Abstract

Mengacu pada Undang Undang Republik Indonesia Nomor 23 Tahun 2008, sejak tanggal 24 Juni 2008 Kabupaten Labuhanbatu Utara (Labura) mulai berdiri sendiri sebagai kabupaten dan terpisah dari Kabupaten Labuhanbatu Selatan. Pada dasarnya wilayah pemekaran memiliki tujuan untuk meningkatkan kesejahteraan masyarakat. Berdasarkan data BPS tahun 2019, sektor unggulan dan mata pencaharian di Kabupaten Labura adalah pertanian. Akan tetapi seiring berjalannya waktu usaha pertanian semakin menurun. Hal ini terjadi diduga karena perubahan tutupan lahan. Secara geografis pemekaran wilayah akan mempengaruhi perubahan tutupan penggunaan lahan. Oleh karena itu untuk mengetahui seberapa besar perubahan yang terjadi perlu dilakukan analisis tutupan lahan tahun 2010-2019, kurang lebih 10 tahun setelah masa pemekaran terjadi. Analisis tutupan lahan satu dekade ini dilakukan menggunakan Citra Landsat yang diolah melalui metode klasifikasi penggunaan dan perubahan lahan. Hasilnya Kabupaten Labura mengalami perubahan yang relatif lambat. Perkebunan karet dan sawit mengalami perluasan lahan yang besar sedangkan hutan mangrove berubah fungsi dominan menjadi perkebunan. Sementara lahan terbuka mengalami perubahan terkecil yang juga mengarah ke perkebunan. Setelah dilakukan analisis tutupan lahan, dilakukan Seleksi Bivariat dengan menggunakan metode Logistic Regression Analysis (LRA) untuk mendapatkan faktor pendorong perubahan. Ada 7 variabel yang diduga mempengaruhi perubahan yaitu 1) jenis tanah, 2) kemiringan lereng, 3) curah hujan, 4) jumlah penduduk, 5) kepadatan penduduk, 6) jarak dari pusat kecamatan, dan 7) jarak dengan jalan utama. Hasil analisis menunjukan 6 variabel mempengaruhi dan hanya 1 variabel yakni curah hujan yang tidak mempengaruhi. Nilai positif pengaruh terbesar adalah jenis tanah. Semakin subur tanah maka perubahan semakin cepat terjadi. Nilai negatif pengaruh terbesar adalah jarak dari pusat kota yaitu kecamatan. Semakin jauh jarak dengan pusat kota, perubahan semakin cepat terjadi. Hal ini terjadi karena perkebunan dan pertanian yang lebih banyak mengalami perubahan berada jauh dari pusat pemukiman kecamatanan. Rekomendasi berupa perlunya zonasi tata ruang dan pengawasan alih fungsi lahan.

Abstract

Most of the agricultural sector activities are in rural area. Rural and agricultural development requires accurate spatial information so that accuracy in sustainable development planning can be attained. This study was aimed to determine the strategy of sustainable agriculture development planning in a rural area. This research method used a spatial data approach acquiring village imagery produced using a drone. The actual land use analysis used ArcGIS software through a participatory digitization process. Analysis of land carrying capacity using the approach of land availability and land requirements. The results of the analysis became a reference for compiling the direction of planning for sustainable agricultural village development. Analysis of alternative program priorities using the Analytical Hierarchy Process (AHP) approach. The study found that agricultural areas dominated land use in Sukadamai Village with an area of 112,942 ha (42,693%). Land carrying capacity in Sukadamai Village was in a deficit with a comparison ratio of land availability (SL) to land requirements (DL) of 0.22. The strategy of sustainable agricultural development that can be done is the innovative application of effective and efficient land intensification. The program prioritized the criteria of social justice and maximized the government's role in realizing development goals.

Abstract

The main activities in the rural landscape are agriculture, involved natural resources management that compose the function of area as settlement, government services, social services and economy activities.  These activities affected the rural landscape that changed plant diversities as well as carbon stock. The aim of this research was to evaluate biodiversity and carbon stock in the rural area of Cisadane Watershed.  Two villages were defined on a purposive random sampling, i.e. Sukadamai and Bantarsari.  The sampling plots were selected based on main land use type with size for tree was 20 m × 20 m, pole was 10 m x 10 m, sapling was 5 m x 5 m and seedling was 2 m x 2 m; with 3 replications.  Similarly, other concentric plots were established. The number of plant species were counted, diameter at breast height (DBH) and plant height were measured.   The analysis of carbon stock, plant diversity and the relationship was developed using Microsoft Excel and R 3.6.1 software.  The results showed that main land use in Sukadamai and Bantarsari Village consisted of settlement area, farmland, mixed farming and palm oil plantation.  In the research area where 106 species from 43 families that classified into 9 horizontal diversity based on function and 5 vertical diversity based on plant height. The values of Shannon-Wiener Diversity Index (H’) ranged 2,78–3,20.  Estimated carbon stocks were 1,16–51,40 Mg ha−1 in research areas, respectively. Abstract

Forests are a source of landscape services that are important for the sustainability of ecosystems. The Ministry of Forestry has provided access to village communities to manage forest areas legally, through a village forest scheme with management access rights for 35 years. Participatory mapping is a type of public participation that includes the creation and/or use of spatial information for various purposes. Spatial data allows the identification of relationships between landscape services and landscape characteristics and administrative units. This study aims to identify the potential characteristics and service potentials of the Pattaneteang Village Forest area. The method used in this research is spatial analysis carried out on land use maps based on drone images in Pattaneteang Village and qualitative methods in the form of structured interviews, questionnaires, and focus group discussions. The results showed the quality of landscape services for biodiversity and stored carbon in the Village of Pattaeneteang was in the “very good” level, having a high-value economic role with a total score of 9 in Utilization Village Forest. The total score of the cultural role of the Pattanateang Village Forest is 4 for the Disputed Village Forest and the Utilization Village Forest, which means that it has low cultural value and a value of 5 for the Core Village Forest area which means moderate cultural value.

