Abstract

Employee placement in public institutions has received increasing scholarly attention; however, studies focusing on local personnel agencies remain limited. This study aims to analyze the effect of employee placement on job satisfaction among State Civil Apparatus (ASN) at the Regional Personnel and Human Resources Development Agency of Padang City. A quantitative approach was employed using an associative survey design, involving 30 respondents selected through saturated sampling. Data were collected through questionnaires and interviews and analyzed using descriptive statistics, simple linear regression, t-test, and coefficient of determination with SPSS. The findings indicate that employee placement has a positive and significant effect on ASN job satisfaction, as shown by a t-count of 7.849 and a significance value of 0.000. The R Square value of 0.688 indicates that employee placement explains 68.8% of the variance in job satisfaction, while the remaining 31.2% is influenced by other factors. These findings demonstrate that appropriate employee placement is a crucial factor in improving ASN job satisfaction. Theoretically, this study contributes to public human resource management literature, particularly in relation to person–job fit and merit-based placement. Practically, the findings imply the need to strengthen competency-based placement policies to support more effective, fair, and performance-oriented personnel management in local government institutions.

Abstract

Employee productivity in public service agencies is a key determinant of service quality received by the public. At the Padang City Investment and One-Stop Integrated Service Agency (DPMPTSP), low productivity is reflected in 22 disciplinary violation cases in 2023, a low staff competence and attitude score in the Public Satisfaction Index (78.5), and a 63.8% increase in public complaints from 2022 to 2023. This condition is considered closely related to the suboptimal implementation of Organizational Citizenship Behavior (OCB) among employees. This study aims to examine the effect of OCB on employee work productivity at the DPMPTSP of Padang City. A quantitative correlational approach was employed using total sampling, involving all 50 employees as respondents. Data were collected through a Likert-scale questionnaire measuring OCB based on the five dimensions proposed by Organ et al. (2006), namely altruism, conscientiousness, sportsmanship, courtesy, and civic virtue, as well as work productivity based on the six indicators proposed by Sutrisno (2011). Data were analyzed using classical assumption tests and simple linear regression with SPSS. The findings indicate that OCB has a positive and significant effect on employee work productivity, as shown by a t-test significance value of 0.000 (< α = 0.05) and a positive regression coefficient of 0.617. The regression equation is Ŷ = 27.581 + 0.617X. The Pearson correlation coefficient of r = 0.545 indicates a moderately strong positive relationship, while the coefficient of determination (R²) of 0.297 shows that OCB explains 29.7% of the variability in work productivity. This study concludes that strengthening OCB culture, particularly in the dimensions of conscientiousness, altruism, and civic virtue, is a relevant and measurable strategy for improving employee productivity in public service agencies. Theoretically, this study contributes to the literature on organizational behavior and public human resource management, while practically, it provides implications for strengthening employee behavior-based productivity strategies in local public service institutions.

Abstract

Public expenditure efficiency and foreign direct investment governance have received increasing scholarly attention; however, limited research has examined how budget-efficiency policies affect the implementation of FDI deconcentration programmes at the provincial level. This study aims to analyse policy implementation, supporting and inhibiting factors, and institutional strategies related to FDI deconcentration budget efficiency at the Investment and One-Stop Integrated Services Office of West Sumatra Province. A qualitative approach with a descriptive case-study design was employed, involving four key informants selected through purposive sampling. Data were collected through semi-structured interviews, non-participant observation, and document analysis, then analysed through data condensation, data display, and conclusion verification. The findings show that budget efficiency was implemented through online coordination, integrated field visits, activity prioritisation, and digital investment promotion. These measures helped maintain basic service continuity and relatively favourable investment performance; however, they also reduced direct supervision, weakened the verification of Investment Activity Reports, and increased reliance on informal communication. The study contributes to policy implementation and value-for-money literature by demonstrating that fiscal savings do not necessarily produce substantive efficiency when supervisory capacity and accountability mechanisms are weakened. The findings imply the need for selective performance-based budgeting, protected funding for high-risk supervision, and an integrated hybrid monitoring system to strengthen the effectiveness, accountability, and sustainability of provincial FDI deconcentration governance.

