Abstract

This research is motivated by the increasing number of cases of violence against children in Ciamis Regency, there have been 47 cases of violence against children recorded until September 2024, this number exceeds the total number of cases throughout 2023 which only reached 38 cases, one indicator of the increase in cases of violence against children is the lack of education and social support in handling cases of violence. The institution responsible for handling cases of violence against children is the Department of Population Control, Family Planning, Women’s Empowerment and Child Protection of Ciamis Regency. In this study, researchers used qualitative research methods with data analysis, observation and interviews using the theory of Prof. Dr. Sondang P Siagian (2020: 142). This study aims to determine the role and efforts of the Department of Population Control, Family Planning, Women’s Empowerment and Child Protection in handling bullying against children in Ciamis Regency. Based on the results of the research that has been conducted, the Department of Population Control, Family Planning, Women’s Empowerment and Child Protection of Ciamis Regency in Handling Bullying Against Children (Case Study in Banjarsari District) is not optimal, it is proven that cases of violence or bullying against children still occur and there are still many cases of violence or bullying against children that are not handled.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas implementasi Sistem Desa Milenial dalam meningkatkan pembangunan berkelanjutan di Desa Handapherang, Kecamatan Cijeungjing, Kabupaten Ciamis. Sistem ini merupakan inovasi pelayanan publik berbasis digital yang diharapkan mampu mendorong peningkatan kualitas tata kelola pemerintahan desa serta partisipasi masyarakat dalam mengakses layanan. Namun, implementasinya belum berjalan secara optimal. Permasalahan yang muncul di antaranya rendahnya partisipasi masyarakat dalam mengakses dan menggunakan aplikasi, minimnya pengembangan sistem aplikasi secara berkala, serta belum lengkapnya data profil desa yang terinput dalam sistem. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data meliputi wawancara terhadap delapan informan, observasi lapangan, serta dokumentasi. Hasil penelitian menunjukkan hambatan implementasi berasal dari belum tersusunnya regulasi yang mendukung, lemahnya sosialisasi, rendahnya literasi digital pengguna, serta belum terlihatnya manfaat sistem secara langsung bagi masyarakat. Adapun upaya yang dilakukan meliputi alokasi anggaran untuk pengembangan sistem, pembentukan piket digitalisasi layanan secara bergilir, serta kemitraan dengan kader digital desa untuk meningkatkan kompetensi dan keberlanjutan program.

Abstract

Penelitian ini bertujuan untuk memahami bagaimana peran pemerintah desa dalam menjaga kebersihan lingkungan: studi di Desa Sukamaju Ciamis. Menggunakan pendekatan deskriptif kualitatif, di mana data dikumpulkan melalui observasi, wawancara, serta dokumentasi. Analisis data dilakukan melalui tiga tahap utama, yaitu reduksi data, penyajian data, dan penarikan kesimpulan serta verifikasi, studi ini fokus pada empat dimensi: 1) Peran pengambilan keputusan; 2) Peran mempengaruhi; 3) Peran memotivasi; 4) Peran memberikan informasi. Penelitian ini menunjukkan bahwa peran Kepala Desa Sukamaju dalam menjaga kebersihan lingkungan sudah cukup baik, terutama dalam hal pengambilan keputusan, mempengaruhi, dan memberi informasi. Namun, peran memotivasi masih kurang optimal karena minimnya keterlibatan langsung. Diperlukan pendekatan yang lebih aktif dan merata agar partisipasi masyarakat meningkat.

Abstract

Traditional cultural heritage is an important part of a region's identity and character, yet its preservation faces various challenges amidst modernization and globalization. This study aims to analyze the strategies implemented by the Cilacap Regency Education and Culture Office in preserving traditional cultural heritage. This research employed qualitative methods with a descriptive approach. The primary data sources were obtained through in-depth interviews with key informants consisting of office officials, cultural practitioners, and relevant community leaders. Additional data were obtained through direct observation and documentation studies of official office documents. Data analysis techniques included data reduction, data presentation, and thematic drawing of conclusions based on Fred R. David's strategic management theory. The results indicate that the preservation strategy has been systematically designed in the Regional Cultural Principles (PPKD), Strategic Plan (Renstra), and Medium-Term Development Plan (RPJMD). However, program implementation has been uneven and remains focused on specific areas. Key obstacles include limited cultural data, human resources, infrastructure, and low community participation. The office has implemented several improvement efforts through data updates, cross-sectoral collaboration, and participatory activities. In conclusion, the strategy has a planned direction, but strengthening is needed in the equitable implementation and sustainability of cultural preservation programs.

