Abstract

Abstract This research aimed to describe the implementation process of Bantuan Siswa Miskin (Cash Transfer for Poor Students) Program at Elementary School (BSM-SD) at SDN Sebanen II in Kalisat Jember using discretion in the program implementation. This is a descriptive research with qualitative approach. Data collection techniques used were observation, interview, documentation. Method of data analysis used Miles and Huberman interactive analysis consisting of three activity flows, namely data reduction, data presentation and conclusion withdrawing. Techniques of data validity applied triangulation. Based on the phenomenon occurred, the form of discretion in implementing BSM-SD program was discretion in social planning. Socio-economic condition of local community members and conflict potentials caused by jealousy became consideration implementing the program to reduce or adjust the provisions in the implementation of BSM-SD program.

Abstract

Abstract This research aims to describe the institution of community based waste management at RT 01 RW 03 Dusun Krajan Kalirejo village Kabat district Banyuwangi regency. Banyuwangi regency had public issues of environment which was also suitable with its predicate as the dirtiest city; the second dirtiest city in East Java in 2010. However, Banyuwangi transformed into the winner of clean city (Adipura) successively from 2012 to 2015.Adipura is a trophy and the predicate which is only given to the cleanest city/regency. The key success factor of Banyuwangi as a clean city was gradual rules to the level of community that supported the behavior of the community in waste management. Such behavior was seen at RT01 RW03. The waste was managed by institution which had the impact on improving the quality of environment in the form of beauty and cleanliness and decreasing the amount of residue waste produced for disposing to landfill. The used data collection methods were observation techniques in the form of overt and covert, interviews, documentation and triangulation. The used informant determination method was purposive sampling technique with eight key informants. The researcher checked the data validity by using persistence observation, triangulation, and peer discussion. Data were analyzed by using an interactive model of Miles and Huberman that consisted of data collection, data reduction, data presentation, and conclusion. The research results showed that a community-based waste management in RT 01 RW 03 Dusun Krajan Village Kalirejo Real Estate Kalirejo village Kabat district Banyuwangi regency followed the institutional patterns. Institutional patterns were supported by formal and informal rules as well as the structure and role of executive institution (DKP, BSB, Kalirejo Village, RT 01 RW 03, Dasawisma) that shaped the behavior of community-based waste management at RT 01 RW 03.

Abstract

This study aims to describe institutions in the empowerment of people with mild and moderate levels of disabilities in Karangpatihan Village, District of Balong, Ponorogo Regency. Karangpatihan Village is one village that has been labeled as an idiot village due to the existence of a number of persons with disabilities. They live in weak, vulnerable, poor and underdeveloped conditions. Therefore, some participants collaborate based on the rules of the game that are carried out to seek empowerment, so that they are expected to improve the quality of their live. This study attempts to provide a clear description using qualitative approach with descriptive analysis method. Data collection techniques used interview, observation, documentation and literature study. Informants were determined by purposive sampling and snowball sampling, while data validity was verified using persistent observation, triangulation and peer examination through discussion. Data analysis techniques used analysis model from Miles and Huberman which included data collection, data reduction, data presentation and conclusion drawing. The results of this study are the description of values, rules, norms and laws and regulations used, participants involved, mechanisms for changing values, rules and norms, laws and regulations used and activities carried out in efforts to empower people with mild and moderate levels of disabilities in Karangpatihan Village, District of Balong, Ponorogo Regency

Abstract

Abstract This study was aimed to describe the impact of tourism village development on Real Fund of Village and Community in Kemiren village, Glagah sub-district, Banyuwangi regency. Tourism is one of the revenue boosters with a bright prospect and minimal risk. The existence of holding customary norms was the uniqueness in this village. Tourism management in Kemiren Village was carried out by Tourism Concious Community (Pokdarwis) in collaboration with the government. Therefore, in this study, the researchers discussed the impact of tourism village development on Real Fund Village and Community that provided tourism services namely homestay rentals, souvenir sellers, art activists, studio owners, and restaurant owners. This descriptive research employed a quantitative approach. The research was conducted in Kemiren village, Glagah sub-district, Banyuwangi regency from July to August 2018. The population of this research consisted of 94 people including the owners of homestay, restaurants or cafes, art shop, and studio, as well as art activists. The sample of this research consisted of 48 people selected by random sampling technique. The data used in research consisted of primary and secondary data obtained through document review, questionnaires, and interviews. Then, the data were analyzed by using proportion analysis. Gradually, the tourism village development in Kemiren village was carried out on several aspects such as tourist attractions, accessibility, human resource development, promotion and partnerships as well as government activities in the village. The impact of income received by the village government on tourism business result increased the Village Real Fund by 18 percent in 2017 and 17 percent in 2018. In addition, community income increased in 2016 by 13.88 percent. The highest increase in 2017 was 35.94 percent, and in 2018, it was 16.61 percent. This information can be said that the development activities could increase the Real Fund of Village and Community.

