Abstract

The development of information technology has encouraged the digitization of government services in an effort to improve efficiency, transparency, and accessibility for the community. However, the implementation of e-government at the village or nagari level still faces various obstacles, such as limited infrastructure, low digital literacy of government officials, and administrative systems that are still manual-based. This community service aims to develop and implement a website-based village information system in Nagari Supayang, Tanah Datar Regency, to support the optimization of public services. The methods used include needs analysis, system design, website development, socialization, and training for village officials and the community. The results of the service showed that the developed system was able to increase service efficiency by up to %, while the level of understanding of the apparatus of the digital system increased by 70 points based on the results of the pre-test and post-test. In addition, the user satisfaction survey indicated that more than 90% of the trainees felt ready to operate the system independently. This implementation proves that digitizing village administration services can improve the effectiveness of village or nagari governance and become a model for other nagari in adopting the concept of e-government in a sustainable manner.

Abstract

This research aims to develop a decision support system that can help English School Indonesia in choosing the best tutor by using the Fuzzy-AHP (F-AHP) method. The Fuzzy-AHP method combines Analytical Hierarchy Process (AHP) with fuzzy logic, which can overcome uncertainty and imprecision in criteria assessment. The first step in this research is to conduct a literature study to understand decision support systems, AHP methods, fuzzy logic, and their implementation in tutor selection. Furthermore, data and information related to tutor selection criteria will be collected from English School Indonesia through interviews and surveys. Fuzzy-AHP method will then be applied to build a hierarchical structure of criteria in selecting the best tutor. The criteria can include performance, attendance and discipline, communication skills, target achievement, competence

Abstract

The Rubik's Cube is a complex puzzle with an enormous number of possible configurations, making it a challenging problem for both humans and computational methods to solve. While traditional solving algorithms rely on predefined strategies, this study explores the application of reinforcement learning (RL) to develop an adaptive and efficient solution model. This study aims to create an RL_based solver using the Markov Decision Process (MDP) framework, optimizing for speed, move efficiency, and solving steps. The proposed model employs Q-learning and Monte Carlo Tree Search (MCTS) to determine the optimal actions at each game state, which are trained through extensive Rubik's Cube simulations. The key novelty of this study lies in the integration of MCTS with Q-learning to enhance decision-making efficiency by reducing the number of moves compared with conventional methods. The experimental results demonstrate that the model achieves near-optimal solutions with fewer moves, outperforming basic rule-based approaches. Additionally, a web-based application was developed to provide real-time solving strategies based on user-input cube configurations. This study contributes to the advancement of RL applications in combinatorial puzzles and offers a practical tool for Rubik's Cube enthusiasts seeking to improve their solving techniques.

Abstract

The e-government web portal serves as a crucial platform for providing information that can be easily and universally accessed. This serves as an intermediary between the municipal administration and the community, ultimately resulting in improved and streamlined public services. Several variables, including age and proficiency in using the integrated system, provide insights on how to gauge user satisfaction levels of the information system and its current users. The e-govqual and Importance Performance Analysis (IPA) models are accurate indicators of user satisfaction. This article seeks to understand the perception of users of the e-government web portal of the municipal Tanah Datar municipality. It aims to compare the servqual and the IPA model to determine the most suitable method for assessing public perceptions and identifying priority attributes to improve service quality. These two approaches share the same objective, but employ different methodologies. The user's perception of performance is designated as the independent variable (X) using a quantitative approach, while service quality expectations are designated as the dependent variable (Y). This is achieved by combining the Likert scale with five dimensions. This study uses questionnaires to gather data from 275 participants and uses two models, E-govqual and Importance Performance Analysis (IPA), to assess user satisfaction. The findings indicate that it is crucial for the government to respond quickly to user issues, provide feedback on user input, and regularly update the material on the Web portal.

Abstract

This study proposes an IoT-based water quality monitoring framework integrated with a continuous sustainable modeling approach for smart campus applications. A total of 404 sensor observations were collected, including pH, turbidity, temperature, and Total Dissolved Solids (TDS). A continuous water suitability score ranging from 0 to 1 was constructed based on WHO drinking water standards, and Multiple Linear Regression was employed to model the relationship between water quality parameters and the suitability score. The main contribution of this study lies in the development of a lightweight analytical framework that combines continuous regression modeling with threshold-based classification to support real-time decision-making in resource-constrained environments. The dataset was divided into 90% training and 10% testing data. The results show that the proposed framework achieved a classification accuracy of 88.5% based on threshold mapping of regression outputs, with a misclassification rate of 11.5%. These findings demonstrate the effectiveness of integrating IoT-based monitoring with interpretable and computationally efficient analytical models for sustainable campus water management.

Abstract

With online platforms that transform scholarly communication, academic journals must strategically amplify their digital footprint. This study demonstrates the value of using web analytics and time series modeling to uncover nuanced online readership trends and rhythms. Using the case of the Review of Rekayasa Sistem dan Teknologi Informasi/System Engineering and Information Technology (RESTI) Journal website's 2023 visitor data, we employ visual and ARIMA time series analysis to delineate engagement patterns aligned with academic cycles. The results reveal pronounced seasonal fluctuations, with the participation peaking in October and November, coinciding with increased research dissemination. Fitting an ARIMA model to daily new visitor data indicates positive autocorrelations, suggesting that the engagement effects persist on days. The model provides a predictive baseline for evaluating outreach initiatives. The study offers strategic information on aligning content planning with reading engagement rhythms. At the methodological level, the integration of data mining, predictive modeling, and information retrieval techniques establishes a versatile framework for investigating evolving scholarly communication dynamics in the digital age. The study also emphasizes meticulous data preparation and model diagnostics. The analytical approach presented provides actionable intelligence on trends in the use of academic portals online. This has far-reaching implications for journals seeking to strategically enhance their digital presence amidst increasing competition. With the proliferation of electronic resources, these techniques will only grow in importance for assessing and amplifying the impact of online scholarly platforms.

Abstract

This research examines the implementation of electronic-based government systems (SPBE) in Nagari Batipuah Ateh, West Sumatra, Indonesia, analyzing the adoption patterns and challenges of digital transformation in rural governance. Through the application of the Unified Theory of Acceptance and Use of Technology (UTAUT) model, this study investigates how traditional rural communities adapt to and accept e-government services while maintaining their cultural identity and social structures. The study employed a mixed-method approach, combining quantitative surveys of fifty participants with qualitative insights from fifteen in-depth stakeholder interviews conducted over twelve months. The research focused on measuring key UTAUT constructs: performance expectancy, effort expectancy, social influence, and facilitating conditions, while also examining the role of community dynamics in technology adoption. Findings reveal significant correlations between social influence and behavioral intention (r = 0.72), highlighting the crucial role of community leadership in technology acceptance. While 52% of users demonstrated advanced digital literacy, 26% required substantial support for basic system navigation, leading to the emergence of effective community-based support networks. The study identified a 65% increase in adoption rates among initially hesitant users through these informal support systems, and a 58% higher sustained engagement when implementing phased approaches with community feedback integration. The research contributes to understanding rural digital transformation by demonstrating how e-government services can be successfully implemented while preserving cultural integrity. The results suggest that successful rural digital governance requires more than technological solutions, demanding careful attention to social dynamics and cultural contexts.
