Abstract

Perubahan garis pantai dapat terjadi karena faktor alam atau campur tangan manusia seperti perkembangan delta atau reklamasi pantai, Dalam beberapa kasus, perubahan garis pantai dapat membentuk lahan baru yang disebut delta atau lahan timbul. Lahan baru yang terjadi di Delta Cipunagara terus mengalami penambahan seluas 138,9 ha (1962-1972); 757,3 ha (1972-1990) dan 623,0 ha (1990-2008) dengan laju masing-masing sebesar 13,9 ha/tahun, 42,1 ha/tahun dan 34,6 ha/tahun. Penggunaan lahan di lahan baru didominasi oleh tambak sebesar 26,0% (1972); 50,0% (1990) dan 67,8% (2008). Saat ini, lahan baru di Delta Cipunegara dikelola oleh masyarakat setempat dengan seijin kepala desa, yang diujudkan dalam bentuk Surat Izin Mengelola (SIM). Kenyataan menunjukkan bahwa penguasaan lahan baru belum jelas secara yuridis, sehingga dapat menjadi pemicu konflik. Oleh karena itu, kepastian kepemilikan lahan baru perlu segera ditangani oleh pemerintah untuk meminimumkan konflik sosial di masa datang.Kata kunci: Lahan Baru, Garis Pantai, Konflik Sosial ABTRACTCoastline change occurred by natural or anthropogenic processes such as delta development or land coastal reclamation. In some cases, coastline change can create the new land that called delta or emergence land. The new land in Delta Cipunagara has enlarged about 138,9 ha (1962-1972); 757,3 ha (1972-1990) dan 623,0 ha (1990-2008) with rate 13,9 ha/year; 42,1 ha/year and 34,6 ha/year, respectively. Land use in the emergence land are dominated by pound about 26,0 % (1972); 50,0% (1990) and 67,8% (2008). Now, the new lands in Delta Cipunagara are occupied by the local people based on Chief of Village Certificate. In reality, the owner of the new land is unknown judicially so that canprovoke a social conflict. This situation should be clarified judicially by government in order to minimize a social conflict in the future.Keywords: Emergence Land, Coastline, Social Conflict

Abstract

Jabodetabek and Greater Bandung Metropolitan areas experiencing the phenomenon of urban expansion which has caused both metropolitan areas to be more connected and become a mega-urban area by a corridor through a conurbation process. Karawang regency is part of the region in the Jakarta-Bandung corridor. The increasing number of population in the region will encourage the addition of number and types of public facilities. The objectives of this study were to analyze the regional development and spatial distribution pattern of the Village Development Index/ Indeks Perkembangan Desa (IPD) in Karawang regency. Regional development was analyzed using scalogram analysis, while spatial distribution pattern of the IPD was analyzed using Global and Local Moran Index. Regional development analysis shows the distribution of the IPD in 2014 has increased from 2003. Analysis of spatial distribution pattern of IPD values from 2003 and 2014 shows the clustered distribution patterns in some sub-districts.

Abstract

Land conversion causes competition in land use, and thus it is necessary to select leading commodities based on agro ecological zoning (AEZ). This study aimed to determine the leading commodities of food crops in Bantul Regency agro ecological zone. This study was conducted on March 2015. The data used was time series data of food crops harvested between 2008-2012 and agricultural commodities zone maps year 2013 based on AEZ with scale 1:50.000 obtained from the Statistics of Indonesia, Agriculture and Forestry Office, and AIAT. Commodities with comparative advantages were analysed by Location Quotient (LQ) while commodities with competitive advantages were analysed by Shift Share Analysis (SSA). Leading food crops commodities were determined through an overlay process using the ArcGIS software covering analysis results of LQ, SSA and agricultural commodities zone maps based on AEZ with scale 1:50.000. The result showed that the wetland paddy is a leading commodity in the study area. Based on comparative and competitive advantages, and compatibility with agricultural commodities zone based on AEZ, wetland paddy is the most leading commodity compared to corn, soybeans and peanuts. It is because of the distribution of this commodity in 10 districts (Sanden, Kretek, Pundong, Bambanglipuro, Pandak, Bantul, Jetis, Banguntapan, Kasihan, and Sedayu) with total area of 11,667 ha or 39.4% of agricultural land in Bantul Regency

