Abstract

Abstract In a complex system, such as in the field of transportation safety, the problem is actually present in the basic structure of the system. Therefore, an analysis of the system is needed to solve the problems in a comprehensive manner. For this reason, a systems approach is highly demanded. The systems approach is not just a matter of theory but also the practical way of thinking and philosophy in solving a problem. System dynamics model presents a set of cohesive steps to be followed systematically by understanding the root or basic cause of any problems under consideration. By providing insight into the feedback process, system dynamics models provide a better understanding of the users of the system to understand the dynamic behavior of a system. Keywords: system dynamics, systems approach, model, transport safety  Abstrak Dalam suatu sistem yang kompleks, seperti dalam bidang keselamatan transportasi, permasalahan sebenarnya terdapat pada struktur dasar sistem tersebut. Oleh karena itu, analisis terhadap sistem dibutuhkan untuk dapat menyelesaikan permasalahan secara komprehensif atau diperlukan suatu bentuk penyelesaian yang menggunakan pendekatan sistem. Pendekatan sistem bukan hanya menyangkut masalah teori tetapi juga mengenai cara berpikir dan filsafat praktis dalam memecahkan suatu masalah. Model dinamika sistem menyajikan seperangkat langkah-langkah penyelesaian kohesif yang harus diikuti secara sistematis dengan memahami akar atau penyebab dasar setiap permasalahan yang dipertimbangkan. Dengan memberikan wawasan dalam proses umpan balik, model dinamika sistem memberikan pemahaman yang lebih baik kepada pengguna sistem untuk memahami perilaku dinamis suatu sistem. Kata-kata kunci: dinamika sistem, pendekatan sistem, model, keselamatan transportasi

Abstract

Abstrak Transportasi (pergerakan) barang adalah perpindahan barang yang terjadi baik di dalam suatu zona maupun antar zona dalam satuan waktu tertentu. Analisis besarnya perpindahan dapat dilakukan dengan model bangkitan/tarikan antar zona yang merupakan salah satu tahapan dalam proses model empat tahap perencanaan transportasi. Besarnya pergerakan tersebut dapat direpresentasikan dengan Matriks Asal -Tujuan (MAT) ataupun dengan diagram garis keinginan (desire line). Dalam kajian ini diambil kasus transportasi barang di Provinsi Nanggroe Aceh Darussalam (NAD) dimana hampir 95% pergerakan barang dilakukan dengan moda darat (jalan raya), walaupun sebagian besar wilayah NAD berada pada daerah pesisir dimana pergerakan tersebut dapat dilakukan dengan moda laut, namun karena kurangnya prasarana dan sarana maka pergerakan lewat jalan raya tetap menjadi pilihan karena lebih efisien. Pergerakan barang melalui jalan darat di NAD mempunyai kendala geografis daerah akibat minimnya jaringan jalan antar zona. Beberapa ruas jalan telah dan sedang dalam peningkatan, diantaranya adalah ruas jalan Ladia Galaska, dan ruas Geumpang – Tutut. Dalam proses peningkatan kedua ruas jalan tersebut penuh dengan tantangan dan kecaman dari beberapa LSM terutama mengenai isu dampak lingkungan. Namun akibat gempa bumi dan badai tsunami, pola pergerakan berubah secara drastis, banyaknya jaringan jalan yang putus.  Ruas jalan yang tadinya ditentang kini menjadi tumpuan utama dalam distribusi logistik. Untuk itu pada tulisan ini dianalisis distribusi pergerakan barang antar zona sebelum tsunami, dan pasca tsunami, dengan menggunakan model gravity. Hasil analisis menunjukkan bahwa terjadi penurunan pergerakan cukup signifikan antar zona pada beberapa zona pasca tsunami hingga masa rekonstruksi.Kata-kata kunci: Transportasi barang, Jalan Alternatif, Tsunami, Matrik Asal – Tujuan ,model gravity.

