Abstract

Corruption is not far from the action of stealing or blacking out. However, the complexity of corruptions’ structure and elements is different. Corruption is closer to any action of stealing or blacking out public money that can cause any state loss. Since the reformation era in Indonesia, the government of Republic Indonesia has taken some efforts to reduce the practice of corruption in public sector. Recently, the strategy of combating corruption in government sector under SBY and Budiono’s leadership become undertaken more seriously. The new regulations have been issued as the laws basis to combat the corruption. Moreover, the Corruption Eradicating Commission (Komisi Pemberantasan Korupsi or KPK) has been existed as an independent institution that has authority to investigate any indication of corruption. Based on that background, this article has significant contribution to provide better understanding about corruption in more detail, from its definitions, regulations, causes, impacts, anti-corruption actions until some recent cases in Indonesia. The rigoous documentation reviews, from laws, regulations, government documentations, academics references and printed medias have applied as the primary data.

Abstract

This paper examines and develops the criteria to measure the effectiveness of government auditing reports to enhance the transparency and public accountability from international literatures related to public administration and government auditing. The criteria can be divided into 2 (two) parts, namely: criteria related to information in the audit reports and criteria related toacting on information in the audit reports. The first part consists of criteria related to the quality of information and the audit reports content. The second part consists of criteria related to communication of audit report information and acting on audit information. The research employed case study approach combining qualitative and quantitative methods in Indonesia. The studysurveyed and interviewed key informants including the management of the audit institutions, government auditors, the audited entities (local and central governments) and the Members of Parliament. By examining the reformation legal system for government auditing and comparing this with the best practices from the auditing literatures that formulated in criteria of governmentauditing, the study shows that the Indonesian government auditing has not completely addressed the real needs of public accountability and transparency during this reformation era. This study argues that follow up of the audit findings are the major criteria in terms of acting on information. The study recommends a more effective strategy should be adopted to develop profesionalism andintegrity and to improve qualifications of auditors with different educational background, through education, training and development to move from financial auditing to performance auditing in the future. In addition, increasing audit resources in the local regions is necessary. The last recommendation is to provide better communication and discussion about implementing auditrecommendations and following-up audit reports.

Abstract

UMKM Ranayya Kitchen merupakan UMKM yang menjual kue-kue lebaran. UMKM ini sudah berdiri kurang lebih 4 tahun. Sedangkan pendapatan UMKM Ranayya Kitchen semakin menurun setiap tahunnya selama menjalankan usaha ini, penelitian ini bertujuan untuk mengetahui terlebih dahulu strategi pemasaran apa yang telah mereka terapkan dan merumuskan model strategi pemasaran yang cocok untuk UMKM Ranayya Kitchen agar terus meningkatkan usahanya. Metodologi yang digunakan dalam penelitian ini adalah bauran pemasaran 7P (untuk mengetahui bagaimana strategi pemasaran UMKM Ranayya Kitchen), pendekatan Business Model Canvas (BMC) dan analisis SWOT. Ada tiga jenis teknik pengumpulan data dalam penelitian ini, yaitu: Wawancara, observasi dan studi dokumenter. Hasil kajian yang dilakukan melalui analisis SWOT menunjukkan bahwa UKM Ranayya Kitchen berada pada kuadran I yang artinya UKM tersebut berada pada situasi yang cukup menguntungkan. UMKM memiliki kekuatan yang dapat memanfaatkan peluang yang ada. Strategi yang diterapkan di area ini adalah strategi yang mendukung strategi agresif atau S-O, berdasarkan hasil analisis SWOT sebelumnya, bahwa misi UMKM Ranayya Kitchen adalah menjaga kualitas produk untuk terus menarik konsumen,mengoptimalkan promosi melalui social media mendongkrak store brand dengan menawarkan promosi produk atau diskon produk, mempertahankan dan meningkatkan pelayanan kepada konsumen, dll. Sedangkan hasil kajian Business Model Canvas berupa elemen apa saja yang meningkatkan pengalaman setelah mengolah data analisis SWOT Melakukan BMC dapat membantu memvisualisasikan ide atau konsep bisnis untuk diterapkan di Dapur UMKM Ranayya.

Abstract

Regional financial management is a strategic issue whose regulations are regulated by the Central Government by issuing regulations including Government Regulation of the Republic of Indonesia Number 12 of 2019 concerning Regional Financial Management, Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems, and Ministerial Regulation Domestic Affairs Number 90 of 2019 concerning Classification, Codefication, and Nomenclature of Regional Development Planning and Finance, which was later refined by Decree of the Minister of Home Affairs Number 050-3708 of 2020 concerning Verification and Validation Results of Updating Classification, Codefication and Nomenclature of Regional Development Planning and Finance. The issuance of these new regulations has a significant impact on local governments, because the nomenclature of regional apparatus, programs and activities, as well as codification has changed significantly. This also has an impact on the financial management system used by local governments. As a result of the issuance of Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems, all regional governments in Indonesia are required to use the Regional Government Information System (SIPD) which is accessed through the official website of the Ministry of Home Affairs. With the lack of socialization and training obtained, the Bandung City Government needs to move quickly to anticipate the dynamics of this regulatory change, by intensifying communication with regional officials and providing assistance in each stage of financial management. In connection with the phenomenon of policy implementation regarding the model for preparing the budget in SIPD as the implementation of Permendagri 70 of 2019, the thinking model built in connection with this research uses a theoretical study from George C. Edwards III, which in the process uses several variables, namely: communication, resources, attitude of implementers, bureaucratic structure. In this study, the researcher provides recommendations, including optimizing socialization and technical guidance, intensifying coordination with various parties, improving the quality of human resources, compiling SOPs regarding regional financial management.