Abstract

Indonesian national food sovereignty is very dependent on the supply of rice from paddy fields in Java Island. Various factors influence the farmer’s decision to continue using his farm. This study aims to analyze the sustainable use of paddy field, determinant factors and strategies for improving sustainability. The study was conducted in Karawang Regency, one of the centers of rice production in West Java. The methodology used is a multi-dimensional scaling (MDS) using 43 attributes of 5 dimensions (ecological, social, economical, technological and legal and institutional dimension). Against the sensitive attribute analysis resulting from MDS, a prospective analysis was conducted to determine the key factors of sustainability. Priority policies for improving sustainability are developed based on the location of the key factors in the prospective diagram. The research results showed that the land utilization for paddy field in Karawang is actually less sustainable. Increasing the sustainability can be done through intervention and improving performance, preferably on sensitive attributes resulting from leverage analysis, covering 16 attributes. Priority policies is directed in the 5 key factors resulting from prospective analysis. Policies suggested are the tightening of new permits for building, strict implementation of the official spatial land use planning and delineation of agricultural land for sustainable food crops, counseling the community, revitalizing the role of BULOG, provision of subsidies as well as capital assistance to farmers.

Abstract

The provision of Green Open Space (GOS) constitutes an important need for city and as a mandate ofthe Law on Spatial Planning. Ungaran city currently has the width of public GOS under 20%. It makesUngaran city has not yet qualified to become a Green City. The objectives of this study are to identify andanalyze the width and distribution of GOS existing condition; to analyze the needs of Ungaran’s GOSin order to meet the specified conditions of prevailing law; to arrange the plan of GOS based on GreenPlanning concept; and to arrange the design of GOS based on Green Design concept. The analysis willbe conducted by using Patch Analysis method. The analysis of GOS is based on the inhabitant’s needand the wide area, and the Analytic Hierarchy Process (AHP). The GOS mapping result of Ungarancity is 2.190,66 ha which consists of private GOS (2.112,74 ha) and public GOS (77,92 ha). Based onthe total projection of population in 2032, the public GOS need is 292,41 ha. Whereas the needs ofpublic GOS based on the 20% from wide area (612,17 ha). The direction of public GOS developmentbased on green planning is divided into three alternatives, first, based on the balance distribution ofGOS within the area, and land use priority; second, based on the balance distribution of GOS, land usepriority, distance to the residence, minimum width of 250m2, and the complexity of landform; third,based on the consideration of the spatial patterns and regional asset authority. The direction of publicGOS development is based on green design approach to divide the design based on necessity activityand function patterns of public GOS.

Abstract

Pemetaan kadastral atau pemetaan berbasis kepemilikkan lahan telah diamanatkan oleh Pemerintah yang tertuang dalam Keputusan Presiden RI Nomor 34 Tahun 2003 tentang Kebijakan Nasional di Bidang Pertanahan yaitu pada Pasal 1 ayat 3. Namun kebijakan ini belum terrealisasi secara nasional. Kantor Pajak Bumi dan Bangunan (PBB), Kabupaten Subang, Jawa Barat telah melakukan pemetaan lahan berbasis kepemilikan lahan, yaitu peta persil lahan tambak di Delta Cipunagara yang dilakukan secara terestris. Di sisi lain, telah banyak tersedia data penginderaan jauh resolusi tinggi seperti Citra Quick Bird yang dapat dimanfaatkan untuk tujuan yang sama. Penelitian ini bertujuan untuk mempelajari manfaat Citra Quick Bird untuk verifikasi peta persil lahan tambak. Hasil verifikasi menunjukkan bahwa (1) terdapat perbedaan bentuk Delta Cipunagara yang bersumber dari PBB dan Citra Quick Bird; (2) persil tambak yang dibatasi dengan ”galengan” saja mudah diidentifikasi dari Citra Quick Bird; (3) terdapat perbedaan posisi blok dan persil tambak antara Peta Persil dari Kantor PBB dan Citra Quick Bird; dan (4) terdapat pergeseran posisi persil tambak antara peta yang bersumber dari Kantor PBB dengan Citra Quick Bird, berkisar (1.5-57.2) m, dengan rata-rata 19.9 m. Hasil analisis regresi menunjukkan bahwa luas persil yang bersumber dari Kantor PBB memiliki kesesuaian yang tinggi dengan luas persil hasil pengukuran lapang (R2=93.0%). Demikian juga untuk luas persil dari Citra Quick Bird memiliki kesesuaian yang tinggi dengan luas persil dari Kantor PBB (R2=94.3%). Namun tingkat kesesuaian antara luas persil dari Citra Quick Bird dan pengukuran lapang relatif lebih rendah (R2 = 63.2%).

