Abstract

This research aims to evaluate the effectiveness of the Women-Headed Family Empowerment Program implemented by the Population Control Service, Family Planning and Women's Empowerment, Child Protection (DP2KBP3A). This research uses an evaluation approach based on the Stufflebeam model, which includes context, input, process and product as the main dimensions of evaluation. The research method used is qualitative. Data was collected through surveys, interviews and documentation studies to gain a holistic understanding of program implementation. The research results show that the Female Head of Family Empowerment Program has had a positive impact on participants. There has been a significant increase in the skills and knowledge of female heads of families in managing economic resources and overcoming the challenges of daily life. In addition, this program has succeeded in increasing access of female heads of families to reproductive health services and education

Abstract

This study aims to evaluate the effectiveness of HIV/AIDS control policies in Sukabumi City based on indicators of goal achievement, integration, and adaptation. With a qualitative approach and case study method, data is collected through interviews, observations, and document studies. The informants included health officials and people living with HIV/AIDS. The results of the study show that the policy is quite effective with the provision of free health facilities, socialization programs such as "KPA Goes to School," and pentahelix collaboration involving the government, communities, academics, media, and NGOs. Obstacles are still found, including stigma against ODHA and less optimal information distribution. This research contributes to adding scientific insights related to the effectiveness of public policies, especially in HIV/AIDS control, as a reference for evaluating and improving similar policies in other regions. In addition, the findings of this study provide practical recommendations to strengthen cross-sectoral work, optimize social media as an educational tool, and develop inclusive strategies for vulnerable groups. In conclusion, this policy is able to reduce the spread of HIV/AIDS by improving several aspects of the identified implementation.

Abstract

The purpose of this study was to determine how the strategy of the Komisi Pemilihan Umum of Sukabumi City to increase voter participation with disabilities in the upcoming 2024 elections. The research method used is qualitative, the informant settings that researchers determine in this study are the Chairperson of the Sukabumi City Komisi Pemilihan Umum, the Coordinator of the Socialization Division, Voter Education, Community Participation, and Human Resources, Persons with Disabilities of Gunung Puyuh District. The data collection techniques used were observation, interview, and documentation, and the data validation used was triangulation technique. The results of this study show that the Sukabumi KPU has implemented the principles of strategic planning and action selection in accordance with the theory proposed by Salusu (2015). The implementation of this effective strategy leads to more directed and successful efforts in increasing voter participation with disabilities in the 2024 General Election in Sukabumi City.

Abstract

This study is motivated by the lack of understanding and awareness among the people of Sukabumi City regarding the importance of being rational voters. Based on the 2019 local election, it was found that 9% of voters in Sukabumi City were still pragmatic. The type of research used in this study is qualitative research with a descriptive approach. The aim of this study is to identify the strategies employed by the Sukabumi City Election Commission (KPU) to increase the number of rational voters in the 2024 elections in Sukabumi City. The data and information required for this study were obtained from informants using two types of data, namely primary and secondary data. The data collection technique used in this study is snowball sampling. This study employs Geoff Mulgan's theory, which consists of three dimensions: Purpose, Action, and Environment. The results show that the purpose of the socialization strategy by the Sukabumi City Election Commission is to raise the awareness of the people of Sukabumi City about the importance of being rational, intelligent, and high-quality voters. The actions taken by the Sukabumi City Election Commission include providing counseling on the importance of voting, understanding candidates and their platforms, and proper voting procedures. This includes voter education for first-time voters and distributing flyers to the people of Sukabumi City through various programs like Sapa Warga, public discussions, social media campaigns, and the distribution of voter education materials. The environment of the socialization strategy implemented by the Sukabumi City Election Commission is reviewed from several aspects of community behavior based on economic, social, and cultural aspects. Essentially, the environment and community behavior will influence the voter categories themselves.

Abstract

Human rights are universal rights that must be protected, including the rights of people with disabilities. This study aims to explore collaboration in public services for people with disabilities in Sukabumi City, through collaboration between the Social Service and PD Nasyiatul 'Aisyiyah. The research method used is qualitative, with interviews and analysis of collaboration theory. The results of the study indicate that although collaboration has been established, there are challenges such as the lack of formal structures (MoU) and suboptimal community participation. This study concludes that improving formal structures and participation can improve the inclusiveness of public services for people with disabilities. Thus, this collaboration has the potential to become a best practice model in inclusive public services. The contribution of this study is to provide empirical insight into the practice of collaboration in inclusive public services, especially for people with disabilities, at the local level. Identifying inhibiting and supporting factors in cross-sector collaboration that can be used as a reference for similar policies and practices in other areas. Offering recommendations for strengthening formal structures and increasing community participation as strategic steps towards more inclusive public services. And providing an initial framework that can be adapted as a best practice model in public service collaboration to improve the welfare of people with disabilities.