Abstract

As an expansion area, North Labuhanbatu District has a purpose to improve the social welfare. Meanwhile one of the significant sector in the community is agriculture. Agriculture provides the highest income for the society and has a potency to further develop and establish the area. However, the development should relevant with environment characteristic essentially. Based on preliminary survey, there are 5 agricultural commodities growing in this area namely palm oil, rubber, rice field, cocoa, and coconut which spread over the 8 sub-districts. The increasing of population triggers land use changes particularly in agriculture. Therefore analysis of land suitability for agriculture is fundamental hence policy direction can be applied in each sub-district based on agriculture commodities which suitable with their characteristic accordingly. The evaluation of land suitability is conducted by comparing the physical characteristics with the existing of land suitability criteria which prossessed by ArcGIS software. Land suitability in North Labuhanbatu is identified with 4 clases: S1 (very suitable), S2 (moderately suitable), S3 (marginally suitable), and N (not suitable). Furthermore, there are 4 limiting factors in this study: water availability, root media, nutrient retention, and erosion hazards. The result shows that rubber, rice field, and coconut have very suitable (S1) land to be planted.Therefore the recomendation is to develop agroforestry landscape practices for sustainable livelihoods in Labura District.

Abstract

The interest of various parties on forest utilization access lead to the ambiguity of property rights due to user overlapping. This research explained the ambiguity factors of property rights from access mechanism and its relation to the land conflict. The research using purposive sampling method to obtain data of land use change, documents, historical study, as well as in-depth interviews of 123 people key informant. Rapid Land Tenure Assessment (RaTA) and descriptive analysis method were used to analyze the data. The results showed that both access and property rights theory could explain the overlapping use on forest area in Meranti Forest Management Unit (FMU). Analysis of rights-based access mechanism explained factors within the property rights status and the causes of land overlapping, i.e. the dynamics of management change, boundaries area issues, and lack of control. The factors of land user based on structure mechanism were the kinship ties, patroness system or pesirah, community and religious leaders. The access of structure mechanism have lead to claim of 38.53% areas of Meranti FMU. Changes of the rules have increased new users and causing overlapping between bussines license holder with community access. The research recommends avoiding change of area management forms, and for involving local communities in determining new users, duration, and profit sharing.

Abstract

Konflik lahan merupakan permasalahan yang sering dihadapi masyarakat Maluku khususnya di Desa Rohomoni. Sumber utama konflik kepemilikan lahan terletak pada akses pemanfaatan lahan yang syarat dengan kepentingan. Penelitian ini bertujuan untuk menganalisis dinamika konflik lahan. Penelitian ini dilakukan di Desa Rohomoni Kecamatan Pulau, Haruku Kabupaten Maluku Tengah yang dilaksanakan pada bulan Juli-September 2017. Metode yang digunakan pada penelitian ini yakni kualitatif dengan memilih 22 informan yang terlibat konflik lahan. Hasil penelitian menunjukan bahwa konflik yang terjadi bersumber dari batas-batas kepemilikan lahan tidak jelas dan surat kepemilikan lahan tidak jelas sebagai sumber utama konflik.

Abstract

The Activity of Building Precision Village Data initiated by Dr. Sofyan Sjaf is an effort to serve the community, so that the village community can build, verify, and have accurate data regarding the condition of the village and its people as a basis for planning their village development. IPB as a university transfers knowledge in the form of data collection, verification, and analysis methods, as well as drone image-based mapping technology and the MERDESA census application to the village community. In this activity, IPB facilitates 1 lecturer, 2 alumni as spatial facilitators and social facilitators, and 5 IGTF students to work with the community to build Precision Village Data. Based on the data collected, the people of Bantarjaya Village have the potential to be the location of community service programs in the form of transfer of knowledge and technology, especially in the field of agriculture and family-based use of yard land. The high use of the internet is also a potential channel that can be used for education and capacity building, especially during a pandemic which limits direct interaction between people inside and outside the village. IPB as a university which is very close to the village, needs to identify appropriate forms of development and community service programs based on Precision Village Data. Abstract

Development is a national agenda that is a priority of the nation. Sjaf et al. (2020) said that village development still has polemics about data accuracy. Positioning villagers as data objects is one of the reasons why village data presented by the auspices of the institution is not in accordance with the airy conditions. In addition, Sjaf (2019) also explained that the approach that has been done is not appropriate, thus causing data problems. Precision Village Data through the DPM approach seeks to initiate the construction of accurate data-driven villages. Involving the participation of villagers in the process of data retrieval and analysis is the purpose of making villagers as data subjects. IPB campus as a state university whose existence is surrounded by villages / villages, it is necessary to identify the forms of development programs and appropriate community service with data-based Precision Village. The database owned by Presisi Village Data can be used by the village as the foundation of neglasari village infrastructure development to increase the productivity of the village community. Data showing high internet usage in Neglasari Village is also a potential for science and technology development through education channels and infrastructure-related capacity development.
