Abstract

This article discusses the analysis of security governance about three important laws, namely (1) Law no. 34/2004 on the Indonesian National Army (TNI), (2) Law no. 2/2002 on the Indonesian National Police (POLRI), and (3) Law. No. 7/2012 on Social Conflict Management. This discussion is imperative to understand the main duties, roles, and functions of the TNI / POLRI as the front guard in maintaining national security. This article argues that there is a positive relationship between the ineffectiveness of regulations on Indonesia’s national security and the approach that Indonesia has chosen in managing national security. In addition, the type of approach chosen in defining security issues will be directly proportional to the adopted security policy. Therefore, the discussion of this paper is divided into three sections, namely the analysis of Law no. 34/2004 on TNI, analysis of Law no. 2/2002 on POLRI, Law no. 7/2012 on handling social conflict, and conclusions.

Abstract

The development of differing perceptions of the Line of Actual Control (LAC) has been one of the constant factors leading to the protracted dispute in the Himalayan border. Since the outbreak of war in 1962, recriminations and clashes between military forces have continued along the 3,488 km disputed area. Since 1980 both parties have continued to make efforts to resolve disputes with a fair and acceptable solution. Unfortunately, the initiations of these peace efforts have always been deadlocked. At first, in responding to India, China preferred to be passive. However, recently China has begun to respond with an assertive behavior. The deployment of army troops, military equipment, covert attacks, and massive infrastructure development was carried out by China in strategic Himalayan border. This study explores the changing of China’s assertive strategy in the Himalayas by employing offensive realism and using qualitative approach. This study has found that the changing behavior of China’s is related protecting its national interests and territorial sovereignty as well as a form of affirming the stability of China's dominance in the region. This study's results will provide an overview that there has been a shift in China's strategy for managing its border conflict with India.

Abstract

Despite extensive research on social media influence, a significant gap exists in understanding how audiences interpret and engage with Chinese propaganda on short-form video platforms, particularly regarding territorial disputes. This study examines the temporal evolution of strategic narratives in Chinese TikTok propaganda related to the South China Sea conflict, integrating Walton's propaganda framework with Strategic Narrative Theory. A quantitative survey approach employed 100 university students from Universitas Muhammadiyah Yogyakarta who evaluated five Chinese state-controlled TikTok videos using surveys based on Walton's ten propaganda characteristics, with temporal pattern analysis examining strategic narrative evolution across the video sequence. Statistical analysis revealed three distinct strategic narrative types: (1) core narratives maintaining consistency across videos (PC4, PC6, PC8), (2) adaptive narratives demonstrating systematic learning and optimization (PC10), and (3) experimental narratives testing alternative approaches (PC1, PC7). The findings demonstrate that Chinese propaganda operates through sophisticated portfolio management strategies combining narrative stability with dynamic optimization mechanisms, indicating a mature understanding of digital audience psychology and cross-cultural influence effectiveness. This research advances strategic communication theory by providing empirical evidence that contemporary digital propaganda functions as evolving strategic narrative systems rather than static content, requiring analytical frameworks capable of capturing dynamic communication processes in competitive information environments.

Abstract

Hostage-taking cases involving Indonesian citizens, both domestically and abroad, remain a persistent challenge for the Indonesian government in ensuring citizen protection and safeguarding national sovereignty. Although previous studies have examined diplomatic approaches such as total diplomacy and the duty of care principle, limited research has examined how media discourse shapes public perception of policy urgency regarding the ratification of the International Convention Against the Taking of Hostages (ICATH). This study aims to explore dominant media narratives, frames, and thematic patterns that shape public discourse on ICATH ratification. A qualitative research design was employed using thematic coding within an inductive–deductive framework. Data were collected from 100 national online news articles published between 2011–2025. The analysis followed three coding stages: open coding, axial coding, and selective coding. Findings show contrasting media tendencies. Independent media emphasise regulatory weaknesses, legal gaps, and the urgency of strengthening international legal commitments, while state-affiliated media highlight diplomatic engagement, crisis management, and government responsiveness. The study argues that Indonesian media play an active role in shaping policy legitimacy by reinforcing issue framings rather than merely reporting events. Ratification is a strategic imperative to align public expectations, strengthen protection, and reinforce Indonesia’s global role in cooperation.

Abstract

This article aims to understand how the Indonesian diaspora conveys their experiences and knowledge in dealing with sociocultural and economic differences, as well as American immigration policies that are becoming less and less welcoming to immigrants.  This study analyzed the content of 100 videos produced by the Indonesian diaspora in America using coding methods based on four main categories: “Survival in America”, “Working Professionally in America”, “Tips for Facing Problems in America”, and “Adapting to a New Environment in America”. The results of the study show that the majority of videos talk more about how to live comfortably in America by becoming a legal immigrant. Topics such as legal pathways to obtaining residence permits, successful strategies for working professionally, and adaptation to American social and cultural norms become dominant in the narratives constructed by the diaspora. The main focus of this diaspora public diplomacy is to provide practical education for Indonesians who want to or have lived in the United States so that they can integrate well and minimize risks related to immigration status.
