Abstract

Both parking fee and parking tax are the potential income for most local authorities in Indonesia since they are considered as the parts of of local authority’s revenue (Pendapatan Asli Daerah, PAD). However, currently many local authorities including that in Surabaya has a problem in determining target as well as the achievement of annual parking revenue. This situation takes place due to the lack of reliable method to estimate the parking revenue including both parking fee and parking tax either on-street parking nor off-street parking.  Meanwhile, there are growing investments of public and private facilities in many capital cities of both regency and provincy including apartments, hotels, malls, campus, hospitals, convention buildings, terminals, offices,  restaurants and mixed uses in which many parking spaces will be provided to support their activities later on. The providing of new parking spaces will therefore potentially contribute to the local authorities’s revenue as the consequences. Main variable to contribute the parking revenue are the number of parked vehicle as well as the parking duration (when progressive tariff is applied). The concept of both number of parked vehicle and parking durations for several landuses will be introduced in this paper so that they can be elaborated more in depth as a mathematical model. Furthermore they can be used as references for estimating the anual parking revenue of local authotities as the part of local authorities revenue (PAD). Moreover, these models will be useful for parking facilities investors to analyse the their financial investment.

Abstract

The market share of freight transport which is dominated by road transport and accompanied by unbalanced of infrastructure’s growth and freight demand has created various negative impacts on existing transportation system. The shift of freight transport from road to rail and sea is expected to reduce those impacts. Research on the behavior of freight mode choice and the extent to which the user is willing to trade off the attribute change needs to be done so that the amount of modal shift will be known. The main objective of the study was to produce a model of mode choice based on preference surveys among forwarders, as well as to provide inputs for policy improvement and or improvement of freight transportation services. One of the surveys to be conducted is the revealed preference (RP) survey. The important stage before the RP survey is to conduct a preliminary survey. This stage aims to determine the important trends related to the choice of modes by the forwarder and test the response rate of respondents. The survey is also useful for assessing the credibility of the data instrument, identifying potential errors in the data instrument, and determining non-conformities in survey management before the actual survey. Data collection was done by sending questionnaires. The structure of the questionnaire consists of questions about characteristics of : shipment, travel, and modes. The results of survey showed relatively low response rate because it was only 8 respondents who were willing to answer the questionnaire. This indicates that the questionnaire needs to be combined with other methods, such as: face to face interviews and or focus groups. The results of the preliminary survey show that the main factors for the choice of existing modes are: shipment costs, loss/damage, and time travel. The implementation of the next stage survey should consider that each company has more than one shipping commodity so it is necessary to group questions and analysis based on each commodity.

Abstract

TransJakarta since 2004 was expected as the backbone of the public transportation in Jakarta as well as TransMilenio in Bogota. However, the role of TransJakarta only approximately 1, 95% of the overall number of trips has reached 19 million/day. The analysis technique on this paper is descriptive analysis. TransJakarta operational perceived is still not effective, so that the necessary efforts to increase modal share sourced from BRT management best practice in other countries. Efforts could be made to increase modal share, among others, the elimination of thousands of parking and replaced by pedestrian friendly also develop a separate bike lane along 303 km in Bogota (Colombia). TransJakarta operational is still considered less in some aspects that are: total of fTransJakarta fleet, total of feeder route, Transjakarta speed and headway still need improved, overtaking lanes are built along the TransJakarta route, Integration with all public transport is absolutely necessary, integration with pedestrians and bicycle users TransJakarta ticket fares should be integrated with feeder and other public transportation such as KRL, city buses and paratransit and using smartcards. In terms of restrictions on the use of private vehicles can be done in the following ways implement a bike-sharing program, implement program of not using motor vehicles during weekdays for 1 day in a week, providing park and ride, implement fuel restriction program for gasoline purchases, implement car sharing program. If the operational performance of TransJakarta has been improved and restrictions on the use of private motor vehicles are implemented, it is expected that the modal split of road users in Jakarta can be expected to rise to be more ideal. In some other parts of the world some experts say ideal conditions of split capital between public transport and private vehicles can reach 65%: 35%. Hopefully the city of Jakarta can achieve this.

Abstract

Perubahan-perubahan yang terjadi pada kurun waktu akhir-akhir ini di kota Surabaya dan wilayah disekitarnya ( dikenal dengan istilah Surabaya Metropolitan Area) sangatlah pesat. Hal ini dapat dilihat dari beberapa hal antara lain adalah : banyak pembangunan bangunan hunian yang berorientasi ke arah vertikal berupa apartemen atau rusunawa yang tersebar dibeberapa lokasi, adanya pembangunan pusat-pusat belanja, peningkatan jumlah kendaraan pribadi baik roda dua atau roda empat, dan lain sebagainya.  Salah satu dampak yang terasa akibat adanya perubahan-perubahan tersebut ada pada sistem transportasi. Rencana perubahan sistem transportasi di kota Surabaya adalah melakukan perbaikan sistem transportasi publik yang berbasis pada jalan rel. Supaya didapat sistem transportasi publik berbasis jalan rel yang baik maka dilakukanlah suatu kajian dengan tujuan adalah menentukan pengembangan infrastruktur jaringan jalan rel dari yang telah ada di kota Surabaya. Hasil dari pelaksanaan kajian ini adalah tersedianya rencana sistem jaringan jalan rel yang meliputi jaringan jalan rel perkotaan, jaringan jalan rel regional di wilayah kota Surabaya serta jaringan jalan rel nasional untuk transportasi jarak jauh.

Abstract

One program Surabaya City Government to repair the transport sector is build a mass transit rapid that one of them is a tram. The rapid development of mass transit is also expected to support the improvement of air quality in the city of Surabaya due to the effects of vehicle emissions. On of harmful vehicle emissions are Nox. One danger is the Nox can cause lung inflammation and paralysis. On the other hand, rapid mass transit development plan in Surabaya planned to use a portion of the road as the tram line. This will certainly reduce the capacity of roads. Therefore, a comparison between a reduction in the number of private vehicle users with the capacity reduction of the cost of air pollution in this case is the cost of Nox emissions into the topic of this research. The location of this research is Basuki Rahmat Street and Urip Sumoharjo Street which is one of the roads that traversed the tram line which is often congested. The method of calculating the amount of Nox based on the vehicle speed on the exixting condition and the condition of the plan. Based on calculations, the level of Nox reduction in the time before the tram operates when compared to when the tram operates on Urip Sumoharjo Street amounted 7.38%. While the level of Nox reduction in the time before the tram operates when compared to when the tram operates on Basuki Rahmat Street amounted to 11.81%. Then from the calculation of the cost air pollution, decrease the cost of air pollution due to Nox in Urip Sumoharjo Street is 9,185,321.87 rupiahs/year, while the decline in the cost of air pollution due to Nox in Basuki Rahmat Street is 14,664,554.40 rupiahs/year.

Abstract

U-turn movement possible generates queueing on U-turn system. Queueing which occurs near intersection could affects to intersection performance. The intersection performance that influenced is speed of vehicle to pass the intersection. The impact is interlock of intersection movement possibly occur. The objective of the research is to determine minimum distance of U-turn and intersection based on Poisson Process Simulation. Location of this research is U-turn on Surabaya, Indonesia with distance from the nearest intersection about 202 meters. Queueing will occur when arrival time of vehicle from intersection is above of total arrival time and service time of vehicle from U-turn. The result of simulation is total queuing cause of operational U-turn about  10 vehicles or 60 meters. The reduction distance of U-turn and Intersection is 142 meters, and it’s still fulfil the requirement of regulation about the distance between opening and intersection.