Abstract

This article is based on the government's disaster management efforts, specifically in Jember Regency, through the Regional Disaster Management Agency in the creation of the Tanggul River Watershed contingency plan document. The goal of this research is to describe the function of the Jember Regency's Regional Disaster Management Agency in the development of the Embankment Watershed Contingency Plan Document (DAS). The theory used in this research is role theory according to Horton which has a behavioral perspective that is expected from a person or institution/organization in a certain status, as well as its duties and functions in supporting the effort to achieve goals. The approach and research method used is qualitative with the type of data consisting of primary data and secondary data obtained through interview, observation, and documentation techniques. The degree of confidence was tested using the data triangulation technique. Analysis of the data using the interactive model of Miles, Huberman, and Saldana. The findings of the study showed the involvement of the Jember Regency Regional Disaster Management Agency in the creation of a contingency plan document that is separated into three roles: coordinator, commander, and executor. The role of the BPBD as coordinator is to: provide stakeholders with an understanding of the contingency plan's objectives and the importance of joint disaster management; become a command, namely in terms of technical implementation, in this case choosing work partners and forming a contingency plan document, which is commanded directly by the BPBD; and be an executor, namely as a disaster management policy holder, is required to carry out what is mandated by the policy.

Abstract

This study aims to describe the level of program effectiveness in e-parking publik services at Taman Bungkul Surabaya City which was launched by the Surabaya City Government through the Surabaya City Transportation Service. E-parking is an e-government program launched with the hope of being able to meet the needs of the people of Surabaya in the parking sector. The reason underlying this research is that the Surabaya City Government answers various parking problems that are complained by the community by implementing a technology-based parking service program, namely parking meters. With this parking meter, he hopes to be able to provide solutions to parking problems in the city of Surabaya. Therefore, there are indications of wasting the regional budget (APBD) if this program does not run in accordance with what the Surabaya City government wants. This study uses a descriptive method with a quantitative approach. Respondents in this study amounted to 100 people. The sampling technique used is incidental sampling technique. In this study, researchers used 4 (four) data collection techniques, namely questionnaires, observation, interviews and documentation. The data obtained were then tested for validity through the product moment correlation test using the SPSS 26 application, then the data that were declared valid were presented and analyzed. The data analysis technique in this study uses frequency distribution. The data evidence is in the form of respondent's questionnaires, photos, and also interview transcripts. Based on the research results, it is known that the e-parking service program implemented by the Surabaya City Transportation Service is declared effective. Based on the results of the calculation of the frequency distribution, it shows significant results that the implementation of the e-parking service program is in the Good category with a total frequency of 47% with a total of 47 respondents. Based on the results of calculations carried out in measuring the effectiveness of the e-parking service program in the city of Surabaya, it can be concluded that it is effective or in the good category

Abstract

Artikel ini bertujuan untuk mendiskripsikan tingkat efektivitas program SAMSAT Corner di Kabupaten Jember. Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan sampel sejumlah 100 orang wajib pajak yang menggunakan Samsat Corner untuk membayar PKB, teknik pengambilan sampel yang digunakan dalam penelitian ini adalah non probability sampling berupa accidental sampling, yaitu suatu metode penentuan sampel dengan mengambil responden yang kebetulan ada atau tersedia di suatu tempat sesuai dengan konteks penelitian. Data primer dikumpulkan melalui penyebaran kuesioner dan studi dokumentasi, sedangkan data sekundernya dikumpulkan melalui studi kepustakaan. Setelah dilakukan uji validitas dan reliabilitas lalu dilanjutkan dengan perhitungan statistik deskriptif dan distribusi frekuensi. Hasil penelitian menunjukkan bahwa jawaban dari responden menyatakan sangat efektif dilihat dari hasil penentuan kelas interval efektivitas program yang telah dilakukan, telah memberikan hasil sangat efektif untuk program Samsat Corner dari hasil kualitas output program yang telah diberikan kepada masyarakat kota Jember, dengan presentase 46% dari 100%. Adanya program tersebut membantu masyarakat dalam hal pembayaran PKB menjadi lebih cepat, dan tepat.