Abstract

Abstract Traveling decision was part of activity scheduling process which to be basis of activity demand modeling. In activity-based modeling, traveling was defined as movement with sequential process concentrating to through segments starting from home and back to home which more realistic than old model, trip based which used by four stages model. Using this approach model, the transport passenger modal split which was usually done by the people are analyzed in order to answer why recently the use of motorcycle was increased in number. The proportion of motorcycle which was increased  in composition of roadway traffic reflect to the condition of modal split which done by the people from the available mode.  Modal split was conditional decision on choosing decision in previous level, i.e. pattern of acitivity, time of the day, destintion and number of stop. The results of this study was expected to provide detail description of variables which were very influence to transportation modal split process.Keywords: mode choice, activity-based

Abstract

Abstract The transportation production cost (TPC) considerably has strong influence to the national economic condition. This paper focused on the analysis of the transportation production cost sensitivity in relation to the variation of the external affecting factor, which are fuel price, rupiah exchange rate and Bank of Indonesia interest rate. Based on the R2 values, the TPC components in general have significant correlation, with the fuel prices. However, they do not have high correlation to the fluctuation of interest rate and rupiah exchange rate. The sensitivity analysis shows that a 10% rise on fuel price would cause 6%, 2%, 7%, 2.4%, and 4.9% rise on the TPC of intercity bus, ferry ship, interisland ship, train, and airline, respectively.Keywords: sensitivity analysis, transportation production cost, external affecting factor.

Abstract

Abstract The need for mass transportation urges the government of Jakarta to build a monorail system. Monorail will increase the capacity of  public transportation system and give a new color to the urban transportation services. Users will have an additional mode choice and then make their preferences. User’s behaviour when choosing mode can be modeled using Stated Preference data. By using Stated Preference, monorail can be compared objectively to existing modes, namely private car, AC bus, non-AC bus, and busway using specific service attributes. Attributes used in this study are journey time, fare, frequency of departure, delay, and walking time to station. Stated Preference data were obtained from a survey to prospective passengers in the service area of the Green Line monorail corridor. Binary logit models were employed to model mode choices and the utility function was in a linear form. Calibration was done by multiple linear regression. Four mode choice models were then obtained, namely monorail versus private car model, monorail versus AC bus model, monorail versus non-AC bus model and monorail versus busway model. Keywords:  monorail, mode choice, service attribute, Stated Preference (SP)

Abstract

Abstract As archipelagic countries, seaport plays important roles in Indonesian economy. The performances of seaport significantly influence the economic growth as well as product competitiveness. Therefore, the efficiencies in seaport have received more and more attention. The traffic circulation of freight transport in the internal seaport are potentially affects the key performance of seaport. This study shows the relationship between traffic performance with the performance of seaport, which is reflected as the loading and unloading parameter. In which the improvement of traffic performance potentially increase in the loading and unloading performance. The microsimulation based approach is the applied, by taking into account the Seaport of Cigading as case study. Keywords: seaport internaltraffic, microsimulation, loading/unloading, bulk seaport  Abstrak Artikel ini berisi kajian terkait pengaruh perbaikan pengelolaan lalulintas terhadap kinerja pelabuhan. Kondisi geografis Indonesia yang terdiri atas berbagai pulau menempatkan pelabuhan sebagai salah satu infrastruktur utama transportasi Indonesia. Oleh karena itu, perbaikan kinerja pelabuhan memiliki arti penting terhadap sistem transportasi Indonesia secara umum, maupun terhadap aspek pertumbuhan ekonomi. Salah satu aspek dalam sistem kepelabuhan adalah aspek sirkulasi lalulintas internal. Studi ini menunjukkan bahwa perbaikan pengelolaan lalulintas internal memberikan dampak positif dalam peningkatan kinerja pelabuhan secara umum, yang terlihat dari potensi bongkar muat pelabuhan. Abstract

