Abstract

This study aims to evaluate the SMK3 policy at the Sukabumi City Environmental Agency with a focus on effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy of implementation. This study uses a qualitative approach with a case study method and data analysis of the Miles and Huberman interactive model. Data were collected through observation, interviews, documentation, and triangulation. The research informants include the head of the agency, the head of the field, the waste collection officer, and the manager of the landfill (TPA). The results of the study explained that the effectiveness of the implementation of SMK3 has not been optimal, as seen from the lack of PPE use and lack of training. The efficiency of resource use has not been maximized, with limited budgets and lack of coordination. The adequacy of tools and training is not enough to protect workers. The equitable distribution of PPE has been carried out but the quality still needs to be improved. The responsiveness where the SMK3 policy has not fully responded to the needs of officers. And the accuracy in the implementation of SMK3 in the field is not fully in accordance with existing guidelines. The research contribution is to enrich the literature on the implementation of the Occupational Safety and Health Management System (SMK3) in the government sector, especially the Environment Agency, by identifying factors that affect policy effectiveness, such as management commitment, resource availability, and employee participation. This study provides strategic recommendations to improve the effectiveness of SMK3 policies, including the provision of adequate PPE, the preparation of SOPs, routine training, increased coordination between agencies, and community education. This research can be used as a basis in decision-making for the improvement of SMK3 policies at the local level, by emphasizing the importance of monitoring, periodic evaluation, and adequate resource allocation to ensure the occupational safety and health of waste collection officers.

Abstract

This study, titled The Influence of Movable Asset Management on the Security of Regional Government Property at the Regional Secretariat of Sukabumi City, aims to examine the extent to which movable asset management affects asset security effectiveness. The research applied a quantitative descriptive approach using an associative method. The sample consisted of 63 respondents selected through simple random sampling. Data were collected through questionnaires, interviews, observations, and documentation. The analysis revealed a moderate relationship between movable asset management and asset security, with a correlation coefficient of 0.576 and a determination coefficient of 33.2%. Simple linear regression resulted in the equation Y = 18.884 + 0.920X, while the t-test showed a significant influence of movable asset management on asset security (t-value 5.510 > t-table 1.999, sig. 0.000 < 0.05). The findings conclude that effective movable asset management enhances the security of regional assets in administrative, physical, and legal aspects. The study recommends improving data recording systems, enhancing inter-unit coordination, and strengthening human resource capacity in asset management practices.

Abstract

This study aims to analyze the influence of the implementation of movable asset management in asset administration on asset user discipline at the Office of Population Control, Family Planning, Women Empowerment, and Child Protection in Sukabumi City. The research background highlights the administrative irregularities in regional asset utilization that hinder accountability and public service efficiency. A descriptive quantitative approach was employed, using a saturated sampling technique involving 100 respondents. Data were collected through questionnaires, observation, interviews, and literature studies. Simple linear regression analysis results indicate a positive and significant influence of movable asset management on user discipline, with a determination coefficient of 68.4%. This suggests that improved asset management through inventory, legal audits, valuation, utilization, and monitoring correlates with higher employee discipline in accountable and orderly asset use. The findings reinforce the importance of systematic asset governance in fostering a culture of discipline within local government institutions.

Abstract

Tujuan penelitian ini untuk mengetahui Kredibilitas dan Integritas Komisi Pemilihan Umum Kota Sukabumi Sebagai Penyelenggara Pemilihan Umum 2024. Metode penelitian yang digunakan adalah kuantitatif deskriptif. Teknik pengambilan sampel yang peneliti gunakan adalah purposive sampling, dengan jumlah populasi adalah 100 dan sampel 80 responden serta untuk mengumpulkan data, peneliti melakukan observasi, studi kepustakaan, dan penyebaran angket. Berdasarkan koefisien korelasi menunjukkan hubungan sangat kuat antara kredibilitas, integritas dan pemilihan umum senilai 0,826. Sedangkan koefisien determinasi menunjukkan kredibilitas dan integritas Komisi Pemilihan Umum berpengaruh positif terhadap pemilihan umum yaitu sebesar 68,2%. Berdasarkan hasil dari penelitian ini menunjukan bahwa Komisi Pemilihan Umum Kota Sukabumi memiliki kredibilitas dan integritas sebagai penyelenggara pemilihan umum 2024.

