Abstract

Covid-19 cases in Indonesia continue to increase every day. To minimize the spread of the virus, one of the efforts made by the Lamongan District Health Office is by issuing a program, namely the Covid-19 Comorbid Protection Program (PPCC). The PPCC program was created by Mr. Dr. Taufik Hidayat as the Head of the Lamongan District Health Office in an effort to protect at-risk or vulnerable communities in the face of adapting new habits during the Covid-19 pandemic and suppressing cases of death due to Covid-19. This study explains and analyzes the Implementation of the Covid-19 Comorbid Protection Program (PPCC) at the Lamongan District Health Office, regarding the extent to which the successful implementation of the program has been achieved. The study used a qualitative approach with a descriptive type. The focus of the research uses Quade theory which consists of 4 indicators, namely (1) the desired policy; (2) target groups; (3) implementing organization; (4) environmental factors. Data collection techniques using literature search and using structured interview techniques. The results of this study are based on the 4 indicators above, that the PPCC program has been running in 2020 and there are still some obstacles such as lack of funding and the presence of uncooperative people. Data on the spread of Covid-19 in Lamongan Regency on July 17, 2021 experienced an increase of 4,362 positive confirmed cases of Covid-19 and most of the patients had comorbid hypertension and diabetes mellitus. Comorbid diseases have become a big problem in society during the Covid-19 pandemic, because they are the weight of Covid-19 and the cause of the death of most Covid-19 patients. Suggestions that can be given by researchers are in addition to forming a team from the puskesmas, also coordinating from the local RT/RW and funding for medical test kits. Untuk meminimalisir penyebaran virus, salah satu upaya yang dilakukan Dinas Kesehatan Kabupaten Lamongan dengan mengeluarkan suatu program yaitu Program Perlindungan Comorbid Covid-19 (PPCC). Program PPCC diciptakan oleh Bapak Dr. Taufik Hidayat selaku Kepala Dinas Kesehatan Kabupaten Lamongan sebagai upaya untuk melindungi masyarakat berisiko atau rentan dalam menghadapi adaptasi kebiasaan baru saat pandemi Covid-19 dan menekan kasus kematian karena Covid-19. Penelitian ini menjelaskan dan menganalisis Implementasi Program Perlindungan Comorbid Covid-19 (PPCC) di Dinas Kesehatan Kabupaten Lamongan, mengenai sejauh mana tingkat keberhasilan implementasi yang telah dicapai dari program tersebut. Penelitian menggunakan pendekatan kualitatif dengan jenis deskriptif. Fokus penelitian mengunakan teori Quade yang terdiri dari 4 indikator, yaitu (1) kebijakan yang diimpikan; (2) kelompok target; (3) organisasi yang melaksanakan; (4) faktor lingkungan. Teknik pengumpulan data menggunakan penulusuran literatur dan menggunakan teknik wawancara terstruktur. Hasil dari penelitian ini berdasarkan dari 4 indikator diatas, bahwa program PPCC sudah berjalan pada tahun 2020 dan masih terdapat beberapa hambatan seperti kurangnya pendanaan dan adanya masyarakat yang bersikap tidak kooperatif. Data penyebaran Covid-19 di Kabupaten Lamongan pada tanggal 17 Juli 2021 mengalami peningkatan sejumlah 4.362 kasus terkonfirmasi positif Covid-19 dan sebagian besar pasien memiliki penyakit komorbid Hipertensi dan Diabetes Milletus. Penyakit komorbid telah menjadi masalah besar di masyarakat selama pandemi Covid-19, karena menjadi pemberat dari Covid-19 dan penyebab sebagian besar pasien Covid-19 meninggal dunia. Saran yang dapat diberikan oleh peneliti ialah selain membentuk Tim dari pihak puskesmas juga berkordinasi dari pihak RT/RW setempat dan adanya pendanaan untuk alat tes kesehatan. Abstract

