Abstract

This research evaluates the "Indonesia Gemilang" community empowerment program implemented by LAZ Al-Azhar in Cilembu Village, Sumedang Regency. The research aims to analyse the process, impact, and challenges of the program, particularly its contribution to poverty reduction and socio-economic development. The importance of this study lies in its relevance to Public Administration, specifically in addressing local governance, development policies, and public empowerment. The study highlights key factors in achieving successful community development by focusing on the ACTORS theory, which emphasizes authority, competence, opportunity, responsibility, and community support. The methodology employed is qualitative, using a single case study approach, including interviews and field observations. The findings suggest that while the program has positively impacted the local community by increasing self-reliance and economic sustainability, challenges remain, particularly in empowering local leaders to take a more active role in program management and expanding market opportunities for community-produced goods. This research contributes to the field of Public Administration by providing valuable insights into the effective design and implementation of community empowerment programs, offering practical solutions to improve public policy in rural development.

Abstract

Lack of understanding of regulations related to customs and excise services has resulted in rampant fraud on behalf of the Customs and Excise office and the blocking of imported mobile phones due to unregistered or illegal International Mobile Equipment Identity (IMEI). Community service activities (PKM) aim to educate the public about various rules and IMEI registration of electronic devices as imported goods, including the terms and conditions that the public must meet through the creation and use of the TikTok platform. The method used is AIDA so that the media and content produced are clear, concise, creative, and interesting so that it is easy for the public to understand. The TikTok platform was created and developed as an effective medium for educating the public through disseminating information that can increase awareness and knowledge of the wider community. This approach illustrates the various common fraud modes and how to identify them. There is also content about the Bandung Customs Office call center and office-tour services for official transparency and professionalism in handling various public complaints. The number of followers who support this and like that has increased significantly from time to time. Information using the TikTok platform related to official customs and excise service issues has significantly reduced the number of frauds by irresponsible individuals, and cases of IMEI blocking.

Abstract

Talent management has become one of the key elements in creating a professional, adaptive, and competitive bureaucracy in the era of Industry 4.0. As part of the merit system, talent management aims to ensure that Civil Servants (ASN) have the competence and optimal performance to support the achievement of national development goals. This study aims to analyze the implementation of talent management in the Government of Agam Regency, identify the factors influencing it, and formulate an appropriate implementation model. Talent management is a crucial part of the merit system to create professional and competitive Civil Servants (ASN). However, the implementation of talent management in the Government of Agam Regency still faces various challenges, such as limited resources, low understanding of the talent management concept, and inadequate supporting infrastructure. Additionally, the research findings also indicate that other influencing factors include the lack of leadership commitment, budget limitations, and policies that have not been consistently implemented.

Abstract

This community service initiative aims to enhance public awareness of the importance of paying Land and Building Tax (PBB) through the use of the digital application Teman PBB, launched by the Bandung City Government. The selection of South Korea as a reference country for this application is based on its renowned reputation for technological innovation and the successful implementation of effective e-governance systems. By adopting best practices from South Korea, it is anticipated that the Teman PBB application will significantly improve the quality of public services, particularly in terms of efficiency and transparency. The methodology employed in this initiative includes outreach and direct assistance to neighborhood heads (RW) and residents in Bandung City. The community service approach is concentrated in the Cihaurgeulis Sub-district, encompassing the stages of planning, implementation, and evaluation. Activities include socialization efforts aimed at increasing taxpayer awareness through direct engagement and the distribution of informational materials. Quantitative and qualitative data will be collected to measure the success of this program, including the increase in application users and feedback from the community regarding their experiences with the application. The results of this initiative indicate that the implementation of the Teman PBB system not only simplifies the tax payment process for citizens but also raises public awareness of the importance of digital technology in tax administration. Despite certain challenges—such as limited access for iOS users—collaboration with South Korean academics is expected to provide innovative solutions to enhance the inclusivity and effectiveness of the application. Consequently, this initiative not only elevates public awareness but also makes a tangible contribution to the development of technology-based public services in Bandung. Pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kesadaran masyarakat akan pentingnya membayar pajak bumi dan bangunan (PBB) melalui pemanfaatan aplikasi digital Teman PBB yang diluncurkan oleh Pemerintah Kota Bandung. Pemilihan Korea Selatan sebagai negara referensi dalam pengembangan aplikasi ini didasarkan pada reputasinya dalam inovasi teknologi dan keberhasilan implementasi sistem e-governance yang efektif. Dengan mengadopsi praktik terbaik dari Korea Selatan, diharapkan aplikasi Teman PBB dapat meningkatkan kualitas layanan publik secara signifikan, terutama dalam hal efisiensi dan transparansi. Metode yang digunakan dalam kegiatan ini adalah sosialisasi dan pendampingan langsung kepada Ketua RW dan warga di sekitar Kota Bandung. Pendekatan ini difokuskan pada Kecamatan Cihaurgeulis, melalui tahapan perencanaan, pelaksanaan, dan evaluasi. Kegiatan tersebut meliputi sosialisasi untuk meningkatkan kesadaran wajib pajak melalui keterlibatan langsung dan distribusi materi informasi. Data kuantitatif dan kualitatif akan dikumpulkan untuk mengukur keberhasilan program ini, termasuk peningkatan jumlah pengguna aplikasi dan umpan balik dari masyarakat terkait pengalaman mereka dalam menggunakan aplikasi. Hasil dari kegiatan ini menunjukkan bahwa penerapan sistem "Teman PBB" tidak hanya menyederhanakan proses bagi wajib pajak, tetapi juga meningkatkan kesadaran publik terhadap pentingnya teknologi digital dalam pembayaran pajak. Meskipun terdapat beberapa kendala, seperti keterbatasan akses bagi pengguna iOS, kolaborasi dengan akademisi Korea Selatan diharapkan dapat memberikan solusi inovatif untuk meningkatkan inklusivitas dan efektivitas aplikasi. Dengan demikian, kegiatan ini tidak hanya meningkatkan kesadaran masyarakat, tetapi juga memberikan kontribusi nyata terhadap pengembangan pelayanan publik berbasis teknologi di Bandung.

