Abstract

Program pengabdian ini bertujuan untuk memperkuat wawasan kebangsaan warga negara Indonesia yang berada di Filipina, seiring meningkatnya keterlibatan warga negara Indonesia di Filipina. Dengan mengadakan kegiatan seminar dan lokakarya, pengabdian ini berfokus pada pemahaman identitas kebangsaan, budaya setempat, dan akses informasi bagi diaspora Indonesia di Filipina. Kegiatan dimulai dengan studi literatur dan analisis kebutuhan, yang memungkinkan identifikasi tantangan utama yang dihadapi oleh warga negara Indonesia di Filipina. Selanjutnya, dirancanglah program yang melibatkan berbagai kegiatan untuk mengatasi tantangan tersebut. Selain itu, melalui penyebaran berita dan artikel, proyek ini bertujuan meningkatkan kesadaran masyarakat tentang pentingnya penguatan identitas kebangsaan di tengah diaspora. Kemudian, tahapan pelaksanaan mencakup pra-pelaksanaan, pelaksanaan kegiatan, pasca-pelaksanaan, serta evaluasi dan pelaporan. Proyek pengabdian ini berhasil memberikan dampak positif terhadap warga negara Indonesia di Filipina. Melalui rangkaian agenda pengabdian ini, para peserta mampu memperkuat rasa identitas dan nasionalisme mereka sebagai diaspora Indonesia. Luaran berupa artikel tentang diaspora Indonesia di Filipina juga telah dipublikasikan sebagai bahan referensi keberlanjutan program pengabdian di masa akan datang.

Abstract

The development of tourism villages is an effective strategy to support environmental conservation and empower local communities. This study aims to describe the development of Simathani Marurup Tourism Village in Tulungagung Regency based on community empowerment. A descriptive qualitative method was employed, using four tourism village development indicators proposed by Prakoso (2022): setting, management, resources, and benefits, along with community empowerment approaches outlined by Widjajanti (2011). The findings indicate that the village has successfully utilized its geographical and cultural potential, with active community participation in management and partnerships with the government. Empowerment strategies applied include problem-based, need-based, rights-based, and asset-based approaches. The economic impact has begun to emerge, although distribution remains uneven. This study emphasizes the importance of integrating local potential with empowerment approaches to create an inclusive, participatory, and sustainable tourism village. Recommendations focus on strengthening the role of local government in training, funding, and supportive policy formulation.

Abstract

The development of educational eco-tourism has become an alternative strategy for promoting local economic growth in rural areas. This study aims to analyze the implementation of collaborative strategic governance in developing Pottery Educational Tourism (WEG) in Rendeng Village, Bojonegoro Regency, Indonesia. Using a qualitative case study approach, data were collected through in-depth interviews, observations, and documentation involving five key informants from the Village-Owned Enterprises (BUMDes), youth organizations, and local business actors. The results reveal that collaborative efforts between BUMDes and youth organizations play a significant role in enhancing community participation and promoting cultural-based edu-tourism. However, challenges such as limited funding, weak promotion, and inadequate infrastructure hinder the program’s long-term sustainability. The study highlights that effective strategic management through environmental observation, strategy formulation, implementation, and evaluation requires stronger institutional capacity and inter-actor collaboration. The findings contribute to the literature on collaborative governance and rural tourism management, emphasizing the importance of integrating local resources and social capital for sustainable local economic development.

Abstract

Kajian ini bertujuan mengidentifikasi dan mendeskripsikan wacana pembentukan Provinsi Madura berdasarkan pendekatan kebijakan publik. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa wawancara dan studi dokumentasi. Para informan penelitian meliputi para kepala daerah dan jajaran pimpinan di bawahnya, tokoh agama, kalangan akademisi dari dua kampus ternama di Madura (Universitas Trunojoyo Madura dan Universitas Madura), dan Panitia Persiapan Pembentukan Provinsi Madura (P4M). Data yang diperoleh kemudian dianalisis dengan teknik analisis data interaktif Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa wacana pembentukan provinsi Madura belum memenuhi berbagai persyaratan secara memadai. Baik persyaratan material kewilayahan, potensi anggaran, sumber daya manusia, dan pengelolaan sumber daya alamnya. Selain itu, komitmen kelompok elit baik pemerintah dan tokoh masyarakat menindaklanjuti wacana provinsi Madura masih belum solid dan massif hingga menyentuh akar rumput. Sementara, pemerintah Jawa Timur yang dapat melakukan langkah normatifguna mendorong terbentuknya provinsi Madura masih menunggu berbagai persyaratan pembentukan daerah baru dilengkapi terlebih dahulu. Berbagai kondisi ini membuat pembentukan provinsi Madura tampaknya sulit diwujudkan dalam waktu dekat, kecuali terdapat gerakan terobosan dari berbagai pihak yang berkepentingan bagi masa depan Madura.