Coaching athletes is one of the most important steps that must be achieved to realize the ideals of all countries, including Indonesia. This coaching is also part of efforts to create achievements of the Indonesian nation through various fields; including sports (Harahap, 2018). Efforts in fostering athletes continue to be improved by governments in any country. Harahap called this the Indonesian government's response to produce outstanding athletes referring to Law no. 3 of 2005 which is the basis. Through this coaching and development, it is hoped that it will ensure equal access to sports, health and fitness, performances, and manage sports that can facing the challengesanddemands of changing nationals and global’s life.Sports coaching is carried out by both the government and local governments. The coaching also includes for Education, Recreation and achievement. This article discusses the development of athletes, especially those carried out by the government to create achievements. As is known, sports achievement is something that is visible and measurable, meaning that sports coaching is carriedout with a scientificapproach starting fromtalent scouting tothe training process. Sports coaching and athlete development are inseparable parts. Especially in sports that are directed at achieving achievements.This research focuses on national athletes in the framework of coaching that aims to form talented Athletes and know how athletes shoot to the International Level who are prepared to compete in the prestigious Summer Olympics Tokyo, Japan 2021 and National Sports Week 2021 held in Papua. Pembinaan ini juga menjadi bagian dari upaya menciptakan prestasi bangsa Indonesia melalui berbagai bidang; termasuk Olah Raga. Upaya dalam membina atlet terus ditingkatkan oleh pemerintahan di negara manapun. Harahap menyebut ini sebagai respon pemerintah Indonesia untuk menghasilkan atlet-atlet berprestasi merujuk pada UU No . 3 tahun 2005 yang menjadi landasannya. Melalui pembinaandan pengembangan ini, kami memastikan ada pemerataan akses kepada olahraga, meningkatkan kesehatan dan kebugaran, meningkatkan kinerja, dan mengelola olahraga yang mungkin menghadapi tantangan dan tuntutan perubahan dalam kehidupan nasional dan global. Pembinaan olah raga dilakukan baik oleh pemerintah maupun pemerintah daerah. Pembinaan tersebut juga mencakup untuk pendidikan, rekreasi dan prestasi. Artikel ini membahas tentang pembinaan atlet terutama yang dilakukan pemerintah untuk menciptakan prestasi. Seperti yang diketahui Hasil olahraga jelas terutur. Singkatnya, pelatihan ola hraga dilakukan dengan pendekatan saintifik, mulai dari pencarian bakat hingga operasi pelatihannya. Olahraga dan pembinaan atlet menjadi bagian yang tidak bisa dipisahkan. Terlebih dalam cabang-cabang olah raga yang diarahkan agar dapat meraih prestasi. Penelitian ini juga berfokus pada atlet nasional dalam rangka pembinaan yang bertujuan untuk membentuk atlet berbakat dan mengetahui bagaimana perjalanan atlet menembak hingga sampai pada tingkatan internasional yang dipersiapkan untuk berkompetisi dalam ajang bergengsi Olimpiade Musim Panas 2020 dan Pekan Olahraga Nasional 2021 yang diselenggarakan di Papua. Abstract

Public service is an important activity that must be carried out by the central and local governments to thecommunity in realizing the duties and functions of the government. The Berkas Mlaku Dewe (BMW) Program is a public service program in the field of Electronic Government-based administration, which is a form of government realization based on Sidoarjo Regent Regulation Number 56 of 2018. Evaluation of the BMW program is to determine the success of the program implementation. This type of research is a descriptive study using a literature study method that focuses on evaluating the implementation of the BMW program. The results of the study explain that the BMW application is said to be very effective and efficient due to its fast, easy and transparent service as evidenced by the BMW program being awarded when it was first implemented. On the criteria of adequacy, the BMW application is proven to have satisfied the public. However, the smoothing criteria show that it has not been optimally distributed because there are people who are technologically stuttering. The BMW application has received a good response from the public, because it is seen in SKM which has increased from year to year. This shows that BMW is right for the community even though there are obstacles in the ID card service. The author suggests that the Sidoarjo Regency Government coordinate with Sukodono District to avoid problems with KTP services. The need for optimizing the strength of the internet and intranet networks by the Sukodono District Government to support the implementation of services using the BMW application. Abstract

