Abstract

The Cubo Trienggadeng Irrigation Schme in Pidie Jaya District fulfills irrigation water depending on the Cubo Trienggadeng Dam which has a fluctuating discharge. The Cubo Trienggadeng Irrigation Scheme divides three technical rotation zones to avoid water user conflicts. In the growing season, rendeng planting season can irrigate the entire rice field area of the Cubo Trienggadeng Irrigation Scheme, while during the gadu planting season (May to August) it can only irrigate an area of 428,25 Ha of rice fields in zone I of a total functional area of 1.090 Ha. To fill irrigation water there are reservoirs in the zone II area which can provide water deposits as reserves with Hutan Pantang small dam. The source of the small dam is from rainwater harvesting, because there is no inflow that enters the reservoir. The primary data in this study is by observing small dam, irrigation area and irrigation network and measuring the dimensions of the carrier channel while secondary data obtained from previous studies and other related institutions, namely technical data on small dam, rainfall, irrigation network schemes. The optimization technique model is used to solve the problems , this study uses non-linear programs with Microsoft Excel solver. In reservoir optimizing for service area, it is expected to be able to solve the problem. The service area of Hutan Pantang small dam covers 84,25 Ha, which requires the largest discharge rate of 0,19 m3 / sec with a water surface height of 1,77 m and a volume of reservoir 278,161.66 m3 capable of operating 100% to meet reliability. The results achieved are optimal small dam operation, where the reliability of small dam affects the volume of the reservoir

Abstract

Timang Gajah Sub Watershed is one of total 12 sub watersheds located in Peusangan Watershed. The condition of Peusangan Watershed is degraded and it triggers hydrometeorology disaster such as flash flood. The record of flash flood events is very high in the districts located in Peusangan watershed. According to BPS 2014 Data, there were 32 events of flash flood occurred in Central Aceh, 17 events occurring in Bener Meriah, 7 events occurring in Bireuen, 2 events occurring in North Aceh, 23 events occurring in Pidie and 4 event occurring in Nagan Raya. This reason becomes the background of the research as well as there has not been compiled flash flood hazard map in Timang Gajah Sub Watershed. This research aims to compile flash flood hazard map in Timang Gajah Sub Watershed. The research analysis is by using Indonesia Disaster Risk (RBI) (2016). The analysis tool used is GIS tool. The result uses fuzzy membership analysis of inundation depth. Based on the analysis outcomes, it is resulted that flash flood hazard analysis in Timang Gajah Sub Watershed consist of 4 categories dominated by safe area as 29,366.55 Ha (81.89%) and vulnerable area as 2,954.83 Ha (8.24 %).

Abstract

Based on the results of the Environmental Health Risk Assessment Study, zone 5 of the drainage in Banda Aceh City which includes Syiah Kuala, Ulee Kareng, and Kuta Alam Sub-district, some villages fall into the category of moderate-risk and high risk of inundation. Bandar Baru, Lambaro Skep, Ie Masen Kayee Adang, and Lambhuk are moderate risk villages of inundation. This study aims to evaluate the performance of the drainage system to see how the conditions and functions of the drainage facilities and infrastructure that have been built and the participation of the society. The methodology used in this study is quantitatively supported by descriptive-evaluative. Performance reviews conducted include physical and non-physical aspects. Physical aspects include physical data on infrastructure, the function of drainage system infrastructure, and operating and maintenance conditions for drainage. Non-physical aspects include regulations/institutions, development management, and efforts by the Regional Government to encourage society/private participation. The results of the calculation of drainage performance obtained a value of 81.40 which means the performance is in good condition. Physical aspects value 55.0 and non-physical aspects value 26.4. From the physical aspect of the condition of drainage infrastructure such as drainage canals, pump houses, retention ponds are already in good condition, but some sluice gates are still in a damaged condition that has not been repaired. From the non-physical aspects, some of the shortcomings that must be corrected are the absence of regional regulations for drainage, human resources in agencies that handle drainage are still not optimal, and community participation in managing drainage is still minimal.

