Abstract

The implementation of the waste management policies in the county of jepara referring to perda no 3 in 2009, waste management policies in the county of jepara is government program in order penanggulangan pileup of rubble produced by people and their own in the activities of the reduction and waste management.  The process of the implementation of the waste management policies in the county of jepara not separated from a factor that supports and hinder. Based on the theory of a van metter, van horn and edwards iii factor that supports and hinder keputusan standart policy, and the target the structure of the bureaucracy, resources, the disposition and communications.For the implementation of the policy of waste management in the county of jepara uses the method research qualitative descriptive in nature.With research site district jepara, in the region of and respondent government apparatus, covering janitor and city people and uses the technique research interview deep, documentation and observationFactor inhibitors of existing in the implementation of the waste management in the county of jepara are the reduction and waste management which is has not yet been optimal, standart and target a policy that only the outlines course, the structure of the bureaucracy that is less effective, still lack of resources and pengkomunikasian a less well on the purpose of the implementation of the waste management from the government to the public.

Abstract

Primary Health Care (PHC) as a basic level of health care units even categorized as PHC with or non direct services have to implement maternal and child health programme both promotive and preventive care based on The Rule of Health DepartmentNo. 75/2014 on Community Health Centre. This study aimed to obtain information on the implementation of the Maternal and Child Health Program and the factors associated with the implementation of the MCH Program in Tlogosari Kulon Primary Health Care Semarang and usingthe descriptive qualitative research methods to obtain the research aims. The results of this researchshowed that the five basic services are implemented at the primary care level such as antenatal care, postpartum, childbirth, neonatal and neonatal complications have not been carried out in accordance with Permenkes 75 in 2014 due to limited number of midwives and facilities MCH services. Nevertheless, the services related to health of infants and toddlers such as immunization services, visiting of neonatal services and the handling of high-risk infants have been implemented and get a positive response by the people of TlogosariKulon. Analysis of factors associated with the implementation of the MCH Program showed that factors such as budget, human resources and infrastructure services become the main obstacle in the implementation of MCH services in health centers TlogosariKulon Semarang. Based on the results of this research, it is needed some effort to improve the health of mothers and children especially the accuracy of disbursement of operational health centers that still there is a delay. In addition, the number of health personnel such as midwives who do not comply with the rules and revitalization of infrastructure such as infant warmer, incubator and midwife tool.

Abstract

This research aims to analyze the changes that occur to the community Karangrayung Grobogan District with regard to access to clean water, sanitas, clean and healthy lifestyles as well as the strengthening of institutional capacity at the village level after the Pamsimas program, and to find out what aspects of the mempengaruhinyal. Locus were used in this study is in District 6 in the village of Karangrayung target Pamsimas, Ketro, mountain Rice, Jetis, Parakan, Sendangharjo and Temurejo. This research uses qualitative research methods are purely descriptive. The subjects in this study consists of 6 (six) main informant.Based on the results of the study showed that the program helped Pamsimas Karangrayung Subdistrict in community access to clean water, bowel habits and access to sanitation is also haphazard change for the better, but the improvement that occurred in some villages are still a bit. The aspects that influence the success of Pamsimas in district Karangrayung is a condition of social economic society, the clarity of the content policies, financial resources and the implementing actors support the program itself.Conclusions in this study is, the overall program pamsimas improve the quality of the target sub district Karangrayung village community, however an increase that occurred in several villages, still a little bit to it need to be ditingkatkanya some aspects that are considered to be less, so that this program can be optimized.

Abstract

The convening of a parking levy aims to increase revenue (PAD) and keep order and comfort of the vehicle. These objectives can be achieved through the implementation of effective processes that can be seen from the appropriateness of the policy, the accuracy of implementation, the target precision, accuracy and precision of the process environment. Parking charges policy implementation process in achieving its objectives can not be separated from the factors that support and hinder. Based on the theory of Edwards III several factors that support and hinder the form of objective / outcome, Communications and Resources Based on the existing obstacles in the implementation of policies parking fees the city, the authors provide recommendations include: (1) increasing the number of staff accordingly (2) formal socialization to parking attendants so that the information can be the same (3) increase the budget allocation policy (4) add a vehicle to facilitate the mobilization.

