Abstract

However, Public Open Green Space in Semarang City iss only 7.5% the law stipulates that Act every city must have a minimum 20% Open Green Space. This study describe about how the regulation of Open Green Space Planning in Semarang City is, Number 7 Year 2010 about Open Green Space Planning. The purpose of this study is to see how the Implementation of Open Green Space Planning in West Tlogosari is and What are the factors that influence the implementation of open green space of public in Semarang city. This Research is Qualitative Descriptive. Based on the result of the study shows that the implementation of open green space planning in Semarang City consist of planning, utilizing and controling. There are founded the obstacle factor of open green space planning in West Tlogosari, that are not achieving the 20% of Public Green Space, the high price of land, the competence of human resources, uneficient communication interagency, and awarness of society about the needs of public open green space. Semarang Municipal Goverment is suggested to achieve ‘short-term- target of 20% public Open Green Space area, negotiate the price of land with societies, provide training about the implementation of Open Green Space Planning, make the flexible coordination rules, and give information about the Open Green Space to the societies and create an activities to get participation of societies in Implementing of Open Green Space Planning in West Tlogosari, Distric Pedurungan, Semarang City.

Abstract

Trash problem is one of many problems faced by big cities in Indonesia, including Semarang City. The trash that increases every day can certainly bring new problems to the environment as well as with health. Therefore, the government of Semarang city issued a policy of Regional Regulation number 6 of 2012 on Trash management in Semarang city. This research will further discuss about the implementation of trash management policy in Semarang city. The research results showed that the implementation of trash management policy implemented in two main stages, the trash reduction stages and trash management stages. In the implementation of these two stages there are several obstacles and also found things that become an inhibiting factors and supporting factors of trash management policy implementation in Semarang city. It also explained about trash management based on upstream and downstream management. The recommendation by this research are; improve the information dissemination on trash management to the community, improve and add facilities and infrastructure to support the implementation of trash management and improve the resources both from government agencies, communities and also private sector to jointly overcome the existing trash problem in Semarang city.

Abstract

The implementation of these programs exist for handling social problems i.e. drug abuse conducted by the National Narcotics Agency through the efforts of prevention and eradication of Drug abuse and Dark Outlets (P4GN). This effort is conducted through a program of alternative Urban Community Empowerment which renders region Kampung farm, East Jakarta as targets or targets in its implementation. The purpose of this study was to describe the implementation of Alternative urban communities Empowerment Programme In the region Vulnerable to drugs in Agriculture in East Jakarta as well as to know the factor endowments and restricting factors of alternative urban communities Empowerment Programme In the region Vulnerable to drugs in Agriculture in East Jakarta. This type of research is a research dekriptif by using the pendekata method of the qualitative. The results showed that in practice there were indicators such as on the appropriateness of the policy in which to solve the problem have not yet seen a good run because the empowerment program takes a long time, precision implementation seen from the main actors and how the role of private parties and communities that want to get involved has gone well, the precision ofthe target associated with the intervention, objectives and community responses that have not been run well related to the environment, the precision of the internal and external environment the external environment which still lack in the mass mediato deliver news about the empowerment program alternatives, and the precision ofthe process related to the readiness of the implementing agencies and the communities where it is still not fully prepared to get involved. In the study also found an inhibitor factor is communication, resources, and disposition. Recommendations that can be given is associated with intensity about the socialization program, human resources and financial resources is related to the addition of officers in the field required and budget down in accordance with the schedule, and the disposition related to the willingness and commitment of the employees of improved returns.