Sektor informal pada kota-kota besar seringkali merujuk pada aktivitas perekonomian kecil. Pedagang kaki lima merupakan beberapa pelaku usaha sektor informal yang terkait langsung dengan kebijakan pemerintah kota. Menurut Peraturan Daerah Kota Surabaya No 9 Tahun 2014 Tentang Penyediaan Ruang Bagi Pedagang Kaki Lima Di Pusat Perbelanjaan Dan Pusat Perkantoran Di Kota Surabaya, Pemerintah Kota Surabaya bertanggung jawab dalam menata, membina, dan memberdayakan PKL, tujuan dari adanya Perda untuk mengatur pergerakan PKL, sehingga PKL tidak dibiarkan membludak, PKL perlu pembinaan serta dibuatkan tempat untuk berdagang. Tujuan penelitian ini untuk mendeskripsikan dampak penataan pedagang kaki lima di Kawasan Gembong Kota Surabaya. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian ini adalah dampak individual, dampak organisasional, dampak terhadap masyarakat, dan dampak terhadap lembaga sosial atau sistem sosial. Teknik pengumpulan data melalui teknik wawancara, observasi dan dokumentasi. Teknik analisis data dilakukan melalui empat tahap yaitu reduksi data, menampilkan data, verifikasi dan penarikan kesimpulan. Hasil penelitian berdasarkan teori Finsterbusch dan Motz sebagai berikut : Dampak individual adanya relokasi berdampak pada psikis, biologis, ekonomi, sosial dan lingkungan pedagang kaki lima. Dampak organisasional pada Sentra PKL Gembong Asih saat ini masih belum bisa dilihat, karena Sentra PKL tersebut belum memiliki suatu organisasi apapun yang bisa mewadahi para pedagangnya. Dampak terhadap masyarakat adanya relokasi memberikan keadilan bagi para pemilik rumah, toko, atau tempat usaha yang terganggu. Dampak lembaga dan sistem sosial yaitu terlaksananya Peraturan Daerah Kota Surabaya No 9 Tahun 2014 Tentang Penyediaan Ruang Bagi Pedagang Kaki Lima Di Pusat Perbelanjaan Dan Pusat Perkantoran Di Kota Surabaya, pada PKL di Kawasan Gembong. Street vendors are some of the informal sector business actors who are directly related to city government policies. According to the Surabaya City Regulation No. 9 of 2014 concerning Provision of Space for Street Vendors in Shopping Centers and Office Centers in the City of Surabaya, the Surabaya City Government is responsible for organizing, fostering, and empowering street vendors, the purpose of the Regional Regulation is to regulate the movement of street vendors, so that Street vendors are not allowed to overflow, street vendors need guidance and a place to trade. The purpose of this study is to describe the impact of structuring street vendors in the Gembong area of ​​Surabaya City. This study uses a descriptive type of research with a qualitative approach. The focus of this research is individual impact, organizational impact, impact on society, and impact on social institutions or social systems. Data collection techniques through interview techniques, observation and documentation. The data analysis technique was carried out through four stages, namely data reduction, displaying data, verification and drawing conclusions. The results of the research based on the theory of Finsterbusch and Motz are as follows: The individual impact of relocation has an impact on the psychological, biological, economic, social and environmental impacts of street vendors. The organizational impact on the Gembong Asih PKL Center is currently still not visible, because the PKL Center does not yet have any organization that can accommodate the traders. The impact on society of relocation provides justice for the owners of disturbed houses, shops, or places of business. The impact of social institutions and systems is the implementation of Surabaya City Regional Regulation No. 9 of 2014 concerning Provision of Space for Street Vendors in Shopping Centers and Office Centers in Surabaya City, at street vendors in the Gembong area. Abstract

The Online Learning Program during the COVID-19 pandemic is an effort made by the Ministry of Education and Culture, SMAN 1 Dagangan as the executor of the program seeks to make online learning in schools run smoothly. This study explains and analyzes the implementation of the online learning program during the Covid-19 pandemic in the Class Xi Mipa 1 of Sman 1 Dagangan, Madiun. to see the implementation of the program has gone well. This article uses a qualitative method with a descriptive type. The focus of research on implementing implementation theory according to Abidin is the implementation of a policy related to two main factors, namely Internal Factors which include (a) policies to be implemented, and (b) supporting factors. External factors which include (a) environmental conditions, and (b) related parties. From these indicators, the researchers got the results of research, namely online learning can be applied with fairly fast adjustments, although online learning is difficult for students to understand, students also have enthusiasm to ask the teacher if the material is difficult to understand. However, judging from the student's response in understanding the material, it is quite good in class XI Mipa 1 although it can still be maximized by online learning via video conference. The important role of parents in online learning is to supervise and motivate students to be diligent in following and doing the assignments given during online learning at home.

Abstract

The Department of Population and Civil Registration of Trenggalek Regency created an innovation in the field of population administration, namely a round-trip car based on a ball pick-up that provides easy service for the administration of population administration in villages and sub-districts. The purpose of this study is to describe the application of mobile car innovation carried out by the Trenggalek Regency Population and Civil Registration Office. This type of research uses descriptive research with a qualitative approach. This study uses four success factors of implementation by Edwards III which include communication, resources, disposition and organizational structure. The results of the study indicate that the communication indicator, the service provider has carried out socialization with the community through the village apparatus. Coordination is also well established between agencies, sub-districts, and villages when implementing mobile car services. Resource Factors, for human resources already have qualified and competent officers in their fields. However, for the resources of the tools used, there needs to be rejuvenation to improve the quality of service. There must also be an increase in budget resources to maximize mobile car services. Disposition factor, the commitment that has been established from the service implementer who performs their duties according to the SOP. The sub-district, the village which also made the program a success and the community who felt the positive impact of the mobile car innovation. Furthermore, the organizational structure factor that has been well structured makes it easier to coordinate between lines in carrying out population administration services. There are facilities and infrastructure constraints, such as mobile cars, which only amount to two operational cars, which are not sufficient for recording, judging from the topographical conditions of the mountainous Trenggalek district. There is a need for the addition of a new operational car to pick up the ball to reach remote areas.