Abstract Increasing container flows and lack of land development for the container terminal, cause yard sub-functions are located in the port buffer area. This condition emerges additional transportation cost and causes traffic problems on the access road. This paper deals with simulation model construction which will be used to find optimum external yard configuration location in the port buffer area. Discrete Event Simulation Model will be used to simulate import container flow processes in the port container terminal. The Objective function of the external yard location model is to minimize user transport cost and to maximize operator benefit. Jakarta International Container Terminal data is used to construct the model. Model concept is run based on the scenario assumption of 3 TPS’s and 30 day simulation period. Based on three replicants and five times running, the optimum result is 3 TPS's simultaneously operation. The model needs detail elaboration in associated to model objective function and model optimization constraint. It is required detail validation, in term of service time value, distribution pattern and arrival rate in each unit server modelled in the next step of the research. Nevertheless, the model gives unique and relatively consistent result value of each trial. It is indicated that the method can be used to solve the research objective. Keywords: simulation model, import container, location model, external yard  Abstrak Peningkatan arus peti kemas dan keterbatasan lahan terminal peti kemas menyebabkan beberapa subfungsi yard ditempatkan di kawasan penyangga pelabuhan. Kondisi ini menyebabkan tambahan biaya transportasi dan permasalahan lalulintas pada jalan akses. Makalah ini berkaitan dengan pembentukan model simulasi yang akan digunakan untuk menentukan lokasi optimum beberapa external yard di kawasan penyangga pelabuhan. Model Discrete Event Simulation digunakan dalam simulasi alur proses peti kemas impor. Fungsi tujuan model adalah minimasi biaya transportasi pengguna dan maksimasi keuntungan operator. Data peti kemas Jakarta International Container Terminal (JICT) digunakan untuk menyusun model. Konsep model dijalankan berdasarkan asumsi skenario tiga TPS dan 30 hari periode simulasi. Berdasarkan tiga replikasi dan lima percobaan running model, hasil optimum adalah pengoperasian tiga TPS bersamaan. Model perlu dielaborasi lebih lanjut terkait fungsi tujuan dan batasan model optimisasi. Diperlukan validasi rinci terhadap nilai waktu pelayanan, pola distibusi, dan tingkat kedatangan unit-unit pelayanan pada langkah selanjutnya dari penelitian. Walaupun demikian, model memberikan hasil yang unik dan relatif konsisten setiap percobaan. Abstract

Development of land use in public facilities such as shopping center and school gives an impact on transportation problem in Manado City, North Sulawesi.  To determine factors which have causal relationship with congestion  as a result of school and shopping center activity then it need to be assessed and studied.  Descriptive study with observational survey was used in this study. The study ran Structural Equation Modelling (SEM) by using AMOS program. Estimated method was used to calculate sample size then found 300 repondents, comprised : visitors and mall managers, school visitors, parents, school managers, Public Works department, and urban planning department .The study yielded a statistically significant correlation between  school and shopping center activity with congestion s. The result  indicated that school activity was positively related to congestion with p value  at p=0,000 (p ≤ 0,05). Shopping center activity was positively related to congestion with p value  at p=0,000 (p ≤ 0,05). The closer proximity from school to shooping center will causes severe traffic congestion. The relationship between school facility with proximity was found in p value at  p=0,000 (p ≤ 0,05) . The relationship between shopping center facility with proximity was found in p value at  p= 0,020 (p ≤ 0,05). While, the relationship between proximity with congestion was p= 0,008 (p ≤ 0,05). Monastery school and Mega Mall activity were affecting congestion because a closer proximity of two facilities. This indicates that the occurence of traffic congestion in Monastery School  may be dependent on existence of  Piere Tendean road link