Abstract

This research is grounded in the crisis regarding the effectiveness of regional health insurance in Situbondo Regency, specifically the failure of the Situbondo Free Healthcare (Sehati) program due to technical constraints regarding cost ceilings and the accumulation of hospital debt, which impeded public accessibility. This situation necessitated a policy transformation toward the Unlimited Free Treatment Program (Berantas). This study aims to analyze the agenda-setting dynamics of the program utilizing John W. Kingdon’s Multiple Streams Framework (MSF). Employing a descriptive qualitative method with a single case study design, data were collected via in-depth interviews with key executive and legislative actors, alongside official documentation studies. The results of the retrospective analysis indicate that the formalization of the Berantas Program into the 2025–2029 Medium-Term Regional Development Plan (RPJMD) was driven by the convergence of three main streams. The problem stream emerged from the fiscal burden of the previous system; the policy stream offered a solution through a more stable hybrid Universal Health Coverage (UHC) scheme; and the politics stream was influenced by the political mandate following the 2024 Regional Head Election. The Regent's strategic role as a policy entrepreneur successfully created a phenomenon of "mandatory coupling," leveraging the RPJMD formulation momentum as a policy window to enact Regional Regulation Number 6 of 2025. The study concludes that this agenda-setting process transcends mere administrative procedure; rather, it represents a political strategy utilizing the planning cycle as a policy-locking instrument. It is recommended that the local government strengthen the integrated data verification system to maintain fiscal sustainability and ensure the technical involvement of regional hospital management in drafting derivative regulations to prevent the recurrence of previous bureaucratic loopholes.

Abstract

Population identity is necessary to ensure orderly administration. The Indonesian government, through Minister of Home Affairs Regulation No. 72 of 2022 concerning Standards and Specifications for Hardware, Software, and Electronic Identity Card Forms and the Implementation of Digital Population Identity, launched the IKD application as a solution to facilitate service access and data security. However, policy implementation at the village level, particularly in Tunggalpager Village, has low public awareness, resulting in targets not being met. This study aims to analyze the implementation of the IKD Program policy in Tunggalpager Village. The research method used qualitative descriptive methods through observation, interviews, and documentation. It uses George C. Edward III's implementation theory with four main indicators: communication, resources, disposition, and bureaucratic structure. The results show that the implementation of the IKD policy in Tunggalpager Village has not been optimal. Communication, information between implementers are optimal, but the community is hampered by low digital literacy and a lack of active outreach. Resources are limited due to the presence of only one operator, limited access to SIAK, and a lack of facilities such as laptops and supporting facilities. Disposition of the implementers shows good commitment, but the absence of coercive policies results in weak community support, and the incentives provided are not a determinant of program success. Bureaucratic structure, SOPs are aligned with the central government's. However, fragmented data security reduces service flexibility. In conclusion, the implementation of the IKD in Tunggalpager Village is hampered by limited resources, the need for active outreach, additional staff, and policies related to access restrictions to expedite the IKD process.