Abstract

Kampung is an environmental unity inhabited by family units that have the characteristics of strong family ties. As the times progressed, the village began to change face. One of them is related to the innovation of the village order, which is being developed related to tourist villages. One of them is related to the innovation of the village order, which is being developed related to tourist villages. In Kampung Jagal, Sidokumpul Village, Gresik Regency, also developed a tourist village that utilizes waste management based on community empowerment. In this article aims to get an overview of the stages of development of ecotourism creation village based on community empowerment in Kampung Jagal. The method used is a qualitative description using the theory of the Delivery Team (Mardikanto Totok, 2013: 125-127) related to the stages of community empowerment. Which consists of location selection, community empowerment socialization, community empowerment process, and community self-sedition. The results showed that the development of creation villages in Kampung Jagal has gone through several stages in accordance with the theory of the Delivery Team (Mardikanto Totok, 2013: 125-127) and has a positive impact related to changes in behavior and community mindset related to the environment and waste utilization. Abstract

The government of Kediri city publishes mayor of Kediri regulation number 23 of 2020 about technical guidlines for comunity empowerment plus (Prodamas Plus). Through this regulation, the government of Kediri city want to handling about COVID – 19 in Kediri region. So, the implementation about Prodamas Plus has main focus in health issues. Then, alocation of prodamas plus in 2021 in health reach until 50% for make equipment in health like pay for national health insurance, buy some equipment for health, and supplementary feeding. This research use qualitative approach with type of research is descriptive. Focus of research in evaluation of Prodamas Plus and use evaluation theory from William N. Dunn that contain six indicators, there are efectiveness, efficiency, adequacy, distribution, responsiveness, and accuracy. Result of research show that implementation Prodamas Plus in health has been qualified for six indicator about policy evaluation. Problem in prodamas plus is lack of coast, so, people in Bujel region expanding endownment to close the deficiency. Author give the suggetions that alocation for prodamas plus can be added to complete essential needs for people. Then, government of Bujel can accomodate needs for Bujel community which can be budgeted in Prodamas Plus to increase participation of community to save their environment in situation of COVID – 19 pandemic

Abstract

The Sidoarjo Maternal and Neonatal Emergency SMS Gateway program is a new breakthrough initiated by the Sidoarjo District Hospital in 2013 and began to be implemented in 2015 based on the Decree of the Director of the Sidoarjo Regional General Hospital Number: 188/253/404.6.8/2015 about Sidoarjo Maternal and Neonatal Emergency SMS Gateway Services. In order to improve the effectiveness and efficiency of the maternal and neonatal referral system at the Sidoarjo District Hospital, which previously did not run optimally so that it had an impact on maternal and infant mortality. This study aims to identify and describe the results of the evaluation of the Si MaNEeis program at the Sidoarjo District Hospital using the William N. Dunn evaluation theory which includes six indicators, namely effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy. The type of research used is descriptive with a qualitative approach. Data collection techniques through interviews, observation, and documentation. The results showed that the implementation of the Si MaNEis program at the Sidoarjo District Hospital had run quite well and met the six policy evaluation indicators although there were some shortcomings. Suggestions for the implementation of the Si MaNEis program are the development of applications that can be downloaded via the Android and iOS systems, simplification of the referral system needs to be done to make it easier for the referrer to fill in patient data, socialization and technical guidance are further improved regularly and thoroughly.

Abstract

PPDB zoning policy in the education system is a concept to improve services and improve the quality of education in Indonesia which is considered discrimination and favorite school labels still occur, guided by Permendikbud Number. 01 of 2021. This research was conducted to answer problems related to PPDB zoning system policies using qualitative with a descriptive approach that focuses on the implementation of PPDB zoning system policies. The subjects of this research are the Principal, Student Affairs Section, and Teacher who became the committee and responsible for the acceptance of students in SMP Negeri 3 Krian. Data collection techniques come from primary sources, namely interview results and secondary data from relevant literature. The results of the PPDB zoning system study went very well in accordance with the regulations but there are still obstacles and challenges that are related to the perception of parents in understanding the ppdb zoning system policy. Efforts to overcome the problem, namely the school conveys using perception in accordance with applicable regulations.
