Abstract

This study aims to analyze the effectiveness of the Personnel Information System in supporting human resources (HR) data management administration at Manado State University (UNIMA). This research employs a qualitative approach using a case study design. Data were collected through three main methods: in-depth interviews, participant observation, and document review. The findings reveal that the effectiveness of the personnel information system at UNIMA remains very low. This is primarily due to the absence of a comprehensively integrated system, resulting in HR data management heavily relying on manual methods and simple software like Microsoft Excel. Although the university has made digital transformation efforts, such as developing the Key Performance Indicators (MPI) management information system and collaborating with Ganesha University of Education (Undiksha) for system adoption, these initiatives remain partial and have not encompassed the entire personnel management cycle. Consequently, the system's ineffectiveness causes systemic impacts, including administrative delays in employee promotions and reporting, errors in staff planning, and potential threats to study program accreditation. Furthermore, it causes the institution to fail in implementing the principles of Good University Governance (GUG) and the legally mandated merit system. Therefore, improving the personnel system at UNIMA requires strategic steps, including issuing formal policies, continuously enhancing HR capacity and infrastructure, and developing an integrated system specifically tailored to the university's needs.

Abstract

Public service governance at the sub-district and village levels in Indonesia often faces obstacles in the form of a rigid, top-down bureaucratic approach and minimal community participation. In Minahasa Regency, the local wisdom of Mapalus has historically proven effective in managing agrarian resources, but its use in public administration governance and handling modern social problems is still very limited. This study aims to formulate a Mapalus revitalization model in public service governance and handling social problems in East Langowan District. Using descriptive qualitative methods with secondary data analysis and literature review, this study found that Mapalus must transform from mere physical mutual cooperation to Collaborative Governance. The revitalization models offered include: (1) Administrative Mapalus to accelerate population services, (2) Social Mapalus to address stunting and poverty, and (3) Environmental Mapalus to mitigate natural disasters. The main challenges include the degradation of Mapalus values among the younger generation and the absence of a formal legal umbrella at the village level. This study recommends the integration of Mapalus into Village Regulations (Perdes) as a non-bureaucratic standard operating procedure (SOP) in public services.

Abstract

This community service aims to improve the capacity of Tewaan Village employees, Ranowulu District, Bitung City, in managing performance strategically to achieve organizational goals. The activity was carried out on October 31, 2025 in the Tewaan Village Office Hall with participants from all village officials (12 people) using interactive socialization methods, Focus Group Discussions (FGD), and the preparation of individual action plans. The results of the activity showed an increase in participants' understanding of performance management from an average of 55 to 82 (an increase of 27 points), the preparation of individual performance improvement action plans by 92% of participants, and the identification of major obstacles in the form of a lack of understanding of targets, the absence of regular monitoring, and weak coordination between departments. This activity confirmed that a participatory approach based on measurable evaluation is effective in increasing the capacity of village officials.