Abstract

The performance of employees at the Banjar City DPRD Secretariat is suboptimal, while the formulation of the problem is how the influence of work ability on the performance of employees of the Banjar City DPRD Secretariat. The purpose of this study was to determine the effect of work ability on the performance of employees of the Banjar City DPRD Secretariat. This research uses Robins' (2012) theory of employability. This research method uses descriptive qualitative which is a research method that intends to describe all activities to solve problems, analyze social events that are being studied by researchers, carried out by direct observation to find information, collect and compile data systematically, then analyzed to solve a problem raised. The data collection techniques used are field studies through observation, interviews, and documentation. And literature study through the results of similar research that has been done, books, and journals related to this research. Based on the results of the study, it is known that the effect of work ability on the performance of employees of the Banjar City DPRD Secretariat such as not optimizing some employees in completing tasks and functions and frequent errors in administration caused by not being careful in working and miscommunication in delegating work.

Abstract

Strategi KPU dalam mendongkrak partisipasi Gen Z pada Pilkada Kabupaten Pangandaran 2024 dinilai kurang tepat, dan dari sinilah penelitian ini bermula. Penelitian ini bertujuan untuk menemukan taktik yang digunakan KPU dalam mendongkrak partisipasi Gen Z pada Pilkada. Metodologi yang digunakan dalam penelitian ini adalah analisis deskriptif. Informan dalam penelitian ini berjumlah empat orang. Metode pengumpulan data yang digunakan adalah telaah pustaka, penelitian lapangan (observasi dan wawancara), serta pencatatan. Setelah mengolah hasil temuan observasi dan wawancara dengan menggunakan metodologi analisis data kualitatif, penulis menarik simpulan untuk menjawab permasalahan penelitian. Temuan studi menunjukkan bahwa meskipun rencana Komisi Pemilihan Umum untuk meningkatkan partisipasi Gen Z telah dilaksanakan, namun masih belum berjalan sebagaimana mestinya. Hal ini terlihat dari sepuluh indikator yang digunakan untuk mengukur kelima dimensi tersebut, lima di antaranya belum mampu meningkatkan keterlibatan publik. Banyak anggota Generasi Z masih belum menggunakan hak pilihnya dalam pemilihan kepala daerah, meskipun KPU telah berupaya untuk meningkatkan kesadaran akan fakta ini. Selain itu, meskipun KPU telah mengidentifikasi tempat pemungutan suara yang mudah diakses, beberapa anggota Generasi Z masih menghindari tempat pemungutan suara. Meskipun pemilih Gen Z juga telah dididik oleh KPU, masih sulit untuk membujuk mereka memperbarui informasi pemilih mereka. Meskipun KPU menekankan pentingnya kinerja masa lalu dalam membuat keputusan, para pelamar tidak dipilih berdasarkan hal ini. Lebih jauh, meskipun KPU menjelaskan secara gamblang tentang proses hak pilih, Gen Z masih belum begitu paham tentang cara menggunakan hak pilih mereka untuk memilih calon kepala daerah.

Abstract

Dissemination is an activity aimed at individuals and groups to raise their awareness of the importance of receiving, obtaining, and utilizing information. The Secretariat of the Pangandaran Regency Regional People’s Representative Council (DPRD), as a supporting element of the legislative institution, plays a strategic role in disseminating information on regional policies to the public. This study aims to examine the role of the DPRD Secretariat in the dissemination of regional policies and their implementation in Pangandaran Regency. The method used was descriptive qualitative research, employing data collection techniques such as observation, interviews, and documentation, as well as data analysis through data reduction, data presentation, and drawing conclusions. The results of the study indicate that the role of the Pangandaran Regency DPRD Secretariat has been carried out across all dimensions, though not yet optimally. This is due to the lack of structured standard operating procedures (SOPs), insufficient human resources, the public’s limited understanding of legal policies, and unequal public access to available information channels. Despite facing various obstacles, the DPRD Secretariat continues to strive to improve policy dissemination. Therefore, thorough preparation is necessary, taking into account all indicators that may influence the success of regional policy dissemination.