Abstract

Penelitian ini bertujuan mendeskripsikan pelaksanaan fungsi pengawasan Badan Permusyawaratan Desa (BPD) di Desa Genteng Kulon Kecamatan Genteng Kabupaten Banyuwangi. Penelitian dilakukan dengan menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Informan penelitian ditentukan dengan metode purposive sampling. Data dianalisis menggunakan teknik analisis model interaktif Miles dan Huberman yang meliputi pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa BPD Genteng Kulon menjalankan tugas pokok dan fungsinya dalam beberapa bentuk antara lain menjadi inisiator penyelenggaraan Musdes, Musdus, dan kegiatan tilik dusun di Desa Genteng Kulon. Ikut serta dalam setiap program/ kegiatan yang diselenggarakan Pemerintah Desa termasuk meminta keterangan/ informasi terkait program/ kegiatan tersebut. Memberikan catatan dan/ atau teguran apabila terdapat ketidaksesuaian pelaksanaan kegiatan/ program oleh Pemerintah Desa dengan Peraturan Perundang-Undangan yang berlaku atau dengan rencana awal yang telah ditentukan dan disepakati.

Abstract

Program BILAPERDU (mobil layanan pertanian terpadu) adalah sebuah kebijakan daripemerintah Kabupaten Banyuwangi yaitu tentang pelayanan langsung dari Dinas Pertanian di bidangpetanian di Kabupaten Banyuwangi dalam rangka meningkatkan produktifitas dan kualitas produkpertanian. Program BILAPERDU terdapat dalam Peraturan Bupati Banyuwangi Nomor 50 Tahun 2017tentang Mobil Pelayanan Pertanian Terpadu. Program BILAPERDU ini memiliki tujuan untukmemberikan pelayanan langsung kepada petani atau kelompok tani di dalam bidang pertanian. Dalamprogram ini program BILAPERDU di tujukan untuk memudahkan petani dalam melakukanperkerjaannya karena di dalamnya berisi tentang bagaimana petani dapat melakukan diskusi dengandinas pertanian ataupun petugas terkait mengenai tananaman tanpa harus bertemu secara langsung danjuga pada saat para petani tidak bisa melakukan penanganan sendiri petugas dari dinas pertanian akanturun tangan dengan cara panggilan langsung ke Dinas pertanian dengan menggunakan aplikasi ini.

Abstract

Keterlibatan banyak institusi dalam tata kelola Pekerja Migran Indonesia (PMI) di satu sisi menunjukan adanya perhatian serius pemerintah dalam memberikan layanan yang terbaik kepada PMI sebagai pahlawan devisa. Namun di sisi lain, potensi konflik kelembagaan kerap terjadi, khususnya Kementerian Tenaga Kerja (Kemnaker) dengan Badan Perlindungan Pekerja Migran Indonesia (BP2MI) yang dalam praktiknya sama-sama berperan sebagai regulator dan sekaligus operator sehingga kerang mimbulkan tabrakan kebijakan dan kegamangan pada kelembagaan pengelola PMI di daerah. Tujuan kajian adalah menganalisis dinamika kelembagaan dalam tata kelola PMI. Metode yang digunakan dalam kajian ini adalah studi literatur. Studi literatur adalah serangkaian kegiatan yang berkenaan dengan metode pengumpulan data pustaka, membaca dan mencatat, serta mengelolah bahan penelitian (Zed, 2008:3) yang relevan dengan topik penelitian, yaitu tentang dinamika kelembagaan dalam tata kelola PMI.Berdasarkan hasil pembahasan dapat ditarik kesimpulan bahwa: Pertama, kebijakan tentang tata kelola PMI yang dibuat karena adanya kepentingan politis melahirkan disharmoni kelembagaan antar pengelola PMI yang berdampak pada tidak optimalnya implementasi UU No. 39 Tahun 2004 tentang Penempatan dan Perlindungan Tenaga Kerja Indonesia. Kedua, adanya dualisme institusi pengelolaan PMI – Kemnaker dengan BP2MI – melahirkan kerancuan dalam tata kelolanya di tingkat lapangan atau daerah, karena secara organisasi fungsi komando Organisasi Perangkat Daerah (OPD) di daerah berada di bawah Kemnaker. Akan tetapi dalam menangani PMI, OPD tidak bisa hanya mengikuti kebijakan dari Kementerian Tenaga Kerja saja, karena dalam implementasinya BP2MI-lah yang lebih aktif melakukan terobosan dalam tata kelola PMI, sehingga OPD harus peka dan mengikuti juga ritme kebijakan yang dilakukan oleh BP2MI dalam tata kelola PMI
