Abstract

Malaysia is one of two Muslim-majority countries in the world that have not ratified ICERD. ICERD is part of the Convention on Human Rights, which obliges each country to eliminate all forms of racial discrimination. After 61 years of Barisan Nasional (BN) in power, Malaysia won the concept of 'New Malaysia' under the new authority of Pakatan Harapan (PH) in the 14th election. PM Mahathir Mohamad followed up on 'New Malaysia' by conveying the discourse on ICERD ratification at the 73rd UN General Assembly. The discourse was canceled in November 2018 after massive resistance from the BN opposition and Muslim-Malay unity. The cancellation of ratification can be explained through constructivism regarding the interests of maintaining economic, social, and political security for Malay-Muslim, which is based on the identity of the Malayan leadership during state formation of Malaysia.

Abstract

Artikel hendak menjelaskan tentang kearifan lokal Pimpinan Ranting Muhammadiyah (PRM) dalam merespon gagasan desa tangguh bencana sebagai modal sosial penting dalam kesiapsiagaan menghadapi bencana. Metode yang dipergunakan dalam pengabdian adalah focus group discussion dan simulasi permainan untuk mengeksplorasi gagasan penting terkait dengan kearifan lokal dusun Kadirojo Palpabang Bantul dalam issue kebencanaan seperti Mitigasi, Evakuasi, Rehabilitasi dan Rekonstruksi. Hasil pengabdian menunjukan bahwa kearifan lokal berbasis mitigasi dan evakuasi sudah terlembaga dengan baik dengan menempatkan masjid sebagai pilar utama pengelolaan situasi kebencanaan

Abstract

The purpose of this study is to explain the dynamics of the Iraqi Kurdish struggle before and after the saddam Hussein era. In this study, the authors explain how the dynamics of the Iraqi Kurdish struggle in obtaining regional autonomy as well as Saddam Hussein's political attitudes and leadership style. Iraq's still-fruitless Kurdish struggle with the crisis Baghdad is experiencing in the frame of a long conflict entering a phase of mutually hurting stalemate has led the two to choose the path of peace negotiations. Although Baghdad's peace treaty deal deal with the Kurds was hampered on the Kirkuk issue, with the phenomenon of the withdrawal of Iraqi troops from the UN protected zone and its migration of Saddam Hussein loyalists from the Territory of Northern Iraq made the opportunity for the Kurds to take over the region so that in 1992 under the shadow of the UN and allies, the KDP and PUK held free elections and established a Kurdistan Regional Government (KRG) for the Arbil region, Dohuk, and Sulaymanya. The KRG also turned the unarmed Peshmerga fighters into a regional defense force that would maintain peace and stability in the region. At this time the Kurds were able to create a safe and stable environment conducive to private and public investment.

Abstract

The research aims to identify the relationship between the phenomenon of digital finance on the debt trap with the study of human security in the Islamic concept. Cybercrime harms many people by misusing personal data that can be accessed online illegally, such as loan applications, digital shopping, or digital wallet. The debt trap resulted in the application then best analyzed through human security of international relations. The study focused on human security, such as personal and economic security. The study concluded that the awareness of digital financial literacy would greatly help from debt traps by means of the loan application. Accordingly, Islamic studies became very relevant to the phenomenon in the Maqasid Sharia law, such as Hifdz al Maal, which also discussed economic security from an Islamic view. The correlation between the phenomenon would be best analyzed with both concepts to reduce harm to economic security, structurally and religiously. On the other hand, the lack of socialization in digital economy transactions threatens the security of people nowadays. The research used mix method approach with secondary and primary data. The primary data were obtained from the questionnaire from 61 samples from 17 years old Indonesian, then delivered in descriptive statistics to see the fact for real, while the secondary data was obtained from journals, books, and articles. The analysis determined the correlation between digital financial phenomena in the Maqosid Sharia Concept and human security.

Abstract

In this era, political ethics seems to be no longer valid, but it is almost disappeared. The reality shows that politics is a place for fighting of powers and interests, so that there is a general tendency to justify any means to achieve goals. Political pragmatism has corrupted the political ethics of politicians. One of them is money politics applied by many politicians which could not educate people and should become a bad example of politics. Actually, the politicians should be good examples for the people. Therefore, a politician must make political ethics a benchmark of orientation and a normative view to carry out dignified power. The authors tried to explain the thoughts of al-Mawardi, a Muslim thinker who discussed political ethics in depth in order to solve political problems faced by the people today, then the ethical and dignified Islamic politics could possibly be applied. The political ethics described and built by al-Mawardi is ideal rebuild a better political life. In his ethical concept, al-Mawardi always stressed the necessity of a ruler to always obey the ethical and moral values that have been explained in the Qur’an and Sunnah. So, al-Mawardi tried to provide a solution to fix the condition of the people as well as to maintain political stability.