Abstract

This study aims to evaluate the SMK3 policy at the Sukabumi City Environmental Agency with a focus on effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy of implementation. This study uses a qualitative approach with a case study method and data analysis of the Miles and Huberman interactive model. Data were collected through observation, interviews, documentation, and triangulation. The research informants include the head of the agency, the head of the field, the waste collection officer, and the manager of the landfill (TPA). The results of the study explained that the effectiveness of the implementation of SMK3 has not been optimal, as seen from the lack of PPE use and lack of training. The efficiency of resource use has not been maximized, with limited budgets and lack of coordination. The adequacy of tools and training is not enough to protect workers. The equitable distribution of PPE has been carried out but the quality still needs to be improved. The responsiveness where the SMK3 policy has not fully responded to the needs of officers. And the accuracy in the implementation of SMK3 in the field is not fully in accordance with existing guidelines. The research contribution is to enrich the literature on the implementation of the Occupational Safety and Health Management System (SMK3) in the government sector, especially the Environment Agency, by identifying factors that affect policy effectiveness, such as management commitment, resource availability, and employee participation. This study provides strategic recommendations to improve the effectiveness of SMK3 policies, including the provision of adequate PPE, the preparation of SOPs, routine training, increased coordination between agencies, and community education. This research can be used as a basis in decision-making for the improvement of SMK3 policies at the local level, by emphasizing the importance of monitoring, periodic evaluation, and adequate resource allocation to ensure the occupational safety and health of waste collection officers.

Abstract

This study, titled The Influence of Movable Asset Management on the Security of Regional Government Property at the Regional Secretariat of Sukabumi City, aims to examine the extent to which movable asset management affects asset security effectiveness. The research applied a quantitative descriptive approach using an associative method. The sample consisted of 63 respondents selected through simple random sampling. Data were collected through questionnaires, interviews, observations, and documentation. The analysis revealed a moderate relationship between movable asset management and asset security, with a correlation coefficient of 0.576 and a determination coefficient of 33.2%. Simple linear regression resulted in the equation Y = 18.884 + 0.920X, while the t-test showed a significant influence of movable asset management on asset security (t-value 5.510 > t-table 1.999, sig. 0.000 < 0.05). The findings conclude that effective movable asset management enhances the security of regional assets in administrative, physical, and legal aspects. The study recommends improving data recording systems, enhancing inter-unit coordination, and strengthening human resource capacity in asset management practices.

Abstract

This study aims to analyze the influence of the implementation of movable asset management in asset administration on asset user discipline at the Office of Population Control, Family Planning, Women Empowerment, and Child Protection in Sukabumi City. The research background highlights the administrative irregularities in regional asset utilization that hinder accountability and public service efficiency. A descriptive quantitative approach was employed, using a saturated sampling technique involving 100 respondents. Data were collected through questionnaires, observation, interviews, and literature studies. Simple linear regression analysis results indicate a positive and significant influence of movable asset management on user discipline, with a determination coefficient of 68.4%. This suggests that improved asset management through inventory, legal audits, valuation, utilization, and monitoring correlates with higher employee discipline in accountable and orderly asset use. The findings reinforce the importance of systematic asset governance in fostering a culture of discipline within local government institutions.

Abstract

Tujuan penelitian ini untuk mengetahui Kredibilitas dan Integritas Komisi Pemilihan Umum Kota Sukabumi Sebagai Penyelenggara Pemilihan Umum 2024. Metode penelitian yang digunakan adalah kuantitatif deskriptif. Teknik pengambilan sampel yang peneliti gunakan adalah purposive sampling, dengan jumlah populasi adalah 100 dan sampel 80 responden serta untuk mengumpulkan data, peneliti melakukan observasi, studi kepustakaan, dan penyebaran angket. Berdasarkan koefisien korelasi menunjukkan hubungan sangat kuat antara kredibilitas, integritas dan pemilihan umum senilai 0,826. Sedangkan koefisien determinasi menunjukkan kredibilitas dan integritas Komisi Pemilihan Umum berpengaruh positif terhadap pemilihan umum yaitu sebesar 68,2%. Berdasarkan hasil dari penelitian ini menunjukan bahwa Komisi Pemilihan Umum Kota Sukabumi memiliki kredibilitas dan integritas sebagai penyelenggara pemilihan umum 2024.

Abstract

This research is motivated by the problem of suboptimal operation of the Lembursitu Market in Sukabumi City, which has been revitalized through the construction of the Jabar Juara People's Market, inaugurated in August 2022, and which meets the Indonesian National Standard (SNI 8152:2021). However, its implementation has not had a significant positive impact. The current market conditions are quiet and have not operated optimally, resulting in the revocation of the SNI label for the Lembursitu Market in Sukabumi City in 2023. Field findings indicate that many kiosks remain unoccupied, market activity is minimal, and the number of visitors remains low. Meanwhile, the condition of the terminal is also less supportive because the infrastructure is chaotic and unorganized. This condition indicates an imbalance in governance and a lack of synergy between the two public facilities. This study aims to examine the opportunities for integration of the Lembursitu Market and Terminal through a collaborative governance approach. This study employs a qualitative approach, utilizing data collection techniques that include observation, interviews, and documentation. The results of the survey show that meeting physical standards alone is not enough without being supported by effective market and terminal management. To optimize the integrated function of the market and terminal, collaborative cooperation between various parties is needed. By applying the principles of cooperative governance, as outlined by Ansell & Gash (2008), more effective integration can be achieved through open dialogue, increased trust between actors, and institutional design that supports sustainability between the market and the terminal. This study also highlights the importance of involving informal stakeholders such as traders and public transportation drivers, who have proven to be important in forming a practical and sustainable integration model.
