The main problem in the Muslim world is a conflict among the Islamic community, and other community involvement in the problem. Middle East as a region that represents a typical Islamic region have these problems, nearly a century of conflicting the Middle East experiencing extreme dynamics. This research is a type of qualitative research, and data collection techniques based on secondary data. To test the validity of data used method Triangle Truth Categorize the conflict, the author uses three levels of conflict; debate, games, and wars. By using this category, the conflict in the Middle East shows a variety of symptoms. Conflict based on religion and the sacred and strategic giving a large space for the birth of the conflict in the wars.

The Malay Moslem community is actually a minority group in Singapore, which consist 14.3%, while Chinese ethnic is a majority with 76%. The previous studies on minority in Southeast Asia such as Thailand, Philippines and Myanmar showed that mostly the Muslim minority was treated as marginal community and political pressure. This study is to seek whether the Malay Muslim in Singapore has been treated as well as it in neighbor or contrary Malay Moslem has a different position and role in Singaporean politics. Furthermore, in term of foreign policy, this study is going to find the influence of Moslem existance, whereas Singapore is well-known as a secular state. In Singaporean leader’s perspectives, Islam is a threat, as it has been shown in several communal riots during the early history of Singapore, pressure from Malaysia and Indonesia. This is a vulnerable situation for Singapore. Therefore, Singapore addressed moderate policies toward Moslem through accommodation of Islam with several Islamic friendly policies in the country, and accommodation of Malaysian and Indonesian interests. In the other hand, Singapore also anticipates the threat from neighbors through close relations with United States and its allies.

In the last few decades, the practice of paradiplomacy in Indonesia has increased across the country. The paradiplomacy policy was commonly conducted by local governments in Indonesia since the collapse of the centralized-New Order regime followed by political reformation in various sectors. Decentralization is the main issue that demand local government to be more active and to manage the region properly. The opportunity to boost international partners is very open under the new norm that pave the way to the practice of paradiplomacy including in the frontier areas in Indonesia. This research focuses on the thwo important areas in the frontier Indonesia namely, Riau Island, West Kalimantan and Maluku. Nevertheless, in fact, the so-called “ceremonial” paradiplomacy blatantly practiced amid of the tighten and very bureaucratic barrier including obstacles on the budget implementation. This is qualitative research with discourse analysis which so important to understand paradiplomacy practices notably in the frontier areas in Indonesia that in some extent are vulnerable to the separatism issues in the central government in Jakarta.

Approach to understand an international organization behavior is rested on the domination of Western structural approaches such as realism, liberalism, and cognitivism. These approaches have inflicted serious problem to have a good grip on the behavior of the international regime in Islam World and Third Countries World. This research was aimed to elaborate the relevance of Islamic approaches in the framework of maqashid shariah for the management of international regime. This framework which leans primarily on the value of “protection” is able to elucidate new insight upon the understanding of international regime reality in Islamic World and Third Countries World. It also becomes a new alternative method to conceive the behavior of international regime and criticizes the Western structural approaches which emphasize the value of “asymmetric” in regard to the international relations.