Abstract

AbstractHalal tourism has recently become jargon in Indonesia. The concept of halal tourism as the embodiment of Islamic tourism is considered ambiguous by certain groups. The concept of Halal Tourism or other similar terms such as Muslim-friendly or Islamic Tourism now raises a number of debates, whether the concept has a strong ontological basis with Islam, or it is merely a manifestation of economic interest that seeks to build competitive tourism and increase acceptance from the foreign Muslims segment. We apply the perspective of maqâshid syarî’ah to analyze the accuracy of the concept of Halal Tourism as a derivation of Islamic tourism and compare it with indicators used by Global Muslim Travel Index (GMTI). The result shows that the term Halal Tourism can proportionately represent the concept of tourism in Islam. However, the adoption of maqâshid syarî’ah in Indonesian halal tourism is still neglected. The need for the adoption of legal policy based on sharia’s principles is something that we should consider in the future.Keywords: Muslim-Friendly Tourism, Maqâshid Syarî’ah, Tourism, Halal Tourism. AbstrakWisata halal telah menjadi jargon di Indonesia dalam beberapa tahun terakhir. Sejumlah kelompok menilai bahwa konsep wisata halal sebagai reseprentasi dari pariwisata islami adalah hal yang ambigu. Konsep wisata halal atau istilah lain seperti halal tourism atau Muslim-friendly tourism kini menimbulkan sejumlah perdebatan, apakah konsep tersebut memiliki basis ontologis yang kuat dengan Islam, ataukah sebagai bentuk strategi ekonomi untuk membangun pariwisata yang kompetitif dan meningkatkan penerimaan dari segmen Muslim asing. Dalam tulisan ini, kami menggunakan perspektif maqâshid syarî’ah untuk menimbang keakuratan konsep wisata halal sebagai derivasi dari pariwisata yang Islami, dan membandingkannya dengan sejumlah indikator dalam penyusunan indeks Global Muslim Travel Index (GMTI). Hasil telaah terhadap tata kelola dan praktik wisata halal menunjukkan bahwa Wisata Halal adalah konsep yang tepat dan proporsional dalam merepresentasikan pariwisata yang Islami. Namun masih terdapat distorsi dalam tata kelola pariwisata halal di Indonesia yang mengabaikan prinsip maqâshid syarî’ah. Adanya kebijakan legal yang mengadopsi prinsip-prinsip dalam syariah adalah hal yang patut kita pertimbangkan di masa mendatang.Kata Kunci: Muslim-Friendly Tourism, Maqâshid Syarî’ah, Pariwisata, Wisata Halal.

Abstract

The world of International Relations will never be separated from its history. Countries in the Middle East, especially Muslim-majority countries, still have a lot of conflicts going on. However, the contribution of Islam to the world of peace never stops. In the contemporary world, for example, this contribution is realized through the participation of Islamic countries in United Nations Peacekeeping Operations (UN PKO). This study aims to analyze the contributions of female peacekeepers of Islamic countries. This research uses the concept of peacekeeping and analyzes secondary data with the quality method and literature review approach as the data collection technique.  The result of this research shows that eight of 12 peace missions involved Muslim-majority countries such as Bangladesh, Pakistan, Egypt, and Indonesia, which sent the most female peacekeepers. This study found that the Muslim-majority countries have successfully implemented the UN PKO program, especially for the increasing number of female peacekeepers agenda. It also found that the female peacekeeper has a substantive and public function in the operations, such as their contribution to the operation in logistical, informational branches, and medical aid aspects. However, the UN PKO still emphasizes masculinity. This study shows that domestic issues including inadequate military personnel and social stigmatization of women's peacekeeping engagement greatly reduce women's representation in UN peacekeeping operations. This inherently impacts the Women, Peace, and Security agenda.

Abstract

This research aims to explain the effectiveness of Hajj diplomacy carried out by the Indonesian Ministry of Religion (KEMENAG) in resolving various problems of Indonesian Hajj pilgrims based on Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimage. This research uses the concept of Hajj Diplomacy. Based on the results of this research, it can be seen that the actions taken by the Indonesian Ministry of Religion in overcoming Hajj problems are quite significant as evidenced by several things, namely cooperation with Saudi Arabia to obtain additional quotas from other countries, the Minister of Religion ensuring the preparation of Hajj services in Saudi Arabia, the Ministry of Religion optimizing functions Head of the group and team leader in the process of carrying out the Hajj, the Ministry of Religion is developing a reporting system for the implementation of Android-based worship guidance and the Ministry of Religion will also field a team of Hajj Consultants. Therefore, through these results it can be concluded that the Hajj diplomacy carried out by the Indonesian Ministry of Religion in 2020-2023 has been quite effective as proven by being able to implement Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimage Article 29 paragraph (1) and (2).

Abstract

This article discusses how Peace Democratic Theory works as a foreign policy of the United States inspreading democracy around the world, especially in Islamic countries in the Middle East, and howthe Islamic left criticizes the democratization process due to this foreign policy. Peace DemocraticTheory ushers in Islamic Leftist Thought in assessing how the democratization process works out ofconformity with Islamic Shari'a and the resulting chaos and prolonged conflict. The author brings acase study of the Iraq conflict due to the democratization process's failure in this article. Using adescriptive qualitative approach, the author concluded that Peace Democratic Theory gave birth todemocracy that established oligarchic politics. This article contributes information for various partieson the reasons for thinking about criticism between Islam and Peace Democratic Theory. In addition,this article is information material for multiple parties related to strategy in the conflict between Islamand Peace Democratic Theory.

Abstract

After the 9/11 attacks, Western society, especially the United States, began to consider Islam as a religion that gave birth to terrorist organizations. Many media also brand organizations related to the Islamic religion as terrorists, including Hamas. In order to emphasize the intricate relationships between media, geopolitics, and the formation of public opinion, this research seeks to analyze potential biases and contrasting narratives between Western and Middle Eastern opinions on Hamas. In order to examine depictions of Hamas as a "hero," "terrorist," "cruel," and exhibiting "humane" treatment towards civilians and hostages, this study used NVivo 12 Plus to analyze 150 news stories, 75 of which came from Middle Eastern (Al-Jazeera, Al-Arabiya, Asharq Al-Awsat) and 75 from Western (BBC, CNN, The Guardian) media sources. The findings indicate that Western media typically adopts a more solemn narratives, emphasizing Hamas-related conflict and violence. However, the narrative from Middle Eastern media emphasizing Hamas-related themes of resistance and heroism. This research can assist journalists and media organizations recognize potential biases and differing narratives in their coverage of Hamas and related subjects.