Abstract

The high unemployment rate and the increasing demand for a skilled workforce that meets industry requirements have become significant challenges for the government in improving the quality of human resources. One of the efforts undertaken is the implementation of the Barista Job Training Program organized by the Department of Manpower of Ciamis Regency. However, the implementation of the program needs to be evaluated to determine the extent to which its objectives have been achieved and the benefits received by the participants. This study aims to evaluate the Barista Job Training Program conducted by the Department of Manpower of Ciamis Regency based on William N. Dunn's public policy evaluation dimensions, namely effectiveness, efficiency, adequacy, equity, and responsiveness.This study employed a descriptive qualitative research method. Data were collected through observation, interviews, and documentation. The research informants consisted of the Head of the Training and Workforce Productivity Division, a Junior Expert Instructor, a Barista Instructor, and training participants. Data were analyzed using the Miles, Huberman, and Saldana interactive analysis model, which includes data condensation, data display, and conclusion drawing and verification.The findings indicate that, in general, the Barista Job Training Program has been implemented successfully. Based on interviews, observations, and documentation, most indicators within the dimensions of effectiveness, efficiency, adequacy, equity, and responsiveness have been achieved optimally. The program has improved participants' knowledge, practical skills, and work attitudes. In addition, the training materials were relevant to labor market needs, resources were utilized efficiently, and the program contributed to enhancing participants' job readiness and entrepreneurial opportunities. Nevertheless, several indicators have not yet been fully optimized, including the adequacy of training duration to support participants' mastery of theoretical and practical competencies (Indicator 4.2.3.6), the equitable distribution of program benefits among participants (Indicator 4.2.4.2), and the equality of services and fulfillment of participants' needs during the training process (Indicator 4.2.4.3). Therefore, the Department of Manpower of Ciamis Regency is expected to improve the duration of training, ensure a more equitable distribution of program benefits, and enhance the quality of services provided to participants in order to optimize future training programs.

Abstract

This study was motivated by the suboptimal effectiveness of the development of the Motekar Waste Bank management in Cigembor Village, Ciamis District, Ciamis Regency. The objective of this study was to examine the effectiveness of the development of the Motekar Waste Bank management in Cigembor Village, Ciamis District, Ciamis Regency. This study employed a qualitative research method involving seven informants. Data were collected through a literature review, field studies (observations and interviews), and documentation. The data were analyzed using qualitative data analysis techniques by processing the findings from interviews and observations to draw conclusions that addressed the research problems. The results indicate that the effectiveness of the development of the Motekar Waste Bank management has not yet been optimal. This is reflected in the low level of community participation, inadequate facilities and infrastructure, suboptimal management and institutional guidance, and the limited implementation of socialization and educational activities related to waste management. In addition, limited human resources and insufficient operational support have also hindered the development of the waste bank. Therefore, increasing community participation, strengthening institutional capacity, providing adequate supporting facilities, and enhancing continuous guidance and coordination are essential to improve the effectiveness of the Motekar Waste Bank management in supporting sustainable waste management and environmental conservation. Abstract

Digital transformation has encouraged village governments to improve the quality of public services through the utilization of information technology. The Government of Cimari Village, Cikoneng District, Ciamis Regency, has implemented digital public services through the Village Information System (SID), the village website, and digital administrative service applications. However, the implementation still faces several challenges, including the absence of village-level regulations specifically governing digitalization, suboptimal management of digital systems, and uneven digital competencies among village officials. This study aims to analyze the effectiveness of public service digitalization implemented by the Government of Cimari Village using Richard M. Steers' Organizational Effectiveness Theory, which consists of three dimensions: organizational environment, internal structure and processes, and individual characteristics within the organization. This study employed a qualitative research method with a descriptive approach. Data were collected through observations, interviews with five key informants, and documentation. The findings indicate that the digitalization of public services in Cimari Village has not yet been fully effective. The organizational environment has been supported by government policies and digital service standard operating procedures (SOPs), although no specific Village Regulation governing digitalization has been established. The internal structure and processes are supported by the availability of digital infrastructure; however, system management and maintenance still require improvement. Furthermore, the digital competencies of village officials remain uneven, resulting in the operation and management of digital systems being heavily dependent on a limited number of personnel. Therefore, strengthening regulatory frameworks, enhancing the capacity of village officials, and optimizing the management of digital systems are necessary to improve the effectiveness of public services at the village level.
