Abstract

Japan is a Muslim minority country but intensively promotes halal or Muslim-friendly tourism with the slogan "Yokosho Japan," which means welcome to Japan, as an invitation to travel to Japan. Several researchers consider that Muslim-friendly tourism in Japan has not shown seriousness and has become a debate whether the Muslim-friendly concept in Japan has a fundamental basis in Islam or only as a strategy to strengthen the economy and build Muslim-friendly branding in foreign eyes. This qualitative research uses the view of maqasid shariah dharuriyah to examine Muslim-friendly tourism in Japan with indicators from the Global Muslim Travel Index (GMTI) as comparison material. The study's results found that Muslim-friendly governance in Japan still ignores the principles of maqasid shariah dharuriyah. The tiny Muslim population is Japan's weakness in implementing these principles. Using content analysis, in the view of maqasid shariah dharuriyah Japan does not yet have sufficient standards to become a Muslim-friendly country.

However, in the context of the conflict in Myanmar, UNHCR, which has systematically conducted humanitarian interventions to build a new consciousness to end the conflict, has failed to manage the humanitarian interventions to build a new consciousness to end the conflict. This article will explain the factors of failure in ending the conflict in order to see how deep the value of peace consciousness of peace consciousness can influence decisions in the conflict. This article finds that the Myanmar government's lack of political awareness of a number of ratified humanitarian conventions has made UNHCR's humanitarian interventions hit and run, so that peace values do not grow into core values. UNHCR's failure to transform the Refugee Convention into a new value in the ASEAN normative structure has rendered double contingency ineffective.

Abstract

This study analyses international cooperation, both bilateral and multilateral, in the establishment of Indonesia's new capital, Ibu Kota Nusantara (IKN). The study utilizes the theoretical frameworks of international collaboration and national interest to examine the dynamics that underpin these partnerships. A qualitative research methodology was employed, using data obtained from literature reviews and interviews. The results indicate three key insights. Initially, worldwide collaboration in the IKN project constitutes a commitment combining governmental bodies, the corporate sector, and global institutions. These interactions can be classified into form of bilateral and multilateral kinds of collaboration. Secondly, Indonesia's collaboration with partners from Asia and Europe focus two major areas: infrastructural development and ecologically sustainable practices. Asian nations have a robust interest in infrastructure projects, whilst European partners emphasize environmentally sustainable initiatives in the development of the new capital. Third, notwithstanding their participation in IKN, the economic and political objectives of Indonesia's partners from both Asia and Europe seem to transcend the initiative. Their main interest is to improve political and economic relations with Indonesia, frequently emphasizing investments in sectors like mining and infrastructure beyond the Kalimantan region. This study enhances the academic discourse regarding the patterns and modalities of international cooperation in Indonesia, providing insights into the strategic motivations of Indonesia's worldwide partners concerning the IKN project. Abstract

This article analyses the effectiveness of digital diplomacy as a tool of Chinese political communication to manage international public opinion on the status of Taiwan. Using the concept of digital diplomacy and content analysis, the author analyses data sourced from tweets from the Chinese Ministry of Foreign Affairs Twitter account and five Diplomat accounts using the NVivo application to see the narratives formed and the public's response to the narrative. This study found that the Chinese government and diplomats framed the "One China Principle" narrative with elements of history, ethnicity, and national identity. The narrative managed to gain attention and dominate global discourse and became the main frame of mind on the Taiwan issue, as shown by the high level of public engagement. However, China's digital diplomacy, which tends to be aggressive, one-way and non-interactive, has limited its effectiveness in shaping global public opinion because no intermediary can facilitate the acceptance of China's foreign policy, as evidenced by the analysis of the comment column that the public's tendency to support Taiwan is much higher than support for the dream of Chinese reunification.

Abstract

This study analyzes the strategies employed by Muhammadiyah in addressing the humanitarian crisis affecting the Rohingya ethnic group in Myanmar, along with its positioning within international policy frameworks. A qualitative method was used, incorporating in-depth interviews with the chairman and vice chairman of the Muhammadiyah Disaster Management Center (MDMC), who served as key actors in aid distribution in Myanmar, along with three other representatives from Muhammadiyah’s leadership. Secondary data, including academic journals, news articles, online sources, and literature reviews, were also utilized to support the analysis. The findings reveal that Muhammadiyah faces various social, political, and cultural challenges in Myanmar, including local resistance, the politicization of aid, and language barriers. Unlike state-led humanitarian interventions, Muhammadiyah operates under regional diplomatic constraints. These conditions require adaptive negotiation strategies with both governmental and non-governmental stakeholders. This study highlights the critical role of faith-based organizations in humanitarian diplomacy and offers a comparative perspective on Muhammadiyah’s position alongside international actors such as UNHCR and ICRC. It emphasizes the need for cross-cultural communication training, integration with ASEAN’s humanitarian frameworks, and stronger institutional partnerships to improve the sustainability of humanitarian missions. Academically, this research contributes to the discourse on humanitarian diplomacy by exploring the intersection of religious-based humanitarianism and international political dynamics. Practically, it provides policy recommendations to enhance aid effectiveness in conflict-affected areas.