Abstract

The background of this research is the many complaints of the public in using Bus Rapid Transit (BRT) Semarang. The purpose of this study is to determine and examine the effect of service quality on community satisfaction using Bus Rapid Transit (BRT) in Semarang City. The research method used is quantitative explanatory, with a research sample of 100. Sampling techniques using Probability Sampling techniques, especially using Simple Random Sampling techniques. The analysis techniques in this study are Validity test, Reliability test, Kendall Tau Correlation, and Determination Coefficient. The results showed that the quality of service to community satisfaction had a correlation of 0,316, with a significance level of 0.01. The value of the contribution of service quality to community satisfaction is 9.98%, so there are 90.02% of other variables that affect the variable of community satisfaction outside of the service quality variable. Based on these results, it can be concluded that there is an influence between the quality of service to community satisfaction of the community of Bus Rapid Transit (BRT) users in Semarang City. The advice given is to provide education or supply to each employee and continue to develop the facilities and infrastructure of BRT Trans Semarang

Abstract

Children is an investment of the nation in carrying out development. Theyneed to get protection in accordance with the rights of the child. In Indonesiathere are still many children who work in hazardous places for their developmentso that their rights are not being met. To reduce the number of child workers, thegovernment made a reduction program in child labor in very poor householdscalled Withdrawal of Child Labor Program Family Hope Program (PPA-PKH). Theresearch objective is to describe the implementation of PPA-PKH program inMagelang and analyze the push and pull factors program. This study used aqualitative approach, with data analysis techniques include data reduction,presentation, conclusions and verification.Implementation of PPA-PKH program includes productivity, linearity andefficiency. The results showed that the productivity of children who return toschool only 60%. Linearity views of conformity procedures, time, cost, place andimplementing many are not appropriate. The efficiency has been achieved inimplementing the empowerment resources and assets, whereas for the utilizationof funds and technology are still less efficient. The push factors are include thesubstance of the policies and behavior of implementor, while the pull factors,interaction networks, the participation of target groups and resources; as well asother factors include a lack of awareness of parents and school attitudes thatwere not receiving target.Implementation of PPA-PKH program in Magelang District has not gonewell. Recomendation submitted in the implementation of the PPA-PKH include:data collection target group, the timely implementation, coordination betweenteam PPA-PKH and implementation team, increased oversight of funds, anincrease in facility premises, facilities and infrastructure, as well as assistingparents to raise awareness parents of the importance of school for the future oftheir children.Keywords : implementation, productivity, linearity, efficiency, push and pullfactors.

Abstract

Education is a major factor for a nation in order to carry out the construction. Seeing the importance of education for a nation, takes the role of government to meet the needs of the community. One of the efforts made by the government through the Ministry of Education and Culture of the Republic of Indonesia is a program of the School Operational Assistance or BOS. BOS Program is a program that supports the 9-year compulsory education program, in which each learner exempt from all operational costs of education. The research was conducted in SMP Negeri 2 Semarang and was based on the fact that in its implementation, still there are problems such as limited use of the funds for the school, as the executor. The purpose of this study is to describe and analyze the implementation of the School Operational Assistance (BOS) in SMP 2 Semarang and describe the driving factors and obstacles in the implementation of the Program School Operational Assistance (BOS) in SMP 2 Semarang. Based on research, the implementation of the School Operational Assistance (BOS) in SMP 2 Semarang is still not optimal. Therefore, the recommendations can be given is to not restrict the use of funds for each school, differences in the percentage of acceptance of funds received by schools based on the needs of each school, and the preparation of JUKNIS BOS not too stiff to use BOS funds can be more optimally.

Abstract

SMA 1 Kudus was RSBI (Pre International Standardized School) since 2007. One of the school requirements of RSBI to become SBI (International Standardized School) is the fulfillment of pre requirement standard stated in the Permendiknas No.78/2009. This study attempted to answer the implementation of Permendiknas No.78/2009 on International Standardized School in Elementary and Secondary Education, at SMA 1 Kudus. This research focused on the implementation of nine standards of quality education stipulated in the regulation, at SMA 1 Kudus, as an effort of this school to reach SBI status.This research used qualitative research method, to describe phenomenon that affect the implementation of Permendiknas No.78/2009 based on nine standards of quality education, namely: Accreditation, Curriculum, Learning Process, Value, Educator, Staff of Education, Infrastructure, Management, and Cost. From the result of research, it is known that the implementation that have been well done based on the nine standards of quality education are: Curriculum, Value, Staff of Education, Infrastructure, Management, and Cost. However, Accreditation, Learning Process, and Educator have not been well implemented, because lack of human and financial resources.Recommendations from the results of this research in order to improve the implementation of Permendiknas No.78/2009 is that SMA 1 Kudus should encourage its teachers to get their graduate education, and to make cooperation with local government for fund allocation for the betterment of SMA 1 Kudus.

