Abstract

More than 95% of freight movement in the Province of Aceh is done by the road mode. As most of the land in the province is surrounded by sea, the freight movement could have been done by sea transportation. Railway was already in the Province of Aceh long time ago, it began to operate in 1906, but the operation was closed in 1982. The Central Government and the Aceh Provincial Government want to revitalize the railway and there is also a plan to build a new Jalan Raya from Banda Aceh to North Sumatra border. However, there is a constraint in the costs of building these infrastructures so that multimodal and intermodal transportation can not take place. As a result, road transportation remains to be a major transport choice and this condition is even worse with vehicles on the road also tend to carry overload. This study was conducted in connection with the overload effect of the freight transport using trucks and how these trucks cause road deterioration and increase road maintenance costs in the Province of Aceh. The results suggest that multimodal/intermodal freight transportation, specifically road and railroad combined transport, could provide more efficient freight transport and, most likely, is the best option for the province.Keywords: freight transportation, multimodal/intermodal transportation, overload

Abstract

Abstract The most common daily trips for university students are the commuting trips to campus. Although there are clear environmental, economic, and social drawback from using private vehicles for these trips, students still choose private vehicles to get to campus. This study discusses the relationship between students car use habit with a variety of demographic, economic, and trip characteristics. This study is expected to provide benefits in the design of campus transportation policies to reduce trips to the campus by cars. The results indicate that there are relationship between the habit of using a car to campus with gender and the city of residence. In addition, there is a significant relationship between the students car use habit with campus, years of study, the distance from residence, residence status, car ownership, frequency of trips to the campus per day, car accessibility, and car usage behavior in the previous semester. Keywords: car usage, trips to campus, car ownership, frequency of trips  Abstrak Pola perjalanan yang rutin dilakukan oleh mahasiswa adalah dari tempat tinggal ke kampus dan sebaliknya. Meskipun dampak negatif penggunaan mobil untuk perjalanan ke kampus telah diketahui, namun mahasiswa tetap lebih memilih menggunakan mobil ke kampus. Studi ini membahas keterkaitan antara kebiasaan mahasiswa menggunakan mobil ke kampus dengan berbagai karakteristik demografi, ekonomi, dan perjalanan ke kampus. Penelitian ini diharapkan dapat memberikan manfaat dalam perancangan kebijakan transportasi kampus untuk mengurangi perjalanan ke kampus dengan menggunakan mobil. Hasil penelitian ini mengindikasikan bahwa terdapat keterkaitan antara kebiasaan mahasiswa menggunakan mobil ke kampus dengan jenis kelamin dan kota tempat tinggal. Selain itu, terdapat keterkaitan yang signifikan antara kebiasaan mahasiswa menggunakan mobil ke kampus dengan kampus, tahun studi, jarak tempat tinggal, status tempat tinggal, kepemilikan mobil, frekuensi perjalanan ke kampus per hari, kemudahan akses terhadap mobil, dan perilaku penggunaan mobil pada semester sebelumnya. Kata-kata kunci: penggunaan mobil, perjalanan ke kampus, kepemilikan mobil, frekuensi perjalanan

Abstract

Abstract In a complex system, such as in the field of transportation safety, the problem is actually present in the basic structure of the system. Therefore, an analysis of the system is needed to solve the problems in a comprehensive manner. For this reason, a systems approach is highly demanded. The systems approach is not just a matter of theory but also the practical way of thinking and philosophy in solving a problem. System dynamics model presents a set of cohesive steps to be followed systematically by understanding the root or basic cause of any problems under consideration. By providing insight into the feedback process, system dynamics models provide a better understanding of the users of the system to understand the dynamic behavior of a system. Keywords: system dynamics, systems approach, model, transport safety  Abstrak Dalam suatu sistem yang kompleks, seperti dalam bidang keselamatan transportasi, permasalahan sebenarnya terdapat pada struktur dasar sistem tersebut. Oleh karena itu, analisis terhadap sistem dibutuhkan untuk dapat menyelesaikan permasalahan secara komprehensif atau diperlukan suatu bentuk penyelesaian yang menggunakan pendekatan sistem. Pendekatan sistem bukan hanya menyangkut masalah teori tetapi juga mengenai cara berpikir dan filsafat praktis dalam memecahkan suatu masalah. Model dinamika sistem menyajikan seperangkat langkah-langkah penyelesaian kohesif yang harus diikuti secara sistematis dengan memahami akar atau penyebab dasar setiap permasalahan yang dipertimbangkan. Abstract

