Abstract

In the current era of globalization, it is very common for humans to travel between countries. The freedom of human movement to move between countries is a basic or human rights guaranteed in the constitution. This migration right is regulated in Article 28E of the 1945 Constitution (Amendment), which determines that: "Every citizen is free to choose a place to live in the territory of the country and leave it, and the right to return." But in its development more complex problems arise which forces all parties to focus their attention on solving this problem. Of course attention is focused on the immigration institution as the guardian of the state gate, meaning as a spearhead in facing and selecting foreigners who enter or monitor foreigners in Indonesia. In carrying out its own functions Immigration agents have been provided with laws that are used in carrying out their obligations. UU no. 6 of 2011 concerning immigration is the main weapon in handling the problem of foreigners who will or have entered the territory of Indonesia. The actions taken against foreigners who commit violations in Indonesia are by pro-justisia or by immigration administrative actions (TAK).

Abstract

There is a wrong community paradigm about inspiration. The impulse does not merely provide passport making services for the community. But more than that, Immigration has far broader duties and functions than taking care of making passports. There are 4 functions of immigration, including community service, law enforcement, state security and development facilitators. This institution has the duty to guard the country's gates from all threats that can endanger the security and sovereignty of this country. For this reason, community service is carried out in order to change the way people think about immigration in Indonesia. The target is students in one of Bekasi's high schools. It is hoped that they can become actors in disseminating correct information related to immigration tasks and functions and increase the existence of the community. Thus, the entire community can play an active role in helping to realize the security and sovereignty of this country.

Abstract

This study aims to find out what obstacles are faced in the supervision of foreign investors and the countermeasures carried out at the Immigration Office Class I Non TPI Central Jakarta. In this study, the authors used normative and empirical research methods, while the data sources were obtained using primary and secondary data. Data collection techniques were carried out using qualitative methods in the form of literature studies, field observations or observations, and also interviews. The results of the study indicate that there are several obstacles that prevent officers from carrying out immigration control such as legal factors that regulate foreign investors, law enforcement factors related to those carrying out law enforcement, facilities or facilities that should facilitate work, cultural factors of the community in responding to foreigners who commit a violation, and also related to the supervisory factor in data transparency of Foreign Investors.

Abstract

This research is motivated by the main problem related to the supervision of the Indonesian immigration authorities which is inadequate when compared to immigration control with other countries. In many cases, Indonesian immigration authorities often fail to face immigration violations committed by foreign nationals, therefore improvements in supervision by Indonesian immigration authorities need to be carried out to minimize the negative impact of immigration violations committed by foreign nationals. The results of this study found immigration problems that should have been fixed by collaborating with other agencies, one of which was the navy or improving the system or internal rules of the Directorate General of Immigration itself so that the optimization of supervision related to entrances and exits can run as expected.

Abstract

Many previous studies have found that employee performance can be influenced by their motivation. One of the intrinsic motivations that are believed to have an influence on employee performance is public service motivation. In this study, the concept of altruism will be represented by one of its dimensions, namely the belief in a just world dimension. The objective of this study is to analyze the correlation and influence of belief in a just world on public service motivation among civil servants in Jakarta. The research was carried out using quantitative method and also literature rule as an analytical tool. Respondents in this study were 951 civil servants who came from 3 agencies with the highest incomes in Jakarta, the DKI Jakarta Provincial Government, the Directorate General of Taxes and the Directorate General of Immigration. The results of the study show that the belief in a just world dimension has a significant correlation and influence on the level of public service motivation, besides that this dimension is suitable to be applied as an additional dimension of public service motivation from Perry and Wise (1990) to measure the level of public service motivation of employees in Indonesia.

Abstract

Effective implementation of socializing passport services at the Bandung Class I Immigration Office is a complex challenge. In an effort to overcome this problem, the Fishbone method is used to identify root causes and design appropriate solutions. Through in-depth analysis, various factors such as people, process, technology, environment, and policies were identified as contributing to effectiveness in conveying information to the public. The results of this analysis form the basis for corrective actions, such as training immigration officers, streamlining procedures, increasing use of social media, and increasing access to information. Thus, the Fishbone method provides strong and systematic insights in improving the socialization of passport services, supporting immigration offices in facing challenges, and optimizing the community's experience.

Abstract

This article aims to show that Local culture can be used as an alternative regulation in establishing a foreigner monitoring task force. The Foreigner Supervision Task Force "Bali Becik" is a unit formed by the Directorate General of Immigration based on the Local culture of the Balinese people. The Nusantara paradigm combined with the ability of artificial intelligence in viewing a phenomenon is the research method in this article. The results show that the "Bali Becik" Task Force is a task force formed based on the Local culture of Balinese culture which is part of the Nusantara paradigm. The value of the Local culture of "Bali Becik" which comes from the philosophy of Tri Hita Karana, which is the Balinese philosophy of harmony between humans, nature, and the gods. The task force aims to create a harmonious environment for both tourists and locals by cracking down on illegal activities and promoting responsible tourism