Abstract

Seunagan River Basin Area has a very important role as a water needs for the people in Nagan Raya Regency and the half of West Aceh Regency. The condition of Krueng Seunagan River Basin Area is getting more and more critical which is marked by a lot of dangerous activities inside and outside the River Basin Area such as mining, land conversion and so on. This study aim are for knowing how much a yearly sediment production that happened in Krueng Seunagan River Basin Area and the Sediment Delivery Ratio (SDR) and also to recommend the effort of land  conservation. From the sediment rate analysis in Sub River Basin Areas, it obtained variation sediment rate that spread over 4 Sub River Basin Areas. From the yearly sediment production analysis result can be confirmed that the largest sediment production happened in Seunagan Hulu Sub River Basin Area, which the sediment production is 143.879,08 ton/year and then followed by Seunagan Hilir Sub River Basin Area 135.644,02 ton/year, and then Cut Sub River Basin Area 116.016,74 ton/year and the smallest sediment production happened in Isep Sub River Basin Area which the sediment production is 107.985,52 ton/year. The Sediment Delivery Ratio (SDR) result for each sub river basin area is Seunagan Hulu 9,6%, Isep 12,2 %, Cut 11,8% and Seunagan Hilir 10,0 %

Abstract

Irrigation infrastructure does not last long without being supported by continuous maintenance activities as the age of water building grows in irrigation networks. To maintain a sustainable irrigation system an irrigation management system is needed starting from the main building, the primary network to the secondary network. Irrigation Performance is an indicator in order to describe an irrigation system management, performance appraisal according to Minister of Public Works Regulation Number 12/PRT/M/2015 concerning Exploitation and Maintenance of Irrigation Networks is carried out on 6 (six) parameters, namely : Physical Infrastructure, Planting Productivity, Facilities Support, Personnel Organization, Documentation and Water User Farmers Association. The objective of this study was to conduct a performance assessment of D.I Jeuram through observing the condition of irrigation networks and analyzing the irrigation network condition data from the implementing agency D.I Jeuram and information from the P3A as a reference for the performance of D.I Jeuram. The results of this study show that the performance of the Jeuram Irrigation Area in terms of physical and non-physical aspects has a performance index of 69.36%, so that the performance of the Jeuram Irrigation Area falls into the less performance category and needs attention, so efforts to improve performance in Irrigation Areas are suggested. Jeuram, namely the aspect of physical infrastructure consists of routine maintenance activities from the main building to the final secondary canal (B.Jr.30), periodic maintenance includes replacement of the operating board and measuring ruler on the weir, replacement of missing door parts in weir drains, bag draining periodic mud, replacement of 16 door units at Jeuram Kanan and 6 door units at Jeuram Kiri, heavy rehabilitation in buildings tapping B.Jr.9, B.Jr.13, BU.1 and BU.2, and constructing drain inlets in sections carrier channel that functions as a waster. Efforts to improve the performance of aspects of non-physical infrastructure consist of providing adequate facilities for offices, housing and OM implementation warehouses, providing complete irrigation Area data at branch offices and conducting routine meetings related to OM implementation and cropping patterns. With this, the value of the performance of the irrigation system is obtained with a reliable, and which will later become a reference for the management of irrigation networks as a whole.

Abstract

Aceh was hit by Tsunami in 2004 and was beginning to rebuild and rise from adversity especially in terms of building construction. But there are many constructed houses during the reconstruction project that does not suit the societal need and uninhabitable. The purpose of this study is to analyze and describe the implemented construction planning process whether it was considering the societal expectations and participation. This study also investigates the societal representation whether it was represented by all society groups and identifies how to optimize the construction planning process. This research uses semi-qualitative and quantitative methods. This study was conducted in Lhoknga sub-district of Aceh Besar Regency, involving 4 (four) villages and 95 respondents. The data was collected using questionnaires and interviews. The used research instruments are questionnaires and interview sheets that have been tested in terms of validity and reliability. The results show the construction planning process in Lhoknga sub-district of Aceh Besar Regency. This study suggested that the planning process in the sub-district level was not carried properly. Society participation in construction planning was low (58.95%).