Abstract

This study examines an integrated model of talent management in the context of Agam's local government. To provide specific recommendations, this research analyses Agam's talent management systems, considering best practices from South Korea and Russia and seeks to identify gaps. A qualitative case study design was employed, and semi-structured interviews were held with selected participants, which led to the creation of an ITM model that accounts for Agam's specific socio-political and economic context. The study's findings suggest that the talent management systems in Agam face TM access restrictions due to limited training opportunities, insufficient skill evaluation, and retention issues of skilled personnel during political transitions. In contrast, Russia and South Korea adopt more sophisticated talent management (TM) approaches, including systematic talent assessment, performance-based promotion, and extensive training, to improve workforce competency. This ITM model defines talent management within the framework of competency-based management and inclusivity, providing practical approaches towards the challenges of talent attraction, development, and retention. Drawing on insights from South Korean and Russian practices, this study provides a basis for developing a strategy to improve TM in Agam. The study emphasises the significance of tailored TM strategies while providing recommendations for policymakers aimed at improving governance and the performance of public administration in developing areas.

Abstract

This study addresses a significant gap in entrepreneurship research by focusing on enhancing entrepreneurial skills among disabled individuals at the ‘Griya Harapan Social Centre.’ Entrepreneurship is widely recognized as a pathway to economic empowerment for marginalized groups. However, disabled individuals face distinct barriers, including limited access to resources and societal stigma. This research identifies the skills gap in current training programs and proposes a comprehensive curriculum encompassing core entrepreneurial competencies, managerial, technical, and personal skills development. Utilizing a qualitative descriptive method, data were collected through in-depth interviews, observations, and document analysis. Findings reveal that while participants acquire vocational skills, critical entrepreneurial competencies such as risk-taking, innovation, financial literacy, and digital marketing remain underdeveloped. Managerial skills, including decision-making and planning, are also lacking, limiting participants’ potential for independent entrepreneurship. The proposed holistic training model is tailored to the specific needs of disabled individuals, offering practical solutions to overcome these challenges. The theoretical contribution of this research lies in its comprehensive framework for developing an inclusive entrepreneurial training model, thereby enriching the discourse on entrepreneurship and social empowerment while fostering economic and social inclusion for disabled individuals.

Abstract

PT. Kereta Api Indonesia (Persero) as a company engaged in the field of public transportation services certainly has a duty to be able to provide the best service to all service users. One form of digital transformation innovation that is being carried out is by innovating KAI's face recognition boarding gate as an effort to improve the quality of service at the Station. For this reason, this study aims to see and analyze the extent of incremental innovation and service quality from the implementation of the KAI face recognition boarding gate innovation at Bandung Station. The research method used is descriptive research with a qualitative approach, with the type of case study research. From the research results it can be seen that the incremental innovation carried out by PT. Kereta Api Indonesia (Persero) has met the indicators of sustainable management method innovation, continuous process innovation, and sustainable technological innovation. From the research results, the services provided by the face recognition boarding gate officers at the Bandung Station have fulfilled the service dimensions which include the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. There are also things that need to be done by the company, among others, maximizing the face recognition registration process through the KAI application by using the liveness detection stage and socializing usage through social media to attract audiences and increase the number of users.

Abstract

Pembangunan yang mengandung makna tentang proses dan upaya pencapaian pertumbuhan dan peningkatan kualitas hidup yang lebih baik ternyata membutuhkan pengelolaan dan manajemen yang benar agar dapat berjalan secara efektif. Kebijakan makro ekonomi sebagai salah satu upaya yang dilakukan untuk pengendalian tingkat inflasi yang tinggi yang dapat menghambat jalannya pembangunan. Oleh karena itu, peranan hutang luar negeri pemerintah terus diusahakan untuk dikendalikan antara lain dengan memaksimalkan usha penigkatan penerimaan dalam negeri, khususnya sumber pajak, serta penekanan pengeluaran dengan cara mengurangi atau bahkan menghapus berbagai bentuk subsidi.

Abstract

The research addresses significant issues in inventory management, such as overstock and understock, which have posed challenges to the group’s operations. The study aims to identify the most effective inventory management method that can minimize costs while ensuring consistent availability of raw materials. Utilizing the EOQ method, the study provides a systematic approach to determining the optimal order quantity and reorder point, ensuring that the group can meet production demands without incurring unnecessary holding or ordering costs. The research employs a qualitative approach, focusing on data collection through interviews and documentation from key members of Farmer Group X. The findings indicate that the current inventory practices were inefficient, leading to either surplus stock or material shortages. By implementing EOQ, the group can significantly reduce total inventory costs and improve their production scheduling. This study is crucial in the field of public administration and management as it provides practical recommendations for optimizing inventory control in agricultural groups. The results contribute to both theoretical frameworks on inventory management and offer practical solutions that can be adopted by similar agricultural organizations. The findings will help in developing sustainable management practices that align with the group's goals of improving product quality, reducing costs, and ensuring long-term operational efficiency.