Abstract

This research is motivated by the problem of suboptimal operation of the Lembursitu Market in Sukabumi City, which has been revitalized through the construction of the Jabar Juara People's Market, inaugurated in August 2022, and which meets the Indonesian National Standard (SNI 8152:2021). However, its implementation has not had a significant positive impact. The current market conditions are quiet and have not operated optimally, resulting in the revocation of the SNI label for the Lembursitu Market in Sukabumi City in 2023. Field findings indicate that many kiosks remain unoccupied, market activity is minimal, and the number of visitors remains low. Meanwhile, the condition of the terminal is also less supportive because the infrastructure is chaotic and unorganized. This condition indicates an imbalance in governance and a lack of synergy between the two public facilities. This study aims to examine the opportunities for integration of the Lembursitu Market and Terminal through a collaborative governance approach. This study employs a qualitative approach, utilizing data collection techniques that include observation, interviews, and documentation. The results of the survey show that meeting physical standards alone is not enough without being supported by effective market and terminal management. To optimize the integrated function of the market and terminal, collaborative cooperation between various parties is needed. By applying the principles of cooperative governance, as outlined by Ansell & Gash (2008), more effective integration can be achieved through open dialogue, increased trust between actors, and institutional design that supports sustainability between the market and the terminal. This study also highlights the importance of involving informal stakeholders such as traders and public transportation drivers, who have proven to be important in forming a practical and sustainable integration model.

Abstract

Masyarakat telah dipermudah dalam mengawasi dan memberikan pengaduan pada pemerintah dengan program nasional yang merupakan suatu aplikasi bernama E-LAPOR (Layanan Aspirasi Pengaduan Online Rakyat). Namun yang terjadi di Kabupaten Sukabumi yakni masih minimnya sosialisasi penggunaan E-LAPOR sehingga masih banyak masyarakat yang belum dapat mengoptimalkan pemanfaatan aplikasi E-LAPOR. Tujuan dari penelitian ini adalah mengetahui bagaimana implementasi aplikasi E-lapor dengan menggunakan pendekatan implementasi kebijakan dari Donald Van Metter dan Carl Varn Horn yang mempunyai 6 (enam) variabel. Penelitian ini bersifat kualitatif yang menggunakan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Penentuan informan dilakukan dengan teknik snowball sampling kepada stakeholder yang dianggap tahu terkait permasalahan yang ada. Dari penelitian diperoleh kesimpulan bahwa implementasi aplikasi E-lapor pada Dinas Komunikasi Informatika dan Persandian Kabupaten Sukabumi sudah berjalan dengan baik jika dilihat dari sisi ukuran dan tujuan kebijakan serta karakteristik agen pelaksana. Namun dari sisi sumber daya, sikap atau kecenderungan pelaksana, komunikasi antarorganisasi dan aktivis pelaksana, dan lingkungan ekonomi sosial dan politik belum berjalan dengan baik. Hal tersebutlah yang menghambat keberhasilan dari implementasi aplikasi E-lapor pada Dinas Komunikasi Informatika dan Persandian Kabupaten Sukabumi.Kata kunci: Implementasi, E-lapor, Diskominfo

Abstract

Sukabumi, located in West Java Province, faces serious challenges related to high unemployment rates. This phenomenon is a complex issue that needs to be addressed. One of the solutions that have been proposed and implemented in various regions, including Sukabumi, is the Job Training Program. This research aims to determine the effectiveness of the job training program conducted by the Manpower Office in reducing the unemployment rate in Sukabumi. The research method uses a qualitative approach with a descriptive method. It employs the theory of the "Four Accuracies" by Richard Matland, which has been developed into "Five Accuracies" by Dian Purwanti. The Job Training Program in Sukabumi is still not optimal and faces many challenges, especially in the training provided. There is a lack of clarity after completing the program, and the job opportunities available do not match the market needs in Sukabumi. This program should collaborate with the job fair programs provided by the Sukabumi Manpower Office to make job training more effective and aligned with the current job market needs. Additionally, there is no monitoring of participants who have completed the Job Training Program, which should be carried out by the Sukabumi Manpower Office to assess the effectiveness of the program in reducing unemployment rates in Sukabumi.