Paradiplomacy as an instrument of local governments to develop international cooperation in the era of industrial revolution 4.0 requires some thoughts and policies relevant to information technology. Website constitutes an important platform for local governments to exercise their Paradiplomacy as a regional practice of conducting international relations. The website becomes a world window for local governments to communicate and cooperate with local government partners and institutions abroad. This article conducts an evaluation study towards local government websites in Indonesia related to the readiness to face the industrial revolution 4.0 in the issue of international cooperation through digital diplomacy means. The preferred research method is to analyze the content of website structure of the Indonesian local government, be it from front-line, content, and/or backline. This article found that the platform of Indonesian local government websites is fairly fragile in the institutionalization of paradiplomacy using website as the instrument. Comprehensive policies from the central and local governments eventually become indispensable in order to make the practice of digital diplomacy by local governments in Indonesia more productive.Keywords: Paradiplomacy, Digital Diplomacy, e-GovernmentParadiplomasi sebagai instrumen pemerintah daerah untuk mengembangkan kerja sama internasional di era revolusi industri 4.0 memerlukan beberapa pemikiran dan kebijakan yang relevan dengan teknologi informasi. Artikel ini melakukan kajian evaluasi terhadap website pemerintah daerah di Indonesia terkait kesiapan menghadapi revolusi industri 4.0 dalam isu kerja sama internasional melalui sarana diplomasi digital. Metode penelitian yang dipilih adalah dengan menganalisis isi dari struktur website pemerintah daerah Indonesia, baik dari front-line, content, dan/atau backline. Artikel ini menemukan bahwa platform website pemerintah daerah Indonesia cukup rapuh dalam pelembagaan paradiplomasi dengan menggunakan website sebagai instrumennya. Kebijakan yang komprehensif dari pemerintah pusat dan daerah pada akhirnya menjadi sangat diperlukan agar praktik diplomasi digital oleh pemerintah daerah di Indonesia semakin produktif.Kata-kata kunci: Paradiplomasi, Diplomasi Digital, e-Government

In this era, political ethics seems to be no longer valid, but it is almost disappeared. The reality shows that politics is a place for fighting of powers and interests, so that there is a general tendency to justify any means to achieve goals. Political pragmatism has corrupted the political ethics of politicians. One of them is money politics applied by many politicians which could not educate people and should become a bad example of politics. Actually, the politicians should be good examples for the people. Therefore, a politician must make political ethics a benchmark of orientation and a normative view to carry out dignified power. The authors tried to explain the thoughts of al-Mawardi, a Muslim thinker who discussed political ethics in depth in order to solve political problems faced by the people today, then the ethical and dignified Islamic politics could possibly be applied. The political ethics described and built by al-Mawardi is ideal rebuild a better political life. In his ethical concept, al-Mawardi always stressed the necessity of a ruler to always obey the ethical and moral values that have been explained in the Qur’an and Sunnah. So, al-Mawardi tried to provide a solution to fix the condition of the people as well as to maintain political stability.

AbstractHalal tourism has recently become jargon in Indonesia. The concept of halal tourism as the embodiment of Islamic tourism is considered ambiguous by certain groups. The concept of Halal Tourism or other similar terms such as Muslim-friendly or Islamic Tourism now raises a number of debates, whether the concept has a strong ontological basis with Islam, or it is merely a manifestation of economic interest that seeks to build competitive tourism and increase acceptance from the foreign Muslims segment. We apply the perspective of maqâshid syarî’ah to analyze the accuracy of the concept of Halal Tourism as a derivation of Islamic tourism and compare it with indicators used by Global Muslim Travel Index (GMTI). The result shows that the term Halal Tourism can proportionately represent the concept of tourism in Islam. However, the adoption of maqâshid syarî’ah in Indonesian halal tourism is still neglected. The need for the adoption of legal policy based on sharia’s principles is something that we should consider in the future.Keywords: Muslim-Friendly Tourism, Maqâshid Syarî’ah, Tourism, Halal Tourism. AbstrakWisata halal telah menjadi jargon di Indonesia dalam beberapa tahun terakhir. Sejumlah kelompok menilai bahwa konsep wisata halal sebagai reseprentasi dari pariwisata islami adalah hal yang ambigu. Konsep wisata halal atau istilah lain seperti halal tourism atau Muslim-friendly tourism kini menimbulkan sejumlah perdebatan, apakah konsep tersebut memiliki basis ontologis yang kuat dengan Islam, ataukah sebagai bentuk strategi ekonomi untuk membangun pariwisata yang kompetitif dan meningkatkan penerimaan dari segmen Muslim asing. Dalam tulisan ini, kami menggunakan perspektif maqâshid syarî’ah untuk menimbang keakuratan konsep wisata halal sebagai derivasi dari pariwisata yang Islami, dan membandingkannya dengan sejumlah indikator dalam penyusunan indeks Global Muslim Travel Index (GMTI). Hasil telaah terhadap tata kelola dan praktik wisata halal menunjukkan bahwa Wisata Halal adalah konsep yang tepat dan proporsional dalam merepresentasikan pariwisata yang Islami. Namun masih terdapat distorsi dalam tata kelola pariwisata halal di Indonesia yang mengabaikan prinsip maqâshid syarî’ah. Adanya kebijakan legal yang mengadopsi prinsip-prinsip dalam syariah adalah hal yang patut kita pertimbangkan di masa mendatang.Kata Kunci: Muslim-Friendly Tourism, Maqâshid Syarî’ah, Pariwisata, Wisata Halal.