AbstrakPenelitian ini dimaksudkan untuk membangun model pemilihan moda angkutan penumpang antara pesawat terbang dan kapal cepat rute Palembang – Batam melalui pengetahuan atas preferensi pengguna jasa terhadap atribut perjalanan moda yang kemudian dimodelkan untuk memperoleh nilai utilitas dan probabilitas pemilihan masing-masing moda. Perumusan perilaku individu dalam memilih moda angkutan ke dalam model pemilihan moda dilakukan dengan memanfaatkan data SP (Stated Preference). Penelitian ini menggunakan 5 (lima) atribut perjalanan yang dianggap berpengaruh besar dalam perilaku pemilihan moda, yaitu biaya perjalanan, total waktu perjalanan, aksesibilitas menuju Bandara/Pelabuhan, frekuensi keberangkatan, dan tingkat pelayanan/fasilitas di dalam moda. Dari hasil analisis diperoleh persamaan selisih utilitas pesawat terbang dan kapal cepat sebagai berikut:UPT – UKC = -6,727088 – 0,000010 X1 – 1,502469 X2 + 2,363855 X5yang mana :UPT = utilitas pesawat terbangUKC = utilitas kapal cepatX1 = Selisih biaya perjalanan pesawat terbang dan kapal cepatX2 = Selisih total waktu perjalanan pesawat terbang dan kapal cepatX5 = Selisih tingkat pelayanan pesawat terbang dan kapal cepatDan, probabilitas memilih masing-masing moda adalah :     PKC = 1 / 1+exp (UPT –U KC  )PPT = 1 - PKCyang mana :        PPT      = Probabilitas pemilihan pesawat terbangPKC      = Probabilitas pemilihan kapal cepatBerdasarkan analisis sensitivitas, waktu perjalanan merupakan atribut yang paling sensitif mempengaruhi probabilitas pemilihan pesawat terbang dan kapal cepat.Abstract. The objective of the research is to develop mode choice models of passenger transportation between aeroplane and high speed ferry on the Palembang – Batam route by means of travellers’ preference of mode attributes to obtain the utility and choice probability of each mode. The mode choice model was developed based on individual mode choice behaviour which was estimated by applying SP (Stated Preference) data. Abstract

Abstrak. Pendapatan dari sektor transportasi jalan saat ini yang dialokasikan kembali untuk pembiayaan sektor jalan sangat rendah, khususnya untuk biaya pemeliharaan jalan. Pendapatan yang diperoleh lebih banyak melalui pungutan yang bersifat pajak yang besarannya merupakan fungsi dari nilai obyek pajak kendaraan yang tidak mencerminkan besarnya kontribusi terhadap kebutuhan biaya pemeliharaan. Instrumen pungutan untuk pemeliharaan jalan telah banyak diterapkan di beberapa negara dan dikenal sebagai dana jalan (Road Fund). Dana ini dikelola oleh stakeholders pengguna jalan agar terjamin bahwa pungutan yang dikumpulkan akan dialokasikan kembali untuk sektor jalan. Penelitian ini melakukan kajian mengenai instrumen pungutan untuk dana pemeliharaan jalan yang mencakup jenis, besaran, serta mekanismenya. Berdasarkan hasil kajian, instrumen yang terpilih adalah retribusi kendaraan, iuran BBM, dan retribusi kendaraan berat. Hal ini didasarkan dari pengalaman penerapan di banyak negara dan memenuhi beberapa kriteria yaitu : karakteristik administrasi, kemudahan dalam penerapan dan mekanisme pengumpulannya. Dari hasil perhitungan besaran pungutan per kilometer yang diperoleh dari beberapa skenario pembiayaan dan dengan membandingkan terhadap nilai biaya operasi kendaraan (BOK) dasar maka diperoleh kenaikan nilai BOK dasar akibat pungutan yang bervariasi antara 0,68 % - 3,32% tergantung jenis kendaraan. Untuk mekanisme pengumpulannya dilakukan dengan memanfaatkan mekanisme yang sudah berjalan untuk menghemat waktu dan biaya. Retribusi kendaraan melalui mekanisme pembayaran STNK, iuran BBM melalui Pertamina sebagai distributor tunggal, dan pajak kendaraan berat melalui mekanisme uji kendaraan.Abstract. In the current condition revenue from road transport sector allocated to road expenditure, especially related to road maintenance, is very low. The revenue is collected in a form of tax of the object, the vehicle. But, this does not represent the contribution of the object to the road maintenance expenditure. Charging instruments for the road maintenance have been implemented widely in many countries and known as Road Fund. The fund is managed by road’s stakeholder to assure that the collected charges will be reallocated to the road sector. This study is dealing with some aspects of the charging instrument for the road maintenance with respect to types, charges, and mechanism. Based on the literature study the selected instruments are vehicle license fee, fuel levy, and heavy vehicle license fee. This study refers to the international practices and experiences and considers some criteria such as administration characteristics, applicability, and simplicity of collecting mechanism. This study reveals that the charge per vehicle per kilometer for the maintenance expenditure based on some financing scenario increases the Vehicle Operating Cost (VOC) by 0.68% to 3.32% depending on the vehicle type. The suggested collecting mechanism is to use the established existing mechanism to save the time and cost, namely vehicle license fee through the car license plate number (STNK) payment, fuel levy through the Pertamina as the sole distributor of fuel, and heavy vehicle license fee through the car inspection mechanism.

