Abstract

Frequently, questions are asked to the accounting profession in the face of ethical dilemmas such as how auditors should behave. Many studies have shown moral character is important in ethical judgment, but there is very little explanation about the moral character of its own. This study aimed to test empirically the effect of individual personality factors, such as moral character variables comprising the dimensions of spirituality, idealism, moral courage, and perspective taking in the ethical judgment. Research data was obtained by distributing questionnaires to the auditor in Surabaya and Jakarta. Auditors' ethical decision-making is measured by making a story of ethical scenarios. Furthermore, the data were analyzed using software WarpPLS. This study shows importance of moral character in an auditor's ethical decision. This study shows that being an accountant is a choice being a noble human being and not a mere pursuit of economic benefits.

Abstract

This study aims to analyze the effect of financial performance of local governments towards the disclosure compliance of financial information on the website, as well as the political environment as a moderating variable for the effect of the financial performance of local governments towards disclosure compliance of financial infor-mation on the website. The study was conducted at the local government in Sulawesi with the sample consisting of 53 governments. The data were analyzed by partial least square (PLS). The results showed that good financial performance of local governments can encourage disclosure compliance of financial information on the website. This study also found that the political environment cannot moderate the effect of the financial performance towards the disclosure compliance of financial information on the website. This is due to the people who are interested more in paper-based reporting. The implication of this study was to encourage related re-search as well as encouraging local governments to use website as a media for finan-cial information reporting. Gorontalo district government is local government, which has excellent financial performance with complete disclosure of financial information on the website.

Abstract

Local financial management improvements needs to be realized for good governance. Regulation No. 17 of 2003 requires regional governments to better manage their finances through technology based Local Finance Information Systems (SIKD). In practice, it often causes behavioral problems because it leads to changes in the system in a short time by claiming to gain a better system that complies with the financial administration system in Indonesia. Thus, the government has to pay attention to their apparatus. This study tries to find out factors for strengthening the finance staff for implementing technology-based SIKD. It used a phenomenological approach and the data were collected through observation, in-depth interview, and document analysis. Informants in this study are those who directly involved in technology-based SIKD, finance staff, and policy makers. It shows that there are three important factors for the success of technology-based SIKD. Firstly, the staff’s commitment to self- integrity. Secondly, ethics and morality for staff’s building character, and thirdly, improve the government apparatus’ capacity. In conclusion, the government should be proactive in improving the human resources quality for implementing technology-based SIKD, through socialization or training. Results of this study suggest that regional government regulates human resource development for the successful implementation of technology-based SIKD.

Abstract

This study aims to enhance soil resistivity in a 20 kV electrical distribution network using a mixture of rice husk ash and mangrove wood charcoal. Rice husk ash is an additive known to reduce grounding resistance due to its water-absorbing properties, maintaining soil moisture. Effective grounding system is crucial to ensure fault currents can safely dissipate into the ground, protecting equipment and maintaining electrical distribution continuity. PUIL 2000 standards mandate soil resistivity below 5 Ω. The study method involved initial soil resistivity measurements using a Digital Earth Tester 4015 A, adding various mixtures of rice husk ash and mangrove wood charcoal around electrode planting areas, and periodic resistivity measurements over five days after four mixture additions. Scheme 1, 70% mangrove wood charcoal and 30% rice husk ash. Scheme 2, 30% mangrove wood charcoal and 70% rice husk ash. Scheme 3, 100% rice husk ash. Scheme 4, 100% mangrove wood charcoal. Results showed significant resistivity reduction, with the 30% rice husk ash and 70% mangrove wood charcoal mixture lowering resistivity to an average of 3.78 Ω, reflecting a 43.5% decrease from the initial value. Adding rice husk ash and mangrove wood charcoal to field soil enhanced soil conductivity, enabling resistance reduction to meet safety standards. This study recommends this blend as an effective and economical alternative to reduce grounding resistance in 20 kV electrical distribution systems.

Abstract

The emergence of the phenomenon of the presence of non-structural institution (LNS) indicates that there are still many problems that can not be solved by State institutions that exist, so the presence of non-structural institution is still needed and does not conflict with the Constitution of 1945. The presence of LNS cause problems including the overlap (overlapping) between LNS with LNS authority or other state institutions. Likewise, the legal basis for the establishment of very varide. Analysis of the problem that needs to be done is mapping the LNS and an exsting state agency so as to avoid overlapping. The legal basis for the establishment of uniform LNS in the form of law, goverment regulation, Decree of the President or the Presidential Decree. In addition, the feasibilty of establishing LNS is done based on Kolabarasi thingking among goverments, communities and businesses that its presence is highly expected by all parties.

Abstract

This research was conducted to analyze and describe the role of the members of the Regional Representative Council (DPRD) of the DKI Jakarta Province E Commission 2014-2019 in absorbing the aspirations of the community in the field of education. The research method uses qualitative methods with a descriptive approach. Based on the results of the study that the role of the DKI Jakarta Provincial Parliament Member Commission E in absorbing community aspirations in the education sector still has to be optimized with efforts to intensify programs / activities carried out to the community intensively, so that the public can know the policies produced, and establish an information center and community service so that it can help facilitate the public in expressing their aspirations. School enrollment rates in Jakarta must be increased, the dropout rate at the Jakarta high school level is quite high. This large gap between regions indicates that there is still a need for encouragement for certain regions to be able to catch up with other regions. Because of the importance of the role of the DKI Jakarta Regional Representative Council (DPRD), especially Commission E in the field of community welfare, it is expected to be able to automate the use of IT technology in community management and services concerning community aspirations.