Abstract

Fuel Oil Control Policy refer to Regulation of the Minister of Energy and Mineral Resources No. 1 2013 regarding control of the use of a particular fuel oil. The fuel oil subsidy control program aims to stabilize the fuel oil consumption, fuel oil subsidies are mainly so that in the future can still be consumed. As we know that all our needs there is no escape from a fuel oil, whether it be of processing or use. So with the fuel oil control is expected to continue to meet the needs now and in the future. The process of implementation of the policy of fuel oil control in achieving the goal of factor supporting and inhibitors factors. Based on the theory of George Edward III, factors that support and hinder form of Resources, Bureaucratic Structure, Communication, and Disposition.The factors supporting the implementation of the fuel oil control include:human resources of the actors implementing sufficient resources to FUEL the build-up would be adequate, there is a consistency of information from the Government, the SOP has been understood by the executor, the coordination is going well, behavior implementer policy is according to the role of each in existing regulations. And inhibiting factors are not sufficient budget resources needs of the users of official vehicles, the lack of readiness of the user service vehicles in implementing existing regulations, the sanctions have not been applied strictly.

Abstract

In this kind of era that full of challenges and chances, Local Government should be able to do some innovation to improve the quality of public services, so that the impression of government bureaucracy that is slow, complicated, and unfriendly can be eliminated. Therefore a policy was made to solve the problems that are exist in the public. The Implementation of One Stop Services have done to overcome the problems, especially in the licensing and non-licensing areas. The purpose of this policy is to facilitate the public in the making of business license. This policy was expected to have an impact to society beyond the aim of this policy itself. The purpose of this study was to find out what the impact of PPTSP, both expected and unexpected aspects of individuals, organizations, institutions and social systems. This research is a descriptive study using a qualitative approach. Based on result of research, PPTSP policy was still not touched all aspects of the society in which people are still not fully feel the positive impact of this policy. The recommendations that can be given to BPPT is this implementation of PPTSP can pay more attention to the impact resulting from the ease of licensing is not only for entrepreneurs, but also for the people are not entrepreneurs. The coordination of BPPT and related agencies should be improved, and in the policy making stakeholders must take an anticipatory action to tide over the impacts that are out of the expectation.

Abstract

Indonesia is at the fourth position of the highest tuberculosis sufferers in the world after India, China, and South Africa. Tuberculosis prevention in Indonesia has been done in accordance to Tuberculosis Prevention National Program that was proclaimed by Health Ministry of Republic Indonesia for all Regencies and Cities. By deciding 70% target invention from total estimation and curing minimum 85% from total patient that are positively tuberculosis. However, implementation tuberculosis prevention program in Semarang Regency in invention amount has not reached national target. Invention amount of tuberculosis patients that are gained only reachs 24,42%, and the recovery level reachs 94,08%. The purpose of this research is to know how implementation tuberculosis prevention program that is done by Semarang Regency Health Department by using indicator effectiveness implementation policy that consist of: policy accuracy, implementer accuracy, target accuracy, environment accuracy, process accuracy, and also the factors and implementation of tuberculosis prevention program resistor. The research uses a theory of George C. Edward III by Top Down approachment. This research focuses on implementer program in implementing tuberculosis prevention program by noticing its communication factor, resources, disposition, and birocracy structure. The research uses descriptive qualitative research method. The result indicates that the implementation of tuberculosis prevention program in Semarang Regency is not effective yet, it happened because some implementation effectiveness indicators has not been fulfilled enough. On the other hand, there are several factors that resist the implementation of tuberculosis prevention program in Semarang Regency. It is needed addition of competent human resources in tuberculosis prevention field and involve department society strategic.