Abstract

Memasuki masa pasca pandemi covid-19 menjadikan momentum pemerintah untuk mengutamakan pemerintahan berbasis digitalisasi berdasarkan pemerintahan yang cepat, transparan, dan efisien, tidak terkecuali pada sektor pelayanan masyarakat. Imigrasi sebagai salah satu instansi yang melaksanakan administrasi pemerintahan, menghadirkan berbagai kebijakan untuk mendukung perubahan pada era digitalisasi, yaitu dengan memberikan pelayanan permohonan Visa RI melalui aplikasi berbasis Weebsite MOLINA atau Modul Lalulintas Orang Asing. Penelitian ini bertujuan untuk menganalisis visa kunjungan wisata dan izin tinggal kunjungan yang berasal dari e-VOA melalui MOLINA sebagai bentuk kebijakan yang dikeluarkan oleh Pejabat Administratif Negara berdasarkan Undang-Undang 30 Tahun 2014, beserta Asas-asas Umum Pemerintahan yang Baik (AUPB) yang tercantum di dalam Undang-undang tersebut. Penelitian ini juga bertujuan untuk melihat konsekuensi hukum apa yang dapat ditimbulkan oleh visa kunjungan wisata dan izin tinggal kunjungan yang dikeluarkan melalui MOLINA. MOLINA dikedepannya diharapkan mampu menjadi aplikasi mutakhir untuk melakukan semua permohonan Visa RI, oleh sebab itu perlu diperhatikan lagi mengenai dari produk yang diterbitkan oleh MOLINA. Penelitian ini merupakan penelitian Normatif-empiris dengan pendekatan Peraturan Perundang-Undangan, dan data yang diolah didapatkan berdasarkan wawancara, kepustakaan dan observasi lapangan. Penelitian ini menghasilkan penemuan bahwa dalam Surat Edaran Direktorat Jenderal Imigrasi Nomor IMI-0133.GR.01.01 Tahun 2023 seharusnya tidak boleh bertentangan dengan Peraturan Menteri Hukum dan Hak Asasi Manusia Nomor 29 tahun 2021 yang mengatur alur penerbitan Visa Kunjungan dan Perpanjangan Izin Tinggal Kunjungan. Selain hal itu ketentuan penerbitan visa tanpa profiling dan verifikasi serta perpanjangan izin tinggal kunjungan tanpa pengambilan data biometrik, tidak sesuai dengan asas kecermatan pada AUPB dan dapat menimbulkan konsekuensi hukum berupa izin tinggal kunjungan yang didapatkan dibatalkan. visa, izin tinggal, Molina

Abstract

Indonesia dan Malaysia secara geografis merupakan negara tetangga, banyak ditemukan kesamaan baik secara sosio-kultural, kekayaan alam, bahkan sistem hukumnya. Penelitian ini menganalisis perbandingan antara Indonesia dan Malaysia dari segi tindakan administratif keimigrasian dan juga bertujuan untuk memberikan penjelasan tentang pendekatan yang berbeda dan strategi bersama mereka dalam mengatasi tantangan imigrasi. Penulis menggunakan metode penelitian studi pustaka sebagai pendekatan utama untuk mengumpulkan data. Analisis hasil yang diperoleh, Indonesia menekankan pengawasan administratif melalui pemeriksaan dokumen perjalanan, wawancara, dan verifikasi visa. Sebaliknya, Malaysia menetapkan pembatasan bagi orang asing dan penegakan hukum imigrasi melalui Bagian 8 Undang-Undang Imigrasi 1959/63. Prosedur pendaftaran dan perizinan di Malaysia melibatkan persyaratan dokumentasi yang ketat, termasuk kondisi tambahan untuk pengusaha dan jenis izin tertentu. Meskipun terdapat perbedaan dalam detail pelaksanaan, Indonesia dan Malaysia berbagi komitmen untuk mengatasi tantangan imigrasi, dengan tujuan menjaga keamanan nasional dan melindungi hak asasi manusia. Melalui kerja sama bilateral yang ditingkatkan, kedua negara berusaha menciptakan kebijakan yang seimbang dan efektif dalam menghadapi isu-isu kompleks di bidang imigrasi.

Abstract

Informasi dan teknologi membuat masyarakat semakin sadar akan kebutuhannya, termasuk kebutuhan akan pelayanan publik yang berkualitas. Dalam mengimplementasikan peningkatan kualitas pelayanan publik, tidak terlepas dari kontribusi kinerja pegawai. Beberapa penelitian yang telah dilakukan menempatkan motivasi dan kompetisi sebagai faktor yang mempengaruhi kualitas kinerja pegawai. Penelitian ini bertujuan untuk mengetahui lebih dalam apakah terdapat pengaruh antara motivasi dan kompetensi khususnya pada kantor imigrasi sebagai garda terdepan dalam menjalankan tugas dan fungsi keimigrasian. Penelitian ini menggunakan metode penelitian kuantitatif dengan teknik pengambilan sampel yang digunakan adalah sampling jenuh dan teknik pengumpulan data dengan menyebarkan kuesioner melalui Google Form. Hasil penelitian menemukan bahwa motivasi berpengaruh positif signifikan terhadap kinerja pegawai Kantor Imigrasi Kelas II Non TPI Sukabumi dengan memberikan kontribusi sebesar 21,29%. Koefisien regresi yang bernilai positif ini berarti bahwa semakin tinggi motivasi maka akan semakin tinggi pula kinerja. Kemudian kompetensi juga berpengaruh positif signifikan terhadap kinerja pegawai Kantor Imigrasi Kelas II Non TPI Sukabumi dengan memberikan kontribusi sebesar 55,88%. Koefisien regresi yang bernilai positif ini berarti bahwa semakin tinggi kompetensi akan membuat kinerja semakin baik.  Motivasi dan kompetensi berpengaruh signifikan secara simultan terhadap kinerja pegawai Kantor Imigrasi Kelas II Non TPI Sukabumi. Oleh karena itu, motivasi dan kompetensi memiliki peran penting dalam meningkatkan kinerja karyawan. Semakin tinggi motivasi dan kompetensi akan meningkatkan kinerja karyawan. Motivasi dan kompetensi memberikan kontribusi sebesar 77,17% terhadap kinerja karyawan.