Abstract

Children are nation seed thus children rights must be protected like children in conflict with law. Problem usually faced by children in conflict with the law is a child must be placed with adult prisoner. The purpose of this research is to get visible image from realization of protection of children in conflict with the law at Klaten Region Prison. Method used in this research is qualitative by using Mazmanian and Sabatier theory. The result of this research is that the implementation of policy of protection of children in conflict with the law at Klaten Region Prison is not optimize yet because of within implementation of policy of protection of children in conflict with the law at Klaten Region Prison still face some problems like the lack of information access, education and teaching. Suggestion from the researcher is to review giving alternative assistance to children in conflict with law who is late in signing up as kejar paket C participant. Revering back cooperation agreement among prison and education institution in relation with education service. Socializing about the existence of children in conflict with law in IIb class prison so that assistance which is given do not have common characteristic.

Abstract

Kudus Job Training Center (BLK) is a Technical Unit The Social Departement Of Manpower and Transmigration Kudus District. BLK is expected to be a forum for candidates for employment to become entrepreneurs and to get a job. But the fact is largely BLK graduate entrepreneurship or getting a job.This study aims to describe and optimize the performance of BLK and identify dimensionsthat support and hinder the performance of UPT Training Center Social Service Manpower Holy District, so as to know what needs to be improved and sustained performance. Kudus Job Training Center performance can be seen on the productivity, quality of service, responsiveness of organizations, organizational responsibility, and accountability.The results showed that the optimal performance of BLK yet. To optimize performance by improving BLK inhibit dimensions. Dimensions that support the resources (human, financial, time sarpras), participation, cooperation, motivation and organizational structure. Dimensions that inhibit is Human Resources, Financial Resources, and Communications.

Abstract

ABSTRACT Art and Cultural Thematic Village in Tembalang Village is a part of the Semarang City poverty alleviation program based on community empowerment. The main commodity is performance art namely ketoprak and lumping horse, making this thematic village unique and the need for various parties' involvement makes stakeholder analysis important to do. This study aims to conduct stakeholder analysis and stakeholder mapping to provide strategic recommendations based on the type of stakeholder in policy implementation. This research used a qualitative research method with the case study approach. Based on the analysis of resources and values of the actors, the results showed that the co-operation type stakeholders were the Chairperson of Tembalang Village Community Empowerment Agency (LPMK), the Chairperson of the Art and Cultural Thematic Village Foundation, and the Lecturer of Undip in Thematic Community Service Program (KKN) at the Jurang Blimbing. The conformity type stakeholders are the Head of Sub-Division of Social Planning at the Regional Agency of Development Planning (Bappeda) of Semarang City and Tembalang Village community. The counter-action type stakeholder is the Deputy Chair of Ikada while the Tembalang Village Chief is included in the detachment type. Co-operation type stakeholders need to expand the network with vertical agencies such as the Semarang City Government, Central Java Provincial Government, the Ministries, and collaborate with the private sectors. Conformity type stakeholders must build stronger communication and relationships with other stakeholders to increase their resources. Counter-action and detachment type stakeholders must be given an understanding of program planning so that they understand the direction and objectives of program implementation. Detachment type stakeholders also need to increase their active participation to establish stronger relationships with other stakeholders and strengthen their influence in decision making.