Abstract

Abstrak. Pendapatan dari sektor transportasi jalan saat ini yang dialokasikan kembali untuk pembiayaan sektor jalan sangat rendah, khususnya untuk biaya pemeliharaan jalan. Pendapatan yang diperoleh lebih banyak melalui pungutan yang bersifat pajak yang besarannya merupakan fungsi dari nilai obyek pajak kendaraan yang tidak mencerminkan besarnya kontribusi terhadap kebutuhan biaya pemeliharaan. Instrumen pungutan untuk pemeliharaan jalan telah banyak diterapkan di beberapa negara dan dikenal sebagai dana jalan (Road Fund). Dana ini dikelola oleh stakeholders pengguna jalan agar terjamin bahwa pungutan yang dikumpulkan akan dialokasikan kembali untuk sektor jalan. Penelitian ini melakukan kajian mengenai instrumen pungutan untuk dana pemeliharaan jalan yang mencakup jenis, besaran, serta mekanismenya. Berdasarkan hasil kajian, instrumen yang terpilih adalah retribusi kendaraan, iuran BBM, dan retribusi kendaraan berat. Hal ini didasarkan dari pengalaman penerapan di banyak negara dan memenuhi beberapa kriteria yaitu : karakteristik administrasi, kemudahan dalam penerapan dan mekanisme pengumpulannya. Dari hasil perhitungan besaran pungutan per kilometer yang diperoleh dari beberapa skenario pembiayaan dan dengan membandingkan terhadap nilai biaya operasi kendaraan (BOK) dasar maka diperoleh kenaikan nilai BOK dasar akibat pungutan yang bervariasi antara 0,68 % - 3,32% tergantung jenis kendaraan. Untuk mekanisme pengumpulannya dilakukan dengan memanfaatkan mekanisme yang sudah berjalan untuk menghemat waktu dan biaya. Retribusi kendaraan melalui mekanisme pembayaran STNK, iuran BBM melalui Pertamina sebagai distributor tunggal, dan pajak kendaraan berat melalui mekanisme uji kendaraan.Abstract. In the current condition revenue from road transport sector allocated to road expenditure, especially related to road maintenance, is very low. The revenue is collected in a form of tax of the object, the vehicle. But, this does not represent the contribution of the object to the road maintenance expenditure. Charging instruments for the road maintenance have been implemented widely in many countries and known as Road Fund. The fund is managed by road's stakeholder to assure that the collected charges will be reallocated to the road sector. This study is dealing with some aspects of the charging instrument for the road maintenance with respect to types, charges, and mechanism. Based on the literature study the selected instruments are vehicle license fee, fuel levy, and heavy vehicle license fee. This study refers to the international practices and experiences and considers some criteria such as administration characteristics, applicability, and simplicity of collecting mechanism. This study reveals that the charge per vehicle per kilometer for the maintenance expenditure based on some financing scenario increases the Vehicle Operating Cost (VOC) by 0.68% to 3.32% depending on the vehicle type. The suggested collecting mechanism is to use the established existing mechanism to save the time and cost, namely vehicle license fee through the car license plate number (STNK) payment, fuel levy through the Pertamina as the sole distributor of fuel, and heavy vehicle license fee through the car inspection mechanism.

Abstract

AbstrakPenelitian ini dimaksudkan untuk membangun model pemilihan moda angkutan penumpang antara pesawat terbang dan kapal cepat rute Palembang "“ Batam melalui pengetahuan atas preferensi pengguna jasa terhadap atribut perjalanan moda yang kemudian dimodelkan untuk memperoleh nilai utilitas dan probabilitas pemilihan masing-masing moda. Perumusan perilaku individu dalam memilih moda angkutan ke dalam model pemilihan moda dilakukan dengan memanfaatkan data SP (Stated Preference). Penelitian ini menggunakan 5 (lima) atribut perjalanan yang dianggap berpengaruh besar dalam perilaku pemilihan moda, yaitu biaya perjalanan, total waktu perjalanan, aksesibilitas menuju Bandara/Pelabuhan, frekuensi keberangkatan, dan tingkat pelayanan/fasilitas di dalam moda. The objective of the research is to develop mode choice models of passenger transportation between aeroplane and high speed ferry on the Palembang "“ Batam route by means of travellers' preference of mode attributes to obtain the utility and choice probability of each mode. The mode choice model was developed based on individual mode choice behaviour which was estimated by applying SP (Stated Preference) data.
