Abstract

The productivity of Civil Servants is a crucial factor in supporting the effectiveness of government administration. However, the productivity of ASN at the Regional Secretariat of West Pasaman Regency has not been considered optimal, possibly due to work motivation, work commitment, and Organizational Citizenship Behavior. This study aims to examine the influence of work motivation and work commitment on ASN productivity, with OCB serving as an intervening variable. The research employs an associative quantitative approach to analyze the relationships among these variables. The population includes all 181 ASN at the Regional Secretariat, with a sample of 125 respondents selected using the Slovin formula and proportional random sampling. Data were collected through a Likert-scale questionnaire and analyzed using descriptive statistics and path analysis via SPSS, after performing validity and reliability tests as well as classical assumption tests such as normality, heteroscedasticity, multicollinearity, and linearity. The findings indicate that work motivation and work commitment positively and significantly affect ASN productivity, both directly and indirectly through OCB. Moreover, OCB strengthens the impact of work motivation and commitment on ASN productivity, confirming its role as an effective intervening variable.

Abstract

To improve the quality of family data services, BKKBN has carried out service system reform through the use of information technology. This reform is implemented by developing and applying SIGA as an integrated information system. SIGA serves as a tool for data collection, work mapping, program intervention, and performance measurement across all administrative levels. This study aimed to investigate the implementation of the SIGA website program in an effort to improve the quality of family data collection services at the National Population and Family Planning Board (BKKBN) office, in line with service system reform through the use of information technology. This study reflected fieldwork experiences using a qualitative descriptive approach. Data were obtained through several competent informants at the Ministry of Population and Family Development/BKKBN. Data were analyzed using interactive modeling. The results indicated that through data digitalization, SIGA enables services to become more accurate, efficient, and accessible. However, its implementation still faces technical and human resource readiness challenges. Overall, SIGA is a key element in BKKBN’s service reform efforts, supporting a modern, responsive, and sustainable family data governance system.

Abstract

The advancement of digital technology has prompted local governments to deliver public services through adaptive and effective electronic platforms. One concrete implementation in Payakumbuh City is the MyKopay application, designed as an integrated platform for various public services in support of the city’s smart transformation initiative. However, the functional realization of this application remains suboptimal. This study aims to examine the barriers to the implementation of the MyKopay application as part of the smart city transformation in Payakumbuh. A descriptive qualitative approach was employed, with data collected through in-depth interviews, field observations, and documentation, and analyzed using the Technology Acceptance Model 3 (TAM 3) framework. The findings reveal several obstacles, including weak coordination among local government agencies (OPDs), limited technical human resources, low levels of digital literacy among the public, the absence of technical regulations, and insufficient public outreach. These factors contribute to the low adoption and utilization of the application. The study concludes that institutional strengthening, human resource capacity building, the development of supporting regulations, and effective communication and education strategies are essential to ensure that digital applications serve as practical solutions for public service delivery rather than mere symbols of modernization.

Abstract

Waste management is one of the most pressing environmental issues in developing cities, including Bukittinggi City, and therefore requires governance that is effective, sustainable, and compliant with regulatory frameworks. The Dinas Lingkungan Hidup (DLH) of Bukittinggi, as the competent authority, plays a strategic role in directing and coordinating various solid waste programs. This study aims to analyze the role of DLH Bukittinggi in waste management, encompassing its functions in planning, implementation, supervision, environmental education, and cooperation with communities and third parties. The research employed a descriptive qualitative approach through literature review, document analysis, and policy analysis related to local waste governance. The results indicate that DLH Bukittinggi has implemented several waste management programs, including the development of waste banks (bank sampah), the provision of waste management facilities and infrastructure, waste reduction at the source, and transportation and final processing at the Tempat Pemrosesan Akhir (TPA) facility. Nevertheless, the implementation of these programs still faces multiple challenges, such as limited waste collection fleets, low community participation in waste sorting, and the need to strengthen education and supervision. The study concludes that optimizing the role of DLH Bukittinggi requires strengthening institutional capacity, fostering multisectoral collaboration, and enhancing public awareness so that the waste management system can operate more efficiently and sustainably. These findings are expected to serve as a basis for evaluation and recommendations to improve waste management policies in Bukittinggi City.

Abstract

The digital transformation of government in the era of digital intelligence is not simply a process of administrative digitization, but rather a shift in governance paradigm that demands the repositioning of civil servants as strategic actors in an ecosystem based on artificial intelligence (AI), big data, and algorithmic systems. This change requires civil servants to adapt multidimensionally not only mastering technology, but also possessing cognitive capacity, ethical sensitivity, and adaptive organizational capabilities. Ironically, amidst the flood of publications on digital transformation and Electronic-Based Government Systems (SPBE), studies that systematically place civil servant adaptation as the primary focus are still relatively limited and less dominant than those oriented towards technological and infrastructure aspects. Through a bibliometric analysis of 445 Google Scholar articles from 2021–2026 using VOSviewer and co-occurrence techniques, this study found that the themes of artificial intelligence, the digital era, and data dominate the knowledge structure, while the clusters of digital literacy, transformative leadership, organizational culture, and AI ethics emerge with much lower intensity. These findings confirm the technological bias in the discourse on bureaucratic digital transformation and the gap between system innovation and civil servant human resource readiness. If not balanced with strengthening adaptive capacity, integrating ethical values, and reforming organizational culture, digital transformation risks becoming trapped in procedural formalities and policy symbolism, instead of producing a responsive, accountable, and sustainable bureaucracy.

Abstract

The Hoyak Tabuik tradition is a cultural heritage of the people of Pariaman City that has historical, social, religious, and cultural values, while also serving as one of the region’s leading cultural tourism attractions. However, changing times, budget constraints, and low youth involvement have become challenges in preservation efforts. This study aimed to analyze the role of the Tourism and Culture Office of Pariaman City in preserving the Hoyak Tabuik tradition and to identify inhibiting and supporting factors in its implementation. This study used a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation involving informants consisting of the Head of the Culture and Creative Economy Division, Junior Expert Cultural Officer, Tabuik organizing committee, tuo Tabuik, and the community of Pariaman City. Data were analyzed through the stages of data reduction, data display, and conclusion drawing. The results showed that the Tourism and Culture Office of Pariaman City had carried out its roles as a regulator, dynamizer, facilitator, and catalyst in preserving the Hoyak Tabuik tradition. These roles were realized through the formulation of technical policies, coordination among institutions and the community, provision of budgets and supporting facilities, and cultural promotion through social media and digital media. The inhibiting factors in preservation included budget constraints, the absence of a specific Regional Regulation, differences in community perspectives, and the lack of youth involvement. Meanwhile, the supporting factors included local government support, the involvement of tuo Tabuik and the community, high tourist enthusiasm, and the strong cultural values of the people of Pariaman City. Thus, this study affirms that the preservation of the Hoyak Tabuik tradition requires strengthened regulation, budgetary support, institutional coordination, digital cultural promotion, and active youth participation so that the sustainability of local cultural heritage can be maintained more effectively.