Abstract

Penelitian ini dilatarbelakangi oleh rendahnya kepemilikan akta kelahiran di wilayah kerja UPT Disdukcapil Wilayah VII Cileungsi, yang hanya mencapai 42,98% dari total populasi, meskipun akta kelahiran merupakan dokumen penting bagi pemenuhan hak sipil masyarakat. Tujuan penelitian ini adalah untuk menilai efektivitas pelayanan administrasi kependudukan dalam penerbitan akta kelahiran serta mengidentifikasi faktor-faktor penghambatnya. Penelitian menggunakan pendekatan kualitatif dengan desain deskriptif, melibatkan observasi, wawancara mendalam, dan analisis dokumen yang dilaksanakan selama tiga bulan. Hasil penelitian menunjukkan bahwa pelayanan dinilai cukup efektif berdasarkan indikator produktivitas, kualitas, fleksibilitas, dan kepuasan, sementara efisiensi masih terkendala oleh keterbatasan infrastruktur teknologi dan gangguan jaringan. Faktor penghambat lainnya mencakup keterbatasan anggaran, minimnya literasi administrasi masyarakat, dan hambatan teknis. Penelitian ini merekomendasikan modernisasi sarana pelayanan, penguatan kompetensi sumber daya manusia, serta intensifikasi sosialisasi kepada masyarakat guna meningkatkan literasi administrasi. Implementasi rekomendasi tersebut diharapkan dapat menciptakan pelayanan yang adaptif, efisien, dan responsif terhadap kebutuhan publik.

Abstract

Pada tahun 2022 Kota Sukabumi mengalami kenaikan kasus TB yang cukup signifikan dari 1.256 menjadi 1.602 kasus. Selain itu, masih terdapat stigma negatif dari masyarakat terhadap TB dan penderita nya. Untuk menanggulangi kasus TB, Pemerintah Kota Sukabumi telah berupaya dengan melaksanakan kebijakan program penanggulangan TB yaitu program Temukan, Obati Sampai Sembuh Penderita Tuberkulosis (TOSS-TB). Penelitian ini bertujuan untuk mengetahui implementasi Program TOSS-TB dari pecegahan sampai peyembuhan di Puskesmas Selabatu Kota Sukabumi dengan proses penelitian yang dilakukan mengacu pada teori implementasi kebijakan dengan indikator analisis yaitu ketepatan kebijakan, ketepatan pelaksanaan, ketepatan target, ketepatan lingkungan dan ketepatan proses. Adapun metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik purposive sampling dan jumlah responden sebanyak enam informan. Hasil dari penelitian ini yaitu dalam implementasi program TOSS-TB di wilayah Puskesmas Selabatu Kota Sukabumi baik dari ketepatan kebijakan, pelaksanaan yang dilakukan dan ketepatan target yang telah direncanakan, serta ketepatan lingkungan terhadap pelaksanaan kemudian proses yang dilaksanakan masih belum cukup sesuai dengan kebijakan program TOSS-TB dalam pengimplementasiannya. Rekomendasi terhadap pelaksanaan implementasi program TOSS-TB diantaranya adalah diperlukan peningkatan kerja sama dengan stakeholder atau lintas sektor seperti rumah sakit khusus penanganan TB dan pihak organisasi masyarakat guna memutus rantai penyebaran TB, selain itu peningkatan pemberian informasi kepada masyarakat mengenai TB dan penderita TB bersamaan dengan pengoptimalan publikasi media massa untuk mengsosialisasikan tentang penanggulangan TB.

Abstract

The issue of discipline among civil servants is considered one of the bureaucratic pathologies. This can hinder the progress and effectiveness of government, leading to delays in decision-making and a lack of accountability. In the government of Sukabumi City, there are still civil servants who commit violations and social deviations, resulting in disciplinary actions ranging from light to severe, which can cause losses for both the individuals involved and the relevant institutions. The Regional Personnel and Human Resource Development Agency (BKPSDM) of Sukabumi City has implemented a reward and punishment system in an effort to improve employee discipline. This study aims to explore the extent to which the application of reward and punishment impacts the improvement of employee discipline in the Sukabumi City government. The method used is a descriptive research approach with a qualitative perspective, employing instruments such as observation, interviews, and documentation. The results of this study indicate that the implementation of the reward and punishment system in the Sukabumi City government has been effective and has had a positive impact on employee discipline. However, a lack of firmness, transparency, and guidance from leaders has resulted in a weak response from employees towards the reward and punishment system. In addition to the reward and punishment system, the Sukabumi City government also conducts training and technical guidance activities for its employees, aimed at developing human resources and enhancing employee competencies.
