Abstract

Despite its abundant natural resources, strong Islamic values, and rich Malay cultural heritage, Buluh Nipis Village has not yet realized its agrotourism potential because development planning remains predominantly top-down with limited community participation. This study addresses this gap by analyzing a participatory strategic planning approach for sustainable agrotourism development. A mixed-methods design was employed, integrating quantitative and qualitative approaches through surveys, collaborative participatory research, structured interviews, questionnaires, observations, and document analysis. Purposive sampling was used to select the research site, respondents, and informants, involving a total of 100 participants. The findings reveal that community participation remains low (50%) due to the dominance of top-down planning (60%), although respondents perceive the village's agrotourism potential to be very high (85%). These results indicate the need to transform conventional planning into a participatory model that actively involves local communities in decision-making and development processes. The study proposes a strategic planning model that integrates local natural resources, Islamic values, Malay cultural wisdom, and food security into a unified framework for sustainable agrotourism development. This integrated model constitutes the study's principal contribution by providing a context-based planning framework that strengthens community participation, supports rural economic development through BUMDes, promotes digital village planning, and enhances tourism branding rooted in local identity.

Abstract

Rural Sharia agritourism microenterprises play an important role in promoting local economic development, community empowerment, and sustainable rural transformation. However, these enterprises continue to face significant challenges related to digitalization, sustainability practices, limited human resource capacity, and changing market dynamics. This study aims to develop a comprehensive conceptual understanding of how digital transformation, Environmental, Social, and Governance (ESG), human resource readiness, Islamic business values, and local wisdom collectively contribute to the sustainable performance of rural Sharia agritourism microenterprises. This study employed a qualitative literature review using a library research approach by synthesizing recent scholarly publications published between 2017 and 2026. The literature was analyzed through qualitative content analysis and thematic synthesis to identify recurring patterns, conceptual relationships, and research gaps. The findings indicate that sustainable business performance cannot be explained by digital transformation or ESG implementation independently. Instead, sustainable performance emerges from the complementary interaction among digital capability, sustainability-oriented management, human resource readiness, ethical business practices, and community-based cultural values. Human resource readiness serves as an enabling capability that strengthens the implementation of digital transformation and ESG, while Islamic business values and local wisdom reinforce ethical governance, stakeholder trust, and social legitimacy. This study contributes to the literature by integrating Resource-Based View, Dynamic Capability Theory, Stakeholder Theory, and Human Capital Theory into a unified conceptual framework for sustainable rural entrepreneurship. The proposed framework also provides practical insights for policymakers, rural development agencies, and microenterprise owners seeking to strengthen the resilience and long-term competitiveness of rural Sharia agritourism microenterprises.

Abstract

Persediaan barang yang tidak dikelola dengan urutan keluar masuk yang tepat sering menjadi sumber kerugian di ritel modern, terutama untuk produk yang punya batas waktu konsumsi. Tulisan ini membahas penerapan metode First In First Out (FIFO) dalam manajemen persediaan di Indogrosir Pekanbaru sebagai upaya menekan risiko kerusakan dan kadaluarsa produk. Kajian disusun dengan pendekatan studi kasus kualitatif, memadukan tinjauan literatur dari sepuluh sumber akademik dengan kerangka observasi lapangan yang dirancang untuk diisi data primer oleh peneliti di lokasi. Pembahasan mencakup mekanisme kerja FIFO, faktor pendukung dan penghambat penerapannya di gudang ritel skala besar, serta dampaknya terhadap efisiensi biaya dan kepuasan pelanggan. Hasil kajian pustaka menunjukkan bahwa penerapan FIFO yang konsisten berkorelasi dengan penurunan tingkat kerusakan produk, perbaikan akurasi pencatatan stok, dan peningkatan kepercayaan konsumen terhadap kesegaran barang yang dijual. Tulisan ini juga menyoroti kendala umum seperti keterbatasan ruang gudang, kurangnya pelatihan staf, dan minimnya dukungan sistem informasi yang terintegrasi. Rekomendasi diarahkan pada penguatan SOP pergudangan, pelabelan tanggal masuk barang, dan pelatihan rutin bagi staf gudang

Abstract

Bandar Laksamana District is one of the implementation of public administration services. Population services include population registration and civil registration. Public services are the responsibility of the government in order to meet the basic needs of the community and to improve community welfare. The purpose of this study was to determine the quality of public services at the UPT Population and Civil Registration Office in Bandar Laksamana District, Bengkalis Regency. This study uses a qualitative descriptive method and with data collection through interviews, observations, and documentation. The data processing technique used by researchers is data analysis techniques. In this study, researchers used the Palralsuralmaln, Zeithalml, and Berry Theory which states that service quality is determined by five indicators, namely Direct Evidence (Tangibles), Reliability, Responsiveness, Assurance, and Empathy. The results of the study indicate that public services at the UPT have not been implemented properly. The service still experiences obstacles, namely limited infrastructure and facilities and limited availability of technology, lack of socialization and education to the community about services, low work culture and employee discipline, the existence of employees who have unfriendly and indifferent attitudes, and the failure to achieve the principle of public service, namely equal rights. which should not differentiate between ethnicity, race, class, gender and economic status in providing services, but UPT employees in providing services still use the principle of family.

Abstract

Penelitian ini mengkaji pengalaman kerja Aparatur Sipil Negara (ASN) penyandang disabilitas tuli dalam konteks birokrasi Indonesia melalui analisis narasi konten media sosial Instagram @santi_setyaningsih. Dengan menggunakan pendekatan kualitatif berbasis analisis naratif, penelitian ini mengidentifikasi tema-tema sentral yang mencerminkan tantangan, strategi adaptasi, dan kondisi birokrasi inklusif yang dihadapi ASN Tuli. Hasil penelitian menunjukkan bahwa meskipun terdapat regulasi yang mendukung inklusi disabilitas dalam aparatur negara, implementasi di lapangan masih jauh dari ideal. Hambatan komunikasi, minimnya akomodasi yang wajar, stigma sosial, dan keterbatasan infrastruktur aksesibilitas menjadi persoalan utama. Di sisi lain, ASN Tuli menampilkan resiliensi, strategi komunikasi adaptif, dan pemanfaatan teknologi digital sebagai respons terhadap lingkungan kerja yang belum sepenuhnya inklusif. Penelitian ini menegaskan perlunya reformasi birokrasi yang lebih substantif dalam mengintegrasikan perspektif disabilitas ke dalam sistem administrasi publik Indonesia.