Abstract

Penerapan sistem pelayanan kepegawaian berbasis elektronik merupakan bagian dari upaya pemerintah daerah dalam meningkatkan efektivitas administrasi kepegawaian. Salah satu inovasi tersebut adalah Sistem Pengelolaan Kenaikan Pangkat (SIPEKAT) yang diterapkan oleh Badan Kepegawaian Daerah Kabupaten Sidoarjo. Namun implementasi sistem ini masih menghadapi berbagai persoalan seperti, Informasi yang belum merata, masih adanya admin yang kurang responsif dan paham akan teknologi informasi, keterbatasan sarana dan prasarana,serta keterbatasan jumlah pegawai yang membidangi operasional SIPEKAT. Penelitian ini bertujuan untuk mendeskripsikan implementasi Sistem Penggelolaan Kenaikan Pangkat (SIPEKAT) di Badan Kepegawaian Daerah Kabupaten Sidoarjo. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif, melalui teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Analisi dilakukan dengan menggunakan teori  implementasi kebijakan George C. Edward III yang meliputi aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi sistem ini masih menghadapi berbagai tantangan.  Dari aspek komunikasi, informasi kebijakan kenaikan pangkat telah disampaikan secara konsisten, meskipun masih terkendala pada beberapa OPD akibat pergantian admin. Dari aspek sumber daya, keterbatasan jumlah pegawai dan sarana prasarana menjadi hambatan utama, sementara dari aspek disposisi pelaksana kebijakan menunjukkan komitmen dan responsivitas yang baik. Pada struktur birokrasi, prosedur kerja telah jelas namun masih memerlukan penguatan koordinasi dan sosialisasi. Penelitian ini merekomendasikan  untuk melakukan sosialisasi secara berkala dan terstruktur kepada seluruh OPD, Menyelenggarakan Pelatihan Teknis Berkala, Meningkatkan Infrastruktur Teknologi, serta Perekrutan atau Pengalokasian Pegawai Tambahan.

Abstract

The implementation of the traditional market revitalization policy at Karah Baru Market in Surabaya City still faces a number of problems, namely suboptimal facilities and infrastructure, illegal kiosk trading practices, and a decline in the number of consumers after revitalization. The purpose of this study is to describe the implementation of the traditional market revitalization policy at Karah Baru Market in Surabaya City. The research method applied is descriptive qualitative, focusing on six policy implementation indicators according to the Van Meter and Van Horn model, including standards and goals, resources, characteristics of the implementing organization, implementer disposition or attitudes, inter-organizational communication and implementer activities, and social, economic, and political conditions. Data collection in this study was conducted through interviews, observation, and documentation. The data analysis technique uses the Miles and Huberman data analysis model, which includes data reduction, data presentation, and conclusion drawing stages. The research results indicate that five implementation indicators have been optimally executed, while the resource indicator has not been optimally met, particularly regarding human resources and facilities and infrastructure. Therefore, strengthening human resource capacity, improving supervision, and perfecting supporting facilities are necessary to ensure the optimal implementation of the policy to revitalize traditional markets.

Abstract

Population administration services are a form of public service that plays an important role in ensuring the fulfilment of citizens' civil rights. The Tuban Regency Government, through the Population and Civil Registration Office, launched the Cepat Dekat Masyarakat (CEDAK MAS) programme as an innovative service to bring population administration services closer to the community at the sub-district and village levels. This study aims to analyse the implementation of the CEDAK MAS Programme in population administration services in Bangilan Sub-district, Tuban Regency. The research method used is qualitative with a descriptive type. Data was collected through interviews, observations, and documentation, with informants consisting of officials from the Tuban Regency Population and Civil Registration Office, Bangilan Sub-district officials, village officials, and service users. Data analysis was conducted using the interactive model of Miles and Huberman, using George C. Edward III's policy implementation theory, which includes indicators of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the CEDAK MAS Programme in Bangilan Subdistrict has not been optimal. The main obstacles identified are uneven communication with the community, limited human resources and infrastructure to support services, and bureaucratic coordination that is not yet fully integrated. Nevertheless, the implementing apparatus has shown a good level of commitment in running the programme.

Abstract

Street Lighting (PJU) is a public service that plays a vital role in supporting the safety, security, and comfort of road users, especially at night. Street lighting management in Sidoarjo Regency is implemented based on Sidoarjo Regent Regulation Number 58 of 2022. However, in Jabon District, problems are still found in the form of damaged and non-functioning street lights. This study aims to describe and analyze the implementation of street lighting management in Jabon District, Sidoarjo Regency. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The analysis was carried out using the George C. Edward III policy implementation model which includes indicators of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of street lighting management in Jabon District has generally run well. In the communication indicator, implementation is considered quite effective through coordination meetings, although communication with the community is still not optimal so that participation in reporting street lighting problems is relatively low. The resource indicator is supported by the availability of competent human resources, clear authority, and adequate facilities. In the disposition indicator, policy implementers demonstrate high commitment and responsibility. Meanwhile, a bureaucratic structure supported by standard operating procedures (SOPs) and a clear division of authority also contributes to the smooth management of street lighting. Suggestions include increasing direct outreach to the community at the village level and expanding information on street lighting complaint channels to ensure wider access.
