Abstract

Transportation problems have an important role due to population and economic growth. The population of that simultaneity with the vehicle growth factor without the inadequate facilities is one of the factors that contribute to the traffic problems. The mitigation is needed to prevent other transportation problems. Makassar is one of the Metropolitan City has a vehicle’s growth factor 13-14 percent every year for motorcycle and 8 – 10 percent for every year; due to this condition, the critical networks frequently saw in the road would be disrupted. The level of service (LOS) of road decreased. The information about the LOS basically formulated by the Indonesia Highway Capacity Manual (IHCM) as guidance needs basic survey data such as vehicle volume, speed gun test result, geometric condition, and others as supporting data. Basically, the manual calculation using ICHM can be formulated with effective and efficient using application ZIN. The application of ZIN as one of the planning management to find the more efficient for more road network, especially for Makassar.

Abstract

The development of the National Capital City (NCC) will certainly attract many people to come and have activities around the NCC area and not within the NCC area, this is because the development is a limited area with the concept of an integrated smart city, blue city, forest city. Restrictions on movement in NCC areas will certainly cause problems with road network connectivity around NCC partner areas, so it is deemed necessary to formulate a road network development concept that maintains NCC as a limited area but becomes a trigger for economic growth in partner areas. The purpose of this paper is to formulate a new road network development concept based on local wisdom and resources of each partner area around NCC. The method used in this research is a literature study using data sources from literature and reading materials as well as data from reliable sources. The data were analyzed based on transportation theory and road network development theory. The results of this study resulted in the concept of developing a new road network to several areas such as in Senoni (Kutai Kartanegara Regency), Gusig (West Kutai Regency) and Tukuq (Central Kalimantan Province Border).

Abstract

Jalan Nasional yaitu ruas Bomberai-Purwata di Kabupaten Fak-Fak tepatnya di KM 138+500 sampai dengan KM 230+660 dimana dengan kondisi daerah datar. Angka kecelakaan yang terjadi pada lokasi penelitian ini cukup signifikan dari data Kepolisian Resort Kabupaten Fak-Fak sebanyak 50 kasus selama 6 tahun dari tahun 2012 sampai 2017. Dari tahun ke tahun angka kecelakaan yang terjadi cukup merata walaupun ditahun terakhir mengalami penurunan seiring dengan kesadaran/kehati-hatian mengendarai kendaraan dan juga dari tahun-ketahun geometrik jalan mengalami perbaikan dari pihak Ditjen Bina Marga. Oleh karena itu, penelitian ini bertujuan untuk mengetahui karakteristik kecelakaan, lokasi rawan kecelakaan, dan audit keselamatan insfrastruktur jalan tersebut. Tahapan awal dilakukan analisis karakteristik, selanjutnya dilakukan analisis tingkat kecelakaan untuk mengetahui lokasi rawan kecelakaan dengan berdasarkan banyaknya kejadian kecelakaan terhadap volume lalu lintas. Setelah itu akan dianalisis dengan pendekatan EAN. Dari analisis tersebut bertujuan untuk mengetahui blackspot pada ruas Jalan Bomberai-Purwata. Hasil audit keselamatan jalan dari aspek harmonisasi perlengkapan jalan dalam kategori sangat berbahaya. Variabel-variabel dari kondisi jalan dan lingkungan jalan yang berpengaruh/significant terhadap terjadinya kecelakaan di ruas jalan arteri (Non Tol) Nasional yaitu hubungan manusia dengan jalan dan lingkungan, hubungan manusia dengan kendaraan dan hubungan kendaraan dengan jalan dan lingkungan.

Abstract

The Gowa Regency as a node area that has been designated as one part of the Metropolitan City, an integrated city of Mamminasata, so that Gowa Regency has an important role as a sub-center for the development of Makassar City. The increase in traffic volume has led to transportation problems including queues of vehicles on several roads in the city of Sungguminasa. On several roads in Gowa Regency, there are more potential of congestion occurs because the modes of transportation that pass on these roads have exceeded over the available of road capacity. On the other hand, the distribution modes of transportation is uneven which causes overload capacity on several roads in Gowa Regency, especially Somba Opu District. The purpose of this activity is to analyze the trip assignment of the existing road network conditions and forecast for the next five years based on the existing road level of service values ​​on each road segment according to the origin-destination distribution of trips using the Visum program application. Network assignment by overviewing the performance level of service of existing road network sections shows the classification of service on most road sections with levels A, B and C with indications of stable flow, with the speed is starting to be limited by traffic conditions. In forecasting conditions, it can be seen that the loading of the road network with its performance on most of the sections has decreased in service at levels D and E with indications that traffic is starting to be disrupted and speeds are slowing down. The results of the application of the Visum program in trip assignment for the existing road network with road service level values ​​provide important information as an effort to determine strategies and efforts in mitigation to overcome transportation problems. Detailed level of road service in a road network on several existing road sections will provide an integrated information regarding the potential for diverting several heavy traffic flows in an effort to prevent potential congestion.