Abstract

This research while such the number of the HIV/AIDS in district Semarang are increasing. Lack of health facilities associated could have an impact on the to the reproductive age. The formulation problems this research include: how the implementation of those two years about 3 2010 HIV/AIDS in district Semarang? , what many factor are affecting the implementation of local regulations?. Research purposes to know the legislation number 3 years 2010 about HIV/AIDS in district Semarang. Research purposes to know the legislation number 3 years 2010 about HIV/AIDS in district Semarang. A literature study underlying this research using the theory George Edward III. The methodology used by the methodology qualitative .Analysis by using taxonomic analysis techniques and analysis of cultural theme . The result showed that the implementation of HIV/AIDS in district Semarang not optimally .This was apparent from the three phases which includes prevention , treatment , and rehabilitation. It is proven with increased rates of the HIV/AIDS , the number of health facilities inadequate to include the whole the district Semarang , and the availability of human resources not enough. Ineffective HIV/AIDS because the sectoral ego between government agencies and across the private sector , the stigma negative for the HIV/AIDS , and the culture permissiveness in society about. Based on the research done is recommended deprive sectoral ego happened , improve public education for HIV/AIDS , and improve health facilities and the quality of human resources.

Abstract

Control is one aspect in the development of a State which has the role and influence are very important because it involves the lives of many people. In the process of development control, closely related to the Spatial as stated Act 26 of 2007. Its aims to provide harmony, harmony, balance, sustainability, and environmental success. The purpose of this study is to investigate the implementation process and analysis Regents Regulation No.53 of 2011 Regional Bandungan, Semarang discussing development control in Semarang District and the factors that influence a Regents Regulation impelementation No.53 of 2011This type of research used in this study is descriptive in order to give an idea or an explanation of the data acquisition and qualitative research prosedure, the data obtained from interviews, observations, and archival. The result of the study are considered relevant to the problem under study analyzed qualitatively through data reduction corresponding to the key problem in the study and focus on the main issues to be answered in this study The results showed that the implementation Regents Regulation No.53 of 2011 District Bandungan, Semarang city administrations has done sought to control hotel development in District Bandungan. But its constrainedbyseveralfactors, including (1) ZoningRegulations, there arebuildings thatstoodonthe borderroads, buildings, andriver banks; (2) Licensing, indifferencehotel ownerswhodo notcomply with theorderpermittingthe construction ofthe hotel; (3) disincentive and incentives, such as sanctionsandrespect for hotel owners who violate and abide by the rules, (4) communication, poor communication between the government and the owners of the hotel and (5) the disposition, less commitment on the part of implementing the policy. In overcoming these obstacles, there are some suggestions that can be done such as the need for socialization and commitment regarding the meaning and content of the established policies and regulations governing the four factors contained in policy implementation with regard to development control.

Abstract

Facility and accessibility difables are an assurance for life right and living in society. Obligation of the government to provide the facilities and accessibility for people with difables in the building infrastructure has been set in the rules and legislation. Fulfillment facilities and accessibility for people with difables, there are several things to consider, including usability, safety, convenience and independence. The main problem of this research is in BPJS’s office that hasn’t implemented the difables facilities and accessibilitymaximally. So that, it’s needes to be evaluated of implementing the difables facilities and accessibility in BPJS’s office Semarang city, according to Permen PU No. 30/PRT/M/2006 with purpose for knowing how for the implementation of this policy in real sector especially in BPJS’s office Semarang city. This research uses descriptive research methods. The technique of collecting data by in-dept interviews, documentation and observation studies. The result of this research about evaluation availability of difables facility in BPJS’s office Semarang city shows that it has some facilities and it has fulfilled the policy, but in the other hand, in fact there are some facility that haven’t had by this office. Some facilities that they have are door, stairs, washbowl, lift, ramp, toilet and fixtures and control equipment. In addition there factors that lead to a lack of facilities and accessibilityfor people with difables encountered in field, namely lack of understanding Permen PU No. 30/PRT/M/2006 by the BPJS’s Semarang city and BPJS has its own rulesregarding standards development planning facilities are accessible for citizen so not comply with Permen PU No. 30/PRT/M/2006.