Dusun Kadirojo Palpabang Bantul merupakan wilayah yang mengalami kerusakan masif dan jumlah kematian yang besar pada saat terjadi gempa bumi 27 Mei 2006. Wilayah ini memiliki posisi geologis yang terlewati oleh sesar gempa bumi dan hanya empat km dari pusat gempa di Sungai Opak. Mempertimbangkan potensi akan terjadinya bencana dimasa akan datang, diperlukandaya tahan masyarakat di daerah rawan bencana. Mitra kegiatan ini adalah organisasi Muhammadiyah di tingkat desa atau ranting, yaitu organisasi yang memiliki kontribusi besar dalam gerak kehidupan sosial, ekonomi dan keagamaan, dan memiliki potensi besar sebagai agen sosial dan perubahan dalam masyarakat. Tujuan kegiatan ini adalah untuk meningkatkan kesadaran diri pengurus Pimpinan Ranting Muhammadiyah (PRM) Kadirojo Palpabang Bantul sebagai agen sosial dalam membangun desa tangguh bencana melalui desiminasi seperangkat gagasan dan pendampingan dalam membangun desa tangguh bencana. Metode pengabdian masyarakat ini menggunakan pendekatan konstruktivis dari Peter L Berger, melalui 2 aktivitas utama, yaitu obyektifikasi dalam bentuk penyusunan buku panduan bergambar tentang tata kelola pembangunan desa tangguh bencana dan eksternalisasi dalam bentuk focus group discussion. Hasil kegiatan ini menunjukkan adanya peningkatan kesadaran diri pengurus PRM Kadirojo Palbapang Bantul yang ditunjukkan melalui pengukuran skala pengetahuan, nilai dan tindakan dalam membangun desa tangguh bencana dan hal ini berguna untuk mengelola isu bencana secara produktif.

Tulisan ini menganalisa tentang pengaruh gagasan dalam Democratice Peace Theory terhadap politik luar negeri Amerika Serikat dengan menggunakan metode library research. Tulisan ini menemukan bahwa democratic peace secara jelas telah menggerakkan politik luar negeri Amerika Serikat pada era Bill Clinton dan George W. Bush. Pada era Obama, sentuhan akan democratic peace juga memengaruhi politik luar negerinya. Politik luar negeri Amerika Serikat saat ini di bawah kepemimpinan Trump lebih dipengaruhi oleh gagasan nasionalisme dibandingkan dengan ide-ide demokratisasi.

Paradiplomacy as a policy and practice of foreign policy by local governments have been carried out by the Indonesian government. But the practice of paradiplomacy shows a gap between local governments, as there are local governments that are so intensive but, on the other hand, some are passive. This article explains the architecture of paradiplomacy in the constitutional dimension through tracking the message structure in a number of regulations with content analysis methods. The advance of content analysis in the constitutional dimension will be able to provide comprehensive analysis on the architecture of Indonesia's paradiplomacy and its implications for achieving national interests. This article finds that Indonesia's paradiplomacy architecture is still very administrative, procedural, and technical, which results in inability to accelerate paradiplomacy by local governments in Indonesia to progressively attain local and national interests.