Abstract

The purpose was to determine the tangible external factors in destination selection, including transportation facilities, hospitality, food quality and variety, personal safety, lodging prices, historical and cultural places, shopping, environmental quality, and safety. The quantitative descriptive method is based on data through questionnaires and quantitative analysis. The results are the tangible factors of transportation facilities and hospitality following perceptions. According to perceptions, the food quality and variety factor was 35%, the personal safety factor was 44%, and tourists felt safe. The price of lodging and historical and cultural places is very much in line with perceptions. Regarding shopping facilities, 33% are considered with perceptions, the quality and safety of the environment 41%, and the level of satisfaction 37% of tourists feel satisfied. The results are hoped to be used as a reference for further research in tourism development in Bulukumba Regency. ABSTRAK Tujuan penelitian ini adalah mengetahui faktor ekternal tangible dalam pemilihan destinasi antara lain fasilitas transportasi, keramahtamahan, kualitas dan variasi makanan, keamanan pribadi, harga penginapan, tempat bersejarah dan budaya, shopping, kualitas dan keamanan lingkungan. Metode yang digunakan, yaitu metode deskriptif kuantitatif berdasarkan data melalui kuesioner serta teknik analisis data yakni analisis kuantitatif. Hasil menunjukkan bahwa faktor tangible fasilitas transportasi dan keramahtamahan sangat sesuai dengan persepsi. Faktor kualitas dan variasi makanan 35% menyatakan cukup sesuai persepsi dan faktor keamanan pribadi 44% dari wisatawan merasa aman. Harga penginapan dan tempat sejarah dan budaya sudah sangat sesuai dengan persepsi. Fasilitas shopping 33% dirasa cukup sesuai dengan persepsi, kualitas dan keamanan lingkungan 41% sangat sesuai dengan persepsi dan tingkat kepuasan 37% wisatawan merasa puas dengan segala yang didapatkan selama perjalanan destinasi. Hasil ini diharapkan dijadikan acuan untuk penelitian selanjutnya dalam pengembangan wisata yang ada di Kabupaten Bulukumba.

Abstract

Pembangunan infrastruktur fasilitas umum dan sosial seperti infrastruktur jalan berpengaruh untuk meningkatkan kesejahteraan masyarakat, sehingga ketimpangan pembangunan antar daerah menjadi perhatian penting dan prioritas pembangunan infrastruktur di Papua. Persepsi dan partisipasi masyarakat dalam perwujudan fisik pembangunan infrastruktur perlu menjadi masukan dan pertimbangan proses perencanaan, implementasi dan pengawasan pembangunan jalan Trans Papua. Keberadaan pembangunan jalan Trans Papua belum sepenuhnya disambut dengan dukungan, menuai banyak kritik dari berbagai kalangan masyarakat. Kurangnya pelibatan warga dan tidak diketahuinya persepsi masyarakat dalam perencanaan dan pelaksanaan pembangunan jalan Trans Papua diduga menimbulkan resistensi dan konflik. Penelitian ini dilakukan untuk menemukan suatu kejelasan kearifan lokal masyarakat yang dapat dijadikan sebagai landasan pengembangan pendekatan pembangunan yang partisipatif. Pertanyaan penelitian adalah bagaimana persepsi masyarakat terhadap pembangunan jalan Trans Papua ditinjau dari aspek sosial budaya, ekonomi dan linkungan. Ditemukan perbedaan persepsi, pemahaman antara masyarakat lokal dan stakeholders dalam pembangunan jalan Trans Papua, diperlukan suatu pelibatan masyarakat dalam aktivitas perencanaan dan implementsi pembangunan. Hal ini, merupakan salah satu upaya meminimalisasi konflikt antara masyarakat dan pemerintah khususnya yang terkait dengan konservasi hutan lindung, isu-isu pemberdayaan masyarakat, maupun persoalan teknis pembangunan jalan.

Abstract

The upcoming Railway of Makassar-Parepare needs to determine the appropriate tariff. The tariff should be affordable and attractive people to using the public transport. In addition to considering the train fare that has been determined by considering the operational costs of the operator, it is also necessary to consider the Ability to Pay (ATP) and Willingness to Pay (WTP) values ​​for prospective train users, especially non-commuters. The purpose of this study was to analyze the value of ATP and WTP for prospective users of the Makassar - Parepare train service, especially for non-commuting trips. The data collection method in this study was conducted through a primary data survey using questionnaires or direct interviews with respondents who have the potential to use the Makassar - Parepare Railway. The respondent sampling process is based on each sub-district along the Makassar-Parepare railway line. The research data obtained were then analyzed further to see the characteristics of the respondents, ATP values, and WTP values. The results of the analysis on fares for trains with ATP and WTP values ​​at a maximum value of Rp. 468,-/ km with 58% of respondents. The fare value for the total length of the Makassar-Parepare route is 141 km, which is Rp. 65,988,-. The results of this study also show that the ATP value is lower than the fare for public transportation using a mini bus with the same distance on the Makassar-Parepare route with a value of Rp. 120.000,- so that the potential tariff in its determination must still consider the service received.

Abstract

The Maros-Barru railway is a strategic route to be developed as a public transportation mode that can connect two important areas in the province of South Sulawesi. However, even though the railway infrastructure in this area already exists, the level of train use by the community is still quite low. The demand for this travel need is significant for planning purposes, both facilities and infrastructure, especially transportation. The lack of public interest in trains on the Maros-Barru route is caused by several factors, one of which is the lack of information received by the community regarding the benefits and comfort offered by trains. Socialization of the benefits of rail-based public transportation will be carried out through various communication channels to reach more passengers, and it is hoped that this activity will benefit policymakers in the management and planning of trains in Sulawesi and reduce transportation problems. Before the socialization, there was no value, but after the socialization, a value of 2984 was obtained, which was in the range of 2501-3250, with the criteria Good. This means that this activity is also expected to be a preference for public transportation modes, especially trains, and the transition from other transportation modes to trains.