Abstract

With urban sprawl, public transport often fails to accommodate the high travel demand; population is increasingly spread out while most activities stay in the city centers. This creates variations in travel behavior, affected by the traveler himself and his location. This study examines household travel behavior characteristic using motorcycle in Semarang City fringes quantitatively using crosstab analysis. Analysis results showed that distance to working location has the biggest influence in the husband and wife travel behavior on weekday, as the main actor of household production and consumption which play a main role in the decisions being made in the household. On the other hand, the frequency of trips on the weekend is influenced by a number of members of the family and household income, as well as travel time is affected by household income. This suggests that the characteristics of household travel behavior motorcyclists on weekends is more influenced by household income. Typically these households undertake recreational walks.

Abstract

A systems approach is not only in regards to theory, but also the way of thinking and practical philosophy in solving a problem. System dynamics model under system approach methodology set completion cohesive steps to be followed systematically by understanding basic cause of every problem under consideration. By providing insight into the feedback process, system dynamics models provide a better understanding of the users of the system to understand the dynamic behavior of a system.

Abstract

The weakness of mode choice model based on trip-based and tour-based is not paying attention to how the characteristics of the activity influence the alternative modes used to conduct such activities. Regarding this, the mode choice model in this study based on the activity schedule and the time allocation. The mode choice model for the three alternatives such as private car, private motorcycle and other modes in this study is developed with the multinomial logit choice model based on the utility time allocation model of activity choice in a day. The selection mode is used to conduct the activity choice at the time after returning home from working activities.The result of the empirical analysis shows that the attributes of individuals, families and activities greatly affect the utility of time allocation of activities such as sports, shopping, meetings, entertainment and socialisation. Alternative modes that have greater attributes of utility activity value, shorter travel time, lower travel costs and joint tour have greater chance to be selected.

Abstract

An important problem in urban areas is traffic congestion that occurs on the road network during the day. One cause of this problem is the high number of private car usage with low occupancy levels while public transport services are under-utilized, although the use of public transport is more efficient than that of private cars. Therefore, efforts to increase public transport use are needed to reduce transportation problems, such as traffic congestion. Mode choice is one important step in transportation modeling because this stage provides information necessary to evaluate the condition of the transportation network, including traffic congestion in the network. This model aims to determine the individual attributes and modes, which influence in selecting a mode among available modes, using the utility function parameters. Sensitivity of mode choice can be seen through the sign and magnitude of the parameters contained in this model. In this study, a simulation was conducted with a purpose to increase the market share of public transport in the City of Surakarta.Keywords: mode choice, utility function, public transport

Abstract

Abstract The need for mass transportation urges the government of Jakarta to build a monorail system. Monorail will increase the capacity of  public transportation system and give a new color to the urban transportation services. Users will have an additional mode choice and then make their preferences. User’s behaviour when choosing mode can be modeled using Stated Preference data. By using Stated Preference, monorail can be compared objectively to existing modes, namely private car, AC bus, non-AC bus, and busway using specific service attributes. Attributes used in this study are journey time, fare, frequency of departure, delay, and walking time to station. Stated Preference data were obtained from a survey to prospective passengers in the service area of the Green Line monorail corridor. Binary logit models were employed to model mode choices and the utility function was in a linear form. Calibration was done by multiple linear regression. Four mode choice models were then obtained, namely monorail versus private car model, monorail versus AC bus model, monorail versus non-AC bus model and monorail versus busway model. Keywords:  monorail, mode choice, service attribute, Stated Preference (SP)