Abstract

Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi program kolaborasi UNIQLO dalam pengembangan usaha mikro, kecil, dan menengah (UMKM) sektor ekonomi kreatif di Kota Bandung menggunakan kerangka analisis PESTEL (Politik, Ekonomi, Sosial, Teknologi, Lingkungan, dan Hukum). Pergeseran paradigma ekonomi menuju kreativitas dan inovasi telah menghasilkan peluang baru bagi UMKM untuk mengembangkan produk dan layanan yang unik. Metode penelitian ini melibatkan studi literatur, wawancara dengan pemangku kepentingan terkait, serta analisis data kualitatif. Hasil analisis PESTEL menunjukkan bahwa faktor politik mencakup regulasi terkait UMKM dan kerja sama lintas sektor. Dalam aspek ekonomi, pertumbuhan ekonomi Kota Bandung sangat mendukung keberhasilan tujuan ini. Faktor sosial melibatkan preferensi konsumen terhadap produk lokal dan kepedulian terhadap etika produksi. Di bidang teknologi, transformasi digital ditemukan memiliki dampak signifikan pada jalur pemasaran. Lingkungan berperan dalam mendorong praktek berkelanjutan yang ramah lingkungan, sementara aspek hukum termasuk hak kekayaan intelektual dan perjanjian kemitraan. Penelitian ini memberikan wawasan mendalam tentang bagaimana analisis PESTEL dapat membantu UMKM dan perusahaan besar seperti UNIQLO dalam merencanakan dan melaksanakan program kolaborasi untuk pengembangan ekonomi kreatif. Temuan ini dapat memberikan panduan kepada pemangku kepentingan dalam merumuskan strategi berkelanjutan, memanfaatkan peluang pasar, dan mengatasi tantangan yang muncul dalam ekosistem UMKM. Penelitian ini memberikan kontribusi pada pemahaman teoritis tentang hubungan antara perusahaan besar dan UMKM dalam konteks ekonomi kreatif serta implikasinya bagi pembangunan ekonomi lokal.

Abstract

This study aimed to find out whether hedonic shopping motivation has a potential impact on impulse purchases of local skincare products  ''Somethinc''. Hedonic shopping motivation is an action that can encourage certain behaviors, one of which is impulse purchases. However, with social media, of course, a lot of information can be obtained so that consumers become more critical of product purchases and make business actors have to create offers and products that can compete. The method in this study is quantitative descriptive using non-parametric statistics of spearman rank correlation analysis. The sampling technique uses non-probability accompanied by a purposive sampling method through questionnaires. The study population is consumers of the facial care products brand  'Somethinc' in Bandung City. The sample used based on the Lemeshow formula was 390 respondents. The results showed that the increase in hedonic shopping motivation on the TikTok platform had a significant effect on impulse purchases and had a fairly high relationship. Based on the results of the analysis, the actions that 'Somethinc' can apply to trigger impulse purchases are based on hedonic shopping motivation, namely conceptualizing collaboration during live streaming with beauty enthusiasts and creating attractive offers. This can encourage consumers to make purchases while providing an interesting experience for consumers in online shopping activities.

Abstract

Small and Medium Enterprises (SMEs) in the creative economy sector have great potential to drive local economic growth and enrich urban culture. However, there are still very few partnership programs carried out by international brands with SMEs. This article aims to evaluate the cooperation of multinational companies, through the UNIQLO neighborhood collaboration program can inspire creative economy SMEs to develop their business capacity. The PESTEL approach (Political, Economic, Socio-Cultural, Technology, Environmental, Law) is applied to identify external factors that influence the success of collaboration programs. The results of the analysis show that (1) the regulatory framework and government policies play a significant role; (2) the ability of purchasing power and access to finance to be supportive from an economic aspect; (3) the acceptance of creative economy SME products is a key factor in socio-cultural success; (4) technology support in operationalization and marketing plays a positive role; (5) a positive image of environmentally friendly SME products is an added value; (6) Intellectual property rights support the legalization aspect. Although the UNIQLO neighborhood program is still relatively new, it has had a positive impact on creative economy SMEs. The challenge is to develop a sustainable strategy for the optimization of this cooperation program through strengthening the capacity of SMEs, collaboration with educational institutions and industry associations, and effective marketing efforts.