Abstract

Nagan Raya District Government undertook the construction of roads, including the Poros Utama Road of Kuala Subdistrict. At the time of rain, in certain locations are still formed puddles above the surface of the asphalt. Therefore, it is necessary to evaluate the efficiency and duration of draining flow through the inlet on the road. The data required are the type, distance and dimensions of the existing inlet and the location map, the maximum daily annual rainfall data, cross and longitudinal sectional drawing. Calculations start by calculating the design flow of rainfall data processing. Furthermore, the calculation of the gutter flow as well as the efficiency and the inlet draining time. Based on calculations, the efficiency of the existing inlet in the form of a curb opening inlet is in the range between 4,93% to 6,51% with  0,64-3,92 minutes of draining time. This value indicates that the inlet on the road produces very low efficiency. Inlet is expected to drain all the water or 100% efficiency. The inundation disturbs the movement of the vehicle and affects the pavement resistance. Therefore, the flow of water above the road surface is expected not to create a puddle.

Abstract

The Pandrah Irrigation Area is a technical irrigation network whose water source comes from the Krueng Pandrah river. Pandrah Weir was built in 1987 located in Samagadeng Village, Pandrah District, Bireuen Regency. It has an area of 1,203 hectares of irrigated rice fields. In its development, the damage that occurs in the Pandrah irrigation area also cannot be ignored. It is necessary to review it by assessing the performance of the irrigation system. The purpose of this study was to determine the performance index of the Pandrah irrigation system using the MASSCOTE (Mapping System and Service for Canal Operation Technique) method approach. The assessment of the performance index of the Pandrah irrigation system using the MASSCOTE method approach is carried out by evaluating the Rapid Appraisal Procedure (RAP) on four main indicators, namely service indicators, indicators for Farmers Using Water (P3A), indicators for the operator's Human Resources (HR). In the evaluation of the RAP, it is the value of observations of the respondents of OP officers and P3A farmers who are presented in a questionnaire to cross-assess each respondent in irrigation management. The results of the research on the performance appraisal of the Pandrah irrigation system based on the MASSCOTE method with RAP evaluation showed that the performance index of the absolute value (Level of Service) was 3.05. Hence, the performance index of the Pandrah irrigation system in the existing conditions was in the Good classification. This index and classification value shows the value of irrigation operations in fulfilling services from irrigation management carried out by operators / OP officers and felt by irrigation service beneficiaries, namely P3A farmers.

Abstract

Daerah Irigasi (D.I.) Baro has a total area of 11.950 ha which consists of Baro Kanan area of 8,920 Ha and Baro Kiri area of 3.030 Ha. Maximum cropping intensity indeks of D.I. Baro ranged between 183%-213%. This shows that D.I. Baro is unable to meet the water needs for his extensive irrigation services. One of the factors that influence the planning and regulation of irrigation water is cropping pattern. The aims of this research is to get the best cropping pattern, so that the distribution of irrigation water discharge available in D.I. Baro can be done optimally, knowing the need of irrigation water in D.I. Baro, knowing the maximum plantable area that irrigation can irrigate, and knowing the maximum profit that can be achieved by optimization. Compilation of mathematical models to get the maximum benefit that can be achieved by optimizing land area. The data collected in this study is secondary data. The method used is an optimization method using a linear program.

Abstract

Keumala Dam is built on Krueng Baro River which is one of the strategic rivers in Aceh Province to irrigates the farmland and supplies drinking water for the community downstream. However, this river has a considerable issues due to its long path and passing through various geological formations, causing a high concentration of sediments in the river. Therefore, this study aimed to analyze the river hydrodynamics employing the HEC-RAS 5.0 software. The results of the study revealed that the flow capacity of sediment transport along the riverbed varies directly with the difference between the shear stress at the bottom sediment and the critical shear stress allowed for moving particles. Sediment transport occurred in all sediment samples from the upstream and downstream of Keumala Dam. The flow reduction due to the damming changed the channel and flow regime, while the decrease in water release reduced the floating and bottom sediment transport to the the downstream. The total sediment around the weir area at the normal discharge is 6,325,698.93 tons/year. Sedimentation around the weir is a severe problem as it can affect the function and performance of the weir and irrigation channel. Siltation due to sedimentation also closed the intake of Keumala PDAM. Thus, periodical dredging and transporting sediments from the bottom of the weir are necessary to overcome this problem. Dredging and transporting sediments will improve the Keumala weir performance to irrigates the Krueng Baro Irrigation Area. Thus, the discharge capacity of othe weir intake can be maintained to irrigate the farmland following the planned area.