Abstract

The high disaster risk in West Sumatra Province requires the Regional Disaster Management Agency (BPBD) to maintain an adaptive and motivated workforce; however, employees reportedly demonstrate limited initiative, dependence on top-down directives, and insufficient engagement in routine operational activities. Although agile leadership has been widely examined in private-sector and digital contexts, its relevance to public emergency organizations operating within rigid bureaucratic structures remains underexplored. This study aims to analyze the role of agile leadership in predicting employee work motivation at the BPBD of West Sumatra Province. A quantitative cross-sectional survey was conducted involving 56 respondents selected using the Slovin formula from a population of 64 employees. Data were collected through questionnaires and analyzed using descriptive statistics and simple linear regression. The findings indicate that the Respondent Achievement Rate for agile leadership was 69.07%, while work motivation reached 71.45%, with both variables categorized as high. Regression analysis produced the equation Y = 1.907 + 0.482X and demonstrated a statistically significant positive association between agile leadership and work motivation (p < .001). The coefficient of determination (R² = .254) indicates that agile leadership explained 25.4% of the variance in employees’ work motivation, whereas 74.6% was attributable to factors not included in the model. Given the cross-sectional design, these findings establish predictive association rather than direct causality. The study contributes to public-sector leadership research by extending the application of agile leadership to a bureaucratic disaster-management context and implies that strengthening leaders’ openness to feedback, particularly the humble dimension, may enhance employee participation, autonomy, and motivation.

Abstract

Junior high school dropout remains a persistent structural challenge in Pesisir Selatan Regency. During the 2023–2024 academic year, the Department of Education and Culture recorded 1,663 junior high school dropouts, with a dropout rate of 0.07%, exceeding the rates reported in Padang City (0.03%), Solok Regency (0.008%), and Solok City (0.003%). This condition persists despite the implementation of several government initiatives, including the Nine-Year Compulsory Education Program, School Operational Assistance (BOS/BOSDA), the Indonesia Smart Program (PIP), and the 2021–2026 Regional Medium-Term Development Plan (RPJMD). This study aimed to analyze the implementation of government policies, identify implementation constraints, and examine the measures undertaken to address junior high school dropout in Pesisir Selatan Regency. A descriptive qualitative approach was employed. Informants were purposively selected and included officials from the Junior High School Division of the Department of Education and Culture, school principals, guidance and counseling teachers, school dropouts, and parents from SMPN 9 Koto XI Tarusan, SMPN 3 IV Jurai, and SMPN 1 Batang Kapas. Data were collected through semi-structured interviews and documentation, validated through source triangulation, and analyzed using the Miles and Huberman interactive model. The analysis was guided by George C. Edwards III’s policy implementation framework, encompassing communication, resources, disposition, and bureaucratic structure. The findings indicate that the policies have been formally implemented, but their effectiveness is constrained by five interrelated factors: families’ economic burdens, particularly indirect educational costs; inadequate communication regarding access to non-formal education pathways; inconsistent procedures for removing students from the Basic Education Data System (Dapodik); peer-group influence and early marriage; and limited parental involvement, which primarily results from economic constraints rather than parental neglect. In response, the local government, schools, and guidance and counseling teachers have redirected school dropouts to Community Learning Activity Centers (PKBM), strengthened mentoring and home-visit programs, expanded educational assistance, and increased oversight of BOS fund utilization. The study concludes that reducing school dropout in high-risk regions requires the simultaneous strengthening of all four dimensions of Edwards III’s policy implementation framework while ensuring that interventions remain responsive to local socioeconomic and cultural conditions. These findings contribute to educational policy implementation by demonstrating the need for integrated financial, administrative, communicative, and socio-cultural interventions to improve school retention.
