Abstract

Background: Strengthening the value of religious moderation is a strategic agenda in Islamic boarding school education, especially among adolescent students who are vulnerable to the influence of extreme ideologies and the unfiltered flow of digital information. Purpose of the Study: This Qaryah Thayyibah-based community service program aims to revitalize the value of religious moderation among adolescent students at the Nurul Muttaqin Islamic Boarding School in Malang through the integration of psychological counseling and communication. Methods: The implementation method includes four stages: (1) assessing students' needs to identify challenges related to religious moderation; (2) psychologically based individual and group counseling focusing on emotional management, strengthening self-identity, and problem-solving skills; (3) focus group discussions (FGDs) emphasizing reflection on the values of tolerance, balance, justice, and deliberation; and (4) effective communication simulations that foster empathy, openness, and respect for differences. Results: The results of the activity indicate a significant increase in students' understanding of the principles of religious moderation, healthy communication skills, and the ability to manage differences constructively. Counseling has proven effective in helping students reflect on their spiritual and social experiences, fostering a new awareness of the importance of living a moderate, peaceful, and inclusive life. These findings demonstrate the contribution of community service in building the character of adolescent students based on Islamic values of rahmatan lil 'alamin (blessing for the universe) while strengthening a harmonious pesantren culture.

Abstract

This study examines the need to develop dedicated literacy and numeracy instructional materials to strengthen the cognitive skills of second grade primary school students. The study specifically focuses on Calistung (an acronym for membaca, menulis, and berhitung, referring to reading, writing, and basic arithmetic), which represents the core foundational competencies in Indonesian primary education. Using a qualitative descriptive approach, data were gathered through classroom observations, in depth teacher interviews, and documentation of learning activities and student performance. The findings reveal noticeable variation in students’ abilities in reading, writing, and arithmetic, while existing thematic textbooks provide limited opportunities for structured and repeated practice. Teachers consistently highlighted the importance of materials that are clear, visually engaging, developmentally appropriate, and supported by concrete examples and progressively organized exercises. The study also shows that students respond more actively to contextual and illustrated learning tasks, which help them connect abstract concepts to familiar experiences. Based on these insights, the development of a structured Calistung workbook is considered essential to support stepwise skill acquisition, encourage independent learning, and reduce reliance on constant teacher assistance. Such materials can foster confidence, sustain engagement, and promote gradual mastery of foundational skills. This research contributes to primary education by offering a practical framework for designing instructional resources that align with students’ cognitive development and classroom realities, while addressing persistent gaps in early literacy and numeracy learning.

Abstract

Regional competitiveness in the era of global economic competition increasingly depends on the capacity of local governments to implement policy innovations. In Jayapura City, such innovations are crucial to overcome structural constraints and to optimize the potential of regional development. This study aims to examine the policy innovation strategies implemented by the Jayapura City Government, identify supporting and inhibiting factors, and assess their contribution to economic growth, human resource quality improvement, and investment climate enhancement. Employing a qualitative case study approach, the research involved in-depth interviews, field observations, and policy document reviews. Key informants included local government officials, micro, small, and medium enterprise (MSME) actors, academics, and community leaders. The findings indicate that the digitalization of licensing services, the establishment of the Regional Innovation Forum, and human resource training programs have positively impacted public service efficiency, ease of doing business, and cross-sector collaboration. However, challenges such as limited digital literacy, uneven infrastructure development in peripheral areas, and a shortage of innovative human resources still hinder policy optimization. Overall, the policy innovations of the Jayapura City Government have contributed to strengthening regional competitiveness, but their sustainability requires strategies to ensure equitable benefits, enhance human resource capacity, and maintain consistent data-driven evaluation.