Abstract

Karawang Regency is one of the rice production centers in West Java. However, the dynamics of land use and land cover changes in the region are estimated to be high because of its proximity to the nation’s capital. These dynamics have led to changes in rice production. This research was conducted to study the patterns of land use and land cover change over the period of 2000-2013 and its relation to the balance of food production. Changes in land use and land cover were identified by the use of Landsat TM imagery of 2000, 2003, 2007, 2010 and 2013. The production and productivity of rice were obtained from the statistical data of Karawang Regency, 2001-2014. The results showed that in the period between 2000 and 2013, paddy fields identified from imagery were decreased from 116,268 ha in 2000 to become 103,866 ha in 2013. The most extensive changes in land use and land cover were the changes from the rice to the settlements. The most dominant area of the increased settlement comes from the paddy fields and dryland agriculture. The average decrease of paddy fields during 2000-2013 was 0.93% per year. This has resulted in a decrease in the contributions of Karawang to export rice for surrounding regions by 5% during the last 13 years. Abstract

The growth of a region has changed land-use pattern, not only in urban areas but also rural areas such as Humbang Hasundutan regency, North Sumatra Province. As one district that newly developed since its establishment in 2003, land-use change has affected the environment such as the emergence of degraded land due to deforestation and other environmental vulnerability issues in some sub districts. CLUE-S (the Conversion of Land Use and its Effects at Small region extents) model with a combination of dynamic systems and quantification of empirical relationships between land-use and its driving factors was chosen to predict land-use change that improves an understanding of land allocation planning. The aims of this study were to analyze land-use change in Humbang Hasundutan district and predict the changes in year 2033. The results showed Humbang Hasundutan district has 5,362 hectares of forest cover loss in period of years 2003 to 2013. Land use change simulation by using scenario with restricted area policy and forest land rehabilitation can maintain forest cover over 30 % and contribute to augment forest vegetation on degraded lands by 47.87 % in year 2033. Abstract

The development of industrial areas in Jabodetabek developed rapidly since the beginning of 1970. The rapid urban development in the Greater Jakarta resulted in the emergence of new areas on the outskirts of the city as a container for the growth of activities, such as industrial areas. This condition occurs because of the limited supply of urban land on a large scale, especially for industrial activities. The purpose of this study was to analyze changes in land use to non-industrial land to industrial land and its relation to the GDP in Jabodetabek industry and analyzes the factors that affect the industrial sector GDP. The method used in this research are the survey, GIS analysis and regression. The results showed that changes in land use (conversion) non industry to 1998 to the Year 2012 are in Bekasi largest by land use type housing, open space, and rice fields. Changes in land use non industry to positively correlate with changes in the industrial sector GDP in Jabodetabek.. Variables are a strong influence on the formation of GDP industrial sector, is a variable raw material. The development of industrial sites in Greater Jakarta tends to follow them main road network forease of accessibility. Keywords: Distribution of industrial land, Jabodetabek, industry
