation between agencies that is not yet optimal. The program also shows good adaptation through cooperation with various parties, although it still needs improvement in several aspects, such as the provision of adequate facilities and infrastructure. In conclusion, the SIJIMAT BOSS Program has great potential in improving business legality among MSMEs, but still requires improvement in socialization and coordination between related agencies.

Abstract

In an effort to realize services for the community to provide respect, protection, and fulfillment of the rights of habilitation and social rehabilitation for people with disabilities, the Ministry of Social Affairs of the Republic of Indonesia runs a Social Rehabilitation Assistance service program or known as social ATENSI. Social attention for persons with disabilities is a social rehabilitation service that is carried out on a family basis, LKS/community basis, and on a residential basis. The purpose of this research is to find out how the social attention program is implemented for persons with disabilities in Sukabumi City. The research method used is qualitative with a descriptive approach. The theory used in this study is the theory of policy implementation from O. Jones which has three dimensions including organization, interpretation, and application. Based on the findings from this study, it can be concluded that the implementation of the social attention program for persons with disabilities in Sukabumi City is not optimal so that socialization and data collection of persons with disabilities is needed more broadly because there are still persons with disabilities who have not received social attention assistance.

Abstract

Long-Term Contraceptive Method is a contraceptive that can be used for a long time, which is more than three years used to delay, minimize pregnancy, and stop fertility, which includes IUD, Implant and steady contraception, this study aims to determine the factors associated with the use of Long-Term Contraceptive Method in Sukabumi City. The purpose of this study is to determine the strategy of the Office of Population Control, Family Planning, Women's Empowerment and Child Protection (DP2KBP3A) in achieving the target of the long-term contraceptive method program in Sukabumi City. This study used descriptive qualitative methods with observational data collection techniques, interviews and documentation. Data analysis was carried out by snowball sampling technique, namely by determining informants who were initially small in number and then enlarged. The results of this study measured by strategy indicators by  Mintzberg et al (2003) show that the Agency in achieving the targets of the MKJP program begins with planning, implementing and evaluating. However, in the implementation there are still some obstacles. Existing programs have helped in the process of implementing long-term contraceptive method programs. But not yet fully optimized. Therefore, it is necessary to expand the range of strategies, so that the program of long-term contraceptive methods is maximized.