Abstract

Program pengentasan kemiskinan terus menjadi salah satu program prioritas pemerintah, terutama sejak pandemic Covid-19. Data menunjukkan masih tingginya rumah tangga atau masyarakat mengalami kesulitan untuk memenuhi kebutuhan dasar, sementara lingkup pendukungnya kurang memberikan peluang dalam meningkatkan kesejahteraan secara kesinambungan atau untuk keluar dari kerentanan. Penelitian bertujuan menganalisis kondisi kesejahteraan rumah tangga miskin di perkotaan dengan mendekatkan kepada kebutuhan dasar dan lingkup kesejahteraan. dibutuhkan informasi lingkungan pendukung baik dari internal atau eksternal dalam upaya penanggulangan kemiskinan. Studi ini sangat dibutuhkan pemerintah daerah untuk mendukung program pengentasan kemiskinan.  Penelitian ini menggunakan pendekatan survey dari data kelompok rumah tangga penerima bantuan Program Keluarga Harapan di Kecamatan Babakan Ciparay yang diperoleh dari data e-pkh sejak adanya pandemic Covid 19. Data ini sangat mendukung untuk melakukan analisis tingkat kemiskinan secara multidimensi di wilayah perkotaan melalui Nested Spheres of Poverty (NESP). Studi ini menunjukkan bahwa rata-rata keluarga penerima manfaat yang tinggal di perkotaan menunjukan adanya optimisme untuk menjadi sejahtera, meskipun mereka mengalami krisis kebutuhan dasar dan lingkup kesejahteraan. Rekomendasi diberikan perlunya peningkatan evaluasi kesejahteraan rumah tangga penerima bantuan, agar lebih efektif dan berkelanjutan dengan mendekatkan multidimensi untuk melihat berbagai aspek subjektivitas dan objektivitas (kebutuhan dasar, seperti: pendidikan; kesehatan; standar hidup; dan lingkup kesejahteraan dengan pendekatan Sustainable Livelihoods).

Abstract

Tujuan penelitian ini adalah untuk mengevaluasi kebijakan bantuan perbaikan rumah tidak layak huni di Kota Sukabumi menggunakan teori dari William Dunn pada aspek efektivitas, efisiensi, kecukupan, perataan, ketepatan dan reponsitivitas dengan metode kualitatif. Hasil penelitian menunjukkan bahwa kebijakan ini telah memenuhi aspek efektivitas karena Kebijakan ini berhasil menurunkan jumlah rumah tidak layak huni, meskipun target rumah layak huni belum tercapai sepenuhnya akibat refocusing anggaran karena pandemi Covid-19. Pada Aspek Efisiensi bahwa Anggaran yang digunakan cukup efisien, mampu menstimulasi masyarakat membangun rumah layak huni dengan optimalisasi sumber daya manusia sesuai petunjuk teknis. Kebijakan ini efektif mengurangi jumlah rumah tidak layak huni, namun memerlukan program tambahan untuk mengatasi penyebab berkembangnya rumah tidak layak huni seperti rendahnya pengetahuan, ekonomi, dan pengawasan masyarakat dan telah memenuhi aspek kecukupan. Distribusi kuota bantuan belum merata setiap tahun, dan kebijakan ini lebih banyak menyasar masyarakat berpenghasilan rendah (MBR) yang memiliki swadaya, sehingga belum menyentuh masyarakat miskin dengan swadaya rendah. Pada aspek ketepatan kebijakan ini ideal dan tepat dalam mengatasi masalah rumah tidak layak huni, dengan verifikasi penerima bantuan yang berjenjang dan berlapis untuk memastikan penyaluran yang tepat sasaran. Terhadap responisivitas kebijakan ini mendapatkan respon positif dari masyarakat dan stakeholder, namun perlu mengatasi potensi ketergantungan masyarakat pada bantuan, yang mengakibatkan penundaan perbaikan rumah secara mandiri. Hasil evaluasi tersebut kemudian di lakukan analisis prioritas masalah menggunakan USG (urgency, seriousness, dan growth) dan analisis stategy untuk optimalisasi kebijakan melalui pendekatan SWOT (seriousness, weakness, opportunity, dan treats) yaitu dengan inovasi, fokus pada tindakan preventif, penambangan anggaran, penyusunan rencana cadangan dan optimalisasi sumber pendanaan.

Abstract

This study aims to develop an adaptive e-service-based public service model in North Cimahi District. Utilizing a multi-methodological approach, primarily the Soft System Methodology (SSM), the research encompasses document studies, surveys, interviews, and focus group discussions. The findings indicate that the implemented e-services significantly enhance service effectiveness but still need optimal efficiency or sufficient user and operator confidence. A proposed model emphasizes the acceleration of e-service development compatible with smartphones, fostering user independence and active public participation. Additionally, integrating various service applications, including electronic signature systems, is necessary to enhance data security. This integration is expected to reduce direct face-to-face interactions, improving ethical behavior and professionalism among service providers and increasing efficiency for the community and the government. Limitations include comprehensive public engagement and full integration of service applications. Practical implications suggest that e-services can streamline administrative processes and improve public trust in government institutions. Socially, the model promotes inclusivity and transparency in public service delivery. The originality of this study lies in its application of SSM to develop a responsive e-service model tailored to community needs in the context of local government services.
